WE WILL HAVE SEVERAL PRESENTATIONS TODAY ON THIS AGENDA ITEM.

WE DO HAVE OUR FIRST IS GOING TO COME FRO TRICOUNTY.

DR. SNYDER, WILL YOU INTRODUCE THE SPEAKER?

>> SECRETARY SNYDER: THEY, CHAIRMAN BUNCH.

IT'S A PLEASURE TO INTRODUCE OUR SPEAKER THIS EVENING.

YOU KNOW, COVID-19 PANDEMIC HAS TAKEN MANY LIVES.

IT'S AFFECTED JOBS.

IT'S CLOSED BUSINESSES.

IT'S AFFECTED HOW WE GRIEVE.

IT'S CANCELED VACATIONS, WEDDINGS.

BUT MORE EQUALLY AS IMPORTANT IT'S ALSO MENTAL HEALTH.

I'M HONORED TO INTRODUCE EVAN ROBERSON, WHO SERVES AS THE EXECUTIVE DIRECTOR FOR TRI-COUNTY BEHAVIORAL HEALTHCARE SINCE 2013.

TRI-COUNTY BEHAVIORAL HEALTHCARE MR. ROBERSON ASKED ME TO SHARE, SERVES PERSONS WITH SERIOUS MENTAL ILLNESS, ADULTS, CHILDREN AND YOUTH, SUBSTANCE USE DISORDERS AS WELL AS INTELLECTUAL AND THE DEVELOPMENT DISABILITIES.

THERE ARE 39 COMMUNITY CENTERS IN TEXAS TH PROVIDE SERVICES TO PERSONS WITH MENTAL ILLNESSES OR INTELLECTUAL DISABILI FOR ALL 254 COUNTIES.

SO TRICOUNTY WE ARE FORTUNATE HAS THE PR SERVICE LOCATIONS IN MONTGOMERY COUNTY.

MR. ROBERSON OBTAINED HIS BACHELOR'S HOWARD PAYNE UNIVERSITY.

AND HIS PASTOR'S DEGREE FROM SAM HOUSTO UNIVERSITY.

IN HIS 27-YEAR COMMUNITY CENTER CAREER, HE HAS HELD A VARIETY OF THE POSITIONS AT THREE DIFFERENT COMMUNITY CENTERS INCLUDING RURALS OF MENTAL HEALTH, CRISIS SERVICE, PSYCHIATRIC RESEARCH, GRANT WRITING, DEVELOPMENT OF THE H.U.D.

HOUSING FOR PERSONS DISABILITIES.

AND SUPERVISION OF A VARIETY OF ADMINISTRATIVE SERVICES INCLUDING QUALITY MANAGEMENT AND INFORMATION TECHNOLOGY.

HE CURRENTLY SERVES AS IS VICE CHAIR OF TH DIRECTOR CONSORTIUM AND THE EXECUTIVE DIRECTOR LIAISON TO THE TEXA CENTER BEHAVIORAL HEALTH DIRECTORS CONSORTIUM.

BOTH CRISIS SERVICES AND THE SUBSTANCE USE DISORDER SERVICE, SPECIAL INTEREST GROUPS.

HE ALSO SERVES ON SEVERAL OTHER STAT COMMITTEES, WORK GROUP AND TEAMS. HE PROUDLY, ON A PERSONAL NOTE, SERVES IN WEST CONROE BAPTIST CHURCH DISCOVERING MINISTRY, WHICH IS A MINISTRY TO PERSONS WITH THE SPECIAL NEEDS.

WITH THAT, CHAIRMAN BUNCH, TURN IT OV MR. ROBERSON.

>> CHAIRMAN BUNCH AND DIRECTORS ON BEHALF OF THE TRI-COUNTY BEHAVIORAL TRUSTEES THANK YOU FOR OPPORTUNITY TO DISCUSS COVID-19 ON THE MENTAL HEALTH COMMUNITY.

I OFTEN VIEW THE NEGATIVE IMPACTS OF THE DISASTERS ON THE COMMUNITY MENTAL HEALTH SEVERAL MONTHS AFTER AN EVENT.

BUT USING A WORD WE HAVE GROWN TIRED OF HE IMPACT OF THE CORONAVIRUS IN NUMBER OF PERSONS AFFECTED AND THE ONGOING THE VIRUS IS UNPRECEDENTED.

MY ROLE AS THE EXECUTIVE DIRECTOR IN THE MENTAL HEALTH SYSTEM, I'M FREQUENTLY ASKED DATA ON INFORMATION ON THE SUBSTANCE USE, MENTAL

[00:10:03]

DISABILITIES AND MARCH I WAS INTERVIEWED BY THE COMMUNITY IMPACT SOUP REGARDING THE EFFECT OF COVID-19 ON THE MENTAL HEALTH OF OUR COMMUNITY.

WHILE THE EFFECT WAS ANTICIPATED I DIDN'T HAVE DATA TO ANSWER THE QUESTIONS.

IN THE LAST THREE MONTHS HOWEVER THE PUBLIC MENTAL HEALTH SYSTEM STARTED TO SEE SIGNIFICANT INCREASE IN THE DEMAND FOR THE SERVICES THAT CAN BE DIRECTLY TIED TO COVID-19.

FOR EXAMPLE IN JUNE OF 2020, THE CRISIS HOTLINE CALLS WERE 27% HIGHER THAN IN JUNE OF 2019.

IN JULY THEY WERE 47% HIGHER THAN THE JULY OF 2019.

IN JULY WE SAW 41% MORE ADULT PRESENT FOR OUTPATIENT SERVICES AT THE CLINIC IN CONROE.

AS RECENTLY IN THIS WEEK IN CONROE WE SET AN ALL-TIME RECORD FOR THE NUMBER OF THE ADULTS SEEKING ASSESSMENT FOR OUT PATIENT SERVICES FOR A SINGLE DAY AND FOR THE WEEK.

THE LEVEL OF THE INCREASED DEMAND FOR THE SERVICES AFTER THE DISASTER IS REALLY ALSO UNPRECEDENTED.

FOR ADULTS, THERE APPEARS TO BE INCREASE IN THE NUMBER OF THE INDIVIDUALS SEEKING SERVICES OR EXPERIENCING SYMPTOM OF ANXIETY, CONSTANT WORRY, PANIC ATTACK, FEELINGS OF RESTLESSNESS, DIFFICULTY SLEEPING NIGHT.

MANY ARE SEEKING CARE FOR THE FIRST TIME LIVES.

IN ADDITION WE ARE SEEING ADULTS WHO MAY HAVE HAD ISSUES WITH DEPRESSION OR THE ANXIETY THROUGHOUT THEIR LIVES BUT GENERALL MANAGE ON THEIR OWN WITH THE MEDICATIONS PRESCRIBED BY THE PRIMARY CARE PHYSICIAN.

THESE ARE THE INDIVIDUALS WHO HAVE BEEN HOLDING DOWN JOBS, MAINTAINING THE HOUSING, MAINTAINING HEALTHY RELATION FUNCTIONING WELL ON THE DAY-TO-DAY LIVES BUT ARE NOW FINDING THEY ARE NO LONGE ABLE TO FUNCTION AS THEY DID IN THE PAST.

THE INDIVIDUALS ARE PRESENTING WITH THE WORSENING SYMPTOMS. DEPRESSIONION AND ANXIETY OR THE ADDITIONAL SILL TOMS THEY HAVE NOT HAD BEFORE.

THEY OFTEN INCLUDE INCREASE FEELINGS OF DEPRESSION, DIFFICULTY SLEEPING OR THE TROUBLE WITH APPETITE, LOW ENERGY, DIFFICULTY GETTING OUT OF THE BED, FEELING HOPELESS.

LACK OF INTEREST AND ENJOYMENT IN THE DAIL ACTIVITIES.

SOME OF THE INDIVIDUALS REPORTED THAT THE CURRENT MEDICATION REGIMEN IS NO LONGER EFFECTIVE AND THEY SEEK CARE FROM SIGH I CAN TRYST RATHER THAN PRIMARY CARE PHYSICIAN.

THERE IS INCREASE OF THE INDIVIDUAL COUNSELING SERVICES TO MANAGE SITUATIONAL DEPRESSION OR LIFE STRESSORS.

THE VETERANS WE SERVE ARE BEING IMPACTED SIGNIFICANTLY BY THE TRAUMA RESURFACING DUE TO LONELINESS AND INCREASED SUBSTANC ABUSE AND THE EXPERIENCED VETERANS TEND TO BE A SOCIAL AND TIGHT-KNIT GROUP.

WITH MANY OF THE V.F.W.

HALLS AND SOCIAL OUTLETS CLOSED THEY SEEM TO R BE STRUGGLING.

ACROSS ALL OF THE POPULATIONS MANY PEOPL ABLE TO ACCESS THE TYPICAL SUPPORT SYSTEMS. AND THESE USUAL METHODS OF COPING.

AS A RESULT WE ARE SEEING ESCALATION OF THE BEHAVIORS THAT INCLUDES CRISIS, ESCALATED EMOTION, POOR DECISION-MAKING AND IRRATIONM THOUGHTS.

UNTIL RECENTLY WE HAVE NOT SEEN AS MANY KIDS IN THE OUTPATIENT SERVICES BUT IN THE LAST TWO WEEKS THE NUMBERS STARTED SUBSTANTIALLY AS WELL.

HOWEVER, EVEN THOUGH WE HAVE NOT SEEN AS MANY KIDS IN THE LAST FEW MONTHS THE KIDS WE ARE SEEING ARE OFTEN PRESENTING IN CRISIS AND MANY OF THEM HAVE BEEN SUICIDAL OR ATTEMPTED TO TAKE THEIR LIVES.

IN OUR DATA AT LEAST WE HAVE NOT SEEN A SIGNIFICANT INCREASE IN THE SUICIDE ATTEMPTS.

HOWEVER, AS WAS THE CASE WHEN I INTERVIEW WITH THE COMMUNITY IMPACT NEWSPAPER THE SIGNS ARE THERE THAT WE WILL SEE INCREASE IN THE SUICIDE ATTEMPTS SAT ONLY PEOPLE CONTINUE TO STRUGGLE -- ATTEMPTS AT SOME POINT IF PEOPLE CONTINUE TO STRUGGLE.

IN SOME PART OF THE STATE SOME CENTERS ARE SIGNIFICANT INCREASE IN SUICIDE ATTEMPTS.

PART OF THE STATE OF TEXAS DISASTER BEHAVIORAL HEALTH RESPONSE TRI-COUNTY HAS BEEN AWARDED A FEMA CRISIS COUNSELING PROGRAM GRANT.

THE GRANT SEEKS TO EMPOWER INDIVIDUALS BY EDUCATING THEM ABOUT THE DISASTER REACTIONS, TEACHING THEM COPING SKILLS, ASSESSIN THEM FOR INDIVIDUAL NEEDS AND LINKING THEM TO THE APPROPRIATE COMMUNITY RESOURCES.

THE HOPE IS THE LONG-TERM MENTAL HEALTHCARE CAN BE AVOIDED.

TRI-COUNTY STARTED THE CRISIS COUNSELING JUNE.

WE HAVE ALREADY RECEIVED 12,507 CAL THREE-COUNTY AREA AND PROVIDED THE SHORT-TERM COUNSELING TO 483 INDIVIDUALS.

THIS LEVEL OF CCP GRANT UTILIZATION FAR OUT-PACES RECEPTION FROM OTHER DISASTERS AND AGAIN CAN BE VIEWED AS THE INDICATO WHAT WE THINK WE WILL SEE IN THE FUTURE.

I HAVE PROVIDED A SLIDE TO THE, FOR THE BOARD WITH THE INFORMATION ABOUT THIS PROGRAM CALLED TEXANS RECOVERING TOGETHER.

THE SERVICES ARE FREE TO THE PUBLIC AND DO NOT REQUIRE AFFILIATION WITH THE PUBLIC HEALTH SYSTEM AT ALL.

REACH THE STAFF 936-521-6331 MONDAY THROUGH FRIDAY 8:00 TO 5:00.

WE CAN PROVIDE THE SERVICES TO YOU.

THEY PROVIDE SERVICES BY THE WAY OUTSIDE OF THE 8:00 TO 5:00 HOURS BUT THAT IS WHEN THEY TAKE THE CALLS.

WHAT SHOULD YOU WATCH OUT FOR THOSE YOU CARE ABOUT?

[00:15:03]

WATCH OUT FOR THE EXCESSIVE SLEEP OR THE INABILITY TO SLEEP.

RECKLESS BEHAVIOR.

UNUSUAL LEVELS OF IRRITABILITY.

WANTING TO BE ALONE ALL OR MOST OF THE TIME.

LOSS OF ENERGY TO DO THINGS YOU USED TO ENJOY.

FEELING OF WORTHLESSNESS AND EXCESSIVE USE OF DRUGS OR ALCOHOL.

WHAT YOU CAN DO TO MAINTAIN THE MENTAL HEALTH MAKE SURE THAT YOU ARE GETTING CONSISTENT SLEEP.

I ONCE WORKED WITH A PSYCHIATRIST IF YOU COULD CONTROL SLEEP YOU COULD HAVE HALF OF WHAT WE SEE IN THE PSYCHIATRIC WORLD UNDER CONTROL.

IT'S IMPORTANT WE ARE HANGING OUT WITH T POSITIVE PEOPLE AND LISTENING TO POSITIVE MESSAGES.

IT'S DIFFICULT TO HANG OUT IN DAYS OF SOCIAL DISTANCE SOMETHING WE HAVE TO FIND OTHER WAYS FOR THE HUMAN CONNECTION.

THESE ARE SO IMPORTANT.

SO I ENCOURAGE YOU TO PICK UP THE PHONE FRIEND OR THE FAMILY MEMBER.

MAKE PERSONAL CONTACT IN SOME WAY.

JUST AS IMPORTANTLY TO AVOID OVERLOADING YOURSELF WITH THE NEGATIVE INFORMATION THAT IS PREVALENT IN SOCIAL MEDIA FEEDS AN OUR NEEDS CHANNEL.

IT IS IMPORTANT WE MAINTAIN A HEALTHY DIET.

WE GET EXERCISE.

WHICH HAVE NOW THAT THE TEMPERATURE IS DROPPING WE MAY BE ABLE TO DO THAT.

TO AVOID THE EXCESSIVE USE OF ALCOHOL.

ALCOHOL AND DRUGS OFTEN MAKE YOUR MENTAL HEALTH STATE MUCH WORSE.

LASTLY I'LL JUST SASHENKA HELP IF YOU NEED IT.

YOUR MENTAL HEALTH -- I'LL SAY TO SEEK MENTAL HEALTH IF YOU NEED ID.

YOUR MENTAL HEALTH IS IMPORTANT AND THERE IS NO SHAME REALIZING YOU CAN'T HANDLE IT ON YOUR OWN.

I WANT TO PROVIDE THE BRIEF COMMENTS.

I PROVIDED A SLIDE ABOUT THE CRISIS SERVICES.

I WANT TO MAKE SURE THAT THE FOLKS HAVE THAT INFORMATION.

24/7 CRISIS HOTLINE NUMBER.

800-659-6994.

CRISIS WALK-IN FACILITY 706 F.M.

2854 IN CONROE.

THE STAFF IS AVAILABLE 24/207 SCREEN ANYONE.

WE HAVE 24/7 ACCESS TO PSYCHIATRY.

THE WEBSITE WITH FURTHER INFORMATION.

AGAIN, I'M GRATEFUL FOR THE OPPORTUNITY TO VISIT WITH YOU AND I WILL ATTEMPT TO ANSWER ANY QUESTIONS YOU MAY HAVE.

>> CHAIRMAN BUNCH: THANK YOU, MR. ROBERSON.

THAT WAS VERY THOROUGH.

AND THE CONTACTS, PHONE NUMBERS AND THE SERVICES BEING PROVIDED ARE VERY MUCH APPRECIATED.

I DARE SAY ANYBODY IN THE LAST SIX MONTHS THAT HAVEN'T HAD SOME LEVEL OF ANXIETY OR THE MENTAL HEALTH DISTURBANCE WOULD HA A ROBOT.

THERE IS NO WAY YOU CAN WATCH WHAT HAS B OCCURRING GLOBALLY AND LOCALLY AND COUNTRY AND NOT HAVE SOME OF THAT IMPACT YOU IN ANY, YOU KNOW, SMALL OR LARGE WAY.

SO I WILL OPEN IT UP TO THE DIRECTORS.

ANY QUESTIONS FOR MR. ROBERSON? IF ONE OF YOU IS TALKING YOU MIGHT BE ON MUTE.

>> IF I MAY, CHAIRMAN.

I DO NOT HAVE A QUESTION.

I HAD THE OPPORTUNITY TO VISIT WITH MR. R LINK THIS WEEK.

BUT I DO WANT TO THANK HIM AND ECHO WHAT YOU SAID.

I THINK IT IS SOMETHING THAT IS VERY CRITICAL DURING THESE TIMES THAT WE ACKNOWLEDGE IT THE JUDGE WAYNE MACK SAYS TO SAY YOU ARE NOT OKAY.

WE HAVE THE LEADERSHIP AND THE EXPERTISE TRICOUNTY FOR THOSE OF US WHO NEED HELP.

SO THANK YOU VERY MUCH, EVAN.

>> THANK YOU.

THIS IS WHAT HAPPENS WHEN YOUR AUTOMATIC L OFF.

>> CHAIRMAN BUNCH: NO WORRIES.

YOU HAVE TO SAVE ENERGY, TOO.

>> THANK YOU FOR THE OPPORTUNITY.

APPRECIATE IT.

>> CHAIRMAN BUNCH: ALL RIGHT.

IF THERE ARE NO OTHER QUESTIONS W MR. ROBERSON FOR HIS PRESENTATION.

AND WE WILL SHARE YOUR CONTACT INFORMATIO NUMBERS IN OUR NEWS RELEASE THAT GOES OUT TOWNSHIP SO WE CAN GIVE RESOURCES TO THE RESIDENTS MORE FREQUENTLY.

ALL RIGHT.

I'VE GOT A QUICK PRESENTATION.

WE DID HAVE GOVERNOR ABBOTT COME OUT TODAY AND AMEND HIS ORDERS.

ESSENTIALLY OPENING UP BUSINESSES TO EFFECTIVE MONDAY RETAIL, OFFICE, MANUFACTURING, LIBRARIES AND GYMS. IN COUNTIES WITH FEWER THAN 15% COVID PATIENTS FOR THE REGIONAL HOSPITAL SYSTEM CAN OPEN UP FROM 50% NOW, THEY WILL GO TO 75%.

BEGINNING ON MONDAY THE 21ST.

IN ADDITION TO THAT THE HOSPITALS AUTHORIZED TO RETURN TO NORMAL ELECTIVE SURGERIES.

ON THURSDAY, THE 24TH SENIOR LIVING FACILITIES, LONG-TERM CARE FACILITIES ARE GOING TO REOPEN TO THE VISITATION.

THEY WILL HAVE THE CERTAIN HEALTH GUIDELINES THEY NEED TO ADHERE TO.

[00:20:06]

BUT OUR SENIOR POPULATION IS LONG OVERDUE VISITS FROM THE FAMILY AND LOVED ONES.

BEGINNING THURSDAY THE 24TH THEY WILL BE ABLE TO HAVE THOSE VISITATIONS AGAIN.

ON THE SCREEN RIGHT NOW IS A MONTGOMERY COUNTY GENERAL BED USE COVID CENSUS.

RIGHT NOW AT 5.7%.

THE NEXT SLIDE.

HARRIS COUNTY GENERAL BED USE OF THE COVID PATIENTS.

IT'S NOW AT 4.9%.

THE NEXT SLIDE WILL BE MONTGOMERY COUNTY I.C.U.

BEDS.

IT'S AT 11.3%.

HARRIS COUNTY I.C.U.

BEDS IS AT 11%.

THE GOVERNOR ORDERS IS SAYING THAT THE H REGIONAL CENSUS BELOW 15% IS THE TRIGGER.

IN MONTGOMERY COUNTY, THE HOSPITAL SYSTEM WIDE COVID PATIENTS REPRESENT 6.5%.

SO WE ARE WELL BELOW THE 15% LEVEL.

IN HARRIS COUNTY, WE ARE AT 5.9% OF THE HOSPITALIZATIONS ARE COVID RELATED.

SO WITH THOSE ENCOURAGING NUMBERS, BOTH HARRIS COUNTY, MONTGOMERY COUNTY, AREAS WILL BE SUBJECT TO THE INCREASE OCCUPANC RESTAURANTS, RETAILERS, ALL OFFICES.

MANUFACTURING, LIBRARIES, MUSEUMS, GYMS. THIS IS A SMALL VICTORY TO REOPEN MOR BUSINESSES THAT WE KNOW ARE STRUGGLING.

THE GOVERNOR DID INDICATE HE WOULD REVISIT THE BARS.

BARS ARE STILL CURRENTLY CLOSED.

HE IS LOOKING FOR SOME GUIDELINE TO FOLLOW TO REOPEN BARS.

75% HELPS OUR RESTAURANTS AND HELPS OUR RETAILERS.

WE ARE SEEING THAT THE TREND LINE HAS IMPROVED.

IF YOU WANT TO GO BACK TO LAST CHART, WILLIAM, I JUST WANT TO SHOW THE -- IT DISAPPEARED.

THOSE CHARTS WERE SHOWING FROM MARCH ALL T THROUGH TODAY.

YOU CAN SEE THAT -- ACTUALLY, WE'LL HAVE BACK A FEW SLIDES.

ONE MORE.

FINE.

YOU CAN SEE A HUGE SPIKE IN JULY.

YOU CAN SEE THAT THE I.C.U.

CENSUS, THIS IS JUST HARRIS COUNTY 171 PATIENTS IN HARRIS COUNTY TODAY.

THAT IS MUCH LOWER THAN APRIL IN RIGHT A WE WERE IN MAY WHEN THINGS STARTED TO OPEN BACK UP.

WE HAVE BEEN ABLE TO COME THROUGH THE SPIKE, WORK THE TREND LINES BACK DOWN WITHOUT HAVING TO RECLOSE AND STAY HOME.

HOPEFUL THAT TREND CONTINUES.

GLAD TO HAVE SOME POSITIVE SEMBLANCE OF POSITIVE NEWS TO SHARE AND I WANT TO POINT OUT THAT THIS IS THE HISTORICAL TREND LINE.

ALL RIGHT.

I DON'T WANT TO TAKE ANY MORE TIME WITH MY UPDATE.

I WOULD LIKE TO GET TO DR. SEKULA-GIBBS.

I THINK SHE HAS A FEW SLIDES TO SHARE.

DR. SHELLEY, YOU ARE MUTED.

>> DIRECTOR SEKULA-GIBBS: THANK YOU CHAIRMAN BUNCH AND MEMBERS OF THE BOARD.

IT'S A PLEASURE TO BE WITH THE RESIDENTS WOODLANDS TODAY.

I WOULD LIKE TO SHARE WITH YOU SOME INTER POSITIVE DEVELOPMENTS AND THEN SOMETHING THAT IS WORRISOME THAT I W HIGHLIGHT AS WELL.

FIRST OF ALL THE POSITIVE, AND I'LL DOVETAIL WITH WHAT YOU SAID.

GOVERNOR ABBOTT TODAY ANNOUNCED THERE IS GOOD NEWS ACROSS THE MAJORITY OF THE STATE OF TEXAS.

HE SAID THAT THERE ARE 22 REGIONS, HOSPITAL REGIONS IN THE STATE OF TEXAS.

AND THOSE REGIONS ARE BY AND LARGE RESPONDING IN THE SAME WAY, TRACKING THE SAME WAY THAT WE SEE IN HARRIS COUNTY AND MONTGOMERY COUNTY.

IN OTHER WORDS THE RATE OF THE HOSPITALIZ DOWN IN 19 OF THEM.

THE RATE OF THE I.C.U.

UTILIZATION IS DOWN.

AND ALSO THE DEATH RATES ARE DOWN.

NOW THEY ARE NOT DOWN TO ZERO SO WE ARE CERTAINLY NOT IN A STATE OF TOTAL COMFORT AT ALL.

WE STILL HAVE TO MAINTAIN DISTANCING, HAND HYGIENE, AVOIDING IF YOU ARE SICK, STAY AWAY FROM WORK.

IF YOU SICK STAY AWAY FROM CROWDS.

AVOID LARGE CROWDS.

THAT SORT OF THING.

WE ARE SEEING THAT THE PEOPLE WHO ARE GE DISEASE ARE IN LARGE PART

[00:25:01]

YOUNGER.

THAT IS NOT COMPLETELY THE CASE.

BUT IN LARGE PART YOUNGER.

SO MANY OF THEM ARE ABLE TO WITHSTAND IT AT HOME.

SOME OF THEM ARE VERY, HAVE THE LOW SYMPTOMS TO KNOW SYMPTOMS. THAT PART HAS BEEN ON A GOOD SIDE.

THE OTHER THING I WANTED TO NOTE THREE AREAS THAT ARE NOT BENEFITING SO MUCH FROM THE PRECAUTIONS THAT THE GOVERNOR HAS INDI MANDATORY FOR A WHILE THAT THOSE ARE THE VALLEY, AND VICTORIA AND LAREDO.

THOSE COUNTIES, THOSE AREAS.

IT'S IMPORTANT TO RECOGNIZE THAT PEOPLE WHO ARE THERE ARE STILL IN A MORE SERIOUS STATE AND THEY HAVE RESTRICTIONS STILL IN PLACE.

BUT FOR THE 19 THAT ARE OPENING UP; PARTICULARLY, THE HOSPITALS ARE ABLE TO BEGIN ALL OF THE PROCEDURES THEY WOULD NORMALLY DO.

THAT IS A GREAT BENEFIT TO THE PATIENTS.

SO I WANT TO ENCOURAGE EVERYONE TO PARTICULARLY GO TO THE DOCTOR IF THEY NEED TO GO TO THE DOCTOR.

IT'S A SAFE PLACE.

I WILL GET TO THAT MORE ON THE FUTURE SLIDES.

THE FIRST SLIDE I HAVE HERE ADDRESSES ANOTHER GOOD THING THAT IS HAPPENING IN THE MEDICAL WORLD.

THAT IS THE ONGOING DEVELOPMENT OF THE VACCINES WE HAVE TALKED ABOUT AND HEARD ABOUT FROM DR. SIMS IN THE PAST AS WELL.

THREE OF THEM ARE IN WHAT ARE CALLED PHA TRIALS.

THE ONES THAT I'LL TALK ABOUT HERE ARE -- THIS FIRST OF ALL I WANT TO GIVE CREDIT FOR THIS SLIDE TO THE UNIVERSITY OF SAN FRANCISC CALIFORNIA.

UNIVERSITY OF CALIFORNIA, SAN FRANCISCO.

THIS IS FROM GROUND ROUNDS THEY PRESENTED.

THE THREE ARE PFIZER, BIONTECH, MODERNA, NIAD, THE NATIONAL INSTITUTE OF ALLERGY AND INFECTIOUS DISEASE, ASTRAZENE UNIVERSITY.

THE TWO THAT ARE PARTICULARLY ACTIVE IN T UNITED STATES ARE THE TOP TWO PFIZER AND MODERNA.

BOTH OF THEM MESSENGER R.N.A.

USING VACCINES AND THOSE ARE QUICKLY DEVELOPABLE.

THEY CAN MAKE VAST AMOUNT OF VACCINE IN A SHORT PERIOD OF TIME.

BOTH OF THEM HAVE THE MESSENGER R.N.A.

SEQUENCE DEVELOPED AGAINST THE SPIKE PROTEIN, "S" PROTEIN.

THOSE TRIALS AT LEAST THE PFIZER TRIA THROUGH THE FIRST 30,000 OF THEIR CANDIDATES.

THEY HAVE NOW EXPANDED IT TO THE 44,000.

SO THEY ARE LOOKING STILL FOR MORE PEOPL PARTICIPATE IN THE TRIALS AND THEY ARE DONE HOUSTON AREA.

AGAIN I WILL REFER PEOPLE IF THEY ARE INTERESTED TO A WEBSITE CALLED HOUSTONFIGHTSCOVID.COM.

HOUSTONFIGHTSCOVID.COM.

THEY CAN PARTICIPATE IN THE TRIALS.

I WILL SAY I CHOSE TO PARTICIPATE.

I WAS FINALLY SELECTED.

I GUESS THEY WERE DIGGING AROUND THE BOTTOM OF THE BARREL AND THEY DECIDED I WAS A GOOD CANDIDATE.

I WAS CALLED AND I WENT FOR THE VACCINE TWO WEEKS AGO.

I GOT MY FIRST DOSE AND THE NEXT ONE IS A WEEK FROM NOW.

THAT IS A MESSENGER R.N.A.

STUDY.

THE REASON I SWITCHED FROM MODERNA TO PFIZER, PFIZER DOES NOT USE ANY CELL LINES THAT ARE OBTAINED FROM ABORTED FETAL CE ABORTED BABY BODY PARTS.

I HAD TRIED TO -- I DID RESEARCH ON THAT.

AND I DISCOVERED THAT MODERNA AND ASTRAZ USE THE CELLS FROM ABORTIONS.

SO I WENT TO THE PFIZER AND I'M HAPPY TO SAY THAT IS A VERY ETHICAL PROCEDURE BEING USED TO DEVELOP THE PFIZER VACCINE.

I WILL KEEP YOU POSTED ABOUT THAT.

NEXT SLIDE.

SO, THIS IS FROM AN ONLINE SERVICE CALLED CONTAGION LIVE.

WHAT I WANTED TO POINT OUT HERE IS THIS IS A LITTLE BIT OF THE PROBLEMATIC NEWS.

THAT IN THE C.D.C. RELEASED INFORMATION AND THEY ARE SAYING THAT 41% OF AMERICANS ARE DELAYING OR HAVE DELAYED OR AVOIDED MEDICAL CARE SINCE THE OUTBREAK OF THE SARS COV2 VIRUS.

THAT IS VERY HIGH NUMBER OF THE PEOPLE WHO HAVE EITHER THEMSELVES PERSONALLY NOT GONE TO AN EMERGENCY ROOM OR THEY HAVE AVOIDED ROUTINE CARE.

THAT ROUTINE CARE CAN INCLUDE THINGS LIK TREATMENTS, VACCINATIONS, CHECKING THEIR CONDITION.

CHECKING OUT THE DIABETES.

[00:30:02]

THINGS THAT THEY SHOULD DO ON A REGULAR BASIS.

CERTAINLY THEY SHOULD GET THE CANCER TRE THE CANCER SCREENINGS.

NOW THAT WE HAVE MORE OPENING, COMPLETE OP THE HEALTHCARE SYSTEM, BASED ON THE GOVERNOR'S NEW ORDER, WE CAN EXPEC EVERYONE HAVE FULL ACCESS.

I WANT TO MENTION THAT IF WE COULD GO BACK TO THE SLIDE, PLEASE.

THANK YOU.

SOME PEOPLE MAY HAVE LOST THEIR INSURANCE OR THEY MAY BE IN A FINANCIALLY LIMITED STATE BECAUSE THEY HAVE LOST A JOB OR SOMEO FAMILY LOST A JOB.

SO IF THAT IS THE CASE I DO KNOW THAT THE LONE STAR FAMILY HEALTH CLINIC WHICH HAS FOUR CLINICS IN THE MONTGOMERY COUNTY A RIGHT THERE FOR PEOPLE WHO DON'T HAVE INSURANCE AND WANT TO PAY ON A SLIDING SCALE BASIS OR IF THEY HAVE MEDICARE AND MEDICAID AND THEY FEEL LIKE THEY CAN'T GO SOMEWHERE ELSE.

THEY CAN GO TO THE LONE STAR CLINIC AND COMPREHENSIVE CARE IN PRIMARY CARE.

ALSO BE REFERRED FOR THE SPECIALTY CARE OUT OF THAT CLINIC.

THAT IS THE LONE STAR -- FEDERALLY QUALIFIED HEALTH CENTER.

THEY TREAT BASED ON THE FEDERAL GUIDELINES.

THEY ARE FIRST RATE FACILITY.

AND ALSO HAVE A RESIDENCY PROGRAM THERE.

THEY ARE AFFILIATED WITH THE A.C.H.

HOSPITAL IN CONROE.

CLINIC IN SPRING, CONROE, WILLIS, GRANGER LAND AND SOON A CLINIC THAT IS AFFILIATED WITH LONE STAR IN HUNTSVILLE.

NEXT SLIDE.

SO THIS IS AN INTERESTING SLIDE THAT SHOWS THAT FROM INFORMATION FROM LANCET ONCOLOGY THAT AT LEAST IN THE UNITED KINGDOM THEY TALLIED UP THAT THE PEOPLE WHO HAVE AVOIDED GETTING THE MEDICAL CARE IN THE U.K.

IS REALLY COSTING THEM SERIOUS HEALTH LONG-TERM LOSS OF LIFE.

THE YEARS LOST IF YOU GO TO THE BOTTOM LINE THEY ARE SUGGESTING JUST FOR THE FOUR TUMORS WHICH ARE THE TUMORS FROM COLORECTAL, ESOPHAGEAL, LUNG CANCER AND BREAST, THE FOUR TUMORS COST THE PEOPLE IN THE U.K.

AVERAGE OF 60,000 THEIR LIFE SPAN.

SO IT'S A VERY SERIOUS LOSS OF LIFE AND THE PRODUCTIVITY FOR THE FAMILIES AND THE PEOPLE IN THE U.K.

IT'S NOT THE U.S.

BUT IT IS AFFECTING US IN A SIMILAR WAY.

I WANT TO BRING THAT UP.

NEXT SLIDE, PLEASE.

SO THE MESSAGE HERE, THE MESSAGE HERE IS PLEASE IF YOU HAVE A ROUTINE THAT YOU ARE SUPPOSED TO ADHERE TO BASED ON YOUR PHY AND HAVE YOUR MEDICAL CARE ATTENDED TO.

IF YOU ARE IN CHARGE OF AN OLDER PERSON, MAKE SURE THAT THEY GET THEIR HEALTHCARE.

IF YOU TAKE CARE OF YOUR CHILDREN MAKE SURE THEY GET THEIR VACCINES.

I WILL SAY THAT IT IS TIME FOR THE FLU SHOTS.

I WANT TO ENCOURAGE EVERYBODY ON THE BOAR GET THE FLU SHOT.

I KNOW DR. SIMS WOULD BE ECHOING THAT AND LEADING THE CHARGE ON THAT.

I THINK HE VOLUNTEERED TO BRING EVERYONE A FLU SHOT IF THEY WANTED IT AT ONE POINT.

I WILL SAY THAT THE FLU VACCINE IS MADE ETHICALLY.

SO PEOPLE WHO ARE CONCERNED ABOUT THAT SHOULD DEFINITELY NOT BE AFRAID OF GETTING THE FLU SHOT BECAUSE IT'S TOTALLY ETHICALL CYCLE AND IT HAS BEEN FOR A WHILE.

IT'S IMPORTANT TO GET YOUR FLU SHOT BECAU THING WE WANT IS TO SEE PEOPLE GETTING SICK WITH THE FLU AND THEN ALSO BEI IMMUNOCOMPROMISED FROM THE FLU AND GETTING COVID HAVING A DOUBLE WHAMMY, BEING VERY, VERY SICK AND ENDING UP IN THE HOSPITAL.

THE BEST WAY TO AVOID THE FLU IS GET YOUR FLU SHOT.

AS SOON AS I FINISH MY LAST SHOT, CHAIRMAN, WITH THE COVID STUDY, I HAVE TO WAIT ONE MONTH AND THEN I CAN GET MY FLU SHOT.

THAT IS PART OF THE PROTOCOL.

ALL RIGHT.

NEXT SLIDE.

UP FOR QUESTIONS.

DOES ANYONE HAVE ANY QUESTIONS?

>> CHAIRMAN BUNCH: HAVE ANY QUESTIONS DR. SEKULA-GIBBS? THAT WAS VERY THOROUGH AND I APPRECIATE THE UPDATE AND I WISH YOU THE BEST WITH THE VACCINE TRIAL.

>> DIRECTOR SEKULA-GIBBS: THANK YOU.

>> CHAIRMAN BUNCH: THANK YOU FOR BEING BRAVE AND STEPPING OUT AND BEING PART OF THE TEST GROUP.

>> DIRECTOR SEKULA-GIBBS: MY PLEASURE.

WE WILL GO TO THE NEXT PRESENTATION, REPORT ON THE NATIONAL NIGHT OUT.

JOHN POWERS?

>> YES.

[00:35:01]

THANK YOU, MR. CHAIRMAN.

GOOD EVENING, DIRECTORS.

WE WANTED TO PROVIDE YOU AN UPDATE ON A FEW THINGS.

BEGINNING WITH THE NATIONAL NIGHT OUT.

THEN THE ICE RINK SEASON COMING UP.

THEN DR. NUNES WILL PRESENT ON A COUPLE OF EVENTS FOR YOUR CONSIDERATION.

TO BEGIN WITH ON NATIONAL NIGHT OUT -- NEXT SLIDE, PLEASE.

NATIONAL NIGHT OUT HAS BEEN AN EVENT IN TH FOR 20 YEARS, SINCE 1990.

OR LONGER THAN THAT.

SORRY.

30 YEARS.

AS YOU MAY KNOW LAST YEAR IT WAS RECOGNIZED AS THE NUMBER ONE EVENT IN THE POPULATION DIVISION IN THE COUNTRY.

THANKS TO THE LEADERSHIP OF MARYIAN LACK AND HER TEAM OF THE NEIGHBORHOOD WATCH.

THEY DID AN OUTSTANDING JOB IN TAKING HOME THE NUMBER ONE AWARD FOR THE COUNTRY.

PREVIOUS EVENTS, 2019 AND BEFORE THEN, THE MODEL HAS BEEN THE RESIDENTS WOULD REGISTER THE PARTY IN THE NEIGHBORHOOD AND I VITE THE NEIGHBORHOOD TO COME.

AND INVITE PUBLIC SAFETY AGENCIES TO COME THROUGH AND PARTICIPATE GETTING TO KNOW YOUR NEIGHBOR AND GETTING TO KNOW PUBLIC SAFETY AGENCIES.

YOU CAN SEE THE LIST OF ALL THE AGENCIES PARTICIPATING.

THEY WOULD COME TO EACH OF THE NEIGHBORHO STOPS.

WITH COVID THAT HAS BECOME A PROBLEM.

SO WHAT THE PLAN IS FOR THE 2020 EVENT IS A DRIVE-THRU COMMUNITY.

WE WON'T BE ADVOCATING FOR NEIGHBORHOOD PARTIES.

THOSE ARE STILL ALLOWED IF OBVIOUSLY THE NEIGHBORHOOD WANTED TO DO THAT.

BUT THE PUBLIC AGENCY AND STAFF WOULD COORDINATE A DRIVE-THRU OF EACH VILLAGE.

THERE WILL BE A ROUTE FOR EACH NEIGHBORHOOD.

AND THE PUBLIC SAFETY AGENCIES WILL JOIN NEIGHBORHOOD PARADE.

THERE WILL BE SPECIFIC TIMES AND ROUTES PROMOTED IN ADVANCE.

WE WILL ENCOURAGE THE RESIDENTS TO COME OUT TO THE FRONT YARD, THE DRIVEWAY.

OR THE NEAREST INTERSECTION OF THE ROUTE.

TO SAY HELLO TO THE PUBLIC SAFETY PERSONNEL, WEARING MASKS, SOCIAL DISTANCING AND DOING POSTERS OF SUPPORT.

SIDEWALK CHALK ART.

TO CONVEY THE MESSAGES OF THE SUPPORT AND THE MESSAGE OF THE NATIONAL NIGHT OUT.

NEXT SLIDE, PLEASE.

HERE IS AN EXAMPLE OF MAP.

THE RED LINE INDICATE THE ROUTE THROUGH -- THIS IS A NEIGHBORHOOD IN COCHRANS CROSSING.

AND HOW THE PUBLIC AGENCY WILL PATROL THR NEIGHBORHOOD.

THERE WILL BE A MAP LIKE THIS FOR ALL OF COMMUNITY SO THEY KNOW WHAT THE NEAREST INTERSECTION IS FOR THEM.

THERE WILL BE A TIME ASSIGNED FOR WHEN T PARTICULAR GROUP WILL BE COMING THROUGH THE NEIGHBORHOOD.

NEXT SLIDE.

NEIGHBORHOOD WATCH WILL PROMOTE THE EVENT THROUGH SOCIAL MEDIA.

THROUGH THE FACEBOOK, PRESS RELEASES.

THERE IS 1,00 WATCH COORDINATOR -- 1,200 WATCH COORDINATORS AND TENS OF THOUSANDS OF WATCH MEMBERS AND THE PARTICIPATING PUBLIC AGENCIES PROMOTE IT THROUGH THEIR SOURCES.

WE LOOKING TO PARTNER WITH INTERFAITH TO DO A FOOD DRIVE FOR THE FAMILIES IN NEED.

WHICH HAS BEEN PARENT OF THE MISSION OF THE NATIONAL NIGHT OUT IN THE COMMUNITY HELP THE COMMUNITY.

NEXT SLIDE.

TYPICALLY IN OCTOBER WE ALSO KICK THIS OFF WITH THE COMMUNITY SAFETY EXPO.

AT NORTH SHORE PARK.

WHERE DOZENS TO THE PUBLIC AGENCIES FROM AROUND THE REGION COME TO EXHIBIT THE EQUIPMENT AND THE PERSONNEL.

ANSWER QUESTIONS.

OBVIOUSLY THAT HAS BEEN CANCELED BECAUSE OF THE COVID-19.

NEXT SLIDE.

>> THAT IS IT, JOHN.

>> ALL RIGHT.

SORRY.

THAT IS OUR PLAN FOR THE NATIONAL NI OCTOBER 11.

SUNDAY, OCTOBER 11.

IN THE AFTERNOON.

IF YOU HAVE ANY QUESTIONS, I'LL BE GLAD TO ADDRESS THOSE OR DIRECT THEM TO THE MARY AND HER STAFF.

IF NOT WE CAN GO TO THE ICE RINK.

>> CHAIRMAN BUNCH: ONE QUESTION, JOHN.

HAPPY TO HAVE THE ANSWER NEXT WEEK OR JU BOARD UPDATE BY E-MAIL.

WHAT IS THE CRITERIA TO MAINTAIN THE NUMBER ONE AWARD FOR THIS YEAR?

>> WELL, YES.

OBVIOUSLY THAT IS A PROBLEM FOR COMMUNITIES ALL AROUND THE COUNTRY BECAUSE OF THE COVID RESTRICTIONS.

I DON'T KNOW THAT I HAVE ALL THE CRITERIA.

I'LL HAVE TO GET TO THE NATIONAL N ASSOCIATION.

ONE OF THE MAIN COMPONENTS OF THE AWARD SUBMISSION IS A VIDEO THAT YOU MAY RECALL HAS BEEN PRODUCED THROUGH THE NATIONAL NIGHT OUT TO ENCAPSULATE THE EVENT.

[00:40:08]

SO THAT THE JUDGES CAN SEE THE VIDEO.

WE WON'T BE DOING THAT.

WE ARE NOT GOING TO DO THE EXPENSE FOR THE VIDEO.

BUT I GUARANTEE THAT OUR STAFF WILL PUT T IF THERE IS AN AWARD TO BE PRESENTED, IN AN APPLICATION PROCESS THE STAFF WI THE BEST THEY CAN TO DO THAT.

I'LL FIND OUT AND WE'LL SEND THAT THROUGH THE PRESIDENT JONES OFFICE FOR YOUR INFORMATION.

>> CHAIRMAN BUNCH: ALL RIGHT.

I THINK WOULD BE A GOOD IDEA FOR THE RESIDENTS TO STEP OUTSIDE THE FRONT DOORS TO THANK THE FIRST RESPONDERS.

HOPEFULLY WE WILL HAVE A HIGH PARTICIPATION FOR THAT.

ALL RIGHT.

I THINK NEXT IS DR. NUNES.

>> WELL, I HAVE A BRIEF ICE RINK UPDATE.

SO YOU KNOW WHAT WE ARE PLANNING FOR THE ICE RINK SEASON.

WHICH IS COMING UP.

ALL RIGHT.

NEXT SLIDE.

WOODLANDS TOWNSHIP PARTNERED WITH THE CYNTHIA WOODS MITCHELL PAVILION FOR A MULTIPURPOSE FACILITY ON THE PROPERTY OF THE PAVILION.

21,000 SQUARE FOOT PERMANENT FACILITY.

THAT THE TOWNSHIP HAS RIGHTS TO FROM NOVEMBER 16 TO MARCH 16.

WE OPERATE THE SEASONAL ICE RINK IN THERE.

THERE HAVE ARE A FEW PICTURES OF THE ICE RINK.

NEXT SLIDE.

WE CONTACT WITH TECH IS RUM EVENT UNDER THE ICE RINK PRODUCTION SERVICE AGREEMENT.

THIS IS A MULTIYEAR AGREEMENT WITH SPECT ARE THE PROFESSIONALS IN FACILITY MANAGEMENT.

AND THE ICE RINK MANAGEMENT.

ALL OVER THE COUNTRY.

THEY HAVE DOZENS OF THE FACILITIES THEY MANAGE PROFESSIONALLY.

THEY ARE RIGHT HERE IN THE WOODLANDS AREA.

HEADQUARTERED IN THE OAKRIDGE.

AND THEY DO A WONDERFUL JOB AND THE ICE RINK PRODUCTION SERVICES.

BEING EXPERTS IN THE SPECIAL EVENTS ABOUT THE VENUES THEY PROVIDED A SKATE SAFE PROPOSAL ON HOW THE ICE RINK CAN BE OPERATED C.D.C.

GUIDE LAINS AND THE STATE AND THE LOCAL ORDERS.

NEXT SLIDE.

-- GUIDELINES AND THE STATE AND LOCAL ORDERS.

NEXT SLIDE.

THIS FIRST BULLET WILL HAVE CHANGED TODAY UNDER THE GOVERNOR'S ORDERS BUT WE WERE ANTICIPATING OPERATING UNDER THE 50% CAPACITY.

UNDER THAT SCENARIO WE WOULD HAVE THE THREE DAYS OF THE LIMITATIONS BASED ON LAST YEAR'S NUMBERS.

WITH THE 75% CAPACITY AS APPROVED TODAY EFFECTIVE NEXT WEEK THERE WILL BE NO ADVERSE IMPACT.

WE HAD NO DAYS OF THE ICE RINK CAPACITY, OCCUPANCY IN THE FACILITY THAT WOULD EXCEED 75%.

WE ARE GOING TO RESERVE RESERVATION BLOCK TO ONE HOUR AND 45 MINUTES TO ALLOW EXTRA TIME FOR THE CLEANING PROTOCOLS.

AND TO ALLOW THE SESSION TO LEAVE BEFO SESSION COMES IN TO HELP REDUCE THE SOCIAL DISTANCING ISSUES.

THEY ARE GOING TO IMPLEMENT A NEW WEBSITE AND A POINT OF SALE SYSTEM.

THEY REDUCE TOUCH POINTS.

CASHLESS AS MUCH AS POSSIBLE.

PEOPLE CAN BOOK THE RESERVATION IN ADVANCE, PAY FOR IT IN ADVANCE.

ELIMINATE A LOT OF THE TOUCH POINTS.

NEXT SLIDE.

ADMISSIONS ARE GOING TO BE LOCATED IN STRUCTURE INSIDE OF THE FACILITY.

THEY WILL GET A HEALTH SCREENING AND TEMPERATURE CHECK AND STICKER THAT SAYS, "I'M COOL" WHEN THEY COME.

IN THERE IS A SANITATION STATION TO BE REISSUED.

TABLES WILL BE SPREAD OUT TO THE FAMILY PODS.

THEY CAN BE RESERVED.

THE FOOD AND THE BEVERAGE WILL BE MOVED OU TENT AND SERVED IN THE SEALED CONTAINERS.

THE RESTROOM WILL HAVE A SANITIZING ATTENDING TO IT EACH SESSION.

THERE WILL BE A SANITATION AND THE COMPLIANCE DIRECTOR AND EACH SHIFT AND SANITATION STATIONS.

SOME OF THE MARKET PROGRESS MOTION AND THE CONCESSIONS ARE THE KEEPSAKE MASK FOR THE ICE RINK THAT WILL BE SOLD.

NEXT SLIDE.

THIS IS A MOCK-UP OF THE ARRAIGNMENT OF WHERE THE OUTSIDE TENT WOULD BE FOR THE FOOD AND BEVERAGE.

AND THE ADMISSIONS TENT WHERE CONCESSION PREVIOUSLY.

VISITING WITH THE PAVILION PERSONNEL, THEY THINK THIS WILL WORK VERY WELL IN ADDITION.

WITH SPECTRUM AND OUR STAFF.

NEXT SLIDE.

OF THE HOUR, AGAIN WE OPEN ON THE NOVEMBER 19 TO THE PUBLIC.

[00:45:05]

IT WILL RUN TO THE MARTIN LUTHER KING HOLIDAY JANUARY 18.

WE HAVE THE FACILITY UNTIL THE MIDDLE OF MARCH.

PARKS AND THE RECREATION WILL BE PRODUCI FLOOR EVENTS; SUCH AS, ARCHERY TOURNAMENT AND OTHER EVENTS.

YOU CAN SEE THE DAILY HOURS IT WILL BE THERE.

THERE ARE SPECIAL EXTENDED HOURS FOR THANKSGIVING AND THE CHRISTMAS HOLIDAY BREAK.

THIS IS THE PRICE FOR RESERVATIONS.

THERE IS A DISCOUNT FOR THE MAKING A RESERVATION OPPOSED TO WALKING UP AND DOING IT ON SITE.

BUT THEY HAVE DO THAT AS WELL.

MULTIPLE TIERS BASED ON THE PEAK HOURS AND THE PEAK DAYS.

NEXT SLIDE.

I THINK THAT MIGHT BE IT.

YEAH.

ANY QUESTIONS FOR THE ICE RINK?

>> JOHN, OBVIOUSLY WILL BE HOSTING INSPIRE AGAIN THIS YEAR AS WELL DURING THAT PERIOD.

>> YES.

WE WILL BE WORKING WITH JANE AND THEIR FOLKS ON WHAT THEIR PROTOCOLS WILL BE.

WE ARE NOW, YOU KNOW, DESIGNATED A FILM-FRIENDLY COMMUNITY.

SO WE WILL CERTAINLY WANT TO SUPPORT THEM AND BRINGING THAT GREAT EVENT TO THE ICERIDGE EVENT CENTER.

>> THANK YOU, JOHN.

>> YOU HAVE DONE A REMARKABLE -- YOU AND YOUR TEAM, MR. POWERS, HAVE DONE A REMARKABLE JOB TO ENSURE THE SAFETY O SKATERS AS WELL AS OBSERVERS.

AND I COMMEND YOU FOR THAT.

IMPLEMENTING ALL THE PRECAUTIONARY MEASURES THAT YOU HAVE.

THANK YOU.

>> THANK YOU.

IT'S OUR PLEASURE AND HONOR TO SERVE THE COMMUNITY.

WE HAVE SPECTRUM AND THE DAVE SMALLEY AND JIM SMALLEY WHICH ARE OUTSTANDING PROFESSIONALS INDUSTRY.

>> DIRECTOR SEKULA-GIBBS: I HAVE A QUE MR. POWERS, IF I MAY.

>> CHAIRMAN BUNCH: PLEASE.

>> DIRECTOR SEKULA-GIBBS: THANK YOU.

MR. POWERS, YOU PROBABLY SAID THIS BUT I PERHAPS.

WHAT WILL BE THE PROTOCOL FOR THE FAMILIE COME IN? ARE THEY GOING TO BE WEARING MASKS WHILE THEY SKATE? OR WILL THEY BE ABLE TO TAKE THE MASKS OFF WHEN THEY -- BECAUSE IT'S TECHNICALLY EXERCISE.

WILL THEY TAKE THE MASKS OFF WHEN THEY SKATE? DO THEY HAVE TO PUT THEM ON BETWEEN THE SKATING RINK AND WHEN THEY GO AND SIT DOWN? ARE THEY ALLOWED -- CAN YOU WALK US THROUGH THAT?

>> SURE.

AS GUESTS ARRIVE WE WILL ENCOURAGE THEM TO HAVE THE MASKS TO GO THROUGH THE REGISTRATION AND GET THE SKATES.

ONCE THEY GET THE SKATES AND THEY GO TO THE TABLE THAT IS CONSIDERED NOW PHYSICAL ACTIVITY.

THAT WOULD QUALIFY TO REMOVE MASK LIKE RECREATION CENTER, TEXAS TREE VENTURES.

RIVA ROAD, BOATHOUSE.

RENTING A KAYAK OR A BOAT.

SO THEY ARE NOT REQUIRED TO WEAR THE MASK ON THE ICE ITSELF.

WELCOME TO BUT NOT REQUIRED.

IT IS REQUIRED GOING THROUGH THE REGISTRATION PROCESS AND SIGN A WAIVER AND FACE-TO-FACE WITH THE OTHER PEOPLE.

>> THANK YOU.

>> CHAIRMAN BUNCH: ALL RIGHT.

WELL DONE.

>> SORRY, JOHN THEY HAD CHRIS ON THE ICE SKATE RINK.

NOW DOES THE FALL SPECIAL EVENTS.

CHRIS HAS TRICK-OR-TREAT TRAILS AND LIGHTING OF THE DOVE.

>> THANK YOU.

WE HAVE A PRESENTATION COMING UP HERE.

THIS IS UPDATE FOR SEPTEMBER 17.

AS MR. POWERS MENTIONED THIS IS ORGANIC AS WE GOT NEW ORDERS AND WILL BE EVALUATING THE ORDERS IN REGARD TO THE FACILITY OPERATIONS.

NEXT SLIDE.

WE HAVE BEEN REVIEWING THESE THINGS WIT THROUGH APRIL THROUGH JULY.

WE WANT TO TALK ABOUT THE TRICK-OR-TREAT TRAILS AND THE LIGHTING OF THE DOVES.

WE PRESENTED CON INNOCENT JULY.

WE ARE BACK TO REVIEW THEM.

SPECIAL EVENTS WE HAVE HAD GOOD SUCCESS.

I DON'T KNOW IF YOU HAVE BEEN OUT TO ROCK THE ROW OR WATERWAY NIGHTS OR THE CONCERTS IN THE PARK.

WE ARE HAVING THOSE EVENTS.

ALL THOSE EVENTS ARE AT NORTH SHORE OR A WATERWAY SQUARE OR HUGHES LANDING.

WE ARE GETTING BETWEEN 300 AND 500 FOLKS OUT THERE.

A LOT OF SOCIAL DISTANCING SIGNS AND HAND SANITATION SIGNS AND THE REMINDERS ABOUT SOCIAL DISTANCING ARE OUT THERE IN THE PARK.

>> THE FIRST EVENT WE WOULD LIKE THE BOARD TO REVIEW IS TRICK-OR-TREAT TRAIL.

[00:50:03]

THIS IS TYPICALLY HELD AT THE PARK LITERRED WITH BOOZE AND BOUNCY HOUSES AND EVERYTHING.

A LOT OF TOUCH POINTS.

SO THE TEAM HAD TO RETHINK HOW TO REDUCE TOUCH POINTS AND REDUCE CONTACT.

THEY CAME UP WITH THE FOLLOWING.

IT WOULD BE A DRIVE-THROUGH EVENT AS M MENTIONED ABOUT THE NATIONAL NIGHT OUT.

DOING A DRIVE-THROUGH EVENT.

NO PARKING.

THEY ARE NOT ALLOWED OUT OF THE CARS.

THEY HAVE SMALL GROUP IN TENTS HANDING OUT THE CANDY.

FOUR OR FIVE PEOPLE PER TENT.

WEARING MASKS AND THEY WILL HAVE HAND AVAILABLE TO THEM.

FOR CANDY DISTRIBUTION, PREPACKAGED CANDY ONLY AND CANDY BINS PLACED PRIOR TO THE EVENT.

SO WE ARE LIMITING THE TOUCH POINTS FOR THAT.

WE ARE USING THE SIX-FOOT POLES TO PROVIDE CANDY TO THE PARTICIPANTS.

IN THE NEXT SLIDE, WILLIAM, WE DID MOCK-UP OF THIS FOR YOU TO REALLY BE ABLE TO UNDERSTAND.

THIS IS A STAFF MEMBER SCOOPING UP THE CANDY WITH A SIX-FOOT POLE AND GIVING IT TO A CHILD IN A CAR.

SO THERE IS NO TOUCH.

STAFF MEMBER OR THE VOLUNTEER WILL WEAR A MASK.

SO REALLY REDUCING THE TOUCH POINTS.

THAT IS OUR CONCEPT OF HOW TO HAVE A GREAT VENT THAT PEOPLE LOOK FORWARD TO.

AND REALLY CONTINUE SOME COMMUNITY TRADITIONS THROUGH THAT.

NEXT SHREWD.

>> VICE-CHAIR RIESER: CHRIS, IT ALMOST LOOKS LIKE A HOCKEY, OR A LACROSSE NET.

>> IT'S A SIX-FOOT DEFENSIVE LACROSSE POLE.

>> VICE-CHAIR RIESER: OKAY!

>> MY SON IS A LARGE LACROSSE PLAYER AND ACCESS TO 30 TO 50 LACROSSE POLES.

SO AGAIN THIS WHOLE THING HAS TRIED TO F THINK DIFFERENTLY.

I JUST REMEMBERED MY SON'S SIX-FOOT POLE AND LIKE IT'S SIX FEET.

THIS IS PERFECT TO BE ABLE TO KEEP THE DISTANCE.

LOOKING AT THE LEVERAGING.

STRONG RIDGE PARK AND RIDE IS CLOSED NOW SO IT GIVES US A GOOD FOOTPRINT TO USE.

COMING OFF ASHLAND WAY.

WE TRY TO HAVE THE LARGEST POSSIBLE QUEUE WE COULD TO MAKE SURE THAT THE CARS WERE OFF THE STREETS AND WOULD MAKE THEIR WA THROUGH THE PARKING LOT OUT TO MCBETH WAY TO WOODLANDS PARKWAY AND THEY ARE OUT THERE.

THIS IS THE CONCEPT FOR THE TRICK-OR-TREAT TRAIL.

NEXT SLIDE.

IN JULY WE DID, THE BARD DID APPROVE MOVING FORWARD WITH LIGHTING THE DOVES.

WE HAVE BEEN DEVELOPING THREE OPTIONS.

ONE LIMITED EVENT AT TOWN GREEN PARK.

THIS IS ONE OF THE LONGEST EVENTS IN THE COMMUNITY.

WE ARE PRESSED TO THINK ABOUT IT DIFFERENTLY.

WE ENVISION IF THERE IS A LIMITED EVENT THERE IS NO HILL, NO BOUNCE HOUSES OR VENDOR BOOTHS OR ANYTHING LIKE THAT.

THE CORE IS SANTA ON STAGE READING "'TWAS THE NIGHT BEFORE CHRISTMAS" AND PERFORMANCE AND STILL HAVING THAT.

ANOTHER OPTION IS VIRTUAL EVENT.

DRIVE-IN FIREWORKS THAT YOU HAVE SEEN OR HEARD.

DRIVE-IN FIREWORKS WAS FAIRLY SUCCESSFUL THE LONE STAR COLLEGE FOR THE FOURTH OF JULY AND LABOR DAY.

NO SPECTATORS IN THE PAVILION.

ALL A VIDEO FEED.

THE THIRD IS DRIVE-IN FIREWORKS ONLY.

IF WE DO OPTION TWO OR THREE MOST LIKELY WE NEED TO MOVE IT TO A SUNDAY.

TRADITION IS SATURDAY TO REALLY MINIMIZE THE CONFLICT WITH THE MALL.

NEXT SLIDE.

WHAT WE ARE REQUESTING HERE FROM RECOMMENDATIONS IS DIRECT THE PRESIDENT IGENERAL MANAGER WITH THE TRICK-OR-TREAT TRAILS AND LIGHTING OF THE DOVES WITH OPTION ONE.

WE ARE LOOKING TO HAVE ADDITIONAL SIGNAGE, AND VIDEO MONITORS AND WE ARE REDUCING THE EVENT TO THE CORE OF THE EVENT WH AGAIN "'TWAS THE NIGHT BEFORE CHRISTMAS" ARRIVAL AND TURNING ON THE LIGHTS.

HOWEVER IF THE CONDITIONS WARRANT SOMETHING DIFFERENT.

IF THERE ARE SPIKES OR COVID SPIKE LIKE GOVERNOR ABBOTT INDICATED, WE ARE TIME TO CHANGE THAT AND WE WOULD BRING IT BACK TO THE BOARD AT THE OCTOBER MEETING.

[00:55:10]

>> VICE-CHAIR RIESER: DR. NUNES, GREAT PLANNING.

AND I LOVE THIS.

IF CONDITIONS WARRANT, PERHAPS WE CAN EXPAND IT.

IF WE FIND OUT THAT COVID NO LONGER REALLY AN ISSUE.

AND OUTDOOR GATHERING ARE UNRESTRICTED.

I'M HOPEFUL IT MIGHT HAPPEN.

MAYBE WE CAN GO THE OTHER WAY.

>> GOOD POINT, SIR.

>> CHAIRMAN BUNCH: ALL RIGHT.

WITH THAT SAID I CONCUR WITH PLANNING AND THE PROCESS AND THE RECOMMENDATIONS.

DO WE HAVE A MOTION TO APPROVE MOVING FOR THE TRICK-OR-TREAT TRAIL AND LIGHTING OF THE DOVES OPTION ONE?

>> SO MOVED.

>> SECOND.

>> CHAIRMAN BUNCH: OKAY.

ALL IN FAVOR, SAY AYE.

>> AYE.

>> CHAIRMAN BUNCH: OPPOSED? WELL DONE, JOHN, CHRIS, STAFF, ON ALL THE ABOVE.

OKAY.

I BELIEVE THAT WAS THE ONLY ITEM THAT REQUIRED APPROVAL FROM AGENDA ITEM 7.

KAREN YOU ARE FREE TO CORRECT ME IF I'M WRONG.

>> YOU ARE CORRECT, SIR.

[8. Receive, consider and act upon an update on The Woodlands Fire Station No. 5 (as requested by Secretary Ann Snyder);]

>> CHAIRMAN BUNCH: ALL RIGHT.

MOVE US ON TO AGENDA ITEM 8.

RECEIVE, CONSIDER AND ACT UPON AN UPDATE WOODLANDS FIRE STATION #5.

I BELIEVE WE'LL HAVE CHIEF BUCK PRESENT.

>> GOOD EVENING, BOARD OF DIRECTORS.

YES, STATION 5, WE CONTINUE TO WORK THROUGH THAT AS PART OF OUR OVERALL STATION REMODELING AND CONSTRUCTION PROJECT.

YOU REMEMBER WE ENLISTED THE MARTINEZ ARCHITECTS TO DO A FULL ASSESSMENT OF THE STATIONS THREE, FOUR, AND FIVE.

AS WELL AS THE E.T.C.

THAT REPORT HAS JUST NOW BEEN COMPLETED.

STATION FIVE TO RECAP IN 2009, WE HAD AN DONE BECAUSE WE WERE HAVING ISSUES WITH STRUCTURAL MOVEMENT.

THERE WAS A REPORT MADE AT THAT POINT.

IN 2019 WE HAD TERRACON COME BACK AND D ASSESSMENT.

WE HAVE HAD SIGNIFICANTLY MORE MOVEMENT SINCE THEN.

WE CONTINUE TO HAVE THE STRUCTURAL STABILITY ISSUES AT STATION FIVE.

ALL OF THAT HAS BEEN INCORPORATED IN THE REPORT THAT MARTINEZ ARCHITECTS PUT TOGETHER.

WE ARE READY TO PRESENT THAT TO THE BOARD WHEN YOU ARE READY TO RECEIVER IT.

>> CHAIRMAN BUNCH: OKAY.

SO, IS THAT NOT READY FOR PRESENTATION TONIGHT? WOULD WE NEED TO BRING IT BACK AT A BOARD MEETING?

>> IT'S NOT -- IT WAS JUST GIVEN TO US.

IT CAN BE READY AS EARLY AS THE 23RD TO MAKE THE REPORT.

OR WHEREVER YOU SEE FIT.

WE WANT TO MAKE SURE YOU KNEW WE JUST GO THE LAST COUPLE OF DAYS.

>> CHAIRMAN BUNCH: WE WERE ALL SENT THE GEOTECHNICAL STUDY.

THE REPORT YOU ARE REFERRING TO IS ONE WE HAVE NOT SEEN YET AS A BOARD?

>> CORRECT.

IT WOULD INCLUDE THE OTHER STATIONS AS WELL AS WHAT THEY ARE RECOMMENDATIONS ARE FOR STATION FIVE.

>> CHAIRMAN BUNCH: DR. SNYDER, THIS WAS YOUR REQUEST? DO YOU WANT TO PUT IT ON FOR NEXT WEEK IF THE AGENDA SCHEDULE ALLOWS AMPLE TIME FOR THAT?

>> SECRETARY SNYDER: ABSOLUTELY.

PART OF MY CONCERN AS I SHARED DURING THE THAT THERE WAS A STUDY IN 2009.

AGAIN, IT WAS VALIDATED IN 2010.

THEN THE 2019 VALIDATED WHAT WAS FOUND IN 2009.

I JUST FEEL THAT IT'S OUR RESPONSIBILITY AS TOWNSHIP BOARD TO LOOK AT THIS AND GET IT FIXED.

I ASSUME ALL OF THE BOARD MEMBERS HAVE BEEN TO FIRE STATION #5 AND HAVE SEEN FIRSTHAND THE CONDITIONS.

I'M SURE THAT ALL OF US APPRECIATE OUR FIREFIGHTERS AND FEEL THAT THE FACILITY, THEY ARE CURRENTLY USING IS NOT, IS NOT ADEQUATE.

IT HAS MANY CHALLENGES WITH A NUMBER OF THINGS.

I THINK THAT IN THE LAST TEN YEARS PERHAPS WE HAVE PUT BAND AIDS ON TRYING TO FIX IT.

I LOOK FORWARD TO HEARING WHAT THE NEW ST SHARE NEXT WEEK.

I THINK IT'S A PRIORITY.

THANK YOU, CHAIRMAN BUNCH.

>> CHAIRMAN BUNCH: YES.

IN MY TOUR I WAS HAVING DÉJÀ VU.

IT REMINDED ME VERY MUCH OF MY OWN HOUSE.

THE FAULT LINE MOVEMENT.

THE DOORS NOT OPENING OR SHUTTING OR HAVING TO BE SHAVED.

VERY SIMILAR STRUCTURAL ISSUES.

I LOOK FORWARD TO SEEING WHAT THE RECOMMENDATIONS ARE FROM THE FIRM.

I THINK DIRECTOR MILNER, YOU HAD A COMMENT?

[01:00:02]

>> DIRECTOR MILNER: WILL WE RECEIVE A COPY OF THE STUDY PRIOR TO THE MEETING TO GO THROUGH IT AND ABSORB IT?

>> CHAIRMAN BUNCH: I WOULD HOPE IT WOULD BE SENT TO THE BOARD.

I GUESS TOMORROW, IF CHIEF BUCK -- >> YES, SIR.

WE CAN MAKE IT HAPPEN.

MAKE SURE WE GET IT IN TIME TO MEET THE REQUIREMENTS AS WELL.

>> CHAIRMAN BUNCH: PERFECT.

>> YOU WERE FORTUNATE, CHAIRMAN BUNCH, YOU GOT TO MOVE.

ONCE THAT STARTED HAPPENING TO YOUR HOME.

SO I KNOW HOW MUCH THE FIREFIGHTERS WILL APPRECIATE US FIXING THIS.

THANK YOU.

>> CHAIRMAN BUNCH: I DON'T KNOW IF I WOULD QUALIFY MYSELF AS FORTUNATE TO HAVE MOVED OFF OF A FAULT LINE THAT I NEVER WOULD HAV BOUGHT ON.

NOR THE OTHER 200 HOUSEHOLDS THAT DON'T HAVE THE SAME OPPORTUNITY.

IT'S A SUBSTANTIAL ISSUE.

THEN HUNDREDS OF THOUSANDS OF DOLLARS SPENT TRYING TO MITIGATE IT.

I AM BLESSED TO HAVE THE ABILITY -- >> MAYBE THAT IS THE RIGHT WORD.

MAYBE "FORTUNATE" WAS MISSPOKEN BUT AT LEAST YOU'RE NOT STILL THERE.

>> CHAIRMAN BUNCH: THE PROBLEM STILL PERSISTS.

SO I UNDERSTAND.

AND LOOK FORWARD TO THE FULL REPORT.

WE WILL TAKE NO ACTION ON ITEM 8.

WE'LL HAVE IT BACK NEXT WEEK.

APPRECIATE THE UPDATE AND I LOOK FORWARD TO THE FULL REPORT.

AGENDA ITEM 9 WE DON'T HAVE AN EXECUTIVE TONIGHT.

[11. Consideration of items to be placed on the agenda for next month's meeting;]

SO WE CAN GO STRAIGHT IN TO FUTURE BOARD AGENDAS FOR NEXT MONTH.

>> IF I MAY? KNOW AT SEVERAL MEETINGS WE HAVE HAD RESIDENTS TALK ABOUT THE SUBSIDENCE ISSUE.

I WOULD LIKE US TO CONSIDER TO RECEIVE INFORMATION FROM THE HARRIS GALVESTON SUBSIDENCE AND HOW IT AFFECT FAULT ACTIVITY.

I THINK AT THE LAST, MAYBE TWO MEETINGS AGO A GENTLEMAN SPOKE ABOUT WHAT IS HAPPENING NOT ONLY TO HIS RESIDENCE BUT THE WOODLAND HIGH SCHOOL PARKING LOT.

AND SEVERAL OF US WENT OUT AND LOOKED AT THAT.

WOULD LIKE TO HEAR -- I THINK YOU BROUGHT CHAIRMAN, THE NAME OF MIKE TURKO WHO IS THE DIRECTOR/GENERAL MANAGER OF THE HOUSTON GALVESTON AREA SUBSIDENCE DISTRICT.

YOU WOULD LIKE TO HAVE THAT AS AN OCTOBER AGENDA UTEM IF I MAY, PLEASE -- ITEM IF I MAY, PLEASE.

>> CHAIRMAN BUNCH: OKAY.

ANY OTHER AGENDA ITEMS? I HAVE NTERGY TO LOOK AT HAVING THEM COME IN AND PROVIDE UPDATE ON THE INFRASTRUCTURE, THE POWER PLANT THEY ARE BUILDING IN WILLIS.

WE HAD RESIDENTS INQUIRE ABOUT THE STAGE OF OUR POWER TRANSMISSION LINES AND THE LOCAL ELECTRICAL INFRASTRUCTURE.

I WILL LET STAFF REACH OUT TO ENTERGY TO TIMING IS APPROPRIATE.

WE WANT TO PROVIDE THEM SPACING TO ADDRESS HURRICANE LAURA IMPACTS TO THE TRANSMISSION LINES SO THEY ARE WILLING AND AVAILABLE IN OCTOBER FIRST OR THE SECOND MEETING.

I THINK THE RESIDENTS WANT TO HEAR WHAT THE PLAN IS TO HAVE LESS OPPORTUNITIES FOR SHUTDOWNS, OUT OF THE EMERGENCIES LIKE LAURA.

LESS TRANSMISSION LINE CONCERN.

>> CHAIRMAN, THEY MAY BE SUFFERING A SETBACK FROM HURRICANE SALLY, TOO.

I DON'T KNOW IF THAT IS AFFECTING THEIR ABILITY TO PRESENT TO US.

BUT JUST FROM A REGIONAL, COMPANY WIDE STANDPOINT THEY MAY BE STRUGGLING WITH THAT.

>> CHAIRMAN BUNCH: I'M SEASONSTIVE TO GIVE THEM IF THE TIMING IS NOT RIGHT FOR OCTOBER THEY CAN TELL US THAT.

WE CAN PUSH IT TO WHEN TIMING IS APPROPRIATE.

DIRECTOR RIESER?

>> VICE-CHAIR RIESER: CHAIRMAN BUNCH, I WANT TO ADD THAT IF ANYBODY IS REALLY INTERESTED IN THE OVERALL SUBSIDENCE ISSUE, IT WILL BE DISCUSSED NEXT WEEK AT THE DRAINAGE TASK FORCE MEETING.

ON THE AGENDA.

IN ADDITION TO THE ISSUES AROUND THE GROUND WATER PUMP PROGRESS POSE SALS.

WE WILL TALK ABOUT THE INDEPENDENT SUBSIDENCE STUDY THAT THE TOWNSHIP IS PARTIALLY FUNDING THROUGH HARK TO ADDRESS THIS.

>> CHAIRMAN BUNCH: ALL RIGHT.

IF ANY DIRECTORS INTEND TO ATTEND THE DRAINAGE TASK FORCE MEETING, PLEASE NOTIFY

[01:05:01]

STAFF.

IF THERE IS MORE THAN A QUORUM THEY WILL TO POST THAT QUORUM OF A BOARD AT THAT MEETING.

SO, YOU ARE NOT RESTRICTED FROM ATTEND BUG YOU REQUIRED TO LET THE -- BUT YOU ARE REQUIRED TO LET STAFF KNOW IF YOU PLAN TO ATTEND.

>> THANK YOU.

>> CHAIRMAN BUNCH: ALL RIGHT.

>> I'D LIKE TO SAY THAT I AM GOING TO DO MY BEST TO ATTEND SO STAFF CAN BE ON NOTICE ABOUT THAT.

BUT I WANT TO REALLY THANK DIRECTOR RIESER FOR THE GREAT WORK THAT HE IS DOING IN THE AREA OF SUBSIDENCE AS WELL AS THE FLOO SURFACE WATER AND ACCESS.

I APPLAUD YOU DIRECTOR RIESER, FOR EXPANDI COPE OF YOUR COMMITTEE OR YOUR TASK FORCE INCLUDE ALL THOSE AREAS.

IT IS NECESSARY AND IMPORTANT.

I KNOW A LOT OF THE RESIDENTS REALLY, I D A LOT OF THE RESIDENTS REALLY APPRECIATE INITIATIVE.

THANK YOU.

>> VICE-CHAIR RIESER: THANK YOU, DR. SHELLEY.

I WANT TO SAY PUBLICLY THAT, YOU KNOW, IT WASN'T MY IDEA.

IT WAS ACTUALLY SUGGESTED TO ME BY SEVERAL OF THE MEMBERS OF THE TASK FORCE.

I THOUGHT IT WAS A GREAT IDEA.

SO WE ARE EXPANDING THE SCOPE.

ANYWAY, I'LL HAVE REPORT THE NEXT BOARD MEETING ABOUT THAT.

>> CHAIRMAN BUNCH: ALL RIGHT.

ARE THERE ANY OTHER REQUESTED AGENDA ITE OCTOBER?

[12. Board announcements; and]

SEEING NONE.

DO WE HAVE ANY BOARD ANNOUNCEMENTS?

>> I HAVE AN ANNOUNCEMENT.

ON OCTOBER 2, THE SAN JACINTO RIVER AUTH WOODLANDS WATER HAVE A MEETING AT 8:00 A.M.

TO DISCUSS THE DRAFT FROM KENLY HORN IN THEIR RECOMMENDATIONS ON HOW TO ADDRESS THE ISSUES OF ODOR AND THE SEWER GAS FROM THE WASTEWATER TREATMENT PLANT NUMBER 1.

THAT MEETING IS SCHEDULE.

I DON'T KNOW IF IT'S OPEN TO THE PUBLIC, BUT I WANTED THE PUBLIC TO KNOW THAT IT WAS PROCEEDING.

GREAT STEP TO GO FORWARD ON THAT.

I WANTED THE BOARD TO BE AWARE.

THANK THE STAFF AND EVERYONE WHO HAS BEEN SUPPORTIVE ON MOVING TOGETHER ON MITIGATING THAT PROBLEM.

>> CHAIRMAN BUNCH: ALL RIGHT.

ANY OTHER ANNOUNCEMENTS? I'LL THROW OUT A COUPLE.

RESIDENTS IN THE M.U.D.

46 BE ON THE LOOKOUT FOR A FUTURE M.U.D.

BOARD MEETING THAT IS BE OCCURRING IN OCTOBER.

THERE IS A DEBT PROPOSAL FOR SUPPORTING A DEVELOPMENT PROJECT NEAR 488 THE RESIDENTS IN M.U.D.

46 NEED TO BE AWARE OF.

AND FOR THE RESIDENTS OF EASTSHORE THAT EXPRESSED CONCERN OVER THE RE-PLATTING OF DEVELOPMENT IN THEIR NEIGHBORHOOD, THERE IS MULTIPLE RESPONSIBLE PARTIES FOR THE RE-PLATTING PROCESS.

INCLUDING OUR OWN D.S.C.

IT WILL GO TO THE CITY OF HOUSTON AND COME TO THE COUNTY AND COME BACK TO THE D.S.C.

WE HAVE HEARD YOUR CONCERNS.

YOU KNOW WHAT? I'LL WORK WITH STAFF AND IF THERE IS A REASON TO WE MIGHT HAVE TO HAVE AN AGENDA ITEM ON EITHER OR BOTH OF THE ISSUES IN OCTOBE WELL.

BUT WE'LL SEE HOW IT PLAYS OUT.

ANY OTHER ANNOUNCEMENTS?

>> MR. CHAIRMAN I THINK THAT WAS M.U.D.

47, I BELIEVE.

>> CHAIRMAN BUNCH: IS IT 47?

>> YEAH.

>> CHAIRMAN BUNCH: I WILL BE CORRECTED.

I'M GOING OFF MEMORY.

BUT I DO KNOW IT IS AN ISSUE THAT HAS BEEN CIRCULATED AND A LOT OF PEOPLE ARE CONCERNED ABOUT THAT.

>> VICE-CHAIR RIESER: IT IS 47.

>> CHAIRMAN BUNCH: 47.

ALL RIGHT.

ACTUALLY THE OTHER ONE WAS THE GROGAN'S M HONEYCOMB WE HAD CONCERNS ABOUT A DEVELOPMENT CHANGE IN THAT AREA AS WELL.

WE ARE WORKING FOR ACTIONABLE PLAN FOR RESIDENTS IMPACTED BY THAT.

I BELIEVE IT IS SITTING WITH THE M.U.D.

IN THAT RESPONSIVE REDEVELOPMENT AGREEMENT FOR THAT AREA TO BE ANNEXED TO THE M.U.D.

TWO M.U.D.

ISSUES AND EASTSHORE ISSUE THAT ARE IN THE PER R CALL WE HAVE BEEN ADVISED -- PERIPHERAL THAT WE ADVISED ON.

WE'RE ENGAGE AND WILL RESPOND ACCORDINGLY.

ALL RIGHT.

HAVING NO MORE ANNOUNCEMENTS, DO WE HAVE MOTION TO ADJOURN?

>> SO MOVED.

>> SECOND.

[01:10:01]

>> CHAIRMAN BUNCH: ALL RIGHT.

ALL IN FAVOR SAY AYE.

>> AYE.

>> CHAIRMAN BUNCH: ALL RIGHT.

WE ARE ADJOURNED.

APPRECIATE EVERYBODY TONIGHT.

SEE YOU NEXT WEDNESDAY AT 6:00.
