RIGHT NOW MUCH OF THE WOODLANDS GREEN SPACES ARE ECOLOGICALLY UNDERFED. THOUGH WE ARE PLANTING TREES AND THINGS LOOK CLEAN, VERY LITTLE IS BEING RETURNED TO THE SOIL. I OFTEN LOOK AROUND AND ASK WHAT IS ACTIVELY SUPPORTING OUR POLLINATORS? WHAT LOOKS CLEAN IS OFTEN BIOLOGICALLY EMPTY. WE SOMETIMS GO TOO FAR REMOVING HABITAT. AND WHEN HABITAT IS REMOVEDWE REMOVE THE HELPERS. NOW, I'M NOT HERE ASKING FOR CHAOS, NEGLECT OR FOR THE WOODLANDS TO CHANGE OVERNIGHT. I'M PROPOSING A STRATEGIC RESTORATION. MEDIANS, CUL-DE-SAC CIRCLES, AND SELECT NON-RECREATIONAL LAWNS, THESE ARE UNTAPPED POTENTIAL.
REPLACING TORSIONS OF TURF GRASS WITH NATIVE WILD FLOWERS AND POLLINATOR PLANTS WOULD RESTORE BALANCE, REDUCE CHEMICAL USE, IMPROVE SOIL HEALTH AND BENEFIT BIRDS AND BENEFICIAL INSECTS WHILE REMAINING INTENTIONAL, BEAUTIFUL, AND PROFESSIONALLY DESIGNED. THIS APPROACH ALLOWS THE WOODLANDS TO MAINTAIN ITS PRESTIGE IN A WORLD THAT IS BECOMING MORE ENVIRONMENTALLY CONSCIOUS. WILD DOESN'T MEAN MESSY AND NATIVE DOESN'T MEAN UNHINGED. IT MEANS RESILIENT. THIS MATTERS LOCALLY BECAUSE TODAY'S YOUTH VOTERS CARE MORE ABOUT ENVIRONMENTAL ISSUES THAN ANY GENERATION BEFORE THEM. FOR EXAMPLE, IN 2025, A STUDY WAS DONE AND ROUGHLY 70% OF YOUNG ADULTS SAID SUSTAINABILITY IS IMPORTANT WHEN CHOOSING AN EMPLOYER. SLOWLY AND SURELY BRINGING THE LIBRARY AND THE COMMUNITY CENTER TO THE GROUND. ASPHALT GROUND COVER IS NOW ON ITS WAY. SO WE HAVE LITERALLY PAVED PARADISE AND PUT UP A PARKING LOT FOR NOW. I KNOW LAST YEAR, THIS BOARD PUBLICLY DISTANCED ITSELF FROM ANY DECISION BY THE COUNTY TO SWAP THIS PROPERTY IN TURN FOR A NEW LIBRARY MEANT TO REVITALIZE. OKAY. SO IT GOES. WE CAN'T CHANGE THE PAST. WE RECEIVED A LAW ENFORCEMENT REPORT FROM SPECIALIST AGUILAR AND HE SHARED INFORMATION ABOUT RED FLAGS. WE PRESENTED US WITH A FLYER AND WE POSTED IT ON SOCIAL MEDIA. FIRE CHIEF BACH GAVE US AN UP ATE ON THE FIRE DEPARTMENT IN 2025 AND THE ACCIDENTS WHERE E VEHICLES WERE INVOLVED. I'M REALLY HOPING THAT THE RESPECT THE PATH IS REACHING OUT TO THE RESIDENTS AND EVERYBODY IS BEING CAREFUL WHEN THEY ARE EITHER DRIVING OR RIDING A BICYCLE OUT ON THE TRAILS. CAPTAIN AND LIEUTENANT FROM THE MONTGOMERY COUNTY SHERIFF'S DEPARTMENT WERE OUR SPEAKERS. THEY TALKED ABOUT THE IMPROVEMENTS MADE TO THE 911 SYSTEM WHICH HELPS THEM TO ANSWER CALLS MRE QUICKLY. AND TALKED ABOUT SEVERAL TRAFFIC ISSUES INCLUDING SPEED, FAILURE TO YIELD TO RIGHT OF WAY.
DISREGARDING A TRAFFIC STOP OR A SIGNAL. THEY ANSWERED OUR QUESTIONS AN WE WOULD REALLY LIKE TO THANK BOTH OF THEM FOR ATTENDING OUR MEETING. THE WEATHER IN DECEMBER WAS NOT FRIGHTFUL BUT IT WAS ALMOST TROPICAL. DESPITE THE BALMY CONDITIONS OUR HOLIDAY LIGHTING WAS A SUCCESS. THE RESIDENTS NOW DECIDE THE WINNERS OF OUR CONTEST THROUGH NOMINATIONS THAT TAKE PLACE ONLINE. BELIEVE IT OR NOT, THIS

AARON HAS BEEN VERY RESPONSIVE TO ME AND OPEN WITH COMMUNICATIONS. HOWEVER, PEOPLE ARE JUST FED UP WITH OUTAGES. RESIDENTS STATE THEY HAVE NEVER EXPERIENCED THESE KINDS OF OUTAGES LIVING ELSEWHERE IN THE COMMUNITY OR THE COUNTRY. WHAT YOU ARE LOOKING AT UP HERE IS GOING TO BE THE CALLS FOR SERVICE. 2024, WE HAD APPROXIMATELY 136 CALLS FOR SERVICE HERE IN MONTGOMERY COUNTY. JUST WITHIN THE TOWNSHIP. 2025, WE HAD A 10.83% INCREASE AT 151,000 CALLS FOR SERVICE. THE PRECINCT 4, PRETTY MUCH REMAINED THE SAME. WE HAD A LITTLE BIT OF INCREASE IN DECEMBER DUE TO THE AMOUNT OF LAW ENFORCEMENT PRESENT IN THE TOWNSHIP. THIS ONE HERE IS THE CRIMES OF NOTE. THE REPORTS THAT WERE TAKEN. IF YOU WILL SEE WE HAD A 2.47% DECREASE. I WOULD LIKE TO EQUATE THAT TO A SLIDE THAT IS COMING UP. WE HAD A 9.34% DECREASE IN INJURY ACCIDENTS. WE DID HAVE TWO REPORTED FATALITIES HERE IN THE WOODLANDS TOWNSHIP. AND IT WAS THE EXACTLY THE SAME IN 2024. ONE OF THE ACCIDENTS WAS I BELIEVE TO BE A MEDICAL ISSUE. IT WAS A ONE VEHICLE. RAN OFF THE ROAD. AND STRUCK A TREE THE SECOND MOTORCYCLE AND AUTOMOBILE. SPEED WAS A FACTOR, THE TOP FIVE FACTORS ARE SPEED AND FAIL TO CONTROL SPEED. YOU HAVE TO CONTROL THE SPEED OF YOUR VEHICLE. AND THEN YOU HAVE ORGANIZED RETAIL THEFT. AND PORCH PIRATES. IN DECEMBER ALONE T WOODLANDS TOWNSHIP GROWS IN POPULATION JUST DUE TO THE TRAFFIC. THE SHOPPERS SO WE SATURATED THE AREAS. ALL OF THE WOODLANDS TOWNSHIP WE HAD OVER 4,000 HOURS OF OVERTIME. WE HAD ALMOST A DEPUTY ON EVERY CORNER THE WHOLE 24 HOUR PERIODS. WE HAVE SEEN A 95% DECREASE IN BAIT JUGGING. IN DECEMBER WE HAD A MALL BLITZ WHICH RESULTED IN FOUR ARRESTS AND WE HAD A BANK JUGGING OPERATION WHICH RESULTED IN 0 ARRESTS. I CONSIDER THAT SUCCESSFUL. THE MESSAGE IS GETTING OUT. AND I THINK THE OTHER THING THAT IS KEY TO POINT OUT WITH THESE HOTELS THAT ARE OUTSIDE THE MARKET, IS THAT A LOT OF THESE CONSUMERS WOULD LIKE TO STAY IN THE MARKET. BUT THERE IS NO AVAILABILITY. THERE ISN'T THE PRODUCT THAT THEY ARE LOOKING FOR WITHIN THE MARKET. AND SO, THEY JUST CHOOSE TO LEAVE THE MARKET. THAT IS TAX REVENUE THAT IS LEAVEING THE MUNICIPALITY. THEIR OVERALL BUDGET AND THE QUALITY AND SIZE OF THE LODGING FACILITY. 40% OF THE PLANNERS SAID THEY HAD ONE EVENT THAT HAD OUT GROWN THE WOODLANDS AS A DESTINATION. BUT THEY HOLD THE EVENTS. AT LEAST ONE OF THEIR EVENT HAD OUT GROWN THE WOODLANDS. FINALLY, THE MOST COMMONLY CITED REASON FOR NOT BOOKING A LARGE EVENT AT THE WOODLANDS IS THE SIZE AND AVAILABILITY OF GUEST ROOMS. NOT ENOUGH HOTEL ROOMS. NEXT WE WERE ASKED TO CONDUCT A PURE MARKET REVIEW TO SEE HOW THE WOODLANDS SHAPED UP AGAINST OTHER DESTINATIONS WITHIN THE STATE OF TEXAS. WE FOCUSED ON A SERIES OF REGIONAL DESTINATIONS. MOST OF THEM BEING IN AND AROUND MAJOR METROPOLITAN AREAS WHETHER IT IS HERE IN HOUSTON, DALLAS, SAN ANTONIO, AND CORPUS CHRISTI AS WELL. AND AUSTIN, TOO. IN TERMS OF TOTAL NUMBER OF HOTEL ROOMS, WOODLANDS FALLS NEAR THE BOTTOM WITH JUST 2300 HOTEL ROOMS. IN TERMS OF HOTEL ROOMS WITHIN HALF A MILE OF THE CONVENTION CENTER, NEAR THE BOTTOM OF ALL OF THESE DESTINATIONS. WHEN IT COMES TO MEETING SPACE, WE ARE FOCUSED ON NOT TOTAL SPACE IN THE MARKET, JUST THE CONVENTION CENTER. IT MOVES ITSELF WELL UP INTO THE MIDDLE OF THE PACK HERE. SO IN CONCLUSION, THE WOODLANDS SHOULD SEEK ADDITIONAL HOTEL ROOMS PROXIMATE TO THE CONVENTION CENTER. YOU HAVE ENOUGH EVENT SPACE. IT IS NOT THE EVENT SPACE CAUSING YOU TO LOSE BUSINESS. IT IS THE LACK OF HOTEL ROOMS. IN OUR RESEARCH, MOST OF THESE MEETING PLANNERS ARE LOOKING FOR ROOMS DIRECTLY ATTACHED TO THE CONVENTION CENTER OR WITHIN A SHORT WALKING DISTANCE SO THEY DON'T HAVE TO GET ON TRANSPORTATION AND BUSES.
OVERALL, AND AGAIN, THIS IS NOT SITE SPECIFIC, WE WOULD RECOMMEND THE WOODLANDS SHOULD SUPPORT ADDITIONAL HOTELS SUPPORTED WITH ITS OWN MEETING SPACE TO HOST ITS OWN EVENTS IN ADDITION TO BE SUPPORTING OF THE CONVENTION CENTER AND WE RECOMMEND THE HOTEL, 175 ROOM UPSCALE SELECT SERVICE HOTEL BE DEVELOPED AS WELL. WE DO HAVE SOME -- ON THE SHORT- TERM GOALS, WE ARE WORKING TOWARD SOME OF THE MEDIUM AND LONG-TERM GOALS. THE PURPOSE OF THIS AGENDA ITEM IS TO DETERMINE IF YOU WOULD LIKE TO HAVE ANOTHER STRATEGIC PLANNING SESSION.
AND I HAVE A COUPLE OF IDEAS THAT I WANTED TO SHARE WITH YOU. FIRST, WHEN YOU SET A STRATEGIC -- WHEN YOU HAVE A STRATEGIC PLAN, IT IS NOT NECESSARILY COMMON TO REVISIT THAT PLAN EVERY YEAR, TO HAVE A NEW STRATEGC PLAN I SHOULD SAY. SO IT IS COMMON TO REVISIT IT, BECAUSE YOU WANT TO TRACK YOUR PERFORMANCE. AND THAT IS WHAT WE HAVE BEEN DOING. BUT THIS BOARD, YOU CAN CERTAINLY HAVE A NEW STRATEGIC PLAN.
AND CONFIRM THAT THIS IS THE DIRECTION YOU STILL WANT TO GO OR ADD TO IT OR DELETE OR HOWEVER YOU WANT TO DO IT. I WILL SAY, IN FEBRUARY, NEXT MONTH, I'M GOING TO GIVE AN EVEN MORE DETAILEDDETAILED PRESENTATION, SO YOU WILL SEE IN FEBRUARY HOW YOU HAVE TRACKED EXACTLY AGAINST YOUR STRATEGIC PLAN LAST YEAR. WHAT I WANTED TO SUGGEST IS MAYBE GETTING BACK TO SOMETHING WE USED TO DO AND HAVE GOTTEN AWAY FROM THE PAST COUPLE YEARS WHICH IS TO HAVE A MAY STRATEGIC PLANNING WORKSHOP BUT THAT IT FOCUSES LARGELY ON THE BUDGET. ON THE UPCOMING BUDGET.
I THINK IT WOULD ADDRESS SOME OF THE QUESTIONS AND CONCERNS THAT HAVE COME UP OVER THE PAST YEAR ON THE BUDGET AND GETTING THE DETAIL AND BEING MORE PREPARED AS WE GO INTO THE BUDGET WORKSHOPS.
IT'S SOMETHING THAT WE DID FOR YEARS, THAT I'VE DONE FOR MANY, MANY YEARS, IS HAVE THAT MAY WORKSHOP. THE REASON WE CHOOSE MAY IS BECAUSE THE PRELIMINARY TAX ROLLS WILL HAVE THE INFORMATION FROM THEM. WE'LL HAVE AN IDEA, AT LEAST, OF WHAT WE'RE LOOKING AT IN TERMS OF VALUES.
THAT IS ALSO WHEN YOU CAN MAKE DETERMINATIONS ABOUT HOMESTEAD EXEMPTIONS OR ANY OTHER KIND OF EXEMPTIONS, BECAUSE THAT DEADLINE IS ON JULY 1ST.

OR WE CAN DO ONE IN MAY THAT HAS MORE OF A BUDGET FOCUS BUT THEN ALSO TALKS ABOUT YOUR STRATEGIC PLANNING GOALS.

SO I'M NOT SURE, IN MY OPINION, THAT WE NEED ANOTHER STRATEGIC PLANNING SESSION. WE MIGHT WANT TO HAVE A REVIEW OF THE THINGS THAT WE DO HAVE SET FORTH TO WORK ON AND SEE IF THERE'S ANYTHING WE NEED TO TWEAK OR CHANGE. AND I DON'T KNOW IF THAT HAS TO BE A STRATEGIC PLANNING SESSION. MAYBE THAT'S JUST -- TWO HOURS ON A, YOU KNOW -- AFTER WORK OR SOMETHING ONE DAY. BUT I DON'T FEEL LIKE WE NEED A STRATEGIC PLANNING SESSION, PERSONALLY.

WE KIND OF JUST ASSUMED, I GUESS, THAT WE WOULD HAVE AN EASY TIME BECAUSE WE HAVE A LOT OF REVENUE COMING IN.
