WE ARE PLEASED TO SEE THERE HAS BEEN GOOD COLLABORATION BETWEEN THE TOWNSHIP STAFF, BOARD, AND COUNTY ON MOVING THE PROJECT FORWARD. THIS STUDY ON LAKEWOODLANDS WOULD GIVE US A COMPREHENSIVE BIKE LANE DESIGN ON LAKEWOODLANDS AND ALLOW US TO MAXIMIZE ITS USE, MAKING IT SAFE AND COMFORTABLE FOR VARIOUS USERS. THIS MAY INCLUDE SAFETY DESIGN FEATURES SUCH AS STRIPING, PAVEMENT MARKINGS, SIGNINGS, RUMBLE BARRIERS. THESE CAN MAKE IT CLEAR WHERE THE MOTORISTS AND THE CYCLISTS BELONG ON THE ROAD AND HOW THEY CAN SAFELY INTERACT WHEN IT COMES TO GOING THROUGH INTERSECTIONS. THE WOODLANDS BIKE AND PEDESTRIAN MASTER PLAN MADE IS CLEAR THAT RESIDENTS WOULD LIKE A BIKE LANE THROUGHOUT THE WOODLANDS, INCLUDING ON LAKEWOODLANDS DRIVE. WE KNOW THAT FAST MOVING E-BIKES AND SCOOTERS ARE AN INCREASING PROBLEM THROUGHOUT THE WOODLANDS. WE THINK A CORRIDOR STUDY IS AN IMPORTANT NEXT STEP IN DESIGNING AND IMPLEMENTING A SAFE AND COMFORTABLE PATHWAY ALTERNATIVE FOR THOSE WANTING TO TRAVEL AT THOSE SPEEDS HIGHER THAN 10 MILES PER HOUR. SO IN CONCLUSION, I ENCOURAGE THE BOARD TO CONTINUE IMPROVEMENTS ON LAKEWOODLANDS DRIVE BY APPROVING THE AGREEMENT AND WE ENCOURAGE THE BOARD TO KEEP THIS PROJECT GOING FORWARD BY COMMISSIONING A CORRIDOR STUDY THAT WILL HELP DETERMINE THE BEST WAY TO KEEP BOTH ROADWAY USERS AND PEDESTRIANS SAFE, USING THAT BIKE LANE. HE'S GOT A -- WHAT DOES HE CALL IT? A CRACK SEALER PIECE OF EQUIPMENT WHERE THE CONCRETE JOINS WITH THE ASPHALT. WINDS AVERAGES 20 TO 30 MILES PER HOUR, OUTAGES WERE SHORT BUT WOULD CAUSE NETWORK REBOOTS. I HAD MY HUSBAND TURN ON OUR GENERATOR AND WE WENT OFF THE GRID FOR ABOUT 4 HOURS. IN THE BEGINNING OF NOVEMBER, THERE WAS ANOTHER OUTAGE DUE TO A FAILURE OF A LIGHTNING ARRESTER.THIS PAST MONDAY, DECEMBER 1, THERE WAS AN APPROXIMATE TWO HOUR PLUS OUTAGE DUE TO THE TOP OF A PINE TREE BREAKING OFF AND FALLING ON A LINE OUTSIDE OF THE EASEMENT OFF OF CREEK SIDE FOREST DRIVE. AND ON TUESDAY MORNING, THERE WAS AN EMERGENCY ISSUE AT THE SUBSTATION THAT REQUIRED CENTER POINT TO CUT POWER TO OUR AREA AND OTHERS TO PREVENT A CATASTROPHIC EVENT. WE SCHEDULED THIS BRIEFING WITH CENTER POINT THAT TOOK PLACE THAT NIGHT, HOW TIMELY. ERIN MEANERY WAS THERE AND SPOKE TO OUR BOARD. WE HAD I THINK EIGHT BOARD MEMBERS THERE. WE WERE EXCITED TO SEE IT TURN OUT. ERIN WAS OPEN IN THE CONVERSATION. IN THE CASE OF THE MULTIBLIP DAY AND THE TREE FALLING ON THE LINE, THE IMPACT OF THE OUTAGES CAME MAINLY FROM OUTSIDE CREEK SIDE PARK AND OUTSIDE THE CENTER POINT EASEMENT. A MAJOR CONTRIBUTOR OF THESE KINDS OF OUTAGES IS DUE TO WEATHER EXTREMES THAT INCLUDE DROUGHT AND MAJOR RAINS. TREES ARE STRESSED. EVEN THOUGH THE EASEMENT IS CLEAR OF TREES AND BRANCHES, THE IMPACT IS COMING FROM OUTSIDE THE EASEMENT. IT IS DISAPPOINTING TO HEAR THERE IS LITTLE THAT CAN BE DONE ABOUT THE TREES AND BRANCHES. IT WAS A PIECE OF EQUIPMENT THAT FAILED.
WE HOPE THE OUTAGES WERE ONLY A BLIP AND THINGS WILL BE STABLE IN THE COMING MONTHS. IN THE NEXT FEW WEEKS, OUR BOARD WILL BE TRAVELLING AROUND JUDGING HOLIDAY LIGHTS. THE FIRST ITEM YOU PULLED IS THE PRIMARY CONTRACT THAT WE HAVE WITH MONTGOMERY COUNTY SHERIFF'S OFFICE THROUGH THIS AGREEMENT WE FUND 101 POSITIONS THAT ARE SPECIFICALLY ASSIGNED TO THE WOODLANDS TOWNSHIP. PER THE AGREEMENT, THOSE POSITIONS ARE REQUIRED TO OPERATE OUT OF OUR BOUNDARIES UNLESS THERE IS AN EMERGENCY SITUATION. WITH THAT THE COUNTY ALSO ASSIGNS 19 POSITIONS SPECIFIC TO OUR AREA. THE POSITIONS THAT THEY FUND ARE PRIMARILY YOUR HIGHER LEVEL POSITIONS, THE CAPTAINS, LUTEINANTS, SERGEANTS, DETECTIVES, AND THREE ADMINISTRATIVE ASSISTANTS THAT ARE ASSIGNED TO OUR AREA AND THE TOWNSHIP FUNDED 79 DEPUTIES, 5 DEPUTY SPECIALISTS, 8 CRIME PREVENTION SPECIALISTS, AND WE HAVE A SEPARATE AGREEMENT FOR ONE SAFE HARBOR DETECTIVE. IN TOTAL, THAT IS $17.9 MILLION FOR THIS CONTRACT. WHAT WE HAD PROPOSED IS A CONTINUATION OF THE EXISTING SERVICES THAT WE HAVE BEEN CONTRACTING WITH THEM SINCE 2020. EACH YEAR THE BOARD THROUGH ITS BUDGET PROCESS MAY CHOOSE TO ADPOSITIONS, MAY CHOOSE TO FUND ADDITIONAL EQUIPMENT OR SERVICES BUT THE AGREEMENT HAS ESSENTIALLY BEEN THE SAME SINCE 2020. BECAUSE WE HAVE BEEN HAPPY WITH THE SERVICES ASIDE FROM THE ADDITIONS WE HAVE ADDED OVERTIME. WE WERE VERY COMFORTABLE WITH KEEPING THE CONDITIONS OR THE TERMS THE SAME. WE WILL TALK ABOUT SOME RULES TAKEN IN 2025 TO ASSIST THE STAFF TO SPEED UP THE TURN AROUND OF APPLICATIONS AND TO GET RESIDENTS MOVING ON IN A QUICKER FASHION IN THEIR PROJECTS AND BE CLEARER IN WHAT THE EXPECTATIONS ARE WHEN YOU SUBMIT AN APPLICATION TO THE STAFF. LAST NIGHT AT OUR MEETING, WE HAD A SHORT-TERM RENTAL APPLICATION WHERE AN APPLICANT CAME IN AND SAID THEY WANTED, IT WAS A FIVE BEDROOM HOUSE. THEY WANTED IT FOR TEN PEOPLE. WELL, THE LISTING WAS FOR FOUR BEDROOM BECAUSE THEY TURNED AN OFFICE THAT WAS LISTED AS A FOUR BEDROOM HOUSE AND AN OFFICE FOR FIVE BEDROOMS. THEY WERE NOT APPROVED FOR FIVE. THEY WERE APPROVED FOR FOUR. WE TAKE THIS SERIOUS TO MAKE SURE WHEN YOU APPROVE THE APPLICATION, IT MEETS THE STANDARD AND PROTECTS THE NEIGHBORHOOD. ALSO, ONE OF THE OTHER SHORT-TERM RENTALS HAS HAD PROBLEMS SINCE '24. WE ONLY ISSUED A SIX MONTH PERMIT BECAUSE THERE WERE PRIOR ISSUES OF OPERATING WITHOUT A SHORT-TERM RENTAL AGREEMENT. THE COMMITTEE HAS MET SEVERAL TIMES TO TALK ABOUT THE SOUTH GOSLING TRACT AND PUBLIC GOLF. THAT HAS BEEN IDENTIFIED AS A NEED AND DESIRE BY COMMUNITY MEMBERS. YOU SAW THE RESULT OF ONE OF THE PRIMARY RESULTS OF THE COMMITTEE A LITTLE WHILE AGO IN THE APPROVAL OF THE LAW ENFORCEMENT AGREEMENTS. SO THE COMMITTEE SPENT TIME LOOKING THROUGH THOSE AS WELL AS THE ENTIRE BOARD DID WHEN YOU WENT THROUGH YOUR BUDGET WORK SHOPS AND LOOKED AT THE INITIATIVES THERE. ANOTHER SUCCESS STORY WITH THAT. THEN THE AD HOC TRANSPORTATION COMMITTEE, THE CHARTER WAS PRESENTED AND APPROVED BY THE BOARD. THE TRANSPORTATION COMMITTEE HAS MET, HAD THEIR FIRST MEETING IN OCTOBER. THERE IS A LOT OF BIG PROJECTS ON THIS ONE. A LOT OF THEM HAVE TO -- THERE'S A CONNECTION WITH THE HOUSTON GALVESTON AREA COUNCIL IN TERMS OF FUNDING. THE PROJECTS THAT ARE WITHIN THIS COMMITTEE ARE LONGERTERM IN NATURE AND ARE ONGOING. THE AD HOC ECONOMIC DEVELOPMENT COMMITTEE, ONE OF YOUR GOALS WAS TO ADD TO THAT, THE PEDESTRIANBILITY. THE MEMBERS HAVE NOT DISCUSSED IN DETAIL BUT THEY HAVE BEEN FOCUSING ON THE OTHER LARGER PROJECTS IN ECONOMIC DEVELOPMENT, SOME OF WHICH WE WILL SEE LATER TONIGHT. AGAIN, THIS WAS A GOAL. THE COMMITTEE WILL CONTINUE TO DISCUSS PEDESTRIAN IN A LINE WITH THE OTHER COMMITTEE OBJECTIVES. THE TOURISM ECONOMIC DEVELOPMENT ZONE, THERE WAS A GOAL TO SEND A LETTER TO THE HOTELIERS TO ENCOURAGE SUBMISSION OF PETITIONS REQUIRED FOR THE TOURISM ECONOMIC DEVELOPMENT ZONE. THIS HAS GONE BACK OVER A COUPLE OF YEARS. THE BOARD DID APPROVE THE RELEASE OF THE LETTERS. TO DATE, THE HOTELS HAVE NOT SUBMITTED THE PETITIONS. THERE IS A BUNCH OF REASONS AND ONE OF THE REASONS IS THE THREE OF THE LARGER HOTELS AND THEY DID NOT WANT TO ENTER INTO THESE TYPES OF NEW INITIATIVE IF YOU WILL WHILE THOSE PROPERTIES WERE UNDER SALE. HOPEFULLY MORE TO COME IN A SHORT TIME. THE BOARD ALSO LOOKED AT THE BUDGET PROCESS.
PRIMARILY THE BOARD WANTED WORK SHOPS IN JUNE AND JULY TO REVIEW SERVICE LEVELS AND PROGRAM LEVEL INFORMATION. WE DID HOLD A PREBUDGET WORK SHOP IN ADVANCE OF ONE OF THE JUNE MEETINGS TO REVIEW SERVICE LEVELS BY DEPARTMENT, ALSO HELD A BUDGET WORK SHOP IN JULY TO PROVE PROGRAMS. THAT WAS EXTRA OPPORTUNITIES FOR THE BOARD TO REVIEW BUDGET ITEMS PRIOR TO ENTERING INTO THE AUGUST WORK SHOPS. I THINK THAT WAS A SUCCESS TO A CERTAIN DEGREE. HAVING LEARNED THROUGH THAT PROCESS AND GOING THROUGH THE BUDGET WORK SHOPS, I WILL BE PROPOSING A NEW PROCESS IN 2026. IN TERMS OFTURALLY CHARTER SERVICES, THAT WAS ONE OF THE PRIORITIES OF THE BOARD WAS TO ISSUE A REQUEST FOR INFORMATION RELATED TO THESE TO PROVDING CHARLIE CHARTER SERVICE AND TO LOOK AT FUTURE OPTIONS AND RECOMMENDATIONS. STAFF DID PRESENT THIS AS BUDGET INITIATIVE 5 AT THE AUGUST 20 WORK SHOP. THE BOARD DID DISCUSS THIS IN DETAIL BUT ULTIMATELY TOOK NO ACTION. IF YOU WILL RECALL, THE NET REVENUE FROM IMPLEMENTING SOMETHING LIKE THAT DID NOT REALLY SUPPORT THE OVERALL PROGRAM AT THAT TIME.

AND THE MICROTRANSIT SYSTEM WAS PRESENTED AS INITIATIVE NUMBER 6. THE BOARD DID CONSIDER THESE INITIATIVES BUT DID NOT TAKE ACTION. ONE OF THE PRIMARY REASONS WAS FUNDING WAS JUST NOT AVAILABLE. THESE ARE EXPENSIVE PROGRAMS AND THE FUNDING WAS NOT AVAILABLE. AS WE LEARNED, THE PRIMARY FOCUS ON THIS PAST YEAR'S BUDGET WAS ON LAW ENFORCEMENT. THAT WAS THE TOP PRIORITY AND WE ARE A COUPLE OF LARGE EXPENDITURES THERE. RUTH AND HER TEAM ARE ALSO M AS YOU KNOW AND CONTINUE TO WORK THROUGH FEDERAL GRANT FUNDS, AND THE TRANSPORTATION DEVELOPMENT CREDITS TO HOPEFULLY BE ABLE TO BRING SOMETHING BACK ALONG THE LINES IN THE FUTURE. THE WOODLANDS WATERWAY ACTIVATION, CHRIS NOONS HAD PREPARED AND WE PRESENTED THE BUDGET INITIATIVE NUMBER 9, A GROUP OF ABOUT 15 DIFFERENT TYPES OF INITIATIVES, ANYTHING FROM LOW COST, MEDIUM COST, HIGH COST, AGAIN BECAUSE THE PRIORITY WAS ON PUBLIC SAFETY IN THIS PAST BUDGET. NONE OF THESE WERE FUNDED. HOWEVER, IN 2026, AS WE IDENTIFY OTHER SOURCES OR FAVORABLE VARIANCES, WE INTEND TO BRING THESE BACK FOR THE BOARDS. THE MEMBER OF THE PUBLIC SAID HE IS RIDING ON LAKEWOODLANDS ON THE SHOULDER AREA AND THEN ALL OF A SUDDEN IN A NEIGHBORHOOD HAS TO POP OUT INTO THE LANE OF TRAFFIC WHEN WE OVERALL WANT TO ENHANCE THE LEVEL OF SAFETY WHICH IS THE GOAL OF THIS PROGRAM. AS I KNOW, THE HGC SERVES AS THE METROPOLITAN PLANNING ORGANIZATION FOR OUR EIGHT COUNTY REGIONS THAT WE HAVE A PRIMARY VOTING MEMBER AND AN ALTERNATE VOTING MEMBER ON THE TRANSPORTATION POLICY COUNCIL. THOSE POSITIONS NEED TO BE DIRECTORS FROM THE BOARD. THE PRIMARY MEMBER WAS DR. ANN SNYDER WHO RESIGNED OR RETIRED FROM OUR BOARD AND VICE CHAIR EISSLER SERVES AS THE ALTERNATE. IN ADDITION TO THE HGC NOMINATIONS, THERE ARE COMMITTEE NOMINATIONS MADE BY TCP MEMBERS.
THOSE RECOMMENDATIONS ARE IN YOUR PACKET, AS WELL. LAST MONTH, THE TRANSPORTATION ADVISORY COUNCIL ADOPTED NEW BYLAWS WHICH PROVIDES THE TOWNSHIP TWO DEDICATED POSITIONS ON THE ATTACK. ONE DEDICATED TO THE WOODLANDS TRANSIT AND ONE TO GET TO THE TOWNSHIP RADIO SEE TYPICALLY, RUTH ANNE HAS SERVED AS OUR PRIMARY, AND I HAVE SERVED AS OUR ALTERNATE. WE ARE RECOMMENDING THAT RUTH ANNE BE THE PRIMARY. I WOULD BE THE PRIMARY FOR THE TRANSIT WITH DR. CHRIS NOONS BEING THE ALTERNATE.
