THE PATHWAYS IS ONE OF MY FAVORITE THINGS.

I LED THREE GROUP RIDES WHEN I START THE SAFETY BRIEFING I REMIND PEOPLE THEY ARE A SHARED AMENITY.

WE SHOULD EXPECT THEM TO SHARE THEM WITH WALKERS, RUNNERS AND PEOPLE PUSHING STROLLERS AND PEOPLE WALKING DOGS AND KIDS RIDING BIKES AND SCOOTERS.

OUR JOB IS TO CALL OUT, BIKE PASSING ON YOUR LEFT AND THEN TO SAY THANK YOU OR GOOD MORNING AS WE GO BY. WHEN YOU USE THE PATHWAYS YOU SHOULD ALWAYS BE GOING SLOW ENOUGH TO SHARE A WORD AND A SMILE WITH YOUR NEIGHBOR.

THAT'S THE CULTURE OF THE PATHWAYS THAT I GREW UP WITH, AND I DON'T WANT THAT TO CHANGE. THAT CULTURE OF SHARING THE PATHWAYS IS CRITICAL TO MAKING THEM SAFE AND ENJOYABLE FOR ALL RESIDENTS AND THE RISE OF HIGHER SPEED ELECTRIC VEHICLES ON THE PATHWAYS HAVE CHANGED THE DYNAMICS FOR HOW RESIDENTS USE THEM. VIA EMAIL AND SOCIAL MEDIA, THE SCOOTERS AND E BIKES MAKE THEM NERVOUS TOTO ON THE PATHWAYS AT ALL AND THEY HAVE A HARD TIME SIGNALING TO PEDESTRIANS WITH CELL PHONES.

SOMETHING HAS TO CHANGE ON OUR PATHWAYS. AS A COMMUNITY WE NEED TO DO MORE TO KEEP EACH OTHER SAFE AND SHARE THIS AMAZING ASSET. THESE ELECTRIC VEHICLES ARE NOT GOING AWAY AND THEY MAKE SPECIFIC RECOMMENDATIONS FOR A SAFE USE IN A SPACE THAT WE ALL LOVE. AS WE'VE STATED IN THE PAST, BIKE THE WOODLANDS HAVE A PATHWAYS AND ENHANCED EDUCATIONAL OUTREACH PROGRAMS AND POLICY IMPROVEMENTS THAT ADDRESS THE REALITY OF TODAY'S PATHWAY USERS IN A WAY THAT PRESERVES THE SPIRIT AND INTENDED USE. WE WERE EXCITED TO READ THE EMICROMOBILITY RISK ASSESSMENT REPORT IN TONIGHT'S BOARD MEETING PACKET WHICH AFFIRMS THESE SAME RECOMMENDATIONS. I'M A TEACHER AND I AM ENCOURAGED BY THE BOARD'S RECOMMENDATION TO HAVE A SAFETY COORDINATOR POSITION.

THIS COULD BUILD ON STRONG EDUCATION FOR THE TOWNSHIP WHICH IN THE PAST HAS HELPED TO DECREASE WATER USAGE AND TO LIMIT DECREASE RECYCLING CONTAMINATION.

THIS COORDINATOR COULD BUILD FURTHER PARTNERSHIPS WITH LOCAL SCHOOLS WHERE SAFE CYCLING PRACTICES ARE PART OF THE PHYSICAL EDUCATION AT THE ELEMENTARY AND HIGH SCHOOL LEVELS. THERE ARE OPPORTUNITIES TO REACH OUT TO COMMUNITY MEMBERS TO SHIFT PRACTICES AND CHANGE CULTURE TO HOW WE USE THE PATHWAYS. TONIGHT WE ENCOURAGE THE BOARD TO ALLOW ITEM 1 TO ALLOW E AMERICA DS ON PATHWAYS AND TO COMMIT SUBSTANTIAL RESOURCES TOWARD EDUCATION AND OUTREACH SO THE PATHWAYS CAN BE MADE SAFE AND JOYFUL FOR ALL.

THE TOWNSHIP NEEDS TO GET AHEAD OF THE TSUNAMI BEFORE IT BECOMES A SERIOUS PROBLEM AND EVERY MEETING I'VE ATTENDED LATELY I'VE HEARD AT LEAST ONE PERSON WHO SHARED HOW THEY'VE BEEN STARTLED OR DRIVEN OFFSIDEWALKS BY FAST- MOVING SILENT ELECTRIC VEHICLES. I FEAR WE'RE LOSING SENIOR CITIZENS AND FAMILIES WITH STROLLERS AND STUFF OFF THE WALKWAY.

I BELIEVE THERE ARE THREE STEPS NECESSARY TO BOTH PROTECT THE SAFETY AND CIVILITY OF OUR SIDEWALKS.

CERTAINLY EDUCATION IS NUMBER ONE AND SIDEWALK ETIQUETTE.

THIS IS CRITICAL. WE NEED TO REACH

CHILDREN EARLY AND AUFRP OFTEN IN SCHOOLS AND SIGNAGE AND TEACH THEM TO RIDE RESPECTFULLY, ON THE LEFT, BE SWELL, USE YOUR BELL, OKAY? THINGS THAT THEY'LL ENJOY, AMONG OTHER THINGS. SLOW DOWN AND TRUST ME, WHEN KIDS LEARN THE RULES, THEY'LL LOVE REMINDING THEIR PARENT, TOO. WE ALSO NEED TO DO A CLEAR POLICY THAT ALLOWS ELECTRIC SCOOTERS AND E-BIKES ON SIDEWALKS WITH LIMITS. I RECOMMEND A 10 MILE AN HOUR MAXIMUM.

THIS KEEPS SPEEDS MANAGEABLE, EXPECTATIONS CLEAR AND WOULD GIVE US A WAY TO SAY THIS IS OKAY AND THIS IS HOW TO DO IT SAFELY.

THIRD, WE NEED BETTER INTERSECTION DESIGN.

RIGHT NOW WE HAVE SIGNS THAT SAY SLOW, APPROACHING AN INTERSECTION ARE OFTEN OVERLOOKED.

THIS LEADS TO SIDEWALK VEHICLES APPEARING SUDDENLY FROM BEHIND OUR MANY NICE BUSHES IN THE WOODLANDS AND STARTLING DRIVERS WHO ARE GOING IN AND OUT OF THOSE PARKING LOTS.

ALL RIGHT? WHY ARE THOSE SIGNS OVERLOOKED? PARTLY BECAUSE THEY'RE DOWN HERE AND WHEN YOU'RE RIDING YOU'RE LOOKING UP HERE. SO THEY'RE EASY TO MISS, ALL RIGHT. THAT'S WHY I SUPPORT EXPANDING THE USE OF RUMBLERS, GRIT LIKE THOSE USED ALREADY IN PARTS OF THE WOODLANDS.

THESE LOW- TECH ADDITIONS MAKE A SOUND AND A SENSATION THAT RIDERS CAN'T IGNORE. THEY WORK, AND THEY SHOULDN'T IMPEDE SENIORS OR PEOPLE WITH STROLLERS. ALL RIGHT. THERE'S OBVIOUSLY MUCH MORE TO FLUSH OUT, AND I'VE ALREADY HEARD THINGS I DON'T KNOW ABOUT, OPTIONS AND STUFF, AND HAPPY TO SUPPORT AND BE A PART OF ANY TASK FORCE THAT WOULD DO THAT, BUT THREE PROGRAMS, EDUCATION, GETTING NEW COVENANTS, NEW RULES AND INTERSECTION IMPROVEMENTS WOULD GO A LONG WAY TOWARDS MAKING OUR SIDEWALKS MORE CIVIL AND SAFE. THEY PUT UP THIS NICE FLYER WHICH, IF YOU HAVEN'T SEEN IT, IT MIGHT BE A GOOD GUIDELINE FOR WHAT WE'RE TRYING TO DO.

MY HUSBAND COMMUTES FROM OUR HOME IN CREEKSIDE PARK BY E- SCOOTER THANKS TO THE 220 MILES OF PATHWAY OUR COMMUNITY OFFERS. OUR DAUGHTER ENJOYS BOTH HER TRADITIONAL BIKE AND HER E-SCOOTER AND UNTIL RECENTLY I COULD ONLY WATCH FROM THE SIDELINES DUE TO MOBILITY CHALLENGES, BUT THAT CHANGED WHEN WE PURCHASED A CLASS 2 E-TRIKE. FOR THE FIRST TIME IN FOUR YEARS I'VE BEEN ABLE TO RIDE ALONGSIDE MY FAMILY. THESE DEVICES AREN'T JUST CONVENIENCES, THEY'RE A LIFELINE.

I AM HERE TODAY TO URGE THE TOWNSHIP TO SUPPORT OPTION 1, TO ALLOW CERTAIN ELECTRIC MOBILITY DEVICES ON OUR PATHWAYS WHILE MAINTAINING COMMON SENSE RESTRICTIONS ON DEVICES SUCH AS SEATED SCOOTERS, MINI BIKES AND GOLF CARTS. MY FAMILY HAS EXPERIENCED FIRST HAND THAT ACCIDENTS AREN'T CAUSED SOLELY BY ELECTRIC MOBILITY DEVICES. THEY'RE OFTEN THE RESULT OF POOR VISIBILITY, FOLIAGE OVERGROWTH AND A LACK OF EDUCATION. ON JUNE 4 TH MY HUSBAND WAS RIDING HIS E-SCOOTER AT A SPEED OF APPROXIMATELY 10 MILES PER HOUR WHEN HE WAS HIT BY A TEENAGER ON A TRADITIONAL BICYCLE. THIS OCCURRED NEAR KIRKLAND ISLE AND THE TEEN WASN'T WEARING A HELMET AND RIDING DOWN THETHE OF THE PATHWAY, THERE WERE HANGING VINES AND A LACK OF RIDER AWARENESS. WE'VE TAUGHT OUR DAUGHTER HOW TO RIDE SAFELY, HOW TO YIELD, SIGNAL VERBALLY AND WEAR SAFETY GEAR AS WELL AS RESPECT OTHERS, BUT NOT EVERY FAMILY

KNOWS WHERE TO START. ALMOST DAILY I SEE SOCIAL MEDIA POSTS IN OUR VILLAGE FACEBOOK GROUP ABOUT UNSAFE SCOOTER USE. THESE CONCERNS AND COMPLAINTS GO UNNOTICED BY THE VERY PARENTS THAT NEED THEM. POSTING COMPLAINTS IS NOT A SOLUTION, EDUCATION IS. ALONGSIDE EDUCATION I SUPPORT 10-MILE-PER-HOUR SPEED ON PATHWAYS AND INCREASING PATHWAY WIDTH AND AREAS AND I WOULD ALSO ENCOURAGE AN INCREASED RANGER PRESENCE TO ENFORCE THE RULES, BUT ENFORCEMENT ONLY WORKSWORKS IF RULES ARE CLEAR AND CONCISE AND HAVE CONSEQUENCES. AFTER MY HUSBAND'S ACCIDENT I COMMITTED MYSELF TO BECOMING PART OF THE SOLUTION.

I HAD A VERY BROAD AREA OFOF EXPERIENCE. I STARTED OFF MY LIFE AT 18 AS A PARAMEDIC AND WORKED MY WAY UP TO A NURSE ANESTHETIST, AND IT'S BEEN MY SPECIALTY OVER THE YEARS. THE AMERICAN NATIONAL COLLEGE ARE CONCERNED ABOUT E-BIKES AND HAVE PUT OUT A POSITION STATEMENT ABOUT THEM, AND I THOUGHT I'D BRING THAT LEVEL OF KNOWLEDGE TONIGHT. PREVIOUS PREVIOUS SPEAKERS HAVE BROUGHT THEIR PERSONAL KNOWLEDGE AND I THOUGHT I WOULD BRING A MORE PROFESSIONAL TONE TO THIS. THE MOST COMMON INJURIES ARE HEAD, NECK AND EXTREMITIES. IN 2023 IN THE UNITED STATES THERE WERE 25,000 INJURIES RELATED TO E- BIKES, 36% OF THOSE UNDER AGE 14. THERE IS ALSO 223 DAETHDS THAT DEATHS THAT HAVE OCCURRED AND EACH YEAR THEY'VE SEEN A 21% INCREASE IN THE NUMBER OF INJURIES AND DEATHS THAT HAVE BEEN OCCURRING. THEY RELATE THE CAUSES AS BEING THE INEXPERIENCE OF THE RIDER, RECKLESS DRIVING, BLIND SPOTS AND MECHANICAL FAILURE. HERE IN THE WOODLANDS YOU CAN PROBABLY ADD DEBRIS ON OUR SIDEWALKS WITH THE TREES AND THE WIND AND EVERYTHING ELSE AS A CHALLENGE. I USE THE SIDEWALKS EVERY DAY, AND I LIVE OVER AT TERRAMONT DRIVE, AND I NOTICED A DECREASE IN FOOT TRAFFIC.

IT'S INTERESTING. THE OTHER DAY I WAS OUT WALKING AND THERE WERE FIVE OR SIX PEOPLE OVER AGE 60, ME BEING BEEN OF THEM, WALKING AND THE REST WERE THE YOUNG KIDS ON THE E-BIKES. IT ALMOST SEEMS LIKE IT SHOULD BE FLIPPED. WE SHOULD BE ON E-BIKES AND THEY SHOULD BE WALKING.

AT NIGHT THEY'RE OUT, THERE'S NO HEADLIGHTS. I ALSO SEE GOLF CARTS AND THESE FOUR- WHEELERS THAT ARE OUT THERE WITH NO LIGHTS OUT AT NIGHT WITH YOUNG KIDS AND THERE'S NO HELMETS. ONE MIND- BOGGLING STATISTIC TOTO SHARE WITH YOU THIS EVENING, WE ARE WORRYING AND SEEING ABOUT CONCUSSIONS AND CONCUSSION PROTOCOLS.

LAST YEAR THERE WERE 500,000 CONCUSSIONS IN THE UNITED STATES FROM NON-MOTORIZED AND

THANK YOU FOR THE OPPORTUNITY TO SPEAK THIS EVENING AS YOU CONSIDER THE OPTIONS TO USEUSE -- TO DETERMINE THE USE OF ELECTRIC VEHICLES ON THE TRAILS. I WOULD LIKE TO SPEAK FIRST AS PRESIDENT OF THE VILLAGE ASSOCIATION AND THEN AS AN INDIVIDUAL WOODLANDS RESIDENT.

SEVERAL RESIDENTS HAVE ATTENDED OUR VILLAGE ASSOCIATION MEETINGS AND EXPRESSED CONCERNS ABOUT SAFETY ON THE TRAILS WITH ELECTRIC VEHICLES. I MENTIONED THIS DURING MY UPDATES TO THE BOARD AND RESIDENTS HAVE ALSO SPOKE DURING PUBLIC COMMENTS AT THESE MEETINGS. I HAVE FORWARDED ALL OF THEIR CONCERNS TO DR. NOONS. THE VILLAGE ASSOCIATIONS PRESIDENTS HAVE DISCUSSED THIS TOPIC AT SEVERAL MEETINGS WITH DR. NOONS AND THE TOWNSHIP STAFF.

I RECEIVED ANOTHER EMAIL MESSAGE THAT AN ACCIDENTAL MOST OCCURRED ALDEN BRIDGE IN THE LAST FEW DAYS. THE RESIDENT IS CONCERNED ABOUT THE SAFETY OF THE TRAILS DUE TO THE NUMBER OF ELECTRIC VEHICLES ON THE TRAILS.

NOW SPEAKING AS AN INDIVIDUAL RESIDENT, I AM ON THE TRAILS SEVERAL TIMES A WEEK, AND I OFTEN SEE YOUNGSTERS LEARNING TO RIDE THEIR BIKES, FAMILIES WALKING WITH CHILDREN IN STROLLERS AND PEOPLE WALKING THEIR DOGS AND PEOPLE RUNNING AND PEOPLE WALKING FOR EXERCISE. THE TRAILS IN THE WOODHAND ARE EIGHT FEET DISTANCE. IT KWEKTS THE COMMUNITY WITH ENTER AND EXIT LANES FROM HOUSING ADDITIONS ALONG THE TRAIL. VEHICLES THAT CAN TRAVEL UP TO OR EXCEEDING 20 MILES AN HOUR IS EXTREMELY DANGEROUS.

THAT IS SO MUCH FASTER THAN ANYONE ELSE MOVING ON THE TRAIL. WHILE TRAVELING AT 15 TO 20 MILES AN HOUR THERE IS DANGER AT EVERY INTERSECTION AND EVERY ENTRANCE OR EXIT FROM AN ADDITION.

NOT ALL CARS STOP BEFORE THE CROSS WALK NOR DO THEY CHECK THE TRAIL WHEN THEY ARE TURNING TO THE RIGHT. IF THE ELECTRIC VEHICLE DOES NOT TOP EVERY TIME IN COMPLIANCE WITH THE SIGNS ON THE TRAILS THERE MAY NOT BE SUFFICIENT TIME AND LINE OF SIGHT TO PREVENT ACCIDENTS.

AFTER REVIEWING THETHE FROM THE ANALYSIS THERE APPEARS TO BE TWO OPTIONS FOR THE BOARD TO CONSIDER THIS EVENING. THE REPORT STATES THAT EMPHASIS SHOULD BE PLACED ON MAINTAINING USER SAFETY. THE RECOMMENDATIONS INCLUDE ENHANCED EDUCATION AND SUGGESTED SPEED LIMITS AND INFRASTRUCTURE UPGRADES.

IF ELECTRIC VEHICLES ARE ALLOWED ON THE PATHWAY, RIDERS SHOULD COMPLETE AN EXTRICATION PROGRAM AND COMPLY WITH THE SAFETY RULES INCLUDE BEARING A HELMET BEFORE THEY USE THE TRAILS.

THEIR SCOOTERS, BICYCLES, MOPEDS, CARTS AND MOTORCYCLES, I'VE SEEN LITTLE GO-KARTS. THEY'RE ALL ELECTRIC AND IT'S NOT JUST LIMITED TO BICYCLES. WE HAVE NO SIDEWALKS TO OUR TRAILS AS WE ALL KNOW. I GREW UP IN HOUSTON AND I'M A BORN NATIVE.

WE HAD SIDEWALKS DOWN BY FRIENDSWOOD.

WE DON'T HAVE SIDEWALKS HERE UNTIL YOU GET TO THE TRAIL.

SO ALL OF THE SAFETY CONCERNS SHE MENTIONED. SPEED LIMIT ASSIGN HAPPENS ME NOTHING AND THAT'S ONE OF THE THINGS THAT CONCERNS ME IS I'VE NOTICED A DECREASE IN SAFETY AND I KNOW THAT DIRECTOR GIBBS, THAT'S PART OF THE THING WHEN RUNNING FOR OFFICE AND THINKING ABOUT YOUR SAFETY HERE. A FEW WEEKS AGO WE WENT TO BIKELAND TO HAVE OUR BIKES REPAIRED. THE OWNER WHO HAS SPONSORED THE TRIATHLON HERE FOR 20 YEARS STATED THAT THROUGH YOUTUBE VIDEOS THE GOVERNORS ON THESE E- BIKES CAN DISENGAGE WITHOUT A PERSON.

ANYONE CANCAN SOMETHING AND THE KIDS CAN DO THE SAME.

IF YOU'VE NOT WALKED THE TRAILS FOR A WHILE, I HOPE YOU DO FOR IN REALTIME YOU WILL EXPERIENCE THE UNEXPECTED APPROACH OF THESE VEHICLES AS MENTIONED TONIGHT.

THE SPEED AND CARELESSNESS OF MOST USERS, VARIOUS PARKS AT DUSK WHERE THEY RIDE ACROSS SOCCER FIELDS LEAVING RUTS. I HAPPENED TO BE IN ALDEN BRIDGE WHEN A PARK RANGER WAS THERE. GOD BLESS THAT MAN.

THE GOALS AND OBJECTIVES WERE CLEARLY ALIGNED WITH THE CONTENT PRESENTED WHICH HELPED REINFORCE THE PURPOSE AND IMPACT OF THE PUBLICATION. YOU APPROVED THAT FOR HARRIS COUNTY AND THEY DID NOT NOTIFY US THAT THAT PROCESS WAS OPEN AND WE DID NOT FILE A LETTER, BUT ONE DISTRICT DID FILE OPENING A POTENTIAL NOMINATION FOR ALL CONSERVATION, RECLAMATION DISTRICTS.

IN THE PAST, MONTGOMERY COUNTY APPRAISAL DISTRICT HAS ALLOWED ESDS TO PARTICIPATE AS RECLAMATION DISTRICT, HOWEVER, IT IS CURRENTLY BEING REVIEWED WHETHER AN ESD QUALIFIES AND WE ARE UNCERTAIN WHETHER RECLAMATION IN DISTRICTS WILL BE ABLE TO PARTICIPATE. TOMORROW MORNING THEY HAVE A SPECIAL MEETING CALLED TO CONSIDER THIS ISSUE AND THERE IS A SECONDARY ISSUE ABOUT WHO AND WHAT APPOINTMENTS WILL BE ON THE BALLOT FOR THIS YEAR.

THERE'S A QUESTION ABOUT THE EXISTING DIRECTORS AND WHO WOULD BE MAKING A NOMINATION TOWARD, AND SO THAT WON'T OCCUR UNTIL TOMORROW MORNING AT 9:30 WHEN THE APPRAISAL DISTRICT BOARDBOARD CAN THOSE ISSUES AND DECIDE HOW THEY'LL MOVE FORWARD.
