THIS WAS WELL ATTENDED AND INCLUDED SPEAKERS FROM THE HARRIS COUNTY PRISON FOR CONSTABLES , THE INDEPENDENT SCHOOL DISTRICT IN SEVERAL LOCAL SOCIAL WELFARE NONPROFIT ORGANIZATIONS. WE HAD A GOOD TURNOUT FOR THAT. PLANS ARE CURRENTLY UNDERWAY FOR CREEKSIDE PARK'S SECOND COMMUNITY A WIDE EVENT FOR THE YEAR. THE SUMMERTIME SPLASH SPLASH BATH AT THE AQUATIC CENTER ON SUNDAY EVENING, JUNE 8. WE DO THANK THE TOWNSHIP NEIGHBORHOOD SERVICES IN PARKS AND RECREATION DEPARTMENT FOR THEIR ASSISTANCE IN MAKING THIS EVENT HAPPENED. AS FAR AS CONCERNS IN OUR VILLAGE, AND I KNOW THIS IS A CONCERN , I THINK AMONG MANY VILLAGES WITHIN THE WOODLANDS , AND I KNOW IT IS A VERY DIFFICULT PROBLEM TO SOLVE, BUT CREEKSIDE PARK WOULD LIKE THE BOARD TO KNOW OF OUR CONTINUING CONCERNS ABOUT THE USE OF ELECTRIC BIKES AND SCOOTERS ON PATHWAYS AND STREETS. I KNOW SOME OF YOU HAVE BEEN OUT THERE [00:20:06] . SOME OF THESE VEHICLES ARE ESSENTIALLY ELECTRIC MOTORCYCLES CAPABLE OF QUITE HIGH SPEEDS. I AM SURE THAT YOU ALL ARE AWARE OF THAT A STUDENT ON A SCOOTER WAS HIT BY A CAR LEAVING SCHOOL ON CREEKSIDE GREEN DRIVE SOMETIME AGO. BUT THE ISSUE STILL REMAINS . JUST THIS WEEK, ÚA MIDDLE SCHOOLER ON A SCOOTER WAS REAR-ENDED BY A PARKED CAR, CAUSING SIGNIFICANT DAMAGE TO THE CAR. REGARDING THE SCOOTER DRIVER, THANKFULLY, NO DAMAGE TO THE RIDER OF THE SCOOTER. THE ONLY DAMAGE WAS TO THE GIRL'S FATHER'S WALLET. HE REALIZED HIS INSURANCE DOES NOT COVER THIS. WE UNDERSTAND THE TOWNSHIP IS CONSTRAINED IN THE DIRECT ACTION THEY CAN TAKE, BUT WE DO LOOK FOR YOU ALL TO BE OUR ADVOCATE WITH THE LOCAL POLICE AND POLITICAL REPRESENTATIVES TO TRY TO FIND A SOLUTION TO THIS PROBLEM , IDEALLY, BEFORE SOMEONE IS REALLY HURT. IT IS ALSO CLEAR -- IT WAS CLEAR BEFORE HURRICANE BERYL, AND THE PROBLEMS WE HAD STARTING WITH HURRICANE , AND EVEN BEFORE, THAT CENTERPOINT HAD DROPPED THE BALL REGARDING MAINTENANCE OF THEIR NETWORK AND UPKEEP OF CUTTING BACK FOLIAGE AND TREES IN THE AREA. THEY HAVE CERTAINLY GOTTEN THE MESSAGE NOW, AND THEY SEEM TO HAVE PUT TOGETHER A VERY STRUCTURED PLAN TO CORRECT THINGS . I DON'T HAVE THE NUMBERS IN FRONT OF ME, BUT I BELIEVE THE FIRST PHASE IS COMPLETE ALREADY, AND THEY ANTICIPATE THE SECOND PHASE OF NETWORK HARDENING AND VEGETATION REMOVAL TO BE COMPLETED , ESSENTIALLY, NOW. WHEN WE WENT TO THE MEETING, I BELIEVE IT WAS 90% COMPLETE. THERE WILL BE A FURTHER LONGER-TERM PLAN TO HARDEN THEIR NETWORK, WHICH INVOLVES PUTTING IN STRONGER UTILITY POLES , COMPLETING THE HARDENING OF THE NETWORK BY PUTTING THE LINES THAT THEY CAN PUT UNDERGROUND UNDERGROUND , AND PUTTING SOME NEWER HIGH TECHNOLOGY DEVICES IN THE NETWORK TO SELF DIAGNOSE AND HEAL WITHOUT INTERVENTION. THAT IS CERTAINLY GOOD NEWS . ANECDOTALLY, AS A CREEKSIDE PARK RESIDENT AND RESIDENT OF LIBERTY [00:25:01] BRANCH THAT SEEMS TO BE KIND OF AT THE END OF THE NETWORK , AND THEREFORE, SEEMS TO BE HIT WITH EVEN MORE OF THE BLIPS AS OTHER NEIGHBORHOODS , ANECDOTALLY, I CAN SAY THAT THE NUMBER OF LIPS HAS GONE DOWN DRAMATICALLY . THE STEPS THEY HAVE TAKEN SEEM TO HAVE DONE A GOOD JOB IN HARDENING THEIR NETWORK, AND HOPEFULLY, PHASES ONE AND TWO HAVE DONE THAT FURTHER, AND PHASE 3 WILL GO EVEN MORE TOWARDS HARDENING THEIR INFRASTRUCTURE. THE GOAL FOR PHASE 3 IS, BASICALLY, TO BE ABLE TO COME THROUGH A CATEGORY ONE HURRICANE TYPE STORM WITH MINIMAL DAMAGE. >> THANK YOU SO MUCH. I THINK I AM PROUD WE DID THAT. A LOT OF TIMES PEOPLE COULD SAY, WHEN YOU TESTIFY IN FRONT OF THE LEGISLATURE, YOU HIRE A LOBBYIST, NOT A LOT HAPPENS. I CAN TELL YOU THAT OUR RESIDENTS IN CREEKSIDE, THINGS HAVE HAPPENED. KUDOS TO STAFF. THEY PUT A LOT OF TIME INTO THAT. TOMMY WILLIAMS AND HIS TEAM, AND EVERYBODY ON THIS BOARD, WE ALL JUMPED ON THAT IMMEDIATELY. IT'S A BIG DEAL. IT WAS A THIRD WORLD COUNTRY ELECTRICAL PROVIDER FOR A WHILE. OF THAT, THE TOP THREE TYPE OF APPLICATIONS HAVE BEEN ROOFS, GENERATORS AND FENCES. FENCES BECAUSE , AS AN OLDER COMMUNITY, WE ARE GOING THROUGH THAT REBUILDING, REDOING A LOT OF FENCES PEOPLE ARE CONCERNED ABOUT POWER OUTAGES AND WHAT A GOOD SENSE OF SECURITY AND ROOFS ARE A CONSTANT UPGRADE THERE IS ALSO DAMAGE TO ROOFS AND STORMS, AND ROOFS NEED TO BE REPLACED. THOSE ARE THE TOP THREE BEFORE THE DSC. WE ARE PUT A RULE IN AND ARE USING RULES TO UPGRADE STANDERS SOMETIMES THIS MAY BE THE ONLY TIME THAT A RESIDENT COMES BEFORE A COMMITTEE. WE WANT TO MAKE SURE THAT EXPERIENCE IS THE BEST POSSIBLE EXPERIENCE. THAT DOESN'T MEAN PEOPLE ARE GOING TO GET EVERYTHING THEY WANT, BUT THEY NEED TO HAVE A GOOD EXPERIENCE THROUGH THE PROCESS, AND WE NEED TO MAKE SURE THE PROCESS IS SPEEDY ENOUGH TO HANDLE THE ITEM, AND YET, HAVE A GOOD OUT TURN TO THAT APPLICATION. WHAT 1 WE HAVE DONE, SOMETIMES NEIGHBORHOOD CRITERIA CAN HAVE A RULE ABOUT A TYPE OF ROOF OR COLOR OF A ROOF , AND THE OVERALL STANDARDS FOR THE WOODLANDS CAN PERMIT THAT COLOR. IF THE RESIDENT WANTS A BLACK ROOF, THEY HAVE TO NOW PUT AN APPLICATION IN AND HAVE TO COME AND REQUEST A VARIANCE . WITH THE NEW RULE, THEY CAN COME BEFORE STAFF AND STAFF TO MAKE THAT DETERMINATION THAT THE OVERALL STANDARD FOR THE WOODLANDS ALLOWS THE BLACK ROOF AND CAN MOVE THAT APPLICATION [00:35:06] ALONG. THE SECOND PART OF THE PROCESS WOULD BE THE UPDATE TO NEIGHBORHOOD CRITERIA SO THE NEIGHBORHOOD CRITERIA MATCHES THE OVERALL STANDARDS FOR THE WOODLANDS. STAFF BELIEVES THAT THIS WILL DEFINITELY ACHIEVE A BETTER CUSTOMER EXPERIENCE AND SPEED UP THE APPLICATION PROCESS. IT DOESN'T CHANGE THE STANDARDS. FOR EXAMPLE, YOU CAN'T HAVE A DESIGN IN THE ROOF. THIS RULE DOES NOT PERMIT THAT. IT JUST HELPS TO SPEED UP THE PROCESS AND MOVE DECISION-MAKING DOWN TO THE STAFF LEVEL. WE ALSO WORKED ON TRYING TO ENSURE THAT THE CUSTOMER EXPERIENCE IN EVERYTHING WE ARE LOOKING AT GOING FORWARD IS IMPROVED. THAT TAKES TIME TO IMPROVE, BUT WE'RE LOOKING AT ALL ASPECTS OF WHAT WE DO AND HOW WHAT WE DO TODAY, SHOULD WE CONTINUE TO DO IT, SHOULD WE CHANGE IT, AND THE IMPACT TO THAT CUSTOMER EXPERIENCE. WE HAVE WORKED ON SHORT-TERM RENTALS. SHORT-TERM RENTALS , THE ORIGINAL STANDARDS WENT IN IN 2019. WE SAID GOING FORWARD, HOW DO WE KNOW HOW MANY SHORT-TERM RENTALS WE HAVE? WE PUT A SUBCOMMITTEE TOGETHER OF TWO DSC MEMBERS TO WORK WITH STAFF SINCE JANUARY TO MAP OUT SHORT-TERM RENTALS. WE HAVE ABOUT 120 SHORT-TERM RENTALS HAVE GONE THROUGH THE ENTIRE PROCESS, APPROVED AND DOCUMENT SIGNED. THEN WE SAID, OKAY, WE HAVE WHAT WE KNOW IS APPROVED, WHAT IS OUT THERE THAT COULD BE A SHORT-TERM RENTAL THAT IS NOT APPROVED YET? THE SUBCOMMITTEE WENT ON AIRBNB AND TRACKED ANYWHERE BETWEEN 35 AND 40 POTENTIAL RESIDENCIES THAT COULD BE SHORT-TERM RENTAL. I SAY COULD BE, BECAUSE PEOPLE GO ON SITES LIKE AIRBNB AND OTHER SITES TO ADVERTISE THEIR PROPERTY AS AVAILABLE TO RENT , BUT THEY LIST IT AS ANYWHERE BETWEEN SHORT-TERM AND LONG-TERM . WHEN THIS LIST COMES BACK TO STAFF, STAFF WILL ANALYZE IT AND SEND A LETTER OUT TO THE RESPECTIVE RESIDENT THE SAYS, IF YOU ARE CONDUCTING SHORT-TERM RENTAL, YOU NEED TO SUBMIT AN APPLICATION. THE OTHER BENEFIT, AS WE SIGN UP MORE SHORT-TERM RENTALS OUT THERE, THAT MEANS THESE PROPERTIES CAN PAY THE PROPER TAX LEVEL TO THE TOWNSHIP, BECAUSE THEY ARE RUNNING A SHORT-TERM RENTAL. THE OTHER THING IS, ONCE YOU GET THEM SIGNED UP, IF RESIDENTS HAVE CONCERN THEY MAY NOT BE RUNNING THE SHORT-TERM RENTAL ACCORDING TO THE RULES, NOW YOU HAVE A PROCESS TO DOCUMENT THAT AND BRING ACTION AGAINST THAT PARTICULAR APPLICANT. WE SEE THIS AS GOING FORWARD IN A GOOD WAY. WE ARE IN REVIEW OF WHAT THE NEXT STEPS ARE. THAT WE FINALIZED EVERYTHING WITH THE VENDOR OFFICIALLY LAUNCHING IN MARCH 2024. MOVING THROUGH SOME OF THE OTHER AREAS FOR MARCH TO JULY 2024, WE HAD OUR DISCOVERY PHASE WHERE WE ARE LOOKING AT ANALYTICS , DOING A CONTENT AUDIT. WE LOOK AT EVERY SINGLE PAGE OF THE WEBSITE, EVERY SINGLE DEPARTMENT , WHAT PAGES WERE REALLY HIGH-TRAFFIC, WEBPAGES MIGHT'VE ONLY BEEN CLICKED ON, IT MAY BE THREE TIMES. SO WE CAN GET RID OF THOSE KIND OF PAGES. WE MET WITH ALL OF OUR DEPARTMENTS.
