LET ME GO BACK A LITTLE BIT. SOME YEARS AGO I WAS REPRESENTING MY COMPANY IN A MEETING OF THE GREATER HOUSTON PARTNERSHIP. THERE WAS A GENTLEMAN SITTING NEXT TO ME WHO HAPPEN TO WORK FOR A COMPANY THAT MANAGED SHOPPING MALLS. WE WERE TALKING ABOUT THE DEMISE OF BRICK-AND-MORTAR RETAIL AND HE HAPPENED TO MENTION THERE WERE THREE MALLS IN THE HOUSTON AREA THAT WERE STILL DOING WELL. ONE OF THOSE WAS THE WOODLANDS. WE GOT INTO WHY IS THAT AND WHAT MAKES IT SO? BASICALLY, HE FELT IT WAS DUE TO THE BREATH OF OTHER THINGS GOING ON IN THE AREA.
LOTS OF RESTAURANTS AND MOVIE THEATERS. OF COURSE THE CROWNING JEWEL OF THE WOODLANDS, THE PAVILION . IT REQUIRES ALL OF THAT, NOT JUST ANIMAL RETAIL TO MAKE THINGS WORK. I THOUGHT THAT WAS PRETTY INTERESTING FEEDBACK AND THE WOODLANDS GOT HIGH GRADES FROM HIM. I THINK IT WOULD FOR MOST OF US WHO LIVE HERE. IT IS A RICH ENVIRONMENT , PARTICULARLY AROUND THE FRONT OF THE WOODLANDS . FAST FORWARD TO LAST WEEK . MY WIFE AND I -- AND WE HAVE BEEN HERE SINCE 1998 -- AND MEMBERS OF THE WOODLANDS GRAPH IS ABOUT THAT TIME. WE FOUND OURSELVES RUNNING ERRANDS DOWNTOWN IN THE WOODLANDS AND WE WERE IN THE MARKET STREET AREA AT DINNERTIME. WE STOPPED INTO ONE OF THE FAST, CASUAL RESTAURANTS AND HAVE A NICE MEAL. WE WERE ABOUT THE ONLY ONES THERE. WE LOOKED AROUND AND THIS IS NOT THE FIRST TIME THIS HAS HAPPENED. MIDWEEK, IN PARTICULAR, IF YOU ARE IN THE FRONT, THERE IS NOT MUCH GOING ON. AS GREAT AS THE PAVILION IS, IT IS 40 TO 50 DAYS A YEAR THAT IT HAS SOMETHING GOING ON.

WHEN IT IS NOT, IT SITS THERE.WHAT WE THINK ABOUT WITH A PERFORMING ARTS FACILITY IS THAT WOULD BE -- IF A REASONABLE SIZE, SOMETHING THAT COULD ATTRACT PEOPLE ALL THROUGH THE WEEK. ONE PART THAT I THINK IS UNDER ESTIMATE IS YOU WOULD HAVE PRACTICE FACILITIES AS PART OF THAT. INSTEAD OF SCATTERED AROUND THE WOODLANDS, YOU WOULD HAVE PEOPLE COMING TO THE PRACTICE FACILITY , THE DANCE GROUPS, AND MANY OTHER TYPES OF -- THAT WOULD KEEP A STEADY FLOW OF PEOPLE. THIS WOULD CONTINUE EVERY NIGHT OF THE WEEK OR COULD IN ADDITION TO THAT, YOU WOULD HAVE ACTUAL PERFORMANCES THAT COULD BE SPOTTED IN THROUGH THE WEEK ALL YEAR LONG, NOT JUST WHEN THE WEATHER IS GOOD. I CANNOT THINK OF MUCH ELSE THAT THE WOODLANDS NEEDS, FRANKLY . WE WOULD ALL HAVE OUR AREAS WE THINK SHOULD BE IMPROVED. BUT AS FAR AS THINGS THAT ARE NEEDED FOR A RICHES OF THE COMMUNITY , DOWN BY THE MALL, DOWN BY THE INTERSTATE AREA, I THINK THIS IS A PERFECT EXAMPLE OF SOMETHING THAT WOULD DRAW PEOPLE AND ADD LIFE TO THOSE TIMES THAT OTHERWISE

IT IS INTERESTING THAT WHILE WE REHEARSE HERE QUITE A BIT AND MANY OF OUR DANCERS LIVE HERE IN THE WOODLANDS, I HAVE TO BYPASS THE WOODLANDS IN ORDER TO GET TO A PERFORMING ARTS CENTER TO GO TO THE HOBBY CENTER TO PRESENT THERE. IT SEEMS TO ME THERE IS SOMETHING MISSING IN THE WOODLANDS COMMUNITY THAT I VERY MUCH ENJOY SPENDING TIME IN.
AND THE ONE THING IS A PERFORMING ARTS CENTER. THIS WOULD COMPLETE THE ENTIRE PICTURE . IT HAS EVERYTHING. THIS PERFORMING ARTS CENTER WOULD BE STATE OF THE ART PROVIDING ACCESS TO LOCAL PERFORMING ARTS GROUPS , LIKE THE WOODLANDS CONCERT BAND, THE SYMPHONY AS WELL AS LOCAL THEATER AND DANCE GROUPS. A PERFORMING ARTS CENTER WILL HELP FILL THE GAPS LEFT BY THE PAVILION AND BOTH AND COMPLEMENT EACH OTHER. THE WOODLANDS BAND DESIGNS AND ELEMENTS OF VIBRANT PERFORMING ARTS CENTER, MUCH DESERVED BY THE RESIDENTS HERE. I STARTED BY SAYING THE WOODLANDS HAS RECOGNIZED THROUGHOUT THE U.S.

HER CHOIR DIRECTOR WAS MORE THAN JUST A TEACHER. SHE WAS KIND OF LIKE A PARENT. DURING THE WORST OF TIMES, IT WAS HER CHOIR COMMUNITY THAT HELPED JULIE STAY IN SCHOOL, GRADUATE AND EVENTUALLY PURSUE A COLLEGE EDUCATION. JULIE'S STORIES SHOWS THE IMPACT YOU CAN HAVE ON INDIVIDUALS OFFERING NOT JUST ARTISTIC EXPRESSION BUT A SENSE OF BELONGING AND HOPE. A PERFORMING ARTS CENTER WOULD PROVIDE MORE THAN JUST A VENUE FOR PERFORMANCES. IT WOULD BE A PLACE FOR PEOPLE TO FIND COMMUNITY AND SUPPORT, ENRICHING LIVES AND FOSTERING PERSONAL GROWTH. WE HAVE A SCHOOL OF MUSICAL THEATER THAT DOES A BOUT SEVEN TO EIGHT CLASSES EACH YEAR FOR OUR YOUNGER CHILDREN. I AM HERE IN SUPPORT OF A PERFORMING ARTS CENTER. ONE OF THE BIGGEST CHALLENGES THAT WE HAVE HAD IS FINDING PERFORMANCE SPACE . IF YOU'RE NOT AWARE, WE BUILT OUR OWN THEATER IN 2019 -- SORRY, 2021 , AS A RESULT OF COVID. FOR 20 SOMETHING YEARS WE RENTED OUR PERFORMANCES FROM MCCULLOUGH, JUNIOR HIGH SCHOOL , SPECIFICALLY AS WELL AS SOME OF THE LONE STAR FACILITIES. WE BUILT OUR OWN THEATER BUT IT IS A SMALL VENUE AND ONLY SEATS ABOUT 125 PEOPLE. OUR BIGGEST CHALLENGE IS WANTING TO DO BIG SHOWS AND THE LACK OF SPACE THAT IS AVAILABLE, WE HAVE TO GO TO LONE STAR AND IT IS HARD TO GET ON THEIR CALENDARS AND RENT SPACE. WE ARE CERTAINLY HERE IN SUPPORT OF A PERFORMING ARTS CENTER. AS MANY HAVE SAID , I DO FIND IT IS ONE THING THAT THE WOODLANDS IS MISSING. THE WOODLANDS IS ONE OF THE BEST PLACES ON THE EARTH. WE DO NEED A STATE OF THE ART PERFORMING ARTS CENTER FOR ORGANIZATION SUCH AS OURSELVES.

VICE CHAIRMAN KYLE WATSON HAS SERVED THE WOODLANDS TOWNSHIP BOARD OF DIRECTORS WITH ON A WAVERING DEDICATION, COMMITMENT AND INTEGRITY. HE WAS ELECTED TO THE BOARD IN NOVEMBER 2022. AND HE QUICKLY DISTINGUISHED HIMSELF AS A THOUGHTFUL LEADER AND DEDICATED PUBLIC SERVANT. IT IS NO SURPRISE THAT WE, HIS FELLOW BOARD MEMBERS, ENTRUSTED HIM WITH THE ROLE OF VICE CHAIR. HE BROUGHT HIS UNIQUE , AND I DO SAY UNIQUE, EXPERTISE, HIS STRATEGIC THINKING AND HEARTFELT CARE FOR THIS COMMUNITY. WHAT HAS ALWAYS IMPRESSED ME ABOUT MY FRIEND AND COLLEAGUE , IS THAT HE STANDS UP FOR WHAT HE BELIEVES IS RIGHT. AND DOES NOT WAVER UNDER POLITICAL PRESSURE. AND THAT IS UNIQUE ELECTED OFFICIALS. DURING VICE CHAIRMA WATSON'S TENURE, MANY GOOD THINGS HAPPEN MANY ACCOMPLISHMENTS AND WE ARE A BOARD, NOT INDIVIDUAL TO NAME A FEW, THE IMPLEMENTATION OF THE FIRST HOMESTEAD EXEMPTION , INCREASE PUBLIC SAFETY LAW ENFORCEMENT FUNDING TO ADD MUCH-NEEDED ADDITIONAL OFFICERS , AMENDED AND RESTATED THE COMPREHENSIVE COMMUNITY SERVICE AGREEMENT , THE CCS A , THAT HAS BEEN IN PLAY FOR A LONG TIME. IT ALLOWED FOR THE TRANSFER OF 208 ACRE LAND TRACK LOCATED ON GOSLING TO THE WOODLANDS TOWNSHIP. IT WAS FOR FUTURE RECREATIONAL ACTIVITIES.
PASSES OF LEGISLATION THAT ALLOWS THE TOWNSHIP TO RECEIVE BEVERAGE TAX PROCEEDS. CHAMPION REBUILDING THE FIRE STATION NUMBER FIVE , RENOVATIONS OF THE EMT PROJECT, RENOVATION OF TOWNHALL AND WAS INSTRUMENTAL IN GETTING THE WOODLANDS TO HAVE A VOTING MEMBER ON THE HOUSTON COUNCIL TRANSPORTATION POLICY COMMITTEE . THAT IS IT. A LOT OF ACRONYMS.
>> ALSO, WHAT HAS BEEN SO IMPORTANT FOR THIS BOARD SINCE THE INCEPTION IS SUPPORTED , STRONG, CONSERVATIVE PHYSICAL BUDGETING AND FINANCIAL MANAGEMENT. THE LIST COULD GO ON AND ON. A FEW THINGS ABOUT WHAT ELSE . KYLE WAS THE APPOINTEE TO THE RUD. HE FACILITATED AN ESSENTIAL PROJECT THAT BEDDED RESIDENT MAC AND BUSINESSES AND WAS INVOLVED IN THE UPCOMING IMPROVEMENT PROJECT AT WOODLANDS PARKWAY AT THE MILL. IT INCLUDED LANDSCAPING AND THE PROPOSED FIRST 50 ANNIVERSARY CHAIR. HIS COLLABORATION WITH COMMUNITY PARTNERS AND SECURING FUNDING FOR THIS SCULPTURE HELP TO MAKE THIS HAPPEN AND HELP MAKE THIS VISION BECOME A REALITY HE ALSO SERVED ON THE ECONOMIC DEVELOPMENT COMMITTEE AS VICE CHAIR AS WELL AS REPRESENTING THE WOODLANDS TOWNSHIP ON THE HTC TBC BOARD. THE EMERGENCY MANAGEMENT COMMITTEE, THE BUDGET TASK FORCE AND THE HOMELESSNESS TASK FORCE AND THE VILLAGE COUNCIL. THE APPOINTMENTS TO OTHER BOARDS AND OUTSIDE COMMITTEES INCLUDE VISIT THE WOODLANDS , CONVENTION VISITORS BUREAU , THE WOODLANDS ROAD UTILITY DISTRICT APPOINTMENT, BUT COUNTER -- THE CHAIRMAN'S DESIGNEE. TO PRESENT. >> AS WE HAVE STATED PUBLICLY BEFORE, WE HAVE COMPLETED PHASE ONE OF THE STUDY ON POTENTIAL PERFORMING ARTS FACILITY. I HAVE SOME GREAT INFORMATION ON THAT IN TERMS OF POTENTIAL USAGE. THE NEXT STEP IN THIS IS TO MOVE TO A PHASE TWO STUDY THAT WILL PRIMARILY GIVE US SOME OPERATING AND FINANCIAL MODELS BASED ON PHASE ONE DATA.
THE COST OF THAT IS FOR THE PROPOSAL THAT IS BEFORE YOU FOR AMS TO BE ABLE TO PROVIDE THAT ANALYSIS, IT IS $42,090. THIS WILL BE FUNDED FROM THE TOWNSHIPS HOTEL OCCUPANCY TAX RESERVE WHICH CURRENT HAS A BUDGET OF ABOUT $8.1 MILLION OR, IT IS STAFF'S RECOMMENDATION THAT THE BOARD AUTHORIZES US TO MOVE FORWARD WITH THIS PROPOSAL.
