I AM A NEARLY 28 RESIDENTS OF THE WOODLANDS AND I'VE SEEN A LOT OF GROWTH AND CHANGE AND A LOT OF GREATNESS IN OUR COMMUNITY. MY HUSBAND AND I HAVE RAISED THREE CHILDREN AND TWO ADULTS AND WE STILL LOVE OUR NEIGHBORS , THE HOMELAND COMMUNITY WE LIVE IN AND ALL THAT IT AFFORDS. I WANT TO TALK ABOUT THE ANNOUNCEMENT OF THE GE MEN'S PROPERTY. I DO HAVE STRONG FEELINGS ABOUT THAT RESIDENT CENTER . I SAW SOMETHING ABOUT THE PROCESS , POSSIBLY GOING OUT TO BID FOR DEVELOPERS. I WOULD SAY THAT FIRST THE COMMUNITY MUST SPEAK TO IT AND DECIDE HOW IT WILL CHANGE. IT IS RIGHT AT THE CENTER OF OUR HOMETOWN. WE HAVE ALREADY GIVENUP THE LIBRARY IN THE COMMUNITY CENTER. I KNOW THOSE TYPES OF IDEAS HAVE GOOD TALKING POINTS AND I KNOW THE PLANS FOR GROGAN'S MILL , WE LOOK THERE WHEN WE FIRST MOVED HERE AND WE ENDED UP IN THE WOODLANDS. WE NEED THINGS RIGHT HERE NEAR OUR HOME. BRUCE ORIGINALLY SAID A NEW MUNICIPAL BUILDING IS WHAT WE NEED. PEOPLE NEED TO UNDERSTAND HOW WE GOVERN OURSELVES AND WE DON'T GET USURPED BY HOUSTON OR BY CHONDRAL. WE NEED TO LOOK INTO IT BECAUSE WE ALL KNOW THERE IS A LOT OF MISINFORMATION IN OUR WORLD, TODAY AND A LOT OF PRESSURE BEING PUT ON US. SO, I AM HERE TO JOIN OTHER VOICES AND MANY MORE WHO HAVE BEEN HERE FOR YEARS AND ARE SAYING, KEEP THAT PROPERTY FOR US. YOU PAID 15.2 MILLION . IF YOU END UP SELLING IT IT GOES INTO OPEN MARKET AND WE ALL BENEFIT FROM IT. BUT FIRST, CONSIDER KEEPING IT HERE FOR OUR COMMUNITY, A PLACE TO GATHER AND THE PLACE FOR SERVICE TO US. THOSE RESIDENTS I HAVE TALKED TO THAT FOUND OUT ABOUT THE SALE OF THE LIBRARY IN THE SALE OF THE COMMUNITY CENTER WERE DEVASTATED. THAT WATERFRONT PROPERTY CAN MAKE A LOT OF MONEY WITH OUR ASSET. MY NAME IS LAURA NORTON AND I'M HERE TO TALK ABOUT THE PENDING SALE OF THE GE MEN'S PROPERTY AT THE SOUTHWEST CORNER OF LAKE WOODLANDS AND GROGAN'S MILL IN A CLOSED DEAL WHERE TAXPAYERS TAKE A HIT AND YOUR FRIENDS AT HOWARD HUGHES CORPORATION MAKE A KILLING . WE HAVE HELD THIS PROPERTY FOR NINE YEARS NOW WITH NO CARRYING COSTS. I HAD HOPE THAT ONE DAY IT COULD HOUSE OUR MUNICIPAL SERVICES.

OUR WOODLANDS WATER BUILDING, ALONG THE WATERWAY I LEARNED, HAS A FIRST RIGHT OF REFUSAL, MEANING THE DEVELOPER GETS IT IF WE WERE TO EVER MOVE. THIS BUILDING DOESN'T HAVE THAT CLAUSE. IT IS OURS AND IT WAS PURCHASED FOR THE PURPOSE THAT WE WOULD ONE DAY , BE SELF-GOVERNING AND IT WOULD BE USED FOR OUR MUNICIPAL SERVICES. NOW, WHEN WE HAVE THE CORPORATION VOTE AND IT WAS SHOT DOWN , IT WASN'T THAT RESIDENTS WERE AGAINST BEING SELF GOVERNED. IT WAS THAT NOW, IS NOT THE TIME THEY SAID. IF WE LOSE THIS ASSET I DON'T THINK WE WILL EVER REVISIT SELF-GOVERNANCE AGAIN BECAUSE YOUR ACTIONS WILL MAKE IT EVEN MORE EXPENSIVE AND I SUPPOSE IF YOUR PRIORITY IS MAKING HOWARD HUGHES CORPORATION HAPPY , AND NOT THE RESIDENTS THEN YOU HAVE MAJOR DECISION. HOWARD HUGHES REPRESENTATIVES WILL TELL YOU , SELL IT TO US. WE WILL MAKE IT MORE BEAUTIFUL THAN YOU CAN POSSIBLY IMAGINE. I AM THE ONLY OLD MEMBER ON THE BOARD NOW. WHAT HAPPENED TO NOWAK BECAUSE OF HIS MISERABLE LAND SWAP DEAL. THAT WAS AWFUL FROM A RESIDENTS POINT OF VIEW AND HE IS NOT GOING TO BE IN OFFICE NEXT YEAR. IF YOU WANT TO SELL TO HOWARD HUGHES CORPORATION FOR THE SUBJECTIVE ARGUMENT THAT THEY, ALONE WOULD DEVELOP IT MORE BEAUTIFULLY THAN THE RESIDENTS, THAT IS A CROCK .

DON'T BUY THAT ARGUMENT. IF YOU WANT TO GET RID OF THE PROPERTY BECAUSE YOU HAVE BEEN FISCALLY RESPONSIBLE THE LAST COUPLE OF YEARS, THEN JUST LET US KNOW, BUT DON'T SELL IT.

I ALSO WANT TO ADDRESS THE ISSUE OF THE GE MEN'S PROPERTY. THIS POTENTIAL CELL OF 11.6 ACRE UNDEVELOPED PROPERTY WHICH THE TOWNSHIP HAS OWNED FOR ABOUT 10 YEARS, AS YOU HAVE HEARD AND RECENTLY READ IN THE COMMUNITY IMPACT ISSUE , THEY HAD AN ARTICLE TITLED , PROPOSALS SOUGHT FOR GE MEN'S PROPERTY , IN WHICH THEY MADE A VERY VAGUE STATEMENT THAT SAID, AT THE JUNE 20TH TOWNSHIP BOARD MEETING THE BOARD VOTED TO RECEIVE POTENTIAL PLANS FOR THIS PROPERTY. A FEW DAYS AFTER THE JUNE 20TH MEETING, THE COURIER NEWSPAPER ALSO REPORTED ON THE MEETING AND THEY SAID THAT THE DIRECTORS, WITH THE EXCEPTION OF DIRECTOR SEKULA-GIBBS VOTED TO BEGIN A REQUEST FOR PROPOSAL WHICH WOULD ALLOW DEVELOPERS TO SUBMIT BIDS ON THE PROPERTY. ONE BOARD MEMBER WAS REQUIRED TO HAVE SAID, WE HAVE NO PLANS FOR IT . AT THIS POINT, I THINK A LOT OF US THINK THAT THE PROPERTY SHOULD BE CONSIDERED FOR SALE. HOLDING ONTO IT IS A BURDEN ON TAXPAYERS WHO COULD BENEFIT FROM TAXES ON A NEW DEVELOPMENT. IN THAT STATEMENT, I ASSUMED THAT WE WHO HAVE NO PLANS FOR THE PROPERTY IS THE TOWNSHIP BOARD. WHY CAN'T THE WE BE THE RESIDENTS OF THE WOODLANDS? IS THE TOWNSHIP BOARD LACKS IDEAS OR VISION HOW TO CONSIDER THE USE OF THIS LAND , OTHER THAN HAVING DEVELOPERS BID FOR IT, PERHAPS THEY COULD CONSIDER ASKING THE RESIDENTS OF THE WOODLANDS HOW THEY WOULD LIKE TO SEE IT DEVELOPED. WHY NOT HAVE A REFERENDUM FOR ALL RESIDENTS OF THE WOODLANDS TO DECIDE? A SIMPLE QUESTION, HOW WOULD THE 11 ACRE PITTS PROPERTY LOCATED NEAR TOWN CENTER BE DEVELOPED? ITEM ONE, DEVELOP THE PROPERTY TO BENEFIT THE RESIDENTS AS A PARK, AN ARBORETUM, A MUSEUM, OR ARTS CENTER OR SOME OTHER RESIDENT FAMILY VENUE OR, NUMBER TWO TO ALLOW THE DEVELOPER TO CONSTRUCT A COMMERCIAL PROPERTY ON THE SPACE WITH A HIGH RISE HOTEL OR OFFICE BUILDING? I KNOW HOW I WOULD VOTE. PERSONAL , I CAN ONLY IMAGINE THE ADDITIONAL TRAFFIC AND TOWN CENTER ROAD CONGESTION THAT A MAJOR COMMERCIAL DEVELOPMENT AT THE CORNERS OF LAKE WOODLANDS DRIVE AND LAKE ROBBINS DRIVE ALONG GROGAN'S MILL WOULD BRING. I EXPECT THAT THE COST TO RESIDENTS THAT SUCH A MAJOR COMMERCIAL DEVELOPMENT WOULD HAVE, IN TERMS OF TRAFFIC CONGESTION AND PERHAPS, OTHER INCONVENIENCES. THESE POTENTIAL EFFECTS SHOULD BE THOROUGHLY ASSESSED BY THE TOWNSHIP AND

SHARED FULLY WITH THE WOODLANDS RESIDENTS BEFORE ANY COMMITMENT IS MADE TO A COMMERCIAL DEVELOPER. THE GE MEN'S PROPERTY IS A UNIQUE PROPERTY NEAR TOWN CENTER AND PERHAPS, THE LAST OF ITS KIND IN THE WOODLANDS. I AM CONCERNED THE BOARD APPEARS TO BE IN A RUSH TO SELL IT. THE TOWNSHIP PAYS NO PROPERTY TAX AND HAS NO CARRYING COSTS FOR THE PROPERTY. AS FAR AS I'M AWARE, THE TOWNSHIP IS NOT IN FINANCIAL NEED FOR THE SALE OF THIS PROPERTY. I DON'T UNDERSTAND THE URGENCY TO SELL THE PROPERTY. FINAU? I ASKED THE BOARD TO ENGAGE THE RESIDENTS AND ASKED THEM WHAT THEY WANT FOR THE PROPERTY. LET'S HAVE A TRANSPARENT PROCESS WITH THE RESIDENTS INPUT. I, LIKE MOST RESIDENTS ARE AN ADVOCATE FOR PRESERVING THE CHARACTER AND NATURAL BEAUTY OF THE WOODLANDS. IN MY OPINION THE TOWNSHIP NEEDS TO PRIORITIZE COMMUNITY SPACE FOR THE RESIDENTS WHEN CONSIDERING FOR THE DEVELOPMENT. IT IS NOT ALL ABOUT COMMERCIAL

IT TOOK A WHILE , BUT THE THINGS I HAD ASKED FOR NEVER RECURRED HAPPENING. SO, I WROTE YOU AGAIN IN EARLY JULY. TWO OR THREE DAYS LATER WE GOT THE HURRICANE. WHAT TIMING. ANYWAY , I AGAIN GOT A VERY NICE LETTER AND IN HIS LETTER HE MADE TWO POINTS I WOULD LIKE TO COMMENT ON. THE FIRST ONE WAS HIS SAFETY PRIORITY. THE FIRST ROYALTY IS TO REMOVE DEBRIS FROM THE PATHWAYS AND PARKS . I ABSOLUTELY, CANNOT DISAGREE. THAT HAS TO BE THE FIRST PRIORITY. YEAR-TO-DATE BUDGET REVENUE IS 88.9 MILLION, YEAR-TO-DATE ACTUAL COLLECTED IS 90.5 MILLION, YEAR-TO-DATE FAVORABLE VARIANCE OF 1.7 MILLION. THE MAIN COMPONENT OF THIS FAVORABLE VARIANCE IS DUE TO HIGHER THAN INTEREST BUDGET AVENUE AND TIMING THE PROGRAM REVENUES AS WELL AS THE HIGHER THAN BUDGETED SALES TAX COLLECTIONS THROUGH JUNE. THE YEAR TODAY BUDGETED EXPENDITURES, THE 64.1 MILLION THE YEAR-TO-DATE ACTUAL EXPENDED IS 58.3 MILLION FOR THE YEAR-TO-DATE FAVORABLE VARIANCE OF 5.8 MILLION. THE MAJORITY OF THIS FAVORABLE VARIANCE IS DUE TO THE TIMING OF EQUIPMENT EXPENDITURE FOR ONCOMING COUNTY AND ALSO CONTRACTED SERVICES. THERE IS ALSO TIMING OF EXPENDITURES AND EQUIPMENT PURCHASES WITH FIRE DEPARTMENT AND TIMING OF SALARY AND THAT IF IT'S. NEXT SLIDE WE HAVE THE SALES TAX DEPOSIT, THIS REPORT IS THROUGH JULY, YEAR TO DATE BUDGETED IS 44 MILLION, YEAR TO DATE ACTUAL IS 43.9 MILLION. YEAR-TO-DATE UNFAVORABLE VARIANCE OF 183,000. HERE THE ESTIMATED TIMELINE IS HERE TO GET APPROVAL. AND THEN WHEN WE DO THE TASK ORDER WITH THE ASSOCIATES, CONSTRUCTION DOCUMENTS, 68 MONTHS WITH THE ADDITIONAL TIME TO PROCURE CONTRACT THROUGH BID OR CO-OP AND THEN RENOVATE , RENOVATION ESTIMATED AT 12 TO 16 MONTHS. PROJECT BUDGET. WE HAVE 1.75 MILLION BUDGETED FOR THIS AS A PLACEHOLDER. 73,800 FOR CONCEPTUAL IS THE PRODUCT THAT YOU CAN SEE HERE ALREADY APPROVED AND COMPLETED. SO, FOR TONIGHT , THE 396,510 .

CONSTRUCTION IS FOR HALF TO NOW MOVE FORWARD TO DO CONSTRUCTION DOCUMENTS AND BIDDING AND CONSTRUCTION ADMINISTRATION FROM THEM. AND THE INITIAL ESTIMATE FROM THEIR SUBCONSULTANTS THE ARCHITECTURE FIRMS AND SUCH ON WHAT IS CURRENTLY OUT THERE IS BUDGETING AT APPROXIMATELY 4.3 MILLION. SO I DISCUSSED WITH MONIQUE AT THE OPPORTUNITY TO PUT OUT AN APPEAL TO THE COMMUNITY FOR VOLUNTEERS TO GO TO THEIR WEBSITE AND I WON'T READ THE LINK BECAUSE THE RED CROSS HAS A VERY LONG WEBSITE , FOR THE TRAINING AND RECRUITMENT, BUT WE WILL PUT IT ON THE TOWNSHIP RESOURCE WEBPAGE RESOURCE. AND WE WILL ALSO HAVE NEIGHBORHOOD SERVICES STAFF DISTRIBUTE THE INFORMATION AT THE VILLAGE ASSOCIATIONS AND THE TOWNSHIP WILL RELEASE THE RECRUITMENT INFORMATION ON SOCIAL MEDIA BECAUSE WE DON'T WANT TO LOSE SUCH A GREAT RESOURCE. IT DID HAVE GENERATORS PROVIDED BY THE COUNTY, BY THE JUDGE'S TEAM AND JASON MILLSAP AND EMERGENCY MANAGEMENT AND WE ARE GRATEFUL EVERYBODY WORKED TOGETHER SEAMLESSLY.
