THE ANNUAL PLANNING MEETING WAS HELD ON MARCH 3RD AND PUBLIC MEETINGS FROM MARCH 18TH APRIL 15TH AND MAY 20TH. OUR MONTHLY MEETINGS ARE HELD ON THE THIRD MONDAY OF EACH MONTH AT 6:00 HERE AT THE WOODLANDS TOWNSHIP AND THEY ARE OPEN TO THE PUBLIC. I WOULD LIKE TO THANK DIRECTOR FRANKS AND CHIEF BROCK FOR ATTENDING THE APRIL MEETINGAND PROVIDING GREAT INFORMATION TO THE BOARD AND RESIDENTS. I WOULD ALSO LIKE TO THANK MCCARTY AND AGUILAR FOR THE MONTHLY LAW ENFORCEMENT UPDATES AND A SPECIAL THANK YOU TO PRESIDENT SHARP FOR HER PRESENTATION ON APRIL 29TH. IT WAS WELL ATTENDED AND THE FEEDBACK WAS VERY POSITIVE. IN THE MARCH MEETING THE BOARD VOTED TO APPROVE THE 24-25 OPERATING BUDGET. SUBSEQUENTLY THEY PREPARE THE NECESSARY DOCUMENTATION AND EXECUTED THE ONE TOWNSHIP AHEAD OF THE APRIL 15TH DEADLINE. IN THE APRIL MEETING WE HAD SPECIAL PRESENTATIONS FROM 136 DIRECTOR PETER PEREZ AS WELL AS THE WOODLANDS WATER TRUSTEE DR.
NEIL GAYNOR. IN THE MAY MEETING WE HAD A SPECIAL PRESENTATION FROM ROBIN WEST TO IS PRESIDENT OF THE BOARD OF DIRECTORS HERE IN THE WOODLANDS. WE DONATED IN HONOR OF BRUCE CUNNINGHAM.
AGING IN PLACE IS AN INCREDIBLE ORGANIZATION COMMITTING TO SUPPORTING THOSE IN THE WOOD INTO CHOOSE TO AGE INDEPENDENTLY IN THEIR HOMES AND COMMUNITIES. THEY ALSO PRESENTED SCHOLARSHIPS TO THEIR 2024 RECIPIENTS. 19 INCREDIBLE STUDENTS RECEIVED SCHOLARSHIPS THIS YEAR TOTALING $25,000. I WANT TO TAKE A MOMENT TO RECOGNIZE A SCHOLARSHIP COMMITTEE WITH LORI BRETT MEYER JONES CHERYL BROWN AND WES CORDOVA. THE SCHOLARSHIP COMMUNITY WORKS YEAR-ROUND WITH LOCAL UNIVERSITIES AND SCHOOLS. THESE ARE SOME OF THE MOST DESERVING AND EXCEPTIONAL STUDENTS WE'VE HAD THE OPPORTUNITY TO RECOGNIZE. VICE PRESIDENT VINCE AND JASMINE L TRAN VOLUNTEERED FOR EARTH DAY GREEN UP ALONG WITH 20 GROGAN'S MILL RESIDENTS. THE FEEDBACK WAS VERY POSITIVE. THE GM VA ACTUALLY VOLUNTEERS FOR THE ADOPT PATH PROGRAM ON APRIL 7TH WITH THE VICE PRESIDENT AND DIRECTOR MINCEY FRAGMENT VOLUNTEERING ALONG NORTH MILL BEEN NEAR HUNTSMAN AND BOX TURTLE LANE. THE YARD OF THE MONTH PROGRAM KICKED OFF AGAIN IN APRIL WHICH IS LED BY DIRECTORS BELLA CRUZ AND SARAH BASIC. I WOULD LIKE TO TAKE A MOMENT TO CONGRATULATE OUR WINNERS FROM THE PAST FEW MONTHS. SCOTT AND GIL HAYNES LIVE ON ROLLING COURT AND HAVE RESIDED HERE FOR 36 YEARS. IN MAY READ AND SHIRLEY LESAGE WHO LIVED IN THEIR HOME ON AKER OAK SINCE IT WAS BUILT IN SEPTEMBER OF 1975 WERE ALSO WINNERS. SO WE EXPRESS APPRECIATION AND LOVE FOR THEIR COMMUNITY. THIS IS A REALLY COOL EVENT HELD AT SAUL MILL PARK WERE FOURTH-GRADERS BEEN SEVERAL WEEKS DESIGNING AND BUILDING RAFTS WITH MILK JUGS AND PARTICIPATING IN RELAY RACES BETWEEN CLASSES. THEY CONTINUE TO HOLD WEEKLY COMMUNITY EVENTS AT THE WOODLANDS FARMERS MARKET. THE MARKET IS LOCATED THE GROGAN'S MILL VILLAGE CENTER AND OPEN EVERY SATURDAY FROM 9:00 UNTIL 1:00. THEY HAD SPECIAL EVENTS ON MAY 11TH FOR MOTHER'S DAY WEEKEND. GIVING AWAY ROSES TO THE FIRST 200 MOMS. WE WILL ALSO HAVE SPECIAL EVENT FOR FATHER'S DAY AT THE GYM 15TH MARKET GIVING WAY HOT DOGS AND ITALIAN SAUSAGES. ALL PROCEEDS COME BACK FOR THE PHILANTHROPIC EFFORTS. THIS IS THE CONSIDERATION FOR A BUDGET ADJUSTMENT RELATED TO PRIVATE PRIOR YEAR WITH COLLEGE PARK ASSOCIATIONS. I ACKNOWLEDGE THAT THIS IS AN ATYPICAL REQUESTS I WOULD LIKE TO TAKE A FEW MOMENTS TO PROVIDE ADDITIONAL CONTEXT. I WANT TO ACKNOWLEDGE THE TOWNSHIP STAFF FOR THE THOROUGH BACKGROUND IN TONIGHT'S AGENDA. PLEASE EXCUSE ANY REDUNDANCY IN MY COMMENTS. AS PART OF THE ANNUAL LEVEL VILLAGE ASSOCIATES ARE REQUIRED FOR A PRIOR ACCOUNTING. IN LATE 2021 DURING THIS TRANSITION WE LOST SEVERAL YEARS OF ACCOUNTING DATA. WHICH IMPACTED THE ABILITY TO PROVIDE AN ACCURATE ACCOUNT FOR THE PRIOR USE OF FUNDS. DUE TO THE COMPLEX FARMERS MARKET THIS WAS THOUSANDS OF ACTIONS AND HAD TO BE REVIEWED. THROUGHOUT 2022 PRESIDENT AND TREASURER WORKED TIRELESSLY TO RECONCILE HER BOOKS BUT THIS CAUSED A DELAY IN THE FILING OF THE SERVICE AGREEMENT UNTIL JANUARY 2023. THE DELAY WAS NOT CAUSED BY THE CURRENT DIRECTORS OR OFFICERS. THEY WANTED THE INTEGRITY OF THE INFORMATION PROVIDED BY THE TOWNSHIP AND WE HOPE YOU COULD TAKE THAT INTO CONSIDERATION. THEY'VE GONE THROUGH GREAT LINKS SINCE THEN TO ENSURE THIS TYPE OF DISRUPTION DOES NOT OCCUR AGAIN. I HIRE AN OUTSIDE BOOKKEEPER TO PROVIDE SUPPORT MOVING FORWARD AND HAVE ALSO TAKEN ACTION TO INCREASE THE INTERNAL AUDITS. THEY WERE ABLE TO SUPPORT THIS WITH THE DOCUMENTATION PRIOR TO THE DEADLINE IN BOTH 2023 AND 2024.AS NOTED ON THIS AGENDA ITEM THE PRIMARY PURPOSE OF THE FUNDS IS FOR THE VILLAGE ASSOCIATION TO PURCHASE INSURANCE. THEY DID MAINTAIN THEIR INSURANCE IN 2022 DESPITE BEING UNABLE TO RECEIVE TOWNSHIP FUNDING AS PART OF THE SERVICE AGREEMENT AT THAT TIME. THEY DID CONTINUE TO ACT IN THE SAME CAPACITY AND SERVE THE COMMUNITY BY USING ITS OWN UNRESTRICTED FUNDS TO COVER ANY OPERATIONAL EXPENSES WHILE WORKING TO THIS MATTER. THEY CONTINUE TO HOLD WEEKLY COMMUNITY EVENTS AT THE FARMERS MARKET DURING THAT TIME THEY ALSO PARTNERED WITH THE TOWNSHIP FOR SEVERAL OF THOSE EVENTS DURING THAT YEAR. I WOULD LIKE TO ADDRESS A FEW POINTS THAT COME UP AS PART OF DISCUSSION HERE. THIS WAS THE INSURANCE POLICY SATISFY THE SERVICE AGREEMENT AND THEY'VE NOT MADE ANY CHANGES FOR NUMBER OF YEARS LEADING UP TO 2022. IN 2023 THEY WORKED DIRECTLY WITH PRESIDENT SHARP AND THE WOODLANDS TOWNSHIP RISK MANAGEMENT CONSULTANT FOR ADDITIONAL LEVELS TO SATISFY THE 2023 SERVICE AGREEMENTS. NO OTHER CHANGES WERE MADE TO THE TYPE OF POLICY OR THE COVERAGE AMOUNTS. AND BASED ON PREVIOUS CONVERSATIONS IT APPEARS THAT THE COVERAGE FAR EXCEEDS THAT OF MANY OTHER VILLAGE ASSOCIATIONS. I ACKNOWLEDGE WE ARE IN A STRONG FINANCIAL LEVEL BUT IS NOT DESIGNED WITH THE SOLE SOURCE OF FUNDING.
DIRECTORS CONTINUE TO WORK HARD TO PROVIDE ADDITIONAL FUNDING TO GET IT BACK TO THE COMMUNITY THROUGH PHILANTHROPIC WORK. I HOPE THE SUCCESS OF THE SUPPLEMENTAL FUNDING WILL NOT IMMEDIATELY IMPACT WITH EVENINGS VOTE. I BELIEVE IT IS WITHIN YOUR AUTHORITY TO CONSIDER THIS ON HIS OWN INDIVIDUAL MERITS. SO AS LONG AS IT MET THE OBLIGATIONS, THE VALUES -- INDIAN SPRINGS -- IT WAS EITHER INDIAN SPRINGS OR COCHRAN CROSSING . THEY HAD A NICE TRUCK THAT TRAVELED THROUGH THE COMMUNITY AND PROVIDED SNOW CONES FREE OF CHARGE. AND THAT WAS HER COMMUNITY SPIRIT EVENT DURING COVID TIMES. AND SO THE ORGANIZATION THAT DID THAT DID REQUEST THE FUNDS AND MET ALL OF THEIR OBLIGATIONS. A MAJORITY OF THE VILLAGE ASSOCIATIONS DID NOT MEET THEIR OBLIGATIONS AND DID NOT REQUEST THEIR FUNDS. THE WAY THAT IT HAS WORKED, IS GENERALLY THE TOWNSHIP AND VILLAGE ASSOCIATION WILL CONTINUE TO % RIDE THE IN-KIND SERVICES. THEY JUST DON'T GET THE CASH PAYMENT. LIKE I SAID, THOSE WERE MAINLY THE TIMES WHEN THAT
