PASTOR COLES IS THE CHIEF OF ADMINISTRATION AT IMPACT CHURCH OF THE WOODLANDS AND ADMINISTERS BOTH TEENS AND YOUNG ADULTS AND DOES AN INCREDIBLE JOB. VERY IMPACTFUL. HE'S A BUSINESS GRADUATE AND RECEIVED HIS MASTERS OF DIVINITY FROM FULLER THEOLOGICAL SEMINARY IN 2021. WE ARE HONORED AND THINK YOU PASTOR COLES FOR BEING WITH US THIS EVENING.

SINCE 1977, THE WOODLANDS HAS GIVEN OVER 1.5 MILLION TREES TO OUR RESIDENTS. IN HONOR OF ARBOR DAY, THE TOWNSHIPS PROCLAMATION DESIGNATES SATURDAY, JANUARY 27, 2024 AS THE WOODLANDS ARBOR DAY. AND WHERE AS SINCE 1977, THE WOODLANDS HAS GIVEN AWAY MORE THAN 1.5 MILLION TREES TO RESIDENTS. AND WHEREAS, THE WOODLANDS WAS CREATED 50 YEARS AGO THROUGH GEORGE MITCHELL'S VISION OF ENVIRONMENTAL SUSTAINABILITY. TO LIVE IN HARMONY WITH NATURE AND WHEREAS, THE WOODLANDS TOWNSHIP IS COMMITTED TO ANNUAL REINFORCE THE STATION, AND FOREST MANAGEMENT PLANNING. AND WHEREAS, THE WOODLANDS TOWNSHIP COMMUNICATES THE VALUE OF THE CREATION AND RETENTION OF NATURAL FORCE DID AREAS ON PRIVATE PROPERTY. AND WHEREAS, NATIVE TREES, COOL CITIES, INCREASE ENERGY EFFICIECY, IMPROVE AIR QUALITY, RECYCLE NUTRIENTS, STABILIZE SOIL AND INTERCEPT STORM WATER. WE PROMOTE SAFETY AFTER FROM FRIENDS AND BUILD COMMUNITY AMONG ALL PEOPLE WHO BIKE. WE ARRIVAL BUT OVER THE YEARS WE HAVE ENJOYED A POSITIVE COLLABORATIVE RELATIONSHIP WITH THE TOWNSHIP BOARD, STAFF AND RESIDENTS. WE LOOK FORWARD TO CONTINUING TO COLLABORATE ON EVENTS LIKE MONTH AND INITIATIVES LIKE LIKE RECYCLING AND IMPROVED WAYFINDING ON TOWNSHIP PATHWAYS. I'M HERE TONIGHT TO COMMENT ON TONIGHT AGENDA ITEM REGARDING POLICIES FOR ELECTRIC VEHICLES INCLUDING E-BIKE'S AND E SCOOTERS ON THE TOWNSHIP PATHWAYS. SAFETY IS OUR HIGHEST PRIORITY. AND WE BELIEVE THE PATHWAY SHOULD BE SET FOR ALL USERS. THAT INCLUDES WALKERS, RUNNERS, PEOPLE PUSHING STROLLERS, WALKING DOGS, WRITING SCOOTERS AND RIDING BIKES. WHEN THE PATHWAY SYSTEM WAS DEVELOPED, THE MAIN MOTORIZED VEHICLES THAT WERE PROHIBITED FROM THE PATHWAYS WERE GOLF CARTS. BUT THE LANDSCAPE OF PERSONAL MOTORIZED VEHICLES HAS CHANGED. I KNOW IN MY UNDERWEAR HAD CUT THEIR KIDS ON MOTOR SCOOTERS, HOVER BOARDS, TRIKES AND MORE. THERE ARE E-BIKE'S AMONG US TOO INCLUDING SOME THAT HELP YOU MAINTAIN YOUR PEDALING SPEED WHILE WRITING WITH KIDS OR CARRYING A HEAVY LOAD OF GROCERIES. WE THINK AND UPDATE POLICY FOR PATHWAY USAGE WOULD BE AN APPROPRIATE CHANGE FOR THE MODERN LANDSCAPE OF PATHWAY USERS. TO DO SO SAFELY WE THINK A SPEED LIMIT WOULD B KEY. AND PERHAPS EVEN MORE IMPORTANTLY, A COMMUNITY OUTREACH AND EDUCATION INITIATIVE OF HOW WE USE THE PATHWAYS SAFELY COULD BE A CRITICAL COMPONENT OF DEVELOPING AND LAUNCHING A NEW POLICY. AS OUR COMMITTEE CELEBRATES THIS MILESTONE 50TH ANNIVERSARY YEAR , WE ARE TAKING TIME EACH MONTH TO REFLECT ON WHAT IT MEANS TO LIVE IN A COMMUNITY WITH ONE ANOTHER. I THINK WE HAVE AN OPPORTUNITY THIS YEAR TO MOBILIZE A VARIETY OF COMMUNITY PARTNERS TO COLLABORATE MESSAGES ABOUT PUBLIC SAFETY FROM TRAVELING SLOWLY AND CAUTIOUSLY TO WEARING HELMETS ON EVERY WRITER ON EVERY RIDE.

THERE ARE MANY PEOPLE IN THE COMMUNITY WORKING TO IMPROVE BIKE AND PEDESTRIAN SAFETY ALREADY. FROM THE BIKE RADIOS AND NATIONAL NIGHT OUT EVENTS HOSTED BY THE TOWNSHIP NEIGHBORHOOD SERVICES DEPARTMENT GOT TO LOOK A LOT FOUR, LOCAL HOSPICE, BIKE SHOPS AND MORE. OUR ORGANIZATION WOULD LOVE TO WORK WITH THE TOWNSHIP TO CONVENE RELEVANT LOCAL STAKEHODERS TO BETTER UNDERSTAND COMMUNITY NEEDS AND DEVELOP AN OUTREACH PROGRAM THAT ENABLES US ALL TO SAFELY ENJOY THE PATHWAYS TOGETHER. TONIGHT AGENDA ITEM NUMBER NINE AS BOARD MEMBERS TO ACCEPT THE TOWNSHIP STAFF REPORT ON THE SUBJECT. I HOPE AFTER TONIGHT WE CAN CONTINUE TO ENGAGE IN CONVERSATION. I AM MARIANNE BRIGHT AND ON THE PRESENT OF THE ALDEN BRIDGE BUILDING ASSOCIATION AND A MEMBER OF THE PARKS AND RECREATION ADVISORY COUNCIL AND ALSO SERVED ON THE PEDESTRIAN BICYCLE STEERING COMMITTEE WHICH PROVIDED INPUT DEVELOPMENT FOR THE 2016 PEDESTRIAN AND BICYCLE MASTER PLAN. I AM SPEAKING HERE TONIGHT AS AN INDIVIDUAL. THANK YOU FOR THE OPPORTUNITIES TO SPEAK THIS EVENING AS YOU CONSIDER THE PROPOSAL TO ALLOW ELECTRIC BICYCLES ON THE TRUST.

WHEN THE PEDESTRIAN PEDESTRIAN AND BICYCLE STEERING GROUP THAT WE CONSIDERED ALL THE PEOPLE THAT USE ADDRESS ON A COMMITTEE. WE LOOK AT THE COMPETITIVE BICYCLIST WHO RESOURCE BE TEMPERED THOSE WHO LIKE TO WRITE FOR INTERMENT. FOLKS WHO USE THE TRAILS FOR WALKING, WALKING THE DOGS, CHILDREN ON THEIR WAY TO PLAY IN THE PARKS OR ON THEIR WAY TO SCHOOL, DISABLED INDIVIDUALS AND OLDER INDIVIDUALS WALKING FOR EXERCISE. ELECTRIC BIKES DID NOT EXIST AT THAT TIME SO THEY HAD NO OPPORTUNITY TO HAVE THEIR POSITIONS INCLUDED IN THE PLAN. I RUN THE TRAIL SEVERAL TIMES PER WEEKEND I OFTEN SEE YOUNGSTERS LEARNING TO RIDE THEIR BIKES, FAMILIES WALKING WITH CHILDREN IN STROLLERS, PEOPLE WALKING THEIR DOGS.

PEOPLE RUNNING PEOPLE WALKING FOR EXERCISE. THERE ARE PEOPLE OF ALL AGES AND ALL CAPABILITIES ON THE TRAIL. THE TRAILS IN THE WOODLANDS ARE EIGHT FEET WIDE AND IN COMPARISON THE TRAILS ON THE SPRING CREEK TRAIL WAY ARE 12 FEET WIDE WITH MUCH MORE VISIBILITY. THAT EXTRA FOUR FEET GIVES EVERYONE ON THE TRAIL MORE TIME TO REACT TO OTHERS AS THEY PASS OR COMES TOWARDS YOU. THE TRAILS OF THE WOODLANDS ARE HEAVILY WOODED AND WANDER THROUGH TURNS AND LIMITED SIGHT DISTANCE. IT ALSO CONNECTS THE COMMUNITY WITH INTERSECTIONS AND ENTRY AND EXIT LANES FROM HOUSING ADDITIONS ALONG THE TRAILS. I BELIEVE THAT VEHICLES RIDING UP TO OR EXCEEDING 20 MILES PER HOUR IS EXTREMELY DANGEROUS ON THE TRAIL. THAT SPEED IS SO MUCH FASTER THAN ANYONE ELSE WHO IS ON THE TRAIL. A PERSON WRITING A REGULAR BIKE TRAVELS ABOUT 8-12 MILES PER HOUR. I RESPECTFULLY ASKED THE DIRECTORS TO VISIT ALL THE SAFETY CONSIDERATIONS. SOME PEOPLE LISTEN TO EARBUDS AND CANNOT HEAR ANYTHING COMING UP BEHIND THEM. THERE ARE YOUNG CHILDREN LEARNING TO RIDE AND EVERYONE ON THE TRAIL DESERVES TO BE SAFE. WHILE GOING AS FAST AS 20 MILES PER HOUR THERE IS DANGER AT EVERY INTERSECTION AND EVERY EXIT FROM AN ADDITION. NOT ALL CARS STOPPED WELL BEFORE THE CROSSWALK NOR DO THEY CHECK THE TRAIL WHEN THEY ARE TURNING TO THE RIGHT.

IF THE BICYCLIST DOES NOT STOP EVERY TIME IN COMPLIANCE WITH THE SIGNS ON THE TRAILS, THERE IS NOT SUFFICIENT TIME IN LINE OF SIGHT TO PREVENT ACCIDENTS. THE COMPETITIVE BICYCLIST TO WRITE FOR SPEED AND TIME HAVE HARDLY RECOGNIZED THAT THE TRAILS WERE NOT SUITABLE FOR THEM. WE MADE MANY RECOMMENDATIONS FOR IMPROVEMENTS TO THE EXISTING ROADS IN THE BUILDING OF DESIGNATED BIKE LANES THROUGHOUT THE WOODLANDS. THE STEERING COMMITTEE DEVELOPED ABOUT 70 PROJECTS TO MAKE OUR COMMUNITY MORE FRIENDLY TO BIKES BUT MANY OF THOSE PROJECTS HAVE NOT BEEN FUNDED. PLEASE LET ME REFER TO A PART OF THE EXECUTIVE SUMMARY OF THE BICYCLE PLAN WHICH STATES, THAT THE CURRENT PATHWAYS ARE GREAT FOR MORE LEISURELY RECREATION AND UTILITARIAN ACTIVITIES ESPECIALLY FOR FAMILIES AND SMALL CHILDREN. HOWEVER IF A PERSON NEEDS TO GET QUICKLY TO AND FROM A DESTINATION WITH A MORE DIRECT ROUTE, THE EXISTING PATHWAYS ARE GENERALLY NOT CONDUCIVE FOR HIGH-SPEED OR FOR QUICK ACCESS TO DESTINATIONS. IN 2008, ANOTHER BUILDING WAS CREATED FOR THE RESTROOM FOR THE WOMEN AND A CONCESSION STAND. SO THEN THE TWO RESTROOMS AND THE BUNKER WERE CONVERTED TO THE MEN'S RESTROOM. AND THE BOARD IN JUNE OF 2021 UPHELD THE PROHIBITION OF MOTORIZED VEHICLES AND SO BY THE DEFINITION OF MOTORIZED VEHICLES IN TOWNSHIP ORDER 01-09 IS ANYTHING THAT'S NOT HUMAN POWERED. SO IT DOESN'T SAY GASOLINE POWERED OR ELECTRIC POWERED. IT IS JUST NONHUMAN POWERED SO ERGO IT'S A MOTORIZED VEHICLE. OUR PATHWAY SYSTEM IS VERY ROBUST FOR OUR COMMITTEE AND THE PATHWAYS AND NATURE TRAILS ALL COME IN DIFFERENT SHAPES AND SIZES WEIRD ALTHOUGH THE MAJORITY ARE EIGHT-FOOT WIDE CEMENT PATHWAYS. ONE OF THE BEAUTIES OF OUR COMMUNITY IS A DISCONNECT ALL THE SCHOOLS AND NEIGHBORHOODS AND PARKS WHICH IS GREAT. AND IT IS A HIGHLY USED AMENITY. THE SPEECH WERE FASTER AND ENCOURAGED TO GO ONTO THE STREET AS MORE OF A LEISURELY RIDE ONTO THE PATHWAY SYSTEM. IN THE PATHWAY SYSTEM, THERE IS NO DEFINED MILES PER HOUR. IT'S OUTLINED IN THE TOWNSHIP ORDER THAT 10 MILES PER HOUR IS ACTUALLY IN THE PARKS ON THE ROADS WITHIN THE PARKS AND PARKING LOTS. BUT THERE'S NO DEFINED SYSTEM THERE. ALSO PART OF THE ISSUE TOO, IS NOW ARE WE NOW WITH STAFF WITH RADAR GUNS HOW DO WE DETERMINE AND THERE'S OPERATIONAL CHALLENGES FROM THAT STANDPOINT. AND SO WE HAVE ANOTHER THING HERE IS THERE'S A MULTITUDE OF E VEHICLES AND I WANT YOU TO UNDERSTAND THIS. IT'S A VERY QUICK SNAPSHOT OF WHAT IS ON THE MARKET AND THE MARKET CONTINUES TO CHANGE. THERE IS CLASS ONE, TWO, THREE VEHICLES. THERE IS DIFFERENT SPEEDS THAT THEY GO UP TOO. SOME HAVE THROTTLES. SOME HAVE PADDLE ASSIST. YOU SEE THE SCOOTERS WHICH IS THE BOTTOM AND THE MIDDLE WHERE YOU WILL SEE A NUMBER OF THOSE ESPECIALLY IN A RETAIL MARKET. ACADEMY SPORTS AS WELL AS THE ONE CYCLES WHICH GO VERY FAST.

AND TEXAS BILL 2188 THERE IS NARRATIVE ABOUT E BIKES BUT WE FALL OUTSIDE OF THOSE BECAUSE WE DO NOT HAVE PATHWAYS THAT ARE JUST LIKE PATHWAYS. YOU HAVE TO USE THEM FOR MULTIPLE USES. IF YOU'RE SAYING THESE PATHWAYS ARE ONLY FOR BIKES THEN YOU HAVE TO ALLOW E BIKES ON IT.

THE OTHER ASPECT THAT WE HAVE IN HERE IS THAT THE LEGISLATION ALSO REQUIRES THAT IF YOU DO HAVE A PATHWAY SYSTEM AND YOU OPERATE THE ROADS THEN YOU HAVE TO REQUIRE THEM TO BE ALLOWED ON YOUR PATHWAYS. THE WOODLANDS TOWNSHIP DOES NOT MAINTAIN THE ROADS THEREFORE THEY DO NOT HAVE TO ALLOW THAT. SO IT'S UP TO YOU AS THE BOARD OF DIRECTORS TO ALLOW IT OR NOT.
