LET ME KNOW WHEN TO START. >> I HAVE TWO PEOPLE.
>> WHO ARE THOSE TO. >> MY WIFE AND LAURA, THEY ARE
IN THE LIST OVER THERE. >> REMITTED.
>> THANK YOU CARLA. >> THANK YOU VERY MUCH.
GOOD EVENING MY NAME IS CARLOS I HAVE BEEN A RESIDENT OF THE WOODLANDS SINCE 2008. I HAVE A FEW THINGS TO SHARE.
I AM MY WIFE HAVE GIVEN HER TIME.
I HAVE TRIED TO BRING THE FOLLOWING TOPIC TO THIS BOARD BUT IT'S ALWAYS TOPICS FROM THE PUBLIC.
I SEE THIS HERE, I THINK OHIO STATE FOR THE FOOTBALL GAME.
[00:20:02]
BUT ANYWAY PRETTY TODAY I'M HERE TO HOPEFULLY PROVIDE INFORMATION AND CORRECT SOME TOPICS THAT HAVE BEEN ADDRESSED IN THIS CHAMBER. THIS IS FOR THE BENEFIT OF OUR NEW FOR BOARD MEMBERS. EVERYTHING THAT IS SHARED TODAY IS KNOWN TO DOCTOR SHELLEY AND DOCTOR SCHNEIDER.THIS TIME AND ATTENDING THIS MEETING SINCE 2015 WHEN DOCTOR SCHNEIDER WAS ELECTED TO THE BOARD.
I ALSO MENTIONED THAT THERE ARE MORE THAN 100 VIDEOS OF EVERY BOARD MEETING SINCE 2010 AND I ONLY MENTIONED THAT FOR THE PURPOSE OF THE NEW BOARD MEMBERS TO WHAT TRANSPIRED IN THE WOODLANDS. NUMBER ONE FOR TWO YEARS IN A ROW BECAUSE ALL THAT HAS BEEN ACHIEVED IN THE PAST.
AND I HOPE IT WILL CONTINUE IN THE FUTURE WITH THE CONSIDERATION FOR OUR RESIDENTS. HOWEVER, IT IS TIME, AND LEAVE SOMETHING IN THE PAST. FIRST, ON NOVEMBER 12, 2021.
I GIVE YOU ALL THE HANDOUTS. IT IS IMPORTANT 300 VIDEOS I HAD FOR THE FOUR NEW MEMBERS. AND THE PEOPLE THAT WERE HERE BEFORE TO TALK TONIGHT. ON NOVEMBER 12, 2021 A SPECIAL MEETING WAS HELD IN DECEMBER AND IT WAS OFFICIALLY DECLARED THAT IN COOPERATION WAS DEFEATED. HE WAS DEFEATED BY 70% IN THE CORPORATION IS THIS. THE FOUR NEW BOARD MEMBERS ARE THE RESULT OF THE EVENT. YOU MAY WANT TO SEE THE VIDEO OF THAT VIDEO MEETING. IT'S TIME TO STOP TALKING ABOUT INCORPORATION, IT IS NOT AN ISSUE ANYMORE.
WE NEED TO MOVE FORWARD INTO OTHER THINGS.
SECOND, YOU ARE ALL LOOKING FOR MONEY.
I WANT TO SHOW YOU WHERE THE MONEY IS.
I WILL POINT TO YOU TO ANOTHER DAY SEPTEMBER 12, 2022.
WATCH THE VIDEO. IN THE VIDEO YOU WILL SEE AND HEAR ALL THE INFORMATION REGARDING WHY THE RESIDENCE OF THE WOODLANDS ARE BEING TAXED FOR $10 MILLION FROM THE TOWNSHIP FROM MONTGOMERY COUNTY FOR THE SHERIFF HENDERSON.
YOU WILL SEE IN THE VIDEO FROM THE COMMISSIONERS COURT HERE AND COMMISSIONER IS SPEAKING. YOU WILL LISTEN AND YOU WILL GET TO THE TRUTH. RECENTLY, IN THIS CHAMBER, DIRECTOR WATSON WHO I CONSIDER FRIEND WITH A DIFFERENT ACCOUNT OF THIS EVENT BASED ON INFORMATION HE RECEIVED IN CONFIRMATION FROM COMMISSIONER JAMES MOORE.
PLEASE LISTEN TO THE VIDEO OF WHAT JAMES SAID.
SO YOU CAN HAVE THE CORRECT INFORMATION.
IN THIS MEETING ALL THE PREVIOUS BOARD MEMBERS WERE PRESENT EXCEPT FOR DIRECTOR BROWN. EVERYTHING REVIEWED AT THIS MEETING WAS APPROVED BY ALL INCLUDING DOCTOR ANN SNYDER AND DOCTOR SEKULA-GIBBS [INAUDIBLE]. SOME INFORMATION HE SHARED IS INCORRECT I WANT YOU TO WATCH THE VIDEO TO SEE WHAT WAS REPORTED AT THAT TIME. I ALSO BELIEVE [INAUDIBLE] WAS HERE TONIGHT FOR THE TOWNSHIP BECAUSE WE HAVE TO MAKE A DECISION ON THAT DAY. WATCH THE VIDEO IT'S VERY IMPORTANT. IF YOU WANT TO REDUCE OUR TAXES WATCHES VIDEO. WILL THIS BE THE BOARD THAT CAN SAVE $10 MILLION IN TAXES. YOU HAVE $10 MILLION WAITING TO BE GIVEN BACK. AGAIN SEPTEMBER 12, 2022 BOARD MEETING VIDEO. BY THE WAY ALL THIS VIDEO ON THE WEBSITE. YOU CAN WATCH ALL THE VIDEOS SINCE THE BEGINNING OF 2010 THEY ARE ALL THERE.
THIRD SINCE HAVE BEEN COMING TO THIS MEETING I'VE SEEN HOW THIS BOARD IN PREVIOUS BOARDS LISTEN AND TRY TO ACCOMMODATE THE NEEDS OF THE RESIDENTS. MY REQUEST OF THE JURISDICTION IS A SPECIAL-PURPOSE DISTRICT YOUR POWERS ARE LIMITED.
YOU HAVE TO RELY ON YOUR RELATIONSHIP WITH ALL ENTITIES, THE COMMISSIONERS, THE DISTRICTS, THE STATE, THE CITIZENS AROUND YOU, ET CETERA IN ORDER TO RESULT SOME OF THE ISSUES ON BEHALF OF THE RESIDENTS.
MANY OF THE REQUESTED RECENT YEARS HAVE COME FROM THE CREEKSIDE AREA FOR OBVIOUS REASONS, DIFFERENT COUNTY, DIFFERENT SCHOOL DISTRICT, ET CETERA, THERE ARE OTHER RESIDENTIAL AREAS THAT HAVE INDIVIDUALLY BENEFITED FROM THE
[00:25:04]
BOARD LISTENING TO THEIR NEEDS AND FOR EXAMPLE WERE ALL WORKING TOGETHER WITH A COMMON MESSAGE BEING CONNECTED TO THE REST OF THE WOODLANDS. I KNOW YOU ARE WORKING ON THAT ONE. MORE RECENT EXAMPLE OF GOODWELL AND WHAT TOOK PLACE LAST MONTH WHEN FINALLY THE RESIDENTS AFFECTED BY THE DROUGHT AFTER THEIR LOSS AND THE STUDIES AND THE SOLUTION. THE ENTIRE BOARD TO APPROVE A SOLUTION. I SEE A SIMILAR SITUATION THAT IS RECENT CREED WE HAVE A COMMUNITY LIKE ALL OF THE COMMUNITIES IN THE WOODLANDS THAT IS COME IN HERE TODAY REGARDING THE COMMUNITY. THEY'RE NOT ASKING FOR MONEY AND JUST LIKE IT'S BEEN FOR THE PAST 20 YEARS.ARE YOU FINALLY GOING TO LISTEN TODAY AND DID THE RIGHT THING OR HAS THIS BECOME SOMEONE'S PROJECT THAT MUST BE DONE NO MATTER WHAT. CAN YOU BELIEVE WERE NUMBER ONE.
I JUST DON'T BELIEVE THAT. I HOPE YOU COME TOGETHER AND DO THE RIGHT THING FOR THE RESIDENTS THE SAME WAY THAT THIS BOARD HAS KNOWN INDIVIDUALLY FOR SEVERAL OF THE RESIDENCE.
IF YOU DO YOU WILL BE REMEMBERED AS DOING THE RIGHT THING FOR THE RESIDENCE. OTHERWISE YOU MAY BE REMEMBERED AS THE BULLIES. THANK YOU VERY MUCH.
>> THANK YOU CARLOS. THAT BRINGS US CYNDI SILKEN.
IF YOU WOULD COME AND ADDRESS THE BOARD FROM THE PODIUM.
THANK YOU CYNDI. >> THIS IS A LITTLE DAUNTING.
HERE I GO. THANK YOU FOR LETTING ME SPEAK.
I REALLY APPRECIATE THAT. I KNOW ALL OF YOU ARE LIKE ME, YOU LOVE THIS COMMUNITY, YOU'RE INVOLVED IN THIS COMMUNITY, YOU DONATE YOUR TIME. THIS IS WHAT WE DO, THIS IS WHERE WE LIVE. WE VOLUNTEER OFTEN.
THIS IS GOING TO SOME VERY CHEESY BUT I WANTED TO BE KNOWN READ I AM UP PILLAR OF THIS COMMUNITY I CARE DEEPLY ABOUT THE WOODLANDS. SO I WANT YOU TO HEAR WHAT I HAVE TO SAY, LET ME INTRODUCE MYSELF.
I SHOULD NOT HAVE TO READ THIS BUT I'M GOING TO.
I'M A SCHOOL NURSE AT THE ELEMENTARY AND I LIVE IN THE WOODLANDS IN MY ORIGINAL HOME FOR 27 YEARS.
I GO TO CHURCH, RAISE MY KIDS HERE, I NOW HAVE GRANDCHILDREN HERE. I LOVE THIS PLACE.
LET ME SEE LET ME NOT GET LOST. I AM ACTUALLY AT HIS STONY AND.
MOST PEOPLE KIND OF ART BUT I GREW UP IN THE AREA.
I WILL TELL YOU IT IS DRAMATICALLY DIFFERENT FROM THE WOODLANDS. IT JUST IS.
I DID MY NURSES TRAINING AT THE MED CENTER.
WHEN I SAY THE WORD SAFETY IS THE MOST IMPORTANT THING TO ME, IT'S ALMOST AN UNDERSTATEMENT. IT IS WHY I HAVE CHOSEN TO LIVE IN THE WOODLANDS, THE REST OF HOUSTON IS NOT THE SAME BUT THINGS ARE CHANGING, EVERYBODY KNOWS.
WHEN I WAS AT MAXON I WAS FOLLOWED HOME FROM THE HOSPITAL WHERE I WORKED ON THE FREEWAY DRIVING HOME FROM MY 3 - 11 NURSING SHIFT. I SEE AT HOUSTON CHANGED DRAMATICALLY. IT IS REALLY NOT FOR THE BETTER.
IT JUST SO HAPPENED YESTERDAY, I HAPPENED TO COMPLETE A MANDATORY TRAINING ON HUMAN TRAFFICKING AND I'M NOT PROUD TO SAY, I LITERALLY DID THIS REQUIRED FOR THE STATE OF TEXAS IN THE SCHOOL DISTRICT I WORKING THAT HOUSTON RANKS WAY UP THERE FOR HIGHEST HUMAN TRAFFICKING ISSUES. ALL OF THAT TO SAY, THE WOODLANDS HAS ALWAYS BEEN A SAFE HAVEN IN ITS REPUTATION, IT'S BEAUTIFUL, SAFE AND A GREAT PLACE TO RAISE A FAMILY AND VERY STRICT ZONING LAWS. BEING A SCHOOL NURSE AND LOVING THE FACT THAT WE HAVE AUDITED THESE POLICE OFFICERS, I DON'T KNOW WHERE WE WOULD BE WITHOUT THEM.
THEY ARE WITH ME EVERY DAY, WE HAVE ISSUES AND I FEEL CONFIDENT WITHIN THEIR SO I LOVE THAT WE HONOR THEM.
LET'S SEE, I LIVE RIGHT NEXT TO THE CAPSTONE PART.
[00:30:09]
IT'S BEEN 27 YEARS NOW, A BEAUTIFUL NEIGHBORHOOD PARK.EVERYBODY IS WELCOME. LIKE THE KIDS.
THERE ARE SOME KIDS THAT PROBABLY SHOULD HAVE THEIR PARENTS WITH THEM BUT THEY DON'T.
SOME PARENTS LET THEIR MIDDLE SCHOOLERS, I HAVE ACTUALLY SEEN SOMEBODY SCOPING THEM OUT, I TOOK A PICTURE OF HIM AND HE SAW ME SEE HIM SO HE TUCKED TAIL AND HE RAN.
THOSE KIND OF THINGS FREAK ME OUT.
I GUESS THAT'S MY THREE MINUTES. IS THAT THE TIMER.
>> THOSE THAT ARE DEFERRING YOUR TIME AND GIVING TROY TOWNSHIP SECRETARY SO OUR NOTES REFLECT THAT.
IF YOU DON'T MIND WALKING UP AND DOING I APPRECIATE IT SO WE HAVE THAT. THANK YOU.
>> SIX MORE MINUTES. >> I APPRECIATE IT PROVE THAT WE CONTINUE HAVING LIVING CAPSTONE FOR 27 YEARS.
I HAVE SEEN MALES SLEEPING ON PARK BENCHES, HIGH SCHOOL STUDENT DOING DRUGS IN THE PARK AND ET CETERA OTHER WONDERFUL THINGS THAT WE REALLY DON'T CARE TO DISCUSS RIGHT HERE.
[INAUDIBLE] YOU AREN'T LETTING THE CHILD GO TO THE RESTROOM BY THEIR SELVES. SAFETY THAT ALL I DO EVERY DAY IS WORK WITH KIDS AND SAFETY IS ALMOST INSANE THING IN MY MIND.
I WOULD DO ANYTHING FOR KIDS. PUT IT THAT WAY.
EVERY PARENT KNOWS THIS SO THEY DON'T LET THEIR KIDS GO TO THE RESTROOM BY THEMSELVES. RESTROOMS TO PROVIDE COVER WITH PEOPLE WITH BAD INTENTIONS. I AM IN A UNIQUE POSITION.
MY SISTER IS A NO COURT JUDGE IN THEM A MECHANIC.
AS A FORMER PROSECUTOR, I ASKED HAVE RAPED INSIDE OF RESTROOMS AND SHE DID THAT THE FACT. AS PARENTS OR GRANDPARENTS, DO ANY OF THE BOARD MEMBERS WE ALLOW OUR KIDS TO GO INSIDE OF RESTROOMS, MAYBE JUST A PARK OR WHATEVER, BUT AS I SAID RESTROOMS PROVIDE COVER FOR WHATEVER.
AND THIS IS STRAIGHT FROM MY SISTERS MOUTH, JUDGE.
SHE SAID THE RESTROOMS ARE WEIRD, HATE TO SAY THIS OUT LOUD BUT KIDS PULL DOWN THE PANTS TO USE THE BATHROOM.
SO THAT IS FOR ADULTS AND CHILDREN.
THAT THE VERY VULNERABLE POSITION TO BE IN.
BECAUSE WE ALL HAVE TO GO. LET'S SEE HERE.
I SPOT AS MUCH TIME AS I YOU ALL SEE I SPENT AS MUCH TIME AS I COULD BUT I FINALLY HAD TO GIVE IT UP.
WHAT I DID I WENT TO THE TOPOGRAPHICAL MAP ON GOOGLE AND I WANTED TO LOOK BECAUSE CAPSTONE IS ENSCONCED PREVIOUSLY IN THE HEART OF THE NEIGHBORHOOD.
THERE ARE DRIVEWAYS 25 FEET, MANY LESS BACKYARDS LIKE DRIVEWAYS AND HOMES AND EVERYTHING.
THAT'S WHAT YOU HAVE. I PULLED IT UP ON THE PARKS AND WEBSITE, YOU DON'T HAVE IT BUT YOU DO AND YOU'LL SEE THOSE OF THE PARKS THERE IS A LOT OF BIG PARKS, THERE IS A BUNCH OF THEM THERE ARE 140 PARKS SO I HAD TO STOP AT SOME POINT PETER LOOKED AT THE TOPOGRAPHICAL THING FROM GOOGLE, THEY ARE NOT SURROUNDED BY CAPSTONE THEY'RE NOT SURROUNDED BY HOMES AND DRIVEWAYS AND THAT TYPE OF TH THING.
THERE BORDERED BY POOLS, SCHOOLS, RESEARCH TOURISTS, WOODLANDS PARKWAY, MAINE INTERSECTIONS LIKE THAT.
A LOT OF THEM HAVE A HOLD OF AMENITIES AND POOLS SO THEY ABSOLUTELY NEED RESTROOMS THERE. MOVING ON.
I LOOKED AT CAPSTONE AND YOU% LOOK AT IT AND YOU KNOW IT'S A SMALL NEIGHBORHOOD PARK. I TALKED TO ENOUGH PEOPLE, THE TRAFFIC SITUATION IS KIND OF A NIGHTMARE, WE LIVE BY WOODLANDS HIGH SCHOOL AND WE ALL KNOW THE KIDS DRIVE CRAZY, I CAN'T HELP
[00:35:01]
IT BUT I'M SAYING IT, I HAD ONE OF THEM.I USED TO THREATEN HIS LIFE, THEY DRIVE CRAZY AND PEOPLE PARK IN LEAGUES AND STUFF LIKE THAT, THE BIG TRUCKS HAVE TO GET AROUND THEM AND PEOPLE ARE PICKING UP THE GARBAGE.
IT BECOMES A HAZARD, HE WAS JUST TELLING ME ABOUT A MAJOR RACK BECAUSE 70 NOT LOOKING PARKED ON THE STREET.
BUT ANYWAY I DIGRESS. KNOCKING TO TALK ABOUT VANDALISM BECAUSE I PROBABLY GET A LITTLE TOO LONG.
BUT I'M BEGGING THE TOWNSHIP. I DON'T WANT TO SAY BEGGING YOU TO HAVE A RIGHT TO STAND HERE. IT IS MY HOME TO, I'M BEGGING YOU GUYS PLEASE RECONSIDER AND PUT OUT A SURVEY [INAUDIBLE] [APPLAUSE] ANYWAY I KNOW MRS. NELSON, LOOKED AT YOUR WEBSITE SAYS PRESERVE THE WOODLANDS.
A LITTLE SMOKE NEIGHBORHOOD PARK WITH KIDS, GRANDKIDS MIDDLE SCHOOLERS AND STUFF LIKE THAT. I'M JUST ASKING TO CONSIDER WOULD YOU WANT A STRANGER WITH NO EXPLANATION TO WALK UPRIGHT BY YOUR DRIVEWAY AND ALL THE KIDS ARE PLAYING AND USE THE RESTROOM AND NO EXPLANATION. THERE ARE LOADS AND LOADS OF PARKS THAT DON'T OFFER RESTROOMS. I EVEN ASKED THE WOODLANDS HIGH SCHOOL HAS IT AND I THOUGHT WOODLANDS IS RIGHT THERE FIREPLACE AND I WAS TOLD NO THEY DO NOT LEAVE RESTROOMS OPEN. AND I'M SURE I CAN PROBABLY FIGURE OUT WHY TREAT ANYWAY. I APPRECIATE YOU WHILE LISTENING TO US. I DO BEG I'M LOOKING AT ALL THE PEOPLE. WE WANT TO HAVE WHAT WE HAVE H
[APPLAUSE] >> KIM O'BRIEN, KIM?
>> HI, I AM KIM O'BRIEN AND I LIVE ON GALLANT OAK AND M STEPS AWAY FROM THE PARK. I HAVE LIVED THERE FOR 27 YEARS.
I'M GETTING TOO OLD TO REMEMBER NOW.
I WALK MY DOG IN THE PARK EVERY SINGLE NIGHT.
I WOULD LIKE YOU ALL TO RECONSIDER THE RESTROOMS FROM A SAFETY ISSUE. YOU'VE HEARD EVERYONE SAY BUT I DO THINK IT PROVIDES AN OPPORTUNITY FOR PEOPLE TO GATHER FOR REASONS THAT THEY SHOULD NOT BE THERE.
IT IS A SAFETY ISSUE FOR EVERYONE IN THE NEIGHBORHOOD.
I WOULD LOVE FOR YOU TO RECONSIDER THAT.
I WOULD ALSO LIKE TO ASK THAT YOU PUT THIS ON THE AGENDA FOR THE NEXT TIME YOU MEET SO MAYBE WE CAN ALL HAVE A VOICE IN WHAT HAPPENS IN OUR NEIGHBORHOODS. MY CHILDREN GREW UP IN THE PARK.
THEM SO APPRECIATIVE THAT YOU ALL HAVE FUNDING THAT YOU WANT TO CHANNEL TOWARDS HER BEAUTIFUL PARK.
I WOULD ASK YOU TO COME OUT TO THE PARK AND SPEND THE DAY AND SEE HER BEAUTIFUL POND AND SEE HOW THAT COULD BE IMPROVED WITH THE FUNDS. THAT'S THE FIRST THING PEOPLE SEE WHEN THEY DRIVE INTO A NEIGHBORHOOD.
THEY PASSED THE PARK. THAT IS PRESERVES, THE BEAUTY OF OUR NEIGHBORHOOD AND WE REALLY DON'T NEED A RESTROOM THERE.
THAT'S NOT GOING TO ADD TO THE BEAUTY OF THE LAND.
KIDS WHO PLAY THEIR NEED THE NATURE ALL AROUND THEM.
I JUST THINK THERE'S SO MANY OTHER WAYS THAT THE MONEY COULD BE USED THAT WE WOULD ALL CELEBRATE.
WERE ALL ON ONE TEAM HERE IN ONE DESIRE TO DO WHAT'S RIGHT FOR OUR COMMUNITY. I THANK YOU SO MUCH FOR YOUR SERVICE TO US AND I THANK YOU OFFER THIS TIME TO TALK.
[00:40:04]
>> ALLISON WINTER, ALLISON? THERE YOU ARE.
>> HELLO, ALLISON WINTER. I LIVED IN CAPSTONE FOR 21 YEARS AND I'M HERE TODAY TO SPEAK AGAINST THE BATHROOM CONSTRUCTION PROJECT. CONCERNS EXPRESSED BEFORE SAFEY ISSUES IN TRAFFIC AND THAT TYPE OF THING.
OUR SPEED LIMIT IS 20 MILES PER HOUR THAT'S A CONCERN BECAUSE PEOPLE CUT THROUGH THERE. I STOOD AT THE AUGUST 2022 TOWNSHIP BOARD MEETING. WATCH THE VIDEO.
2022 PARKS AND MAX ASSESSMENT [INAUDIBLE] WE DO NOT HAVE TO TAKE ANY ACTION AT THIS MOMENT TAKE A SECOND TO ACCEPT THE 2022 PARKS AND RECREATION UNIT ASSESSMENT.
THERE WAS VOTES TAKEN AT THE TIME BUT NO APPROVAL FOR THE PROJECTS WITH THE STUDY AND THE ASSESSMENT.
FURTHER THE PRESENTATION [INAUDIBLE] [INAUDIBLE]
>> IN MY SOUNDED OKAY, SOMETHING IS ECHOING.
>> YOU ARE GOOD ALLISON. ALLISON.RO.
[INAUDIBLE] [INAUDIBLE] I WILL TELL YOU IT DOESN'T TAKE LONG TO GET ACROSS THAT WE ALL PLAN. OUT TO LUNCH WITH THE GIRLS AND THAT TYPE THING. ADDITIONALLY [INAUDIBLE]
>> WE PLAY FOUR TIMES IN ONE LOCATION.
>> THERE ABLE TO STAGGER SO WERE ABLE TO PLAY ON THE COURTS WHICH IS NOT FAR AWAY AT ALL. I WONDER [INAUDIBLE]
>> IF YOU WOULD LIKE TO DIFFER AND GIVE HER YOUR THREE MINUTES -- I'M SORRY, SORRY TO INTERRUPT.
>> THANK YOU. >> THAT WAS THE PURPOSE OF IT WAS STATED, I DID WANT TO SAY WE HAVE CARS PARKED ON THE WRONG
[00:45:01]
WAY STREET ABOUT. IT'S AN ISSUE FOR OUR SAFETY BUT I'M GRATEFUL FOR THE TOWNSHIP BOARD AND IN THE PAST THEY HAVE% LISTENED TO THE RESIDENTS WHICH WE APPRECIATE AND THEY REVERSE SOME OF THE PREVIOUS DECISIONS MADE FOR CREEKSIDE AND HE SURE.I'M JUST ASKING YOU TO RECONSIDER THIS BATHROOM PROJECT AND I'M HOPING IT'LL BE ON ONE OF YOUR MEETINGS BUT LET'S CONTINUE THE VISION WHO WANTED TO PROVIDE A GREAT QUALITY OF LIFE OF THE RESIDENTS IN THE WOODLANDS AND HAVE A SAFE PLACE FOR FAMILIES TO LIVE AND WORK. THANK YOU FOR HEARING OUR CONCERN. [APPLAUSE]
>> THANK YOU, ALLISON. THAT BRINGS US NEXT TO AND.
>> HOPEFULLY WE WON'T USE THESE3 IT'S BEEN A BATTLE.
WE HAVE COME SO FAR IN THE LAST THREE MONTHS.
I WANT TO SEE ALL THE PEOPLE THAT ARE HERE SUPPORTING STOP THE CAPSTONE BATHROOMS. STAND UP.
THANK YOU FOR BEING A VOICE FOR THE WOODLANDS CAPSTONE AREA.
IT IS OUR TAX DOLLARS THAT THEY ARE SPENDING AND WE DON'T WANT TO. I APPRECIATE, YOU CALLED ME UP LAST MONDAY AND SET ALBEIT THE PARK IN 10 MINUTES.
I WENT OVER THERE BROUGHT TO MY NEIGHBORS, SAT DOWN.
I THOUGHT IT WAS GOING TO BE GOOD NEWS BUT YOUR QUOTE WAS IT'S COMING, DON'T KILL THE MESSENGER.
I DID NOT KNOW WHAT TO SAY, RESIDENT FOR 30 YEARS, I DID NOT KNOW WHAT TO SAY. THREE DAYS LATER, LAST WEEK LATER I'M OUT MY WINDOW LOOKING AND I SEE A WHOLE BUNCH OF TOWNSHIP PEOPLE OUT THERE. I'M LIKE WHAT THE HECK ARE THEY DOING, GO OUT THERE. WE ARE THINKING ABOUT MOVING THE BATHROOMS INSTEAD OF CUTTING DOWN THE TREES IN THE BACK.
THAT'S PRETTY CLOSE TO THE PAVILION WE DON'T HAVE TO MOVE THE TREES. I LOOKED AT HER AND I SAID ARE YOU SERIOUS, DO YOU KNOW WHERE MY HOUSES AND SHE SAID IF THE POLICE COME AND THEY WILL SEE THE ACTIVITY AND I SAID THIS IS
WHAT WERE TRYING TO AVOID. >> I DO WANT VERIFICATION THAT THE SHE WAS NOT ME REGARDING THE RESTROOM.
>> THERE WAS A LADY THERE ON FRIDAY, THIS IS ON FRIDAY SHE'S PART OF THE TOWNSHIP. I SAID YOU HAVE THE POWER TO MOVE THE BATHROOMS ANYWHERE YOU WANT AND YOU KNOW HOW TO GET THAT APPROVED? AND THEY SAID YES.
I SAID NOW YOU ARE REALLY MAKING ME WORK TODAY.
BECAUSE I'M GOING HOME AND I'M CALLING EVERY NEWS REPORTER.
I'M GOING TO FIND SOMEBODY THAT WILL LISTEN TO MY STORY BECAUSE YOU ARE NOT LISTENING. THAT'S WHAT I DID FOR THREE HOURS AND I GOT A HOLD OF SOMEBODY MONDAY MORNING THEY CALLED ME BACK AND WE SAID WE ARE ON THE WAY TO CAPSTONE, MEET ME AT THE PARK 1:00 O'CLOCK AND THANK YOU GUYS FOR SHOWING UP.
THAT REPORTER WAS AMAZED. OVER 590 SIGNATURES TO THIS DAY, THAT REPORTER GAVE US AN EXTRA 70 AND THEY ARE STILL NOT LISTENING. I AM ASKING YOU TO CHANGE YOUR VOTE BECAUSE THE CITIZENS, US ARE TAXPAYERS WANT IT STOPPED.
ONE MORE THING. YOU ALREADY GOT THE INFORMATION
[00:50:07]
IN THE PICTURES I ALREADY SENT. THESE WERE ON BOTH DIFFERENT SATURDAYS, THE LAST TWO SATURDAYS.EVERYONE WAS FULL AND IF YOU GET BATHROOMS THERE IS GOING TO BE MORE IN THE PARKING LOT. THAT IS WHY IT CAN'T GO ON.
>> ALEXA LOMBARDI. >> MY NAME IS LISA LOMBARDI I BEEN A RESIDENT OF CAPSTONE FOR 12 YEARS.
I'VE LIVED IN MY DAUGHTER WAS A NEWBORN AND SINCE THEN I HAVE A SIX YEAR OLD DAUGHTER AS WELL. WE HAVE BEEN TO THE PARK MANY, MANY TIMES OVER THE COURSE OF 12 YEARS.
I HAVE NEVER ONCE WANTED A BATHROOM.
NEVER ONCE. I DON'T KNOW ANY PARENT OR RESIDENT IN THIS NEIGHBORHOOD THAT IS INSISTING ON A BATHROOM.
I AM BEING TOLD THESE BATHROOMS ARE FOR THE TENNIS PLAYERS.
WHY ARE CATERING TO TENNIS PLAYERS AND NOT OUR OWN RESIDENTS OF CAPSTONE. I AM A MAMA BEAR.
I'M A MAMA BEAR AND I'M OUT HERE TO DEFEND THEM, PLEASE RECONSIDER WHAT WILL IT TAKE TO RECONSIDER THIS, WE ARE TRYING OUR BEST TO PRESENT ALL THIS INFORMATION.
>> THANK YOU. >> EDNA ALL BOOK.
>> TAKE YOU FOR YOUR TIME I APPRECIATE EVERYBODY SHOWING UP.
A LOT OF THE POINTS HAVE BEEN SPOKEN.
I GUESS MY BIG THING, THIS IS A NEIGHBORHOOD PLAYGROUND PARK AND THEREFORE THE NEIGHBORHOOD SHOULD HAVE THE LARGEST VOICE AND IF YOU WERE TO PUT BATHROOMS AND ANY OTHER NEIGHBORHOODS LIKE RIGHT ACROSS THE STREET TO THE OTHER LITTLE CHARMING PARK.
THE ROOM WOULD BE FULL AGAIN. NOBODY WANTS THEIR NEIGHBORHOOD BATHROOM, THAT PARK TO HAVE A BATHROOM, THE KIDS HOMES ARE PRETTY CLOSE, THE DOLTS THAT ARE THERE TO GET THEIR CHILD HOME OR THEMSELVES HOME IF THEY NEEDED. IT DOES SEEM TO COME TO THE TENNIS COURT ISSUE THOUGH. I UNDERSTAND OF THE WOODLANDS IS TRYING TO ENLARGE A COMMUNITY OF TENNIS PLAYERS.
WHY DON'T WE FUND A LARGE TENNIS PLACE WHERE COMPETITIONS CAN BE HELD IN THE TENNESSEE CARE PLACE.
I'M SURE WE CAN FIND SOME LAND SOMEWHERE BUT LET'S NOT MAKE OUR NEIGHBORHOOD PARKS INTO A NON- NEIGHBORHOOD ACTIVITY ZONE.
I'M VERY FAMILIAR WITH STOCKERS IN THE BAD THINGS IN LIFE, I WATCH MY CHILDREN CLOSELY AND I WATCH WHERE I CHOSE TO LIVE VERY CLOSELY BASED ON PAST EXPERIENCES.
I WOULD HATE FOR THE WOODLANDS TO CHANGE AND ENDANGER CHILDREN OR TEENAGERS FROM HORRORS. I DO HOPE YOU WOULD RECONSIDER.
I DO HOPE THIS CAME OUT IN THE SENSE OF PUTTING BATHROOMS IN ANY OF THE NEIGHBORHOOD PARKS, HAVE FULL ROOMS AGAIN.
PLEASE RECONSDER THE DIRECTION ON THIS.
I THANK YOU ARE CHOOSING WRONG. >> THANK YOU EDNA.
>> THANK YOU. >> I WOULD LIKE TO REQUEST SOME
OF THAT TIME PLEASE [INAUDIBLE] >> WILL MAKE IT UP WE WILL DO
[00:55:05]
THAT. THANK YOU.JOHN BAUMAN. >> GOOD EVENING MY NAME IS JOHN BAUMAN. I BEEN IN CAPSTONE FOR OVER 22 YEARS. I AM AN AVID DOG WALKER AND I VISITED CAPSTONE [INAUDIBLE]. I SHARED TO CONSI SECURITY CONCN [INAUDIBLE] MCKAY WANT TO FOCUS ON THE FUNDAMENTAL QUESTION READ WHY ARE RESTROOMS NEEDED AT THE CAPSTONE PARK.
THE PARK THAT FELT [INAUDIBLE]. THANKFULLY WE ARE IN THE WOODLANDS. THE CROSSING WITH THE PARKS AND
CAPSTONE PARK [INAUDIBLE] >> I HAVE THE OPTION [INAUDIBLE]
>> THANK YOU JOHN. >> RICHARD TEMPLE.
[APPLAUSE] >> GOOD EVENING, THANK YOU AND FIRST OF ALL I WANTED TO APPLAUD ON PLACEMENT, THANK YOU FOR SERVING US IN THE TOWNSHIP SUPERVISORS FOR SUPPORTING US.
I HAVE BEEN A RESIDENT FOR FOUR YEARS AND I REPRESENT MY WIFE AND SON USING THE SCIENCE ACADEMY AT COLLEGE PARK HIGH SCHOOL, HE IS 14. ALL THE STUFF IS BEEN BROUGHT UP, THIS PARK IS NOT DESIGNED FOR TENNIS LEAGUES, THERE ARE ONLY TWO COURTS, 13 PARKING SPACES, ICING ON WEEKENDS, CAPSTONE CIRCLE BECOMES A PARKING LOT, IT IS DANGEROUS BECAUSE THERE ARE ONLY TWO LANE STREETS ANYWAY, ALL OF THEM ARE THAT WAY. WE HAVE A LOT OF KIDS ON A NEIGHBORHOOD, WOODLANDS HIGH SCHOOL AND COLIN POWELL NEARBY.
A LOT OF KIDS IN OUR NEIGHBORHOOD.
IT'S A NEIGHBORHOOD FULL OF CHILDREN, WE KNEW THAT AND THEY GROW UP IN CHILDREN OF ALL AGES. A NEIGHBORHOOD PARK WE DON'T WANT TO ATTRACT OUTSIDERS, FEEDING MORE TENNIS LEAGUE AREAS, PICK OTHER PARKS THAT ARE BIGGER OR MAYBE TELL OR GET NONRESIDENTS OUT OF THE TENNIS LEAGUES, WOODLANDS SHOULD BE FOR THE WOODLANDS, WE SHOULD NOT BE CATERING TO NONRESIDENTS.
PUT US FIRST, OKAY, THAT'S WHAT WE WANT, THAT'S WHAT EVERYBODY WANTS IT IS ALSO A SAFETY, PREDATORS, DRUGS, WHO KNOWS WHAT, EVERYONE KNOWS PUBLIC RESTROOMS ATTRACT NEFARIOUS ACTIVITIES. IT'S A FACT.
THE LAST THING I WANT TO, AND ABOUT HIS TRANSPARENCY.
IF YOU VOTE FOR THE RESTROOMS, EXPLAIN TO US WHY, THESE ARE ALL THE COMPASS PEOPLE HERE, TELL US WHY YOU'RE VOTING FOR THE RESTROOMS SO WE CAN UNDERSTAND YOUR THINKING.
[01:00:04]
I DON'T UNDERSTAND YOUR THINKING AT ALL AND I DON'T THINK ANYBODY UNDERSTANDS WHY YOU VOTED FOR THE RESTROOMS. MAYBE THERE IS A HADN'T AGENDA THAT WE WANT TO SPEND 300,000 OR GOING TO LOSE IT READ I DON'T KNOW WHAT IT IS, PLEASE BE TRANSPARENT, PLEASE BE TRANSPARENT WITH THE SURVEY PERIOD WHAT DID THE SURVEY SAY, I BET IT'S 90% AGAINST, I'M SURE OF IT. TRANSPARENCY, SAFETY, TENNIS LEAGUES, THIS IS NOT THE PLACE FOR TENNIS LEAGUES.THOSE ARE MY POINTS. >> THANK YOU, RICHARD.
>> GINGER SIMS. THERE YOU ARE.
>> THANK YOU SO MUCH, I HAVE NOT LIVED IN CAPSTONE PARK FOR 20 YEARS, I'VE ONLY BEEN THERE FOR THREE AND SPECIFICALLY MOVED TO THE WOODLANDS FOR THE SAFETY, THE COMMUNITY IN THE SCHOOLS.
WHAT I WANTED TO DISTINGUISH DIFFERENT THAN WHAT OTHER PEOPLE BROUGHT UP MY DAUGHTER WORKS FOR THE TOWNSHIP, SHE IS A LIFEGUARD AND SHE HAS LOVED HER JOB, WITHOUT FAIL, EVERY HOLIDAY SEASON THE BATHROOMS THAT ARE NOT LOCKED BECOME A TARGET OR BOMBS ARE BLOWN UP, SHE HAS TO CLEAN UP ALL KINDS OF INDISCRIMINATE ITEMS, DRUG PARAPHERNALIA AND I FEEL LIKE THAT WOULD ABSOLUTELY HAPPEN AT CAPSTONE BECAUSE WE HAD OTHER INCIDENTS DURING FOURTH OF JULY. I JUST THINK IS THE MOTHER OF A CHILD THAT HAS TO PUT UP WITH THAT, I DON'T WANT TO BE A MOTHER THAT HAS TO PUT UP WITH ON MY OWN NEIGHBORHOOD.
THANK YOU. >> THANK YOU, GINGER.
>> LORI, I THINK SHE HAD TO LEAVE, I DON'T SEE HER.
HANK, LEFT WITH LORI. CLAUDIA, I'M SORRY CLAUDIA I CANNOT READ YOUR LAST NAME. [INAUDIBLE] YIELD.
I THOUGHT I SAW YOU EARLIER. >> GOOD EVENING TO ALL.
>> THINK YOU. >> I'M NOT USED TO THIS.
GOOD EVENING TO ALL. >> IS THIS RIGHT? , GOOD EVENING. I AM HERE AS ONE OF THE RESIDENTS OF CAPSTONE. I HAVE LIVED IN CAPSTONE LIKE MANY OF THE OTHERS WERE APPROXIMATELY 20 YEARS.
IT'S BEEN AN ABSOLUTELY WONDERFUL PLACE AND I WILL NEVER REGRET HAVING LIVED THERE. SEVERAL THINGS THAT I HAVE QUESTIONS ABOUT. FIRST OF ALL, I DON'T TRULY UNDERSTAND HOW YOU HAVE% SELECTED, NOT USED TO THE ENGINE SPECIFICALLY BUT HAVE A SELECTION WAS MADE AS TO HOW OR WHERE THESE PUBLIC RESTROOMS WERE GOING TO BE PLACED.
I DO KNOW THAT THERE ARE PARKS THAT DO NOT HAVE PUBLIC RESTROOMS IN THEM. I DON'T KNOW IF THAT IS A PLAN FOR THE FUTURE BUT I THINK IT'S SOMETHING THAT NEEDS TO BE ADDRESSED. I THINK ALL OF THE MEMBERS OF THE COUNCIL HERE NEED TO TALK TO THE RESIDENTS OF EACH OF THESE AREAS AND TAKE INTO FULL CONSIDERATION WHETHER OR NOT THEY ACTUALLY WANT TO HAVE A PUBLIC RESTROOM OR ANY OF THESE OTHER PUBLIC FACILITIES BROUGHT INTO THE SMALL PARKS.
THERE ARE SOME LARGER PARTS THAT WILL ACCOMMODATE A LARGE PUBLIC AREA, LARGE PUBLIC RESTROOM. WHEN YOU HAVE SMALL PARKS, WE REALLY DON'T HAVE A NEED FOR PUBLIC FACILITIES, PUBLIC RESTROOMS LIKE THAT. MOST OF THE ATTENDANTS OR THE PEOPLE WHO USE THAT PARK OUR LOCAL RESIDENTS, SMALL CHILDREN, YET KIDS THAT GO OUT AND PLAY TENNIS, YOU DO.
YOU HAVE KIDS THAT GO OUT AND FOR THE MOST PART THEIR KIDS FROM THE COMMUNITY, FROM THE AREA.
[01:05:03]
I THINK THERE NEEDS TO BE A GREAT DEAL OF CONSIDERATION GIVEN TO THAT. IT IS A SMALL PARK, YOU CAN FURTHER DEVELOP THE PARK BY PUTTING IN SWINGS FOR THE SMALL CHILDREN, SOME OTHER FACILITIES. YOU DON'T NECESSARILY NEED TO PUT IN A RESTROOM, WE ALL LIVE VERY CLOSE TO THE PARK, GO HOME, IF YOU NEED TO GO TO THE BATHROOM IT IS NOT THAT BIG OF AN ISSUE. I DON'T KNOW WHAT EVERYONE ELSE'S THOUGHTS ARE. BUT I THINK ALL OF OUR THOUGHTS SHOULD BE CONSIDERED.RYTHING- YOU EACH LIVE IN YOUR OWN COMMUNITIES AND YOUR OWN LITTLE AREAS, DO YOU ALL HAVE PARKS, DO YOU ALL HAVE BATHROOMS IN YOUR AREAS, WHEREVER YOU LIVE, I DON'T THINK SOME OF YOU DO. YOU WANT THEM IN YOUR NEIGHBORHOODS, THINK ABOUT IT. IT IS SOMETHING THAT NEEDS TO BE CONSIDERED BY ALL. THANK YOU.[APPLAUSE] THAT BRINGS US TO OUR NEXT JOHN E. JOHN? HE MAY HAVE LEFT ALSO. MIKE CASEY?
>> GOOD EVENING BOARD, MY NAME IS MIKE CASEY, I LIVE IN CREEKSIDE PARK VILLAGE. I'M ALSO A BOARD REPRESENTATIVE FOR THE VILLAGE OF CREEKSIDE PARK.
I LIVE IN THE VERY SOUTH SIDE OF THE WOODLANDS OF CREEKSIDE PARK IT BUT UP AGAINST THE 386 EASEMENT WHICH BRINGS A LOT IN OUR AREA. SEPTEMBER 2022 THE DEVELOPER BEGAN CAR CUTTING, THEY CAR CUT A LOT OF TREES AND VEGETATION.
AND WERE TALKING ABOUT AN AREA, I GUESSING BUT I'M PRETTY CLOSE ANYWHERE FROM 55 TO 60 ACRES A PIECE, THEY ARE ALL GONE TOTALLY. NOT ONE TREE WAS LEFT STANDING WITH THE BOUNDARY. THEY ALSO CUT THE PROPERTY LINES OF THEIR DEVELOPMENT. [INAUDIBLE] THIS ALSO ALLOWS PEOPLE ON THE EAST SIDE, WHATEVER REPRESENTATIVES ACTUALLY CAME AND GOT A LOOK TO SEE HOW BAD IT REALLY WAS.
I WAS TOLD, I NEVER REALIZED HOW BAD IT REALLY WAS.
FOR MY PROPERTY I COULD NOT SEE THROUGH, NOW THERE ARE ABOUT 13 TREES LEFT, MOSTLY PINES AND IT DOESN'T OBSCURE ANYTHING ANY ANYMORE. WERE ASKING THAT TREES BE PLANTED TO BLOCK THE TRAFFIC IN THE VIEW OF THE DEVELOPMENT
DURING CONSTRUCTION. >> THE CONSTRUCTION BY 250 RENT HOMES AND THUS WAS PLANNED TO BE THERE.
IF IT CAN BE DONE AS SOON AS POSSIBLE TO ENSURE BEFORE THE SUMMER HEAT. ON ANOTHER NOTE THE CONSTRUCTION TWO OR THREE PONDS IN WOODCREEK BEGIN THIS WEEK, WERE REALLY GLAD FOR THAT. THE RESIDENTS THINK THE BOARD FOR THE ACTION OF APPROVING THIS PROJECT.
IT'S BEEN A LONG TIME COMING, THANKS AGAIN.
>> THANK YOU MR. CASEY. KRISTI ITALIAN.
[01:10:10]
>> ONE THING THAT WASN'T REFERENCED YET TODAY IS THE SURVEY THAT WAS DONE. I HAVE DONE A LOT OF SURVEYS AT NORTHWESTERN UNIVERSITY AND THE UNIVERSITY OF TORONTO AND I TAUGHT HERE AT LONE STAR FOR 20 YEARS.
THAT SURVEY WAS A VERY GENERAL ONE IT WAS NONSPECIFIC TO ANY PARKS AND IT WASN'T SENT TO PEOPLE, IT WAS IF YOU HAPPEN TO SEE THE LAKE TO GO TO A COULD BE ANSWERED BY PEOPLE IN THE WOODLANDS WERE OUTSIDE, IT WAS NOT A SCIENTIFIC SURVEY SO I WOULD NOT KEEP REFERENCING THAT SURVEY AS SHOWING THE PEOPLE WANT RESTROOMS. I'VE BEEN DOING WOODLANDS WATCH SINCE 1996 OVER 27 YEARS NOW AND IF YOU ARE HERE TODAY AS WELL.
I WALK IN THE NEIGHBORHOOD EVERY DAY AND I GOT TO THE POINT WHERE I CAN HARDLY GET THROUGH A WALK WITHOUT PEOPLE STOPPING ME IN MEAN WE DON'T WANT THE RESTROOMS IN THE PARK.
I ONLY KNOW THREE PEOPLE WHO ARE FOR AND COUNTLESS MEMBERS WHO ARE AGAINST IT, THE THREE THAT ARE FOR IT, TWO OF THEM ARE RUNNERS AND THEY THINK EVERY PARK SHOULD HAVE ONE.
ONE WAS A NEW FAMILY, THEY WERE NEW TO DO WITH THEM.
WE KNOW THERE IS INCREASED TRAFFIC WITH RESTROOMS, I PLAY PICKLEBALL. I KNOW THERE ALWAYS LOOKING FOR PLACES WITH RESTROOMS TO PLAY IN THESE LEAGUES.
AGAIN YOU'VE HEARD THIS WERE IN THE MIDDLE OF THE NEIGHBORHOOD NOT THE OUTSIDE. A LOT OF THE PARKS WHERE WE GO WHERE THERE ARE RESTROOMS OFF MAJOR STREETS.
TO BRING IN THAT TRAFFIC WE CAN HAVE 18 - 20 CARS AT A TIME.
WITH INCREASED RESERVATIONS OR MORE CONSEQUENCES.
MY KIDS GREW UP HERE, MY FOUR KIDS, TO PLAY TENNIS IN HIGH SCHOOL, ONE IN COLLEGE AND THAT PARK WAS REALLY A BIG PART OF THEIR LIFE. I KNOW WE WERE PLAYING PICKLE PICKLEBAR WERE KICKING FAMILIESD CHILDREN OFTEN WERE TELLING THEM YOU HAVE A TRAVEL RESERVATION YOU CAN'T BE HERE.
IT BREAKS MY HEART TO SEE THESE KIDS HAVE TO LEAVE.
ALSO I KNOW PEOPLE WILL WORK FOR THE TOWNSHIP OR STILL DO AND I'VE HEARD SOME STORIES ABOUT RESTROOMS, CONSTANT PLUG TOILETS, PEOPLE CAMPING OUT IN THESE AREN'T ALL IN THE POLICE RECORD BECAUSE WERE NOT ALWAYS CALLING THE POLICE FOR THESE BUT IT DOES HAPPEN AND I'VE HEARD PLENTY OF THAT.
IN SUMMARY, IT WAS AN INVALID SURVEY, NEIGHBORS DON'T WANT IT, THERE IS INCREASED TRAFFIC IN THE MIDDLE OF THE NEIGHBORHOOD, INCREASED USE OF BIDDABLE FACILITIES SO CAPSTONE IN THEIR SURROUNDING COMMUNITIES CANNOT USE AS WELL AND POSSIBLE
NEGATIVE ACTIVITY. >> THANK YOU KRISTI.
[APPLAUSE] >> THERE ARE SEVERAL THAT WERE UNABLE TO STAY BUT WANTED ME TO READ THAT THEY WERE NOT IN SUPPORT OF THE CAPSTONE RESTROOMS. PHIL MICHELSON, JOAN MICHELSON, LORI.
THAT BRINGS US TO MANDY BAILEY. >> GOOD EVENING, MY NAME IS MANDY BAILEY. I'M HERE TONIGHT TO SPEAK ON THE ISD BONDMAN MATTER WHICH IS NUMBER 12 ON THE AGENDA.
I COME UP ON CREEKSIDE PARK WERE ASKING FOR YOUR ASSISTANCE IN BUILDING A RELATIONSHIP WITH TUMBLE ISD IN CONVERSATIONS BETWEEN THEM AND THE CREEKSIDE AREA DEVELOPERS.
IN 2021 THE SCHOOL BOARD CAMPAIGN FOR NEW BOND THAT WAS ESTABLISHED AMONG MANY OTHER THINGS, AN ELEMENTARY SCHOOL THAT DID NOT IMPACT CREEKSIDE RESIDENCE.
THE ISD CAME TO OUR COMMUNITY, THEY ADVERTISE THIS BOND SAYING IT WOULD BE FOR A NEW ELEMENTARY SCHOOL, HOWEVER, AT THE START OF THIS MONTH WE RECEIVED NOTICE THAT THE BOND WOULD NOT BE USED FOR THAT PURPOSE BUT INSTEAD BE USED FOR A NEW INTERMEDIATE SCHOOL THAT WOULD DIRECTLY IMPACT OUR CHILDREN, SENDING OUR
[01:15:02]
FIFTH AND SIXTH GRADERS TO THE INTERSECTION OF 2920 AND 2978 WHICH IS ABOUT AN HOUR BUS RIDE. AS A COMMUNITY, WE HAVE FOUR BIG CONCERNS, ONE BEING TRAFFIC AND TRANSPORTATION.WE WILL HAVE INCREASED TRAFFIC PATTERNS ACROSS ALREADY CONSERVING AND CONGESTED ROADS, HOW SMITH BEING THE MAIN ROAD TO GET THERE. CHILD SAFETY IN THE SUCCESS OF THE PLAN, CHILDREN WILL BE ON THE BUS FOR A LONGER TIME AS I MENTIONED WE ARE ANTICIPATING AN HOUR BUS RIDE EACH WAY WITH LIMITED SUPERVISION WITH JUST THE BUS DRIVER.
OUR KIDS WILL NO LONGER BE ABLE TO BIKE OR WALK TO SCHOOL THIS WILL RESULT IN TIME ADJUSTMENTS AND IMPACT NOT ONLY ON THEIR THOUGH SHOULD BE CONSIDERED.,- NUMBER THREE IS A BIG ONE REAL ESTATE VALUES, WE ANTICIPATE THERE WILL BE A DECREASE IN REAL ESTATE VALUES ACROSS CREEKSIDE PARK DUE TO THIS PLAN, FOUR AND PERHAPS ANOTHER BIG ONE, THE MARKETING WAS RATHER DECEITFUL AND ERRONEOUS ADVERTISING AND MARKETING OF THE BOND TO OUR COMMUNITY, TRUTHFULLY EVEN HER POLICY THIS REQUIRES A REVOTE.
WE'RE STILL RECEIVING RESISTANCE FROM THE BOARD.
IN CLOSING WE WOULD APPRECIATE YOUR SUPPORT AS WE ASK THEM TO SEEK OTHER LAND OPTIONS OR CONSIDERED RENTALS AND OTHER BUILDINGS AND ALSO KEEP IN MIND THIS IS ALL SET OUT BY THE WOODLANDS BRANCH AND WHAT ARE THE COMMENTS ALTHOUGH WE EXPECT TO BE IN A PLANE COMMUNITY, WE WILL NO LONGER BE IN A PLANE COMMUNITY. WE APPRECIATE YOUR SUPPORT.
>> THANK YOU, MANDY. [APPLAUSE]
>> ELIZABETH PICARD. >> GOOD EVENING.
MY NAME IS ELIZABETH RICARD, EVEN THOUGH I AM NOT A RESIDENT OF CAPSTONE I AM A RESIDENT OF THE WOODLANDS AND HAVE BEEN FOR 23 YEARS NOW, I AM A MOTHER OF FOUR AND WE LOVE THE PARK, WE CONSTANTLY, THE TWO OLDER ONES ARE IN COLLEGE BUT WHEN THEY WERE YOUNGER WE USED TO GO PARK HOPPING ALL THE TIME.
WE HAD FUN, WE CAME PREPARED, WE HAD WIPES, WATER, WE HAD FOOD AND WHEN IT WAS TIME TO GO WARTIME TO USE THE RESTROOM WE LEFT. IT IS NOT HARD.
MOST OF US KNOW THIS, EVEN YOU MOMS, NEW MOMS NEED TO LEARN THAT WERE WILLING TO HELP WITH THAT AND YOU CAN LEARN A LOT FROM THAT. BUT IF YOU'RE THINKING ABOUT THE MOMS, DON'T WORRY ABOUT IT, WE GOT DISCOVERED.
NOW SHADOW MAN, I'M SORRY I SAID I LIVE IN TURNSTONE, TURNSTONE ACTUALLY DOES HAVE A LITTLE PARK IN THERE.
IT'S A WONDERFUL LITTLE PARK. THANK YOU FOR THE UPGRADE WE APPRECIATE THAT CRETE IS SURROUNDED BY HOMES BUT I CAN ONLY IMAGINE IF THEY WERE RESTROOMS THERE, THIS IS A SERIOUS ISSUE FOR A LOT OF US. A LOT OF PARENTS AND PEOPLE WITHOUT KIDS. WHAT HAPPENS IN THE BATHROOMS MAKES A DIFFERENCE. WE DON'T THINK THERE'S A NEED FOR AND WERE HAPPY THERE ISN'T ONE THERE.
CAPSTONE IS ON THE SAME LEVEL AS SHADOW BAN.
I DON'T SEE WHY THE RESTROOMS ARE NEEDED THERE.
I'M ASKING YOU TO REMEMBER WHY YOU WERE ALL ELECTED.
YOUR ELECTRON-BEAM RESIDENT ADVOCATE FOR THE ABILITY TO ON , TRANSPARENCY IN THIS RESTROOM IS NOT WANTED BY A MAJORITY.
IF YOU ARE THINKING ABOUT US, THANK YOU.
NO THANK YOU, WE DON'T WANT THE RESTROOMS. THESE RESIDENTS OF CAPSTONE OBVIOUSLY DO NOT WANT THE RESTROOMS AND THE ONES THAT DO THE VERY SMALL MINORITY.
I'M ALSO ASKING YOU TO PUT THIS ON THE AGENDA, PLEASE YOU CLAIM TO BE RESIDENT ADVOCATE OF OVER ASKING YOU TO LISTEN.
DOCTOR SHELLEY DID AND SHE SHOWED US WITH HER VOTE.
PLEASE BE WITH THE RESIDENTS WERE HOPING YOU WOULD BE WHEN THEY VOTED UN AS TOWNSHIP DIRECTORS.
BE TRUE ADVOCATES AND VOTE THIS DOWN.
EITHER WAY, WE WILL REMEMBER. THANK YOU.
[01:20:05]
I BELIEVE YOU HAVE SIX MINUTES. YOU WERE DIFFERED.
>> LIKE MY OTHER NEIGHBORS I'M GRATEFUL FOR THE OPPORTUNITY TO SPEAK HERE AND HAVE MY VOICE HEARD.
LIKE A FEW OTHERS. I'VE ONLY BEEN A RESIDENT OF THE COMMUNITY FOR ABOUT THREE YEARS, THIS IS MY SECOND TIME TO LIVE IN THE HOUSTON AREA. THE FIRST TIME THAT MY FAMILY AND I LIVED IN THE HOUSTON AREA WAS GLENN LOCKE FARMS, FUNNY ENOUGH MY WIFE ALWAYS FOUND HERSELF IN THE WOODLANDS.
SHE JUST LOVED IT HERE AND SHE WAS RIGHT, IT'S A GREAT PLACE TO LIVE. WHEN WE LEFT IT MOVED OVERSEES, WE ALWAYS KNEW IF WE CAME BACK TO THE HOUSTON AREA THAT WE WOULD LOOK FOR A HOME IN THE WOODLANDS.
WERE REALLY HAPPY THAT WE DID, WE LOVE THE WOODLANDS, WE LOVE CAPSTONE, IT IS A GREAT COMMUNITY.
ONE OF THE THINGS THAT I LOVE ABOUT CAPSTONE.
IF I'M WORKING FROM HOME WHICH IS A COUPLE OF DAYS A WEEK I'LL OFTEN FIND SIX OR SEVEN PAIRS OF SHOES AT MY FRONT DOOR.
SOMETIMES I WILL DO A ROLL CALL AS THEY COME IN AND I'LL ASK WHAT YOUR NAME BECAUSE SOMETIMES I DON'T KNOW WHO THE BOYS ARE BUT IT'S THAT KIND OF NEIGHBORHOOD, I NEVER KNOW WHO'S GOING TO END UP AT THE HOUSE, WHICH IS FANTASTIC.
I DON'T WANT TO SOUND LIKE A BROKEN RECORD BUT I'M CONCERNED LIKE MY NEIGHBORS ABOUT SAFETY. I'VE COACHED MY SON, MY YOUNGEST WHO IS 10 ON SAFETY PROTOCOLS FOR THE NEIGHBORHOOD BECAUSE CAPSTONE CIRCLE IS SOMEWHAT OF A DANGEROUS STREET.
HE KNOWS AND I'VE COACHED HIM, EVERYBODY DRIVING THROUGH THERE IS ON THEIR CELL PHONE. EVERYBODY DRIVING THROUGH THERE IS GOING ABOVE 20 AND TO WATCH OUT WHEN THERE'S OBSTACLES OR UPSET CONDITIONS LIKE CARS PARKED ON THE STREET WHICH IS NOT THAT FREQUENT BUT IT DOES HAPPEN WHEN THE PARK GETS BUSY WITH HIS MAINTENANCE BEING DONE ON THE GROUND.
I'VE HAD TO COACH HIM TO BE CAREFUL IN THAT REGARD.
WHAT I SAY I BELIEVE THERE IS BETTER USED FOR THE FUNDS LINDA PLACED THE BATHROOM OBVIOUSLY BASED ON THE VOICE OF THE COMMUNITY OR VOICE OF CAPSTONE NOBODY IS REALLY ADVOCATING FOR THE BATHROOMS, WHAT I SAY, NEIGHBORS NOT TOO FAR FROM IN I GOT A FRONT ROW SEAT FROM EVERYTHING THAT PASSES BY CAPSTONE CIRCLE. MY OFFICE WHEN I'M THERE IS RIGHT THERE BY THE FRONT OF MY HOUSE.
AND THINGS DO HAPPEN, JUST A FEW WEEKS AGO THE CONTRACTOR THAT DOES MAINTENANCE THEY USE A BOX TRUCK NOW WITH A BIG RED RAMP AND SOMEBODY DRIVING TO THE NEIGHBORHOOD MIST THE GIANT BOX TRUCK IN THE BIG RED RAMP AND RAN INTO IT.
A FEW WEEKS LATER THE SHERIFF WAS PARKED AT THE PARK AND PARKED THERE FIVE MINUTES NO LONGER THAN FIVE MINUTES PARKED THERE HE PULLED SOMEBODY OVER. IT'S OBVIOUSLY NOT A PERMANENT SOLUTION FOR THE SHERIFF TO LIVE AT THE PARK TO KEEP PEOPLE FROM SPEEDING. WHAT I WOULD LIKE TO ADVOCATE FOR THE TOWNSHIP TO FIND BETTER USE OF THOSE FUNDS AND I'M NOT SAYING WHAT I'M GETTING READY TO SAY TO SHAME THE NEIGHBORHOOD.
WE LIVED OVERSEES WE LIVED IN A MASTER-PLANNED COMMUNITY.
I CAN SAY WITH CERTAINTY THAT MY BOYS WERE SAFER IN THE MASTER-PLANNED COMMUNITY BECAUSE THEY USE DIFFERENT MEANS TO KEEP THE SPEED DOWN. IT WAS 20 KILOMETERS AN HOUR WHICH IS SLOWER THAN 20 MILES PER HOUR.
THEY DID SO BY SPEEDBOATS, BARRIERS IN THE NEIGHBORHOOD AND PHOTO FINDS HER THAT PERMANENT INSTALLED RADAR DETECTORS.
IF YOU PICKED ONE UP, MY WIFE GOT A TICKET, I'LL TELL YOU RIGHT NOW AND I PAID THAT FINE BEFORE WE SOLD THAT CAR AND MOVED BACK HOME. THERE ARE WAYS TO MAKE THE STREETS SAFER. I THINK 250 OR $300,000, WHATEVER IT WOULD COST TO PUT IN BATHROOMS THAT CAPSTONE COMMUNITY DON'T WANT TO POTENTIALLY GO TO MAKE THE
[01:25:04]
STREETS SAFER FOR ALL OF OUR KIDS IN THE FUTURE KIDS TO COME.I'M CONFIDENT CAPSTONE WILL CONTINUE TO BE A NEIGHBORHOOD FOR YOUNG CHILDREN WITH POWELL DOWN THE ROAD, THAT'S WHAT ATTRACTED US THERE OBVIOUS THEY ARE SET IS MOVING TO A DIFFERENT SCHOOL PRETTY QUICK AND WILL TRANSITION TO THE REST OF THE SCHOOL BUT I KNOW CAPSTONE WILL CONTINUE TO BE A COMMUNITY AS THOSE OF US THAT WILL BECOME EMPTY-NESTERS AND WILL CONTINE TO ATTRACT FAMILIES JUST LIKE OURS THAT ARE JUST AS PASSIONATE ABOUT THE SAFETY OF THE KIDS COME ABOUT THEIR CLOSE COMMUNITY AND WALKING THEIR DOGS WHICH WE ALL DO AND LETTING THEIR KIDS PLAY IN THE FANTASTIC PARK THAT IS JUST ACROSS THE STREET FROM MY HOUSE. THAT IS THE ONLY CHANGE I WANTED TO VOICE. I THINK WE CAN MAKE BETTER USE OF THOSE FUNDS TO MAKE IT A BETTER COMMUNITY FOR THE CAPSTONE RESIDENCE. I'M ADVOCATING FOR THAT ON AND I
HOPE THE TOWNSHIP LISTENED. >> THANK YOU, IVAN.
>> [INAUDIBLE] >> THINKING FOR THE OPPORTUNITY.
I APPRECIATE THESE COMMENTS. HAVING BEEN A RESIDENT FOR THE WITHIN FOR 42 YEARS. I AM COMING WITH A DIFFERENT SUBJECT, I WANT TO CONGRATULATE THE RESIDENTS OF THE WOODLANDS AND THE TOWNSHIP AND THE RESIDENCE FOR THE COOPERATIONS DURING THE LPG A TOURNAMENT THAT WAS A BIG SUCCESS OVER THE WEEKEND. THE HOUSTON OPEN WHEN IT WAS HERE BUT TO SEE THESE YOUNG WOMEN COME TO OUR COMMUNITY AND PLAY ON ALL GOLF COURSES AND SEE THE RECEPTION THAT THEY GOT.
I HAD THE OPPORTUNITY TO WORK IN THIS COURSE TO.
AT THE END I WOULD SAY WHAT DO YOU THINK OF THE WOODLANDS AND THEY WOULD SAY THIS IS INCREDIBLE.
THEY WERE SO APPRECIATIVE OF THE FRIENDSHIP IN WHAT THE WOODLANDS HAD TO OFFER. THIS COMMUNITY OFFERED UP OVER 120 RESIDENT HOMES FOR GOLFERS TO STAY IN IN THE LPGA STAFF COULDN'T BELIEVE IT. THEY SAID IN THE HISTORY OF THE LPGA HAVE THEY HAD THIS KIND OF RESPONSE FROM A COMMUNITY.
AS A RESIDENT I COMMEND YOU ALL AND I LOOK FORWARD TO THE NEXT FIVE YEARS OF HAVING LPGA AND THESE FABULOUS YOUNG LADIES
>> THANK YOU VERY MUCH MY NAME IS MARCUS ALLEN, I'M A RESIDENT IN CREEKSIDE PARK VILLAGE. YOU ALL ARE VERY AWARE OF THE TOPIC I'M GOING TO BRING TO YOU. I JUST WANT TO GIVE YOU AN UPDATE, THERE'S A LOT OF DETAILS IN YOUR PACKAGE.
TWO ITEMS, FIRST OF ALL I DON'T WANT TO LOSE SIGHT, YES WE WANT TO GET TREES PLANTED BUT THERE'S A LOT OF MITIGATION THAT NEEDS TO TAKE PLACE TO PROTECT HER COMMUNITY.
AS FAR AS THE TREES GO I UNDERSTAND THE DECISIONS BEEN PUT OFF TELL ME AND THAT WILL PUT US INTO JUNE FOR PLANNING.
BASICALLY THE SUMMER MONTHS ARE THE WORST FOR PLANS.
IT IS HIGH STRESS ON WHAT'S ABOVE THE GROUNDED IN THE GROUND. IN OUR CLAY CONTENT IN CREEKSIDE PARK VILLAGE IS MUCH HIGHER THAT'S WHY THERE'S MORE MORTALITY ON TREES THEY GET REPLANTED THERE BECAUSE YOUR PLANTING IN CLAY AND THEIR POOR DRAINAGE.
A COUPLE OF THINGS FOR THE BOARD TO CONSIDER TO DEAL WITH ALL THIS ON YOUR AGENDA. THERE IS A BUNCH OF TREES THAT ARE INVENTORY OF THE RECOURSE PROGRAM AT RAW PLUMBING PARK.
THOSE TREES CAN BE PLANTED NOW. THEY CAN BE RE-DIVERTED THEY ARE PROBABLY ALREADY PAID FOR AND I UNDERSTAND THIS PROBABLY BUDGET FUNDS FOR THAT URINATION ALONG THE EASTERN FENCE AND GET THE
[01:30:04]
TREES INSTALLED. WHILE THEY ARE DOING THAT, WE CAN GET AN IDEA OF THE SOIL THAT IS UP THERE.A LOT OF THE SOIL WAS PROBABLY BROUGHT OUT INPUT ON THE BENCH BEHIND THE HOUSES FROM THE MUD 386 DRAINAGE.
IT IS PROBABLY BAD SOIL, WE CAN PLAN FOR THAT AND THERE'S ALSO A SUGGESTION MADE TO DOCTOR NOONS THAT THEY LOOK INTO ACQUIRING SOME CEDARS AS PACIFIC CEDAR THAT IS DROUGHT RESISTANT AND SOME OF OUR NEIGHBORS IN THE NEIGHBORHOOD INSTALLED THOSE AND THEY GROW ONE, WANTED A HALF FEET PER YEAR.
THEY ARE GREEN ALL THE TIME. I ASKED FOR YOU TO CONSIDER THAT AS WELL AS SEE IF YOU CAN IMPROVE THE LONG LEADS FOR THE TOTAL BUILDOUT. WERE YOU TO GO HUMPHREY TREES IN THE LATE MONTHS, THEY'RE NOT TO BE THE BEST TREES IN THE PROBABLY GOING TO BE HARD TO FIND.
AT THE BIGGER PICTURE. THE MITIGATION THAT ARE REQUIRED TO PROTECT OUR NEIGHBORHOOD, ON PAGE FOUR YOU'LL SEE A MAP WITH ALL THE STAKEHOLDERS ON IT. IT IS BASICALLY CREEKSIDE PARK VILLAGE THE MOST EASTERN PORTION RESIDENCE IN ARBOR LAKES ARE THE ONES THAT ARE ADJACENT TO THE WESTERN EDGE OF THE NEW DEVELOPMENT. THEN THERE IS TWO CHURCHES TO THE NORTH OF THE DEVELOPMENT IN WOODSIDE CHURCH TO THE SOUTH IN THE MUD 387 IS ON THE OTHER SIDE OF GOSLING, THOSE ARE THE STAKEHOLDERS THERE. RECENT CONVERSATIONS WITH HARRIS COUNTY SAYS THEY WILL DO A PUBLIC ENGAGEMENT WHICH EACH OF THE STAKEHOLDERS. I'M WAITING TO GET FEEDBACK ON HOW THAT WILL BE ORGANIZING I'VE ALSO HAD CONVERSATION WITH THE AUBURN LAKES HOME ORGANIZATION. SO ALL OF THE FEEDBACK CAN GET INTO HARRIS COUNTY WILL THE PERMIT PROCESS IS GETTING FINALIZED. THE REAL GOOD NEWS I WAS AFRAID WE WERE TRYING TO FIND SOMEBODY TO DO THE STAKEHOLDER ENGAGEMENT KAMALA HARRIS COUNTY HAS A PROCESS AND ARE WILLING TO DO IT. YOU CAN ALSO MAKE PUBLIC COMMENTS PRIOR TO THE MEETING ONLINE.
>> YOUR TIME IS UP, THANK YOU. >> THANK YOU MR. ALLEN.
>> MR. RIESER. >> DOCTOR SNYDER, MEMBERS OF THE BOARD, NICE TO SEE YOU THIS GREAT TO SEE THIS MUCH COMMUNITY ENGAGEMENT. I CAME HERE BECAUSE AFTER READING SOME OF THE STORIES ON THE ISSUE AT HAND, I WAS CONCERNED BECAUSE OF THE PREVIOUS BOARD ACCEPTED THE PARKS AND RECREATION NEEDS STUDY THAT YOU GUYS MAY FEEL LIKE YOU'RE BOUND BY DECISIONS MADE BY THE BOARD, NUMBER ONE WE NEVER MADE A DECISION ON EXACTLY HOW WE WERE GOING TO GO FORWARD WITH THIS. YOU CAN LOOK AT THE MINUTES AS ALLISON WINTERS SPOKE ABOUT, WE TOOK A MOTION TO ACCEPT THE REPORT AND DOCUMENT THE NORMAL COMMENT OBVIOUSLY ANYTHING THAT WE DO GOING FORWARD IN TERMS OF THE BATHROOMS OR ANYTHING ELSE IN THIS ASSESSMENT WE WILL COME BACK TO THE BOARD FOR A SPECIFIC VOTE OF THE APPROVAL OR DISAPPROVAL.
THE ONE THING I WILL SAY TO YOU, I THINK THE PRIMARY JOB OF THE TOWNSHIP BOARD AND I HOPE YOU ALL FEEL THE SAME WAY, WE NEED A BUFFER FOR THESE RESIDENTS. ESSENTIALLY YOU ARE THE PEOPLE THAT SHOULD BE THE SOUNDING BOARD FOR THE RESIDENTS AND IF A MISTAKE IS MADE OR A BAD DECISION IS TAKEN AND THE RECOMMENDATION ON THE SURFACING TO BE A GOOD IDEA, TURNS OUT NOT TO BE, IT'S OKAY TO PUT YOUR HAND UP AND SAY THIS WASN'T A GOOD IDEA AND I THINK WE SHOULD CHANGE OUR MINDS.
I THINK WE OUGHT TO DO SOMETHING DIFFERENT.
FRANKLY, I CAME HERE TONIGHT TO TELL YOU THAT CERTAINLY YOU HAVE MY BLESSING TO OVERTURN ANYTHING THAT WE DID FRANKLY DURING MY TIME AT THE BOARD BECAUSE THINGS CHANGE IN SITUATIONS CHANGE IN CIRCUMSTANCES CHANGE. OR NEXT WEEK.
IT IS YOUR JOB TO PROTECT THESE FOLKS AND I HOPE YOU DO THAT.
I'VE CONFIDENCE YOU'LL PUT THIS BACK ON MY AGENDA IN FRANKLY I THANK YOU CAN FIND A BETTER PLACE TO PUT $300,000 INTO THE PARKS IMPROVEMENT PROGRAM. FRANKLY, OUR COMMENTS BEFORE THE MOST TELLING WE ARE IN A DENSELY POPULATED RESIDENTIAL AREA.
[01:35:01]
MOST OF THE OTHER PARKS. WHETHER YOU MIGHT USE A $300,000 FOR, SHADOW BIEN PARK AT 6 QUARTS I BELIEVE IN THE BATHROOMS THERE ARE ATTACHED CHAIN TO.>> THEIR STREET PARKING AVAILABLE AND THAT FACILITY HAS BEEN WELL USED FOR MANY, MANY YEARS.
THANK YOU FOR YOUR TIME I THINK THE ENTIRE COUNTY IS BETTER WHEN WE WERE TOGETHER. THANK YOU VERY MUCH.
>> DOCTOR SNYDER, BOARD MEMBERS, THANK YOU FOR YOUR TIME BUT MOST OF ALL THANK YOU FOR YOUR SERVICE TO THIS GREAT COMMUNITY, WE APPRECIATE YOU. MY NAME IS BILLY BLANTON I WAS RAISED IN CONROE TEXAS. MY FATHER WAS ACTUALLY THE COUNTY ENGINEER DURING THE EARLY DAYS OF THE DEVELOPMENT OF THE WOODLANDS. I'M A 43 YEAR RESIDENT OF THE WOODLANDS, I'M A SMALL BUSINESS OWNER AND COMMUNITY VOLUNTEER.
I KNOW OFTEN PEOPLE STAND HERE FOR THE PURPOSE OF ONLY GRIPING OR COMPLAINING, THAT IS NOT MY AGENDA TONIGHT.
I WANT YOU TO KNOW THAT THERE ARE SOMETIMES A FEW IN LAW PEOPLE WHO ARE UNHAPPY. THERE ARE ALSO OFTEN TIMES MANY QUIET PEOPLE WHO ARE TOTALLY SATISFIED.
I'M HERE BECAUSE I'M EXCITED ABOUT WHAT'S GONE ON FOR THE LAST TWO WEEKS. IF WE LOOK AT WHAT'S GONE ON FOR THE WOODLANDS FOR THE LAST TWO WEEKS AND VICKI TOUCHED ON SOME OF IT, IT'S A FANTASTIC COMMUNITY A GREAT PLACE TO LIVE AND RUN A BUSINESS. WE WERE VOTED NUMBER ONE PLACE TO LIVE IN THE COUNTRY TWO YEARS IN A ROW AND SLIPPED TO NUMBER THREE WHICH IS STILL PRETTY AMAZING IF YOU THINK ABOUT IT.
TWO WEEKS AGO WE HELD ONE OF THE LARGEST ART FESTIVALS IN THE COUNTRY WOODLANDS WATERWAY ART FESTIVAL.
LAST WEEK THE CHAMBER FUNCTION RECOGNIZING OUR VOLUNTEERS.
THE LPGA EVENT THAT VICKI TALKED ABOUT WAS HELD FOR THE FIRST TIME THIS PAST WEEKEND, MULTIPLE HEALTH SCHOOL PROBLEMS WERE HELD LAST WEEKEND. MY PERSONAL FAVORITE, THE MEMORIAL IRONMAN TEXAS WAS HELD LAST WEEKEND AND A LOT OF THE ATHLETES HAD THE SAME KIND OF FEEDBACK THAT THE GOLFERS HAD ABOUT THE HOST OF THIS COMMUNITY.
THIS COMING WEEKEND THE UNITED HEALTHCARE INVITATIONAL IS KICKING OFF. UNDERSTAND KIDNEY LOBBIES WAS TO GET IN HER HOTEL AT THE MARRIOTT LAST NIGHT TO START THAT PRINTING I IS THE KICKOFF OF THE SEASON OF THE PAVILION AND ROBERT PLANT AND ALISON KRAUSS ARE OVER THERE TONIGHT.
ALSO GOING ON TONIGHT INTERFAITH IS INTRODUCING ITS PARTICIPANTS IN THE WALK EVENT IN FRIDAY NIGHT HERE IN THE WOODLANDS DANCING FOR A CAUSE EVENT. THOSE ARE WONDERFUL AND UNIQUE THINGS. IF THOSE AREN'T THE KINDS OF THINGS YOU ARE INTERESTED IN. THERE IS 150 PARKS AND 220 MILES OF TRAILS AND A LOT OF OTHER AMENITIES.
WE HAVE A GREAT COMMUNITY, I'M EXCITED ABOUT IT.
THAT IS WHAT I CAME TO TALK ABOUT.
I DIDN'T REALIZE WHAT ELSE WAS GOING ON TONIGHT.
BUT I HAPPEN TO LIVE IN CAP CAPSTONE.
I'VE LIVED THERE FOR 24 YEARS. EITHER FIVE OR SIX HOUSES AWAY FROM THE PARK. I DON'T THINK ADDING A RESTROOM AMENITY IS AN ILL-CONCEIVED CRIME MAGNET IDEA.
I DON'T BELIEVE THAT OUR STAFF OR OUR BOARD WOULD CONDONE SOMETHING THAT WAS UNSAVED. FRANKLY I'M NOT SURE THAT I SEE THE DIRECT CORRELATION BETWEEN SAFETY AND THE BUILDING OF A RESTROOM. BUT I WILL SAY THIS, BY THE WAY I WAS NEVER ASKED TO SIGN A SURVEY.
I LIVED THERE I DON'T KNOW WHO SIGNED THURSDAY'S.
I RESPECT THE OPINION OF MY NEIGHBORS.
AND EVEN THOUGH I MAY NOT SHARE THE SAME LEVEL OF CONCERN AND IF THE BOARD WERE TO CHOOSE TO RECONSIDER THIS, I WOULD RESPECT AS WELL. THANK YOU.
CONGRATULATIONS ARE IN ORDER FOR RECEIVING OUTSTANDING VOLUNTEER FOR IRONMAN. CONGRATULATIONS.
THAT BRINGS US TO [INAUDIBLE] >> YOUR WIFE'S NAME?
[01:40:04]
>> LAURA. >> HI, I AM LAURA, HERE WITH MY HUSBAND HUGH. I'M A RETIRED SCHOOL NURSE FROM ST HE'S RETIRED FROM CHEVRON WE'VE LIVED HERE SINCE 2008 IS BEEN A GREAT PLACE TO LIVE, WE RAISED OUR FAMILY AND RETIRED AND BABYSITTING OUR GRANDKIDS. OVER THIS TIME 15 YEARS WE'VE SEEN MINIMAL IMPROVEMENTS TO CAPSTONE PARK IN THE WAY OF THEIR PLAYGROUND EQUIPMENT THINGS LIKE THAT.
I WAS EXCITED TO HEAR YOU CAN INVEST MONEY IN CAPSTONE UNTIL I FOUND OUT WHAT IT WAS FOR. THERE'S NOT MUCH PLAYGROUND EQUIPMENT COMPARED TO OTHER SUBDIVISIONS WITHIN THE WOODLANDS PAID WE OFTEN TAKE OUR GRANDKIDS SOMEWHERE ELSE TO PLAY BECAUSE THERE IS MORE STUFF TO PLAN.
THOSE PARKS ALSO DON'T HAVE RESTROOMS, WE HAVE THE KIDS USE THE RESTROOM BEFORE WE LEAVE THE HOUSE AND WHAT WAS SAID EARLIER THEY CAN USE THE RESTROOM WILL BE GET BACK HOME.
WE DO NEED TO IMPROVE AND UPGRADE THE CAPSTONE PARK AND PLAYGROUND EQUIPMENT TO ATTRACT AND SERVICE OUR OWN COMMUNITY MEMBERS AND I WOULD LIKE TO OFFICIALLY GET THAT ON THE BALLOT FOR ANOTHER TIME AND GET THAT ON THE AGENDA.
THERE IS A NEED FOR THAT. MY HUSBAND AND I ARE PART OF THE WOODLANDS WATCH ALONG WITH CHRISTIE AND WELL SPOKEN THIS EVENING. CAPSTONE HAS ALWAYS BEEN KNOWN FOR THE LARGEST NATIONAL NIGHT OUT NEIGHBORHOOD PARTICIPATION.
OUR NATIONAL NIGHT OUT IS EVEN HELD AT THE SAME TIME AS EVERYONE ELSE IN THE WOODLANDS, WHERE A DIFFERENT NIGHT.
THAT BEING SAID THE HUGE TURNOUT WE HAVE I'VE NEVER HEARD ANYBODY SAY I WOULD'VE STAYED LONGER IF YOU HAVE RESTROOMS. I'VE NEVER HEARD THAT SAID. NEVER BEEN AN ISSUE, THE HANGOUT FOR HOURS. AND NOT A PROBLEM.
HAS ANYONE ASKED OUR CAPSTONE PEOPLE, DO WE NEED RESTROOMS? I THINK THAT'S BEEN ANSWERED BY PEOPLE WHO SPOKE BEFORE ME.
DOES ANYBODY ON THIS BOARD SPOKEN TO CAPSTONE? I HAVEN'T SEEN YOU ALL WALKING DOGS OR ANYTHING.
IF NOT, YOUR DECISION DOES NOT AFFECT YOU IN YOUR DAY-TO-DAY LIFE IN YOUR DAY-TO-DAY GOING ON IN YOUR PART, IT AFFECTS US.
YOU SHOULD REALLY CONSIDER THE OPINIONS OF THOSE THAT LIVE IN CAPSTONE. WERE THE ONE THAT WILL DEAL WITH ANYTHING THAT'S GOING TO GO ONE, GOOD, BAD, OR OTHERWISE WITH RESTROOMS. I WOULD SAY LET'S NOT INVITE TROUBLE WHERE THERE'S NOT TROUBLE NOW.
THAT'S WHAT MY MOM WOULD SAY, WE ALSO NEED TO SAY IS A RISK OUTWEIGH THE BENEFIT OF PUTTING THEM HERE, I HAVE EVER SEEN A PROBLEM WHEN I'VE BEEN TO THE PARK.
LET'S KEEP CAPSTONE APART, IS A PLACE FOR FAMILIES AND CHILDREN TOGETHER, I SEE AFTER SCHOOL WHEN I'M AT THE PARK WITH MY GRANDKIDS. ALL THESE LITTLE KIDS AND MOMS BRINGING THEIR KIDS STRAIGHT FROM POWELL ELEMENTARY TO PLAY A LITTLE BIT BEFORE GOING HOME. LET'S MAKE IT A NICE PLAYGROUND WHERE THEY CAN GATHER. THAT IS MY TAKE.
LET'S KEEP OUR PLACE SAFE. THANK YOU.
>> THANK YOU, LAURA. THAT BRINGS US TO BRODRICK HILL.
[7. President / CEO's Report;]
>> FIRST LET ME SAY IT THANK YOU FOR THIS OPPORTUNITY TO SPEAK.
I DO BELIEVE EACH OF YOU THAT SURVIVE THIS BOARD, YOU DO SO WITH GOOD INTENTIONS. THAT ME SAY THAT, 24 YEARS AGO MY COMPANY THAT I WORKED FOR MOVED US TO THE WOODLANDS AREA AND WHEN MY WIFE AND I WERE LOOKING AROUND WE WERE LOOKING FOR SOMETHING SIMILAR TO WHERE WE WERE MOVING FROM FOOD WE FOUND THIS LITTLE CLEAN AREA THAT HAD A NICE LITTLE PARK ON THE CORNER IN THE LITTLE LAKE. WE BOUGHT THE LANCE LOCK THERE ON THAT STREET. I KNEW I WASN'T TOO FAR FROM RETIRING AND I LIKE TO CYCLE AND I WAS FORTUNATE ENOUGH, NEIGHBOR OF MINE LIKES TO CYCLE TO AND WE ENTERED INTO THE MS 150.
BETTY WENT UP AND DOWN OFTEN AND I BEEN RETIRED FOR 17 YEARS, I PASSED BY OUR QUIET LITTLE AREA THERE AND NEXT THING I NOTICED, ON OCCASIONS PEOPLE ARE THERE, CARS AND PARK THERE I HAD TO BE CAREFUL WITH MY BIKE IN MY LITTLE POINT PARK STARTED TO CHANGE A LITTLE BIT. BUT THEN I HEARD THERE WAS SUPPOSED TO BE ADDITIONAL CHANGES, RESTROOMS PUT THERE.
I WOULD LIKE YOU TO RECONSIDER THAT.
AND THE REASON I WOULD LIKE YOU TO BE CONSIDERATE, I DON'T THINK THIS COULD BE VALUE ADDED AS FAR AS WHAT PEOPLE THINK, THE VALUE
[01:45:02]
IS NOT GOING TO BE THERE BUT IT WILL BE A PROBLEM FOR US THAT LIVE THERE. WE ARE ALL HERE WE STAY HERE UNTIL 10:00 O'CLOCK IF WE HAD TO BECAUSE WE BELIEVE WHAT WE HAVE TO SAY IS VERY IMPORTANT. IT DIDN'T MAKE IT SHORT.I'M GOING TO SAY PLEASE RECONSIDER THAT, I INTEND, I'M RETIRED AND I PLAN TO BE THERE UNTIL, UNTIL.
THANK YOU VERY MUCH. >> THANK YOU.
BEVERLY, BEVERLY BRIGGS, THERE YOU ARE.
>> HI, GOOD EVENING, IT'S NICE TO SEE ALL OF YOU.
[8. Receive, consider and act upon reports from Village Association representatives;]
AND I APPRECIATE THIS TIME TO SPEAK.MY NAME IS BEVERLY BRIGGS. I'M A RESIDENT OF CAPSTONE.
I'VE BEEN A RESIDENT OF THE WOODLANDS SINCE 1982.
THAT IS 40 YEARS. I ACTUALLY EVEN MET GEORGE MITCHELL. I AM HERE TO VOICE MY OPPOSITION TO THE PROPOSED BATHROOMS AT CAPSTONE PARK.
I HAVE NINE GRANDCHILDREN WHO VISIT OFTEN FROM OTHER CITIES IN TEXAS AND THEY LOOK FORWARD TO PLAYING AT CAPSTONE PARK.
I WANT TO FEEL LIKE THEY ARE SAFE WHEN WE GO THERE AND I DO BELIEVE THE BATHROOMS WOULD BRING A LOT OF UNDESIRABLE, INDIVIDUALS AND ACTIVITIES. MY REQUEST TO THE BOARD IS TO LISTEN TO THE OVERWHELMING SENTIMENT THAT'S BEEN EXPRESSED HERE TODAY. AND ABOUT THE BATHROOM AND THAT YOU WOULD RECONSIDER YOUR DECISION.
>> THANK YOU. >> THANK YOU BEVERLY.
I APOLOGIZE IF I MISPRONOUNCE YOUR LAST NAME.
>> THANK YOU VERY MUCH FOR THIS OPPORTUNITY TO SPEAK, THANK YOU FOR ALL YOU DO FOR THE WOODLANDS.
MY NAME IS PHILIP, I BEEN A RESIDENT OF THE WOODLANDS SINCE 2015. MY FAMILY AND I LOVE LIVING HERE, WE BELIEVE OUR DECISION TO BUY A HOUSE IN CAPSTONE HAS BEEN ONE OF THE BEST THAT WE HAVE MADE.
AS ONE OF THE RESPONDENTS TO THE PARKS AND RECREATIONAL SURVEY, I NOTED THE NEEDS FOR BATHROOMS AND THE WOODLANDS ARE ADEQUATE.
BUILDING RESTROOMS IN CAPSTONE PARK WILL CHANGE THE CHARACTER OF A RESIDENTIAL AREA AND DRIVE ACCESS TRAFFIC TO THE INFRASTRUCTURE THAT CANNOT SUSTAIN.
THIS WILL INCREASE THE SAFETY RISK AND GREATLY INCONVENIENCE THE RESIDENCE OF CAPSTONE. THE PARK IS USED MOSTLY BY PEOPLE IN OUR NEIGHBORHOOD AROUND 200 TO 250 HOUSEHOLDS I WOULD SAY. THEY USE THEIR OWN RESTROOMS IN THEIR HOMES WHENEVER THEY NEED THEM BECAUSE IT'S VERY CLOSE.
THE PARK IS IN THE MIDDLE OF THE RESIDENTIAL NEIGHBORHOOD.
THE WOODLANDS HAS ENOUGH LARGE PARKS SUCH AS BEAR BENCH LAKESIDE. I SUPPORT THE ADF TO BUILD ADDITIONAL FACILITY THAT WOULD ACCOMMODATE MORE TENNIS RECREATIONAL OPPORTUNITIES. BUT THE COST AND RISKS OF MODIFYING CAPSTONE PARK IN THIS WAY FAR OUTWEIGH ANY POTENTIAL BENEFITS. I DO NOT UNDERSTAND THE NEED AND URGENCY TO BUILD BATHROOMS AT THE SMALL NEIGHBORHOOD PARK SUCH AS CAPSTONE WHICH IS COMPLETELY SURROUNDED BY RESIDENTIAL HOMES.
HOPE THE TOWNSHIP WILL RECONSIDER BUILDING THESE RESTROOMS WITHOUT THE COMPREHENSIVE ASSESSMENT OF THE NEEDS, COSTS, BENEFITS AND RISKS.
I HOPE YOU LISTEN TO THE VOICE OF OUR COMMUNITY.
WE ARE GOING TO BE MOSTLY AFFECTED BY THIS.
PLEASE RECONSIDER. >> THANK YOU, PHILIP.
[APPLAUSE] >> AND BRIAN BRIAN MCCARTHY.
RYAN? >> GOOD EVENING MEMBERS OF THE BOARD, AND LADIES AND GENTLEMEN. THANK YOU FOR THIS OPPORTUNITY TO ADDRESS YOU. FIRST OF ALL I WOULD LIKE TO THANK YOU FOR YOUR SERVICE, THE PREVIOUS MEMBERS OF THE BOARD
[01:50:03]
SERVICE. I HAVE BEEN A RESIDENT IN CAPSTONE NOW FOR 21 YEARS. WE'VE MADE THIS TOWN ARE HOME.I'M A FREQUENT VISITOR TO THE PARK AND I WOULD JUST LIKE TO STATE IN THOSE 21 YEARS WALKING AROUND THE PARK I'VE NEVER ONCE SEEN ANY OF MY NEIGHBORS HAVING TO URINATE OR DEFECATE IN OR ON CAPSTONE PARK. THE RATIONALE FOR BUILDING A PUBLIC UTILITY THERE JUST DOESN'T SEEM TO MAKE ANY SENSE TO ME. ALL OF THE POINSETTIA BEEN MADE PRIOR TO THIS, I WOULD LIKE TO REITERATE AND REQUEST THAT THE BOARD RECONSIDER THE DECISION TO MOVE FORWARD WITH A PUBLIC FACILITY. THANK YOU.
>> THANK YOU BRIAN. >> STEVE LAKEY.
MR. LAKEY. >> THANK YOU, MADAM CHAIR, GOOD EVENING, EVERYONE. I WANT TO DUST OFF MY ASSOCIATION PRESIDENT AT TO THANK DIRECTOR FRANKS AND THINK THIS BOARD FOR APPROVING THE IDEA OF A VILLAGE ASSOCIATION PRESIDENT'S ADVISORY COUNCIL. I THINK THAT IS AN OPPORTUNITY TO ADD REAL VALUE TO WHAT THE VILLAGE ASSOCIATION BOARDS DO MY CHALLENGE TO THE VILLAGE ASSOCIATION BOARDS IS TO ADD REAL VALUE AND BRING IMPORTANT AND USEFUL INFORMATION.
THANK YOU ALL FOR YOUR SERVICE. >> NANCY BECKER?
>> GOOD EVENING I'M REPRESENTATIVE RESIDENT COULDN'T BE HERE TONIGHT SO I'M GOING TO READ HIS STATEMENT.
DUE TO A WORK COMMITMENT. MRS. BECKER IS CALLED TO BE MY STATEMENT TO YOU WELL. THANK YOU FOR LISTENING TO MY.
I ASKED THE TOWNSHIP BOARD OF DIRECTORS TO GAIN A TOTAL ISD QUESTIONABLE DECISION FOR FIFTH AND SIXTH GRADE STUDENTS PRIMARILY FROM CREEKSIDE PARK INTO THE PROPOSED LOCATION.
THIS IS NOT THE FIRST QUESTIONABLE DECISION THE BOARD OF TRUSTEES HAS TOWARDS THE EDUCATIONAL PLAN OF OUR CHILDREN CREEKSIDE PARK. I SUPPORT THAT YOU CAN PROVIDE WOULD BE GREATLY APPRECIATED, SPECIFICALLY IF YOU CAN OFFER ANY INSIGHT TO POTENTIAL OPTIONS TO BRING YOUR CAMPUS CLOSER TO CREEKSIDE PARK, IT WOULD BE GREATLY APPRECIATED.
THANK YOU MARK. >> THANK YOU, NANCY.
THAT CONCLUDES PUBLIC COMMENTS. NOW WE WILL CALL ON THE CEO TO PRESENT. MS. SHARP.
>> TONIGHT I WOULD LIKE TO CONGRATULATE OUR TOWNSHIP ENVIRONMENTAL SERVICES DEPARTMENT FOR THE REWORD OF A GOLD STAR STATUS FOR A 2023 KEEP TEXAS BEATABLE CAMPAIGN IN RECOGNITION OF HER EDUCATION PROGRAMS AND VOLUNTEER SERVICE PROJECTS THROUGHOUT THE COMMUNITY.
>> MRS. SHARP, LET'S WAIT A MINUTE WHILE PEOPLE ARE LEAVING SO WE CAN RECOGNIZE THE STAFF THAT DESERVE TO BE RECK RECOGNI.
>> THINK YOU, MAY I ASK YOU TO BEGIN AGAIN.
THANK YOU MS. SHARP. >> THINKING.
TONIGHT I WOULD LIKE TO CONGRATULATE OUR TOWNSHIP ENVIRONMENTAL SERVICES DEPARTMENT FOR BEING AWARDED THE GOLDSTAR STATUS FOR OUR 2023 KEEP TEXAS BEAUTIFUL CAMPAIGN.
THIS IS IN RECOGNITION OF EDUCATION PROGRAM AND VOLUNTEER SERVICE PROJECTS THROUGHOUT OUR COMMUNITY WITH THE GOLDSTAR RECOGNITION IS THE HIGHEST RECOGNITION THE COMMUNITY CAN RECEIVE. KEEP TEXAS BEATABLE NOTED THE TOWNSHIP HAS SUCCESSFULLY IMPLEMENTED PROGRAMS TO CLEAN UP
[01:55:01]
LITTER, REDUCING RECYCLE WASTE AND EDUCATE CITIZENS AND ALSO COMMENTED THAT THIS WORK HAS BEAUTIFIED IN ENHANCE THE WOODLANDS COMMUNITY. AGAIN, I WOULD LIKE TO CONGRATULATE THE ENVIRONMENTAL SERVICES STAFF AND ALSO, JUST AS IMPORTANTLY ARE 1800 VOLUNTEER PARTICIPANTS WHO SPENT OVER 6000HOURS TO KEEP OUR COMMUNITY >> THAT IS WONDERFUL.
IF YOUR TEAM, IF YOU WOULD STAND UP SO WE CAN APPLAUD AND RECOGNIZE YOUR YOU. [APPLAUSE]
>> THANK YOU SO MUCH AND THANK YOU MS. SHARP.
THAT EXIST TO AGENDA ITEM NUMBER EIGHT RECEIVE, CONSIDER AND ACT UPON REPORTS FROM OUR VILLAGE ASSOCIATIONS.
WE HAVE SEVERAL HERE, WE WILL START WITH MARIANNE.
ALWAYS SO NICE TO HAVE ALL OF YOU HERE, THANK YOU.
>> GOOD EVENING WOMAN STAGGERING DIRECTORS MY NAME IS MARIANNE AND AS THE PRESIDENT OF THE ALDEN BRIDGE ASSOCIATION, I WOULD LIKE TO GIVE YOU AN UPDATE ON OUR ACTIVITIES WE HELD OUR LAST MEETING ON APRIL 11, WE RECEIVED LAW-ENFORCEMENT REPORT FROM THE SPECIALIST, HE ALSO GAVE US AN UPDATE ON THE VANDALISM THAT OCCURRED AT ALDEN BRIDGE PARK WITH THE FIXTURES IN THE BATHROOM OR DAMAGE. DOCTOR SNYDER WAS THERE ENJOYING THIS TO GIVE US AN UPDATE ON TOWNSHIP ACTIVITIES AND WE ALSO RECEIVED AN UPDATE FROM FIRE CHIEF BUCK. WE THANK THEM BOTH FOR ATTENDING OUR MEETING. COMMISSIONER RILEY WAS UNABLE TO ATTEND THE MEETING BUT THE CHIEF OF STAFF BRUCE BERGER CAME AND GAVE US AN UPDATE ON THE ROAD PROJECTS AFFECTING OUR VILLAGE AND ANSWERED QUESTIONS. WE RECEIVED 10 AMAZING APPLICATIONS FROM THE HIGH SCHOOL SENIORS FOR OUR SCHOLARSHIP PROGRAM AND WE ARE PLEASED TO HAVE SELECTED [INAUDIBLE] AND KAYLEE GAIL AS RECIPIENTS OF OUR $21000 SCHOLARSHIPS. OUR NEXT MEETING WILL BE ON TUESDAY MAY 9, DOCTOR CHRIS NOONS WILL BE OUR SPEAKER, WE MEET ON TUESDAY OF EVERY MONTH AND ALL RESIDENTS ARE INVITED AND ENCOURAGED TO INTENT. I WOULD LIKE TO FINALIZE MY REPORT BY SAYING I'M LOOKING FORWARD TO PARTICIPATING IN THE PRESIDENTS COUNCIL. OUR FIRST MEETING WILL BE NEXT
>> THAT BRINGS US TO OUR NEXT, TRICIA WAS HERE EARLIER.
>> THANK YOU CHAIRWOMAN SNYDER IN DIRECTORS.
MY NAME IS TRICIA AND I'M PRESIDENT OF THE CONFERENCE CROSSING VILLAGE ASSOCIATION. WE HELD OUR MONTHLY MEETING LAST NIGHT AND AWARDED FIVE SCHOLARSHIPS TO OUTSTANDING STUDENTS. I AM CONTINUALLY IMPRESSED BY THE LEVEL OF STUDENTS THAT WE HAVE HERE IN THE WOODLANDS.
IT IS UNBELIEVABLE. WE ARE MAKING LOTS OF PLANS FOR THIS YEAR'S POOL PARTY, MARK YOUR CALENDARS IT IS ALSO SATURDAY JUNE 3 FROM 10:00 A.M. TO 1:00 P.M. AT THE BARE BRANCH POOL, OUR NEXT MEETING WILL BE HELD ON MAY 23 AT 6:30 P.M.
AT THE TOWNSHIP OFFICES. EVERYONE IS LOOKING TO ATTEND,
>> I WANTED TO TAKE A MOMENT TO ADDRESS THE CONTROVERSY WITH THE
[ CONSENT AGENDA]
RESTROOM AT CAPSTONE PARK. I LISTEN TO THE CONCERNS DURING ALL OF OUR TOWNSHIP MEETINGS. AND I'VE ALSO TALKED TO MANY OF OUR RESIDENCE AT CONFERENCE CROSSING THE VAST MAJORITY OF PEOPLE WANT BEST ROOMS IN OUR PARKS SO THEY CAN UTILIZE THEM, ESPECIALLY OUR RESIDENTS WITH CHILDREN.[02:00:05]
IF A PART DOESN'T HAVE A RESTAURANT, FAMILIES CANNOT STAY THERE VERY LONG FOR PEOPLE TO GO TO THE PARK.FOR CAPSTONE RESIDENTS I UNDERSTAND THIS IS YOUR NEIGHBORHOOD PARK. IT'S ALSO DESIGNATED AS AN AREA PARK WHICH IS WHY IT HAS SO MANY GREAT AMENITIES LIKE A TENNIS COURT, THE BIG PAVILION AND PARKING, PARKS DESIGNATED AS NEIGHBORHOOD PARKS DON'T HAVE THESE FEATURES.
OF THE 15 AREA PARKS IN THE WOODLANDS, NINE ALREADY HAVE RESTROOMS IN THE PARKS AND RECREATION DEPARTMENT IS ALREADY PLANNING AS THE BUDGET ALLOWS CAPS UP WAS PLANNED FOR THIS
[12. Receive, consider and act upon Tomball Independent School District's proposed changes to its Bond 2021 school construction projects impacting students in the Village of Creekside Park (as requested by Director Bailey);]
UPGRADE BECAUSE IT HAS SOME GREAT FACILITIES SO OUR COMMUNITY CAN UTILIZE IN. I'VE HEARD A LOT OF FEAR FROM THE RESIDENCE OF CAPSTONE NEIGHBORHOODS ABOUT DRUGS AND THE PEOPLE WHO UTILIZE THE PARK. I THINK IT'S REALLY IMPORTANT THAT WE FOCUS ON THE FACTS. WE CURRENTLY HAVE 31 PARKS IN THE WOODLANDS WITH RESTROOMS, WE DON'T HAVE MAJOR ISSUES WITH CRIME IN THE 30 YEARS SINCE WE HAD RESTROOMS AND PARKS IN THE WOODLAND I STRUGGLE TO FIND REPORTS OF CRIME AND THE PARKS.I WAS SPEAKING TO THEM FOR PAST COUPLE OF YEARS, THE BIGGEST CRIME THAT WE HAVE, HONEST TO GOD PEOPLE WHO LEAVE THEIR CAR DOORS OPEN AND PURSES GET STOLEN.
VERY RARELY SOMEONE WILL HAVE A FORCED ENTRY IN A CAR HE.
LASTLY I DON'T FEEL LIKE SOME OF THE COMMENTS I HEARD TONIGHT REPRESENT THE SPIRIT OF THE WOODLANDS.
I GREW UP YOUR NOVEL IF YOUR FOR 30 YEARS.
I WELCOME EVERYONE TO OUR PARKS, LET'S SHARE OUR PARKS.
OUR COMMUNITY IS KNOWN FOR FAMILIES BECAUSE WE CAN IMPROVE AND UPDATE OUR PARKS TO MEET THE CHANGING NEEDS OF OUR RESIDENTS AND WANTS OF OUR RESIDENTS. I ASKED THE BOARD TO PLEASE CONSIDER 20 THAT IS AN AREA PARK WITH EXTRA FEATURES DESIGNED TO SERVE ALL RESIDENTS. RIGHT NOW IS UNDERUTILIZED BECAUSE IT LACKS THE RESTROOM. IT FOCUSES ON THE FACTS WHEN MAKING THE DECISIONS. THANK YOU SO MUCH.
>> THANK YOU. >> THAT BRINGS US TO TED STANLEY
AT COLLEGE PARK. >> MADAM CHAIR, DIRECTORS, MADAM PRESIDENT, STAFF, THANK YOU FOR THE OPPORTUNITY TO BE HERE TONIGHT. I WANTED TO GIVE YOU AN UPDATE.
WE HELD OUR ANNUAL COLLEGE PARK ASSOCIATION WHICH WE APPROVED YOUR ACTIVITIES IN OUR BUDGET FOR THE YEAR END SO FORTH, THAT WAS HELD ON MARCH THE LAST MEETING WAS 10 WEEKS AGO.
I'M THANKFUL TO DIRECTOR FRANKS AND CHAIR SNYDER AND SEKULA-GIBBS REGULARLY. WE APPRECIATE THAT.
WE HAD DOCTOR CHRIS, GIVE US A REPORT AS WELL AS THE CHIEF.
WE APPRECIATE THAT. [INAUDIBLE] THAT WILL BE HELD ON MAY 20. OUR LAST MEETING WE ARE MOVING FORWARD WITH THE POSSIBILITY OF A PATHWAY THAT WILL CONNECT 1488 TO THE OTHER SIDE OF 45 WHICH IS HARPERS LANDING AS A RESULT OF SOME COMMUNICATION BETWEEN THE TOWNSHIP AND TEXT THAT, MUCH TO THAT GIVES US CREDIT WE THANK YOU FOR YOUR EFFORTS.
DOCTOR LET US KNOW THAT WAS A POSSIBILITY WE MAY GET A GRANT SO WE AT COLLEGE PARK STANDS READY TO DO WHATEVER WE CAN TO HELP WITH THE PROCESS. AND GET THE GRANT TAKEN UNDER CONSIDERATION WITH THE HARPERS LANDING TO THE REST OF THE WOODLANDS WHICH IS A CONVERSATION FOR HARPERS LAN LANDING. THAT CONVERSATION HAS BEEN GOING ON FOR 23 YEARS. WE APPRECIATE POSSIBLY AND I UNDERSTAND IS A COUPLE YEARS AWAY WERE GETTING TO EVERYTHING WE CAN TO MAKE SURE THAT HAPPENS.
WE APPRECIATE EVERYBODY THAT PARTICIPATED IN.
[02:05:03]
IN WORKING WITH DIRECTOR FRANKS AND THE REST OF THE BOARD IN A PRESIDENTS COUNCIL, I THINK IT'S A GOOD OPPORTUNITY FOR THE VILLAGE ASSOCIATION AT THE RECOMMENDATION.OTHER THAN WHAT WE DO HERE BUT MORE DIRECT COMMUNICATION WITH THE TOWNSHIP, THE BOARD AND STAFF AS WELL.
I APPRECIATE EVERYONE'S EFFORTS, THANK YOU FOR YOUR TIME AND ALL THE VOLUNTEERS WE HAVE A GREAT COMMUNITY BECAUSE OF ALL THE VOLUNTEERS. I REALLY APPRECIATE BEING ONE OF
THEM. >> THANK YOU VICE CHAIR STANLEY.
THAT BRINGS US TO NANCY BECKER CREEKSIDE PARK.
>> GOOD EVENING CHAIRWOMAN SNYDER AND DIRECTORS, BEFORE I START MY UPDATE I WOULD LIKE TO RESPECTFULLY REQUEST THAT WE MOVE UP ITEM NUMBER 12 ON THE REGULAR AGENDA.
WE HAVE SOME PARENTS AND PARTICIPATION HERE IF WE CAN MOVE IT UP THAT WOULD BE WONDERFUL.
>> WE HAVE DEFERRED ITEMS 1011 SO WILL BE AFTER THE CONSENT
THE CREEKSIDE PARK VILLAGE ASSOCIATION IS FINISHING UP THE 2023 BUDGET AND LOOKING FORWARD TO A GREAT YEAR.
RESIDENTS PARTICIPATED IN EARTH DAY IN MARCH.
ATTENDANCE WAS DOWN BUT A GREAT WAY TO BRING OUR COMMUNITY TOGETHER FOR A GREAT CAUSE. WERE IN THE PLANNING STAGES OF HER SECOND ANNUAL CRAZY POOL PARTY TO BE HELD THE SUMMER WE PICKED A DATE, MAY 28, 630 TO 830 AT THE AQUATIC CENTER.
WE DID THIS BECAUSE LASH HAD SO MANY RESIDENTS WANTING TO ATTEND THAT WE DECIDED WE NEEDED A BIGGER VENUE, YOU'RE ALL INVITED TO COME MAY 28, 630 - 830 IT IS A SUNDAY NIGHT, PLEASE PUT ON YOUR CALENDAR. JULY 4 WILL JOIN WITH THE CREEKSIDE PARK WITH A BOARD MEMBER IN A FAMILY THAT GRACIOUSLY STEPPED UP TO BUILD OUR FLOW.
OUR RESIDENTS ARE GRATEFUL FOR THE BOARD'S DECISION TO PROVIDE A WAY TO REFILL WILD CREEK PONDS IN CASES OF DROUGHT.
WE LOOK FORWARD TO THE MITIGATION COMING TO FRUITION.
RESIDENTS THAT WANTED THE PARCEL ON GOSLING ARE NOT THRILLED WITH THE CLEARCUTTING OF SET OUT PARCEL, I UNDERSTAND THERE HAVE BEEN SEVERAL ISSUES WITH HARRIS COUNTY AND THE DEVELOPMENT HAS BEEN HALTED. I ASKED THE TOWNSHIP TO DO WHATEVER NECESSARY TO ADD REFORESTATION TO CREATE A BUFFER BETWEEN THE VEHICLE CREEKSIDE PARK AND OUT PARCEL, YOU ARE THE RESIDENCE EARLIER. HOPEFULLY THIS WILL ALSO COME TRUE FOR WISHON PRETTY SOON. I WOULD LIKE TO THINK DIRECTOR SNYDER, DOCTOR NOONS AND STEVENS FOR LAST MINUTE MEETING HELD BY TI ST WITH THE DECISION TO CREATE A FIFTH AND SIXTH GRADE CAMPUS AT THE CORNER OF FM 2978 AND FM 2920.
CREEKSIDE PARK RESIDENTS ARE UNDERSTANDABLY UPSET AT THE THOUGHT OF THE FIFTH AND SIXTH GRADERS BEING TRANSPORTED TO SAID CAMPUS. A MAJOR CONCERN IS THE CURRENT ROAD SITUATION BETWEEN CREEKSIDE PARK AND THE PROPOSED LOCATION.
I KNOW HARRIS COUNTY IS CURRENTLY LOOKING AT HOW THEY CAN RE-MITIGATE THE ROAD TO MAKE IT SAFER, HOWEVER, THERE ARE A LOT OF COMPLICATIONS IN THEIR WAY.
I ASKED THE TOWNSHIP TO LOOK AT POSSIBLE OPTIONS TO HELP KEEP HER YOUNGER ONES AND CREEKSIDE PARK FOR THEIR EDUCATION.
THANK YOU ALL AND HAVE A GOOD EVENING SPIVAK THANK YOU NANCY.
>> MARCUS ALLEN, I CAN OFFER TIME BUT JUST TO REITERATE, THE PLAN IS OUTSIDE OF THE WOODLANDS AS ALL THE TREES WERE CLEAR-CUT
WE WERE TRYING TO GO INTO. >> THE PARCELS ARE NOT IN HER BOUNDARIES BUT I GUESS THERE IS A 30-FOOT FOREST BUFFER BETWEEN
THE HOUSES AND SAID EASEMENT. >> WE WILL HAVE AS AN AGENDA
ITEM AT OUR NEXT MEETING. >> AT THINK THE CONCERN RIGHT NOW IS THE FACT THAT WERE GETTING TO THE HOTTER MONTHS AND WE DON'T KNOW WHETHER WILL FACE A DROUGHT SITUATION.
WE HATE TO PLANT TREES THAT ARE NOT GOING TO MAKE IT.
I THINK THE CONCERN, LET'S GET SOMETHING PLANTED NOW AND GET WASHED ND GET IN ON THE 18TH AGENDA.
AGAIN THAT MEANS THE EARLIEST WILL BE IS JUNE WAS YOU TO DO WHAT YOU HAVE TO DO. THANK YOU NANCY.
>> I DON'T SEE ANOTHER. I MADE A MOTION IN THE SECOND TO RECEIVE THE VILLAGE ASSOCIATION REPORTS.
>> SECOND. >> BY DIRECTOR NELSON AND DIRECTOR WATSON, ALL THOSE IN FAVOR SIGNIFY BY SAYING I COME OPPOSE, MOTION PASSES RITA BRINGS US TO THE CONSENT AGENDA, THE CONSENT AGENDA ITEMS ARE NONCONTROVERSIAL OR MERELY HOUSEKEEPING BY LAW AND WILL BE CONSIDERED WITH A GROUP OF ONE MOTION, NO DISCUSSION WILL TAKE PLACE ON ANY OF THESE ITEMS
[02:10:02]
UNLESS THE ITEM IS REMOVED FROM THE CONSENT AGENDA AND PLACED ON THE REGULAR AGENDA BY ANY BOARD MEMBER PRIOR TO TAKING A VOTE ON THE MOTION. THERE ARE NINE ITEMS ON THE CONSENT AGENDA ONE THROUGH 26, IS THERE A MOTION TO APPROVE.>> IT IS BEEN MOVED AND SECONDED BY DIRECTOR BAILEY AND DIRECTOR FRANKS, ALL THOSE IN FAVOR SIGNIFY BY SAYING I OPPOSE, MOTION PASSES. ITEMS 10 AND 11 WERE DIFFERED TO OUR MAY 18 MEETING. THAT BRINGS US TO AGENDA ITEM 12 WHICH IS IF YOU WOULD REFER TO PAGES 134 - 136 AND YOUR BOARD PACKET. THIS AGENDA ITEM I DROPPED FOR PROPOSED CHANGES TO THEIR BOND 2021 CONSTRUCTION PROJECT IMPACTING STUDENTS IN THE VILLAGE OF CREEKSIDE PARK I CALL UPON TODD STEVENS ARE ASSISTANT TO THE PRESIDENT AND DIRECTOR OF GOVERNMENTAL RELATIONS TO PRESENT.
MR. STEVENS. >> THANK YOU CHAIR SNYDER AND BOARD I THANK YOU HEARD FROM THE CONSTITUENTS TONIGHT ABOUT WHERE WE ARE IN AUGUST OF 2021 AND ALSO THEY WERE INTERESTED IN DOING A BOND PROPOSAL, THE BOND WAS APPROVED IN NOVEMBER 2021.
WE FAST FORWARD TO THIS MONTH OF THIS YEAR AND IN PARTICULAR APRIL 13 THEY BECAME AWARE OF A NOTIFICATION TO UST FAMILIES FROM THE DISTRICT UPDATE ADMINISTRATIVE POLICY DECISIONS THAT HAVE BEEN MADE AND PRESENTED TO THE BOARD OF TRUSTEES GRADE ONE IN PARTICULAR WANTED TO REALIGN OR CHANGE THE CONSTRUCTION OF AN ELEMENTARY SCHOOL TO AN INTERMEDIATE SCHOOL FOR GRADES FIVE THROUGH SIX WHICH WOULD BE INTENDED TO ELIMINATE OR DIMINISH OVERCROWDING IN THE ELEMENTARY SCHOOLS WITHIN THE VILLAGE OF CREEKSIDE PARK IN THE WOODLANDS APRIL 13 WITH THAT ACKNOWLEDGMENT HAVE A TOWN HALL MEETING ON APRIL 17 AS MENTIONED OF IT A GO WE ATTENDED THE TOWN HALL WHEREBY MY ESTIMATES ABOUT 300 OR MORE FAMILIES PARTICIPATED WITH HER CONCERNS AND WHAT THAT MEANT FOR THEIR STUDENTS WHO 30 BEEN MENTIONED TO BE TRANSPORTED FOR THE WAY WHERE THEY GO TO SCHOOL TODAY. THIS AGENDA ITEM FOR THE BOARD TO CONSIDER WHAT OPTIONS THEY MAY WANT OR WHAT DISCUSSION YOU MAY LIKE REGARDING I DID PRESENT TO THE BOARD PRIOR TO THE MEETING YOU LETTER A DRAFT LETTER FOR YOUR CONSIDERATION IF THAT IS ONE TYPE OF SUPPORT YOU MIGHT WANT TO DO, WE DONE SOMETHING LIKE THAT IN THE PAST RELATED TO THE REZONING OF THE ELEMENTARY SCHOOLS LAST YEAR AS AN EXAMPLE BUT I'LL LEAVE IT AT THE BOARD'S DISCRETION ON HOW YOU WANT TO RESPOND.
>> DIRECTOR BAILEY. >> THIS IS SOMETHING THAT WE'VE BEEN BROUGHT TO OUR ATTENTION. ACTUALLY MADAME CHAIRWOMAN IS A SUBJECT MATTER EXPERT WHEN IT COMES TO SCHOOL DISTRICTS.
WE GOT INVITED TO A MEETING LAST NIGHT HAD CREEKSIDE AND A LOT OF THE LEADERS AND PARENTS ARE WORKING HARD ON THIS AND GOT INCREDIBLE EDUCATION ON WHAT'S GOING ON.
IT WAS KIND OF A BAIT AND SWITCH DONE BY THE SCHOOL DISTRICT EVER REZONING AND HEARING THAT THEIR KIDS GOING TO ELEMENTARY SCHOOL
[13. Receive, consider, and act upon The Woodlands 50th Anniversary Celebration;]
TO WRITE ON A BUS OVER AN HOUR A DAY EACH WAY TO AND FROM SEVEN HOURS A WEEK IS MORE THAN CONCERNING.THEY HAVE TRIED REACHING OUT TO THE SUPERINTENDENT AND HELD MEETINGS IN CHAIRWOMAN SNYDER AND TODD AND SEVERAL OTHERS WENT TO THE MEETING AND LISTENING. TO THE MEETING AND LISTENING.
I THINK THE LETTER THAT YOU DRAFTED IS GOOD.
I WOULD LIKE TO SEE LITTLE BIT STRONGER LANGUAGE ON WHAT HAD TAKEN PLACE ABOUT THE BOND BEING INITIALLY TO PROVIDE RELIEF TO FAMILIES OUTSIDE OF CREEKSIDE PARK.
ONCE THEY START IMPLEMENT IN THE FUNDS THEY DID DEBATE AND SWITCH AND REDIRECTING THE FUNDS. I THINK CHAIRWOMAN SNYDER IS A PERFECT PERSON TO LIAISON WITH THE SCHOOL DISTRICT TO REPRESENT OUR RESIDENCY AND PARENTS AND CHILDREN.
I BELIEVE THIS IS DIRE CONSEQUENCES, NOT JUST ON THE CHILDREN'S HEALTH AND SAFETY BUT ALSO OUR PROPERTY VALUES AND SO
MUCH MORE. >> FOR THOSE OF YOU THAT ARE NEW, THE CHALLENGE A YEAR AGO LAST SPRING, DIRECTOR MILNER AND I WERE APPOINTED TO BE ON A TASK FORCE TO WORK WITH TI ST REGARDING THE REZONING OF CREEK VIEW STUDENTS TO TIMBER CREEK.
[02:15:08]
AND THERE WERE CHALLENGES WITH THE CROSSING [INAUDIBLE].THE BOARD AGREED TO PAY FOR CROSSING GUARDS BECAUSE THAT IS SOMETHING THAT TISD DOES NOT DO. IT WAS IN THE BUDGET AT THE END OF LAST YEAR AS WELL FOR THIS YEAR.
WITH THAT SAID, I ATTENDED ALL OF THE PLANNING MEETINGS.
I DID NOT ATTEND THE FINAL VOTE OF THE SCHOOL BOARD.
BUT IT WAS STATED OR IMPLIED THAT THAT WOULD ADDRESS THE OVER CROWDING OF ELEMENTARY SCHOOLS. CURRENTLY AS MR. STEVENS SAID THE ELEMENTARY OR K THROUGH FIVE IN THE JUNIOR HIGH SIX, SEVEN AND EIGHT. THE RESIDENCE IN MY OPINION FEEL THEY HAVE BEEN MISLED BECAUSE NOW THE FIFTH AND SIXTH GRADERS, IT'S BEEN PROPOSED OR STATED IN INTERMEDIATE SCHOOL VERSUS AN ELEMENTARY. A REMINDER WE CAN WORK WITH BUT THE FINAL JURISDICTION OVER TUMBLE ISD IS WITH THEIR BOARD AS A GOVERNMENTAL ENTITY WITH AUTHORIZATION THAT WE CAN COLLABORATE. I'M A BIG BELIEVER IN AS WELL AS MOST OF MY COLLEAGUES THAT IT'S GOOD TO SIT DOWN AND SEE WHAT WE CAN DO TO ADDRESS THE NEEDS OF DIFFERENT TOPICS.
THAT IS WHAT HAPPENED, FAST-FORWARD THE BOND PASSED CREEKSIDE PARK WAS VERY ACTIVE IN HELPING PASSING A BOND FEELING THE THIS WOULD ADJUST FOR THE WHOLE TUMBLE ISD IN THE COMMENTS THAT WERE MADE AT THE MEETING THAT DOCTOR NOONS AND MR. STEVENSON ATTENDED, THEY FEEL MISINFORMATION WAS GIVEN AND THEY WERE MISLED. WITH THAT SAID AS DIRECTOR BAILEY SAID LAST NIGHT, HE AND I ATTENDED WITH THE GROUP OF MAYBE 12 BUT THERE WERE AT LEAST 350 PLUS AT THE MEETING THAT DOCTOR NOONS AND TODD AND I ATTENDED. IT IS AT THE PLEASURE OF THIS BOARD, AND PAST WE HAVE SET A LETTER ON BEHALF OF THE BOARD TO TUMBLE ISD THAT WAS THE STARTING POINT TO THIS BOARD AS TO NEXT STEPS. I DIFFER TO ALL OF YOU.
>> I AGREE WITH DIRECTOR BAILEY STATEMENTS TO BEEF IT UP JUST TO
TOUCH. >> DOCTOR SNYDER SINCE YOU BEEN ON THE ISD BOARD FOR CONROE IN THE UNDERSTAND FROM PREVIOUS, YOUNGER RELATIONSHIP WITH THE SUPERINTENDENT DOCTOR ZAMORA.
>> AS I DON'T WANT ANYONE TO THINK SHE IS AN INCREDIBLE INDIVIDUAL. HER CHILDREN WENT TO CISD SCHOOLS AS WELL IS DOING WHAT SHE FEELS OR HER LEADERSHIP TEAM IS BEST FOR THE STUDENTS. THIS IS NOT IN ANY WAY DEROGATORY TOWARDS THE SUPERINTENDENT.
IT IS MERELY TO LOOK FOR AN OPPORTUNITY TO HOUSE OUR FIFTH AND SIXTH GRADERS SOMEWHERE A LITTLE CLOSER.
PERHAPS THERE IS SOMETHING -- IF THE ANSWER.
>> HAVE YOU SPOKEN TO HER ABOUT THIS ISSUE.
>> I DID PRIOR TO THE MEETING, THAT WAS LAST WEEK.
IT SEEMS LIKE WEEKS AGO. LAST WEEK WE HAD A CONVERSATION AND I ATTENDED AND I SPOKE AT THE MEETING THAT I HAVE NOT SPOKEN TO HER SENSE. I FELT IT WAS NOT MY PLACE UNTIL
THE PLEASURE OF THE BOARD. >> I SUPPORT THE LETTER WHOLEHEARTEDLY AND IF YOU WANT TO STRENGTHEN THE LANGUAGE IN A POLITE WAY I THINK THAT IS FINE AS WELL.
ARE YOU AWARE OF ANY OPPORTUNITIES FOR US TO SUPPORT TEMPORARY BUILDINGS OR SOME SORT OF OPPORTUNITY LIKE THAT, IS THERE ROOM FOR TEMPORARY BUILDINGS ON ANY OF THE CURRENT CAMPUSES THAT MIGHT BE OF SOME BENEFIT.
>> THAT WOULD BE A QUESTION TO ASK.
>> IS THAT IN THE LETTER? WHERE WE ASK IF THERE'S ANY WAY
THAT WE CAN ASSIST. >> ACCOMMODATE MORE STUDENTS AT
HIS EXISTING CAMPUSES. >> THAT IS NOT CURRENTLY IN THE
[02:20:01]
LETTER. >> TO THINK THAT IS WORTH
PUTTING IN. >> I DON'T THINK YOU PUT THE EXACT LANGUAGE BUT I WOULD LIKE TO SEE HER CHAIRWOMAN OR ARE LIAISON TO THEM AND SAY WE WOULD LIKE TO SIT DOWN AND HAVE A CONVERSATION WITH THE ADMINISTRATION OR OUR SCHOOL BOARD TO PRESENT OPTIONS TO HAVE DIALOGUE.
THAT IS A KEY PART OF THIS TO HAVE KEY DIALOGUE IN OUR CONVERSATION AND THERE'S NO BETTER PERSON QUALIFIED THAN DOCTOR SNYDER TO HANDLE THAT. I WOULD LIKE TO SEE THAT HANDLED INTO THE LETTER AS A PROPOSAL AND WE CAN ACTUALLY WORK WITH OUR RESIDENTS ON WHAT MAY BE SOME OPPORTUNITIES FOR SOLVING
THIS. >> I'M IN AN AGREEMENT WE NEED A LOUDER VOICE IN THE TOWNSHIP WILL HOPEFULLY PROVIDE MORE
VOLUME TO SUPPORT THEM IN THIS. >> ABSOLUTELY, WE ALL WANT TO BE
BEHIND IT. >> IT'S A TOUGH SITUATION.
I THINK THEY DO NEED THE POWER OF THE TOWNSHIP BOARD AS MUCH AS WE COULD POSSIBLY DO. IT'S BAIT AND SWITCH FOR SURE.
>> I'M IN FAVOR AS WELL OF THE LETTER EVEN AS REVISED HOWEVER, YOU ALSO FIT. I THOUGH IT WAS VERY GOOD AND SUBSTANTIVELY I APPROVED IT. I THINK DOCTOR SNYDER ASSUMING SHE WANTS TO TAKE OWN THAT ROLE AND HAS THE TIME I THINK IT
WOULD BE FANTASTIC. >> I WILL HAVE YOU JOIN ME.
>> ONE OTHER MINOR EDIT IF I MAY AND I DON'T KNOW IF WE NEED TO GO TO OUR COUNSEL ON THIS BUT TO PUT SOME BEHIND IT IF WE COULD HAVE A UNANIMOUS VOTE ON THIS LETTER AND HAVE ALL OF HIS ASSIGNEES ON THIS LETTER I THINK ALSO PUTS A LITTLE BIT MORE STRENGTH BEHIND IT TO SHOW WERE UNIFIED BEHIND OUR RESIDENTS.
>> GREAT. >> I TOTALLY AGREE THAT'S AN
EXCELLENT IDEA. >> MY RECOMMENDATION BASED ON WHAT I HEAR FROM THE BOARD, I WILL ADDRESS A COUPLE POINTS AS FAR AS RELIEF OUTSIDE OF THE SCHOOL OTHER OPPORTUNITIES AND OPTIONS TO COLLABORATE ON POSSIBLE SOLUTIONS GOING FORWARD IN IF THAT'S OKAY I'LL TAKE THE EXISTING LANGUAGE AND WITH YOUR APPROVAL WILL SUBMIT THAT LETTER.
>> ANYTHING ELSE? IF NOT IS THERE A MOTION IN THE
SECOND? >> THERE WAS ONE PIECE OF INFORMATION AS LONG AS IT RELATES TO HELP WITH OUR VIEWERS, TUMBLE UST HAS CALLED A SPECIAL MEETING FOR MAY 2 I BELIEVE IS 6:30 P.M. TO DISCUSS THIS ITEM FOR INTERESTED PARTIES. THEY WILL NOT BE ANY VOTES TAKEN AT THAT PARTICULAR MEETING AS THEY ANNOUNCE BUT I WANT TO MAKE OUR RESIDENTS AWARE AND KISSED HER INTERESTED.
>> AT THE MEETING LAST WEEK, TWO BOARD MEMBERS STATED THAT THEY WOULD REVISIT THIS ON THEIR AGENDA MAY 10.
>> TODD, WHAT TIME ON MAY 2 WAS THAT.
>> 630 I BELIEVE. >> WE WILL HAVE THAT LETTER TO
THEM BEFORE THE MEETING. >> I WOULD HOPE TO HAVE THIS ON
THE NEXT 24 HOURS. >> WE WILL HAVE YOU
HAND-DELIVER. >> MANDY BAILEY WILL TAKE IT.
>> WE WILL DELIVER AND HAVE A BEFORE MAY 2 WHICH IS TUESDAY.
WITH THAT THERE IS A MOTION BY DIRECTOR SEKULA-GIBBS AND A
SECOND BY DIRECTOR BAILEY. >> WAS A DIRECTOR FRANK'S?
>> ALL THOSE IN FAVOR SIGNIFY BY SAYING I.
>> OPPOSED, THE MOTION PASSES THAT BRINGS US TO EXCITING NEWS.
IF YOU REFER TO PAGE 137 AND YOUR BOARD PACKET OR IPAD, WILL TURN 50 NEXT YEAR. ANOTHER IS A NUMBER OF RESIDENTS
HAVE LIVED HERE A LONG TIME. >> THEY ALL LIVE IN CAPSTONE.
WE WILL DISCUSS ARE GOLDEN ANNIVERSARY CELEBRATION AND SOME THOUGHTS. I WILL HAVE NICK PRESENT THE WOODLANDS AND DIRECTOR OF COMMUNITY RELATIONS TO PRESENT.
OUR PRESENT CEO MONIQUE SHARP THERE ARE ACTION ITEMS THAT WE WILL NEED TO ADDRESS. WITH THAT WE WILL START WITH YOU
NICK. >> THANK YOU VERY MUCH CHAIRMAN SNYDER AND GREETINGS DIRECTOR AS WELL.
EXCITING ACTIVITIES COMING UP. AS A BACKGROUND I THINK MOST OF US IN THIS ROOM ARE VERY EXCITED ABOUT THIS GOLDEN ANNIVERSARY OF THE WOODLANDS. BUT MAYBE A LOT OF PEOPLE DON'T KNOW AS WELL. VERY, VERY BRIEFLY JUST WANT TO SET THE STORY, ONE SIDE HERE MRD 70S BEGAN ACCUMULATING LAND IN HARRISON MONTGOMERY COUNTY IN OCTOBER THE 19TH 1974
[02:25:04]
OFFICIALLY BROKE GROUND ON THE WOODLANDS.IF YOU DO THE MATH RIGHT, NEXT YEAR AT THIS TIME OCTOBER THE 19TH 2024 IS THE 50TH ANNIVERSARY, WE HAVE BEEN DISCUSSING THIS INTERNALLY WITH OUR EXECUTIVE MANAGEMENT TEAM AND OTHERS AND TAKING A LOOK AT WHAT THAT MEANS AND WHAT THAT MEANS TO US AND WE WILL NEED YOUR DIRECTION, DISCUSSION AND MONIQUE WILL SPEAK TO THAT, THE PRESENTATION TOPIC VERY BRIEFLY TONIGHT TALKING ABOUT THE LOGO. IF YOU HAVE TO HAVE A LOOK AND FEEL FOR THE EVENT OF THE GOLDEN ANNIVERSARY.
THE EVENTS, BUDGET AND THE POURED ACTION AS WE SEE THAT.
A LOGO ATTEMPT WHICH IS ALWAYS THE MOST DIFFICULT THING TO DO IN MARKETING, THIS IS THE 50TH ANNIVERSARY LOGO THAT YOU WOULD SEE USED THROUGHOUT THE COMMUNITY IN A VARIETY OF WAYS.
SOME THINGS LIKE STREET POLE LIGHT DINNERS THAT WE SEE NOW THAT ARE USED EFFECTIVELY IN THE PROMOTION OF EVENTS.
BANNERS AS WELL WHERE YOU SEE THE COLLABORATION OF THE TOWNSHIP ON THIS PARTICULAR ONE BUT ALSO OTHER COMMUNITY GROUPS AS IS INCORPORATED THROUGH THE COLLABORATION OF GROUPS.
A LOT OF GROUPS ARE CELEBRATING 50TH ANNIVERSARIES NEXT YEAR.
DISHER INTO NEXT YEAR AS WELL. THI IS KIND OF A LOOK AND FEEL OF THAT. TO GIVE YOU AN IDEA IT'S A VERY SIGNIFICANT YEAR FOR US AND ASKED STAFF TO HELP THE BOARD CARRY OUT THE VISION AND THE DREAMS THAT YOU SEE ON THAT.
HAVE WHAT ARE SOME OF THOSE IDEAS AND HOW DO YOU GET STARTED ON THIS. OVERALL MESSAGING, BASICALLY TAGLINE, WHAT ARE WE TRYING TO ACCOMPLISH ON THIS GOLDEN UNIVERSITY THAT WILL NEED TO BE DETERMINED, WHAT WILL BE THE PLATFORMS THAT WILL BE USED TO CARRY OUT THE MESSAGING XG, VARIOUS MEDIUMS HERE, OR COMMUNITY MAGAZINE, MEDIA OUTLETS, SOCIAL MEDIA, WEBSITES, ET CETERA.
I WON'T GO THROUGH ALL OF THOSE BUT YOU GET THE GENERAL TRIP TO THAT. THE SCHEDULE AS WE SEE IT NOW IS A KICKOFF A YEAR-LONG KICKOFF IN OCTOBER 23, SOME TYPE OF ACTIVITIES TO BE DETERMINED. STARTING THIS AUGUST, NEXT AUGUST THE 50 DAY COUNTDOWN IN 2024, THE GRAND GALA EVENT, ALTHOUGH THESE THINGS TO BE DISCUSSED.
ACTUALLY NEVER THREE DATE IS OCTOBER THE 19TH.
THAT IS FORTUNATE FALLS ON A SATURDAY NIGHT NEXT YEAR 2024,
COULD NOT FALL ANY BETTER. >> GEORGE MITCHELL IS A GREAT PLANNER. OTHER IDEAS AND PROMOTIONAL CALENDAR THAT WAS MENTIONED HERE, FOCUS AREAS AND THINGS LIKE THE OVERALL HISTORY, THERE ARE A LOT OF RESIDENTS HERE THAT HAVE BEEN HERE FOR A COUPLE OF YEARS, FIVE YEARS, 10 YEARS EVEN MORE AND DON'T REALIZE WHAT THE HISTORY IS HERE AND WHAT WENT INTO THE PLANNING AND HOW VILLAGES ARE MORE CREATED, THE TOWNSHIP AND COMMUNITY PARTNERS WORKING IN COLLABORATION.
WE WON'T GO THROUGH ALL OF THESE BUT WILL GIVE YOU AN IDEA ON
THIS. >> IS THAT YOU AND THE HEADBAND
RIGHT BELOW. >> THAT'S WHAT I WOULD LOOK LIKE
IF I HAD A MUSTACHE. >> I WAS NINE YEARS OLD AT THE RIBBON-CUTTING TIME. I KINDA FEEL THAT WAY TOO.
FOR THE 50TH ANNIVERSARY THIS YEAR, WE HAVE IN THE BUDGET $50000 NEXT YEAR LOOKING AT GOING INTO THE BUDGET PROCESS WITH A PLACEHOLDER AT 200 AND THAT IS CERTAINLY SUBJECT TO
[14. Receive, consider and act upon the financial report;]
CHANGE AS THE BOARD SEES FIT GOING FORWARD.I THINK ALL OF US BELIEVE THAT THIS IS SOMETHING COMMUNITY PARTNERS, OTHER ORGANIZATIONS AND ANYBODY WANTS TO SPEAK TO THAT WILL WANT TO BE PART OF THIS GOLDEN ANNIVERSARY CELEBRATION. AT THIS POINT AND PENETRATED OVER TO PRESIDENT AND CEO MONIQUE SHARP.
>> GREAT LOGO. >> IT IS REALLY GOOD.
>> THANK YOU, AS MENTIONED WE PUT THIS TOGETHER AS A STARTING POINT FOR DISCUSSION FROM THE BOARD AND PART OF THAT COULD TAKE PLACE TONIGHT BUT ANOTHER PROCESS THAT WE OUTLINED HERE FOR YOUR CONSIDERATION, FIRST OF ALL WE WANT THE FULL BOARD TO BE ENGAGED WITH BEING ABLE TO OFFER IDEAS AND OPINIONS AND CERTAINLY YOUR APPROVAL ON ANYTHING DONE WITH THE 50TH ANNIVERSARY.
OUR INTENTION TO HAVE THIS AS A STANDING AGENDA ITEM THE 50TH ANNIVERSARY AT EACH OF OUR AGENDAS, SOMETIMES IT WOULD NOT BE NEEDED BUT THAT WAY IT WOULD ALWAYS BE THERE.
[02:30:03]
AS THINGS COME FORWARD AND WERE GOING TO THE PROCESS THAT THE BOARD WOULD BE FULLY ENGAGED IN THAT.SECOND, THE BOARD THEY WANT TO CONSIDER CREATING AD HOC 50TH ANNIVERSARY COMMITTEE THAT WOULD BE RESPONSIBLE FOR THE OVERALL COMBINATION OF THE 50TH ANNIVERSARY CELEBRATION OVER THE NEXT YEAR END A YEAR END A HALF AS WE PLAN INCLUDING THE GRAND GALA IN THE GRAND FINALE EVENT. THE OVERALL COMMITTEE COULD BE RESPONSIBLE FOR SPONSORSHIPS, PRESENTATIONS TO THE BOARD AND THE COMMUNITY AND ONCE PROJECTS WERE APPROVED THEN TURNED OVER THE APPROVED PROJECTS FOR STAFF AND IMPLEMENTATION.
AT LEAST WHEN WE WERE PUTTING TOGETHER A STAFF PERSPECTIVE THAT THE COMMITTEE WOULD BE MADE UP OF ONLY TOWNSHIP BOARD MEMBERS AND THE ONLY COMMITTEE YOU CAN HAVE THREE BUT IT WOULD BE A START AND OTHER COMMUNITY PARTNERS AS THIS COMMITTEE SAW FIT COULD BE BROUGHT INTO IT FOR THE ENTIRE COMMUNITY.
ALSO COULD HAVE THE POSSIBIITY OF SUBCOMMITTEES TO FOCUS ON SPECIFIC THINGS. WE LISTED A FEW APPEAR, PUBLIC RELATIONS RELATED TO IT, WE HEARD A LOT OF PEOPLE INTERESTED IN HAVING MERCHANDISE. DIFFERENT TYPES OF MERCHANDISE THAT WOULD BE AVAILABLE. THE MONTHLY FOCUS AREAS THAT WE TALKED ABOUT HAVING AN OVERALL COORDINATION.
AS YOU CAN SEE THE IDEAS THAT WE GENERATED WOULD INVOLVE ALL ASPECTS OF OUR COMMUNITY IN MANY DIFFERENT ORGANIZATIONS.
AGAIN FOR THE BOARD'S CONSIDERATION AND IF YOU DO WANT TO FORM A COMMITTEE OR SUBCOMMITTEE AT THIS POINT AS EARLY AS TONIGHT AGENDA TO APPROVE THE CREATION AS AN AD HOC COMMITTEE. THE OTHER THING WE HAVEN'T TALKED ABOUT, ALTHOUGH CERTAINLY STAFF TOWNSHIP STAFF GREAT PARKS AND RECREATION IS SPECIFIC SPECIAL EVENTS TEAM WEARILY STARTED TALKING ABOUT IN GENERAL.
A LOT OF THIS WAITING FOR THE DETAILS TO COME FROM THE BOARD.
ALSO AN EVENT OF THIS MAGNITUDE WOULD ALSO APPRECIATE SOME SUPPORT AND PRODUCTION HELP FROM OUR CONTRACT WERE ALREADY UNDER CONTRACT WITH SPECTRUM EVENTS WHO DOES WONDERFUL THINGS, NOT ONLY FOR THE TOWNSHIP BUT THROUGHOUT THE ENTIRE UNITED STATES. THAT WOULD BE ANOTHER ACTION ITEM WE ARE ASKING FOR TONIGHT FOR YOUR APPROVAL TO ENGAGE WITH
SPECTRUM ON THIS. >> QUESTIONS, COMMENTS? IF NOT, ONE WE ARE THANKFUL FOR EVERYTHING THAT STAFF HAS SAID.
I KNOW WE NEED A MOTION TO APPROVE, NOT APPROVED BUT CONSIDER APPROVING OUR EVENT SUPPORT, ALSO THE COMMITTEE, SUBCOMMITTEE, DO WE ALSO NEED A MOTION FOR THE LOGO?
ONE OF THE TWO. >> REALLY JUST FEEDBACK IF YOU HAVE ANY FEEDBACK ON THE LOGO BUT WE DON'T NEED A SPECIFIC
MOTION ON THAT. >> THEY COULD GO BACK INTO THE LOGO AND WILL MOVE ON TO THE TWO ACTION ITEMS.
>> WHO DID THE LOGO. >> HOWARD HUGHES THEIR PUBLIC
RELATIONS DID. >> ON THE PINE CONES IN THAT W
[15. Receive, consider and act upon Resolution No. 005-23, requesting that The Woodlands Township be added to the Houston-Galveston Area Council Transportation Policy Council as a voting member (as requested by Chairman Snyder and Vice Chairman Watson);]
>> ABSOLUTELY. >> THESE WERE THE TWO THAT HAD BEEN DISCUSSED. YOU CAN SEE ONE OF THEM, OBVIOUSLY VERY SIMILAR ONE OF THE PINECONES CONTAINED WITHIN THE CIRCLE AND THE OTHER ONE SORT OF CREATES THE MIDDLE CIRCLE SO WE CAN CERTAINLY USE FEEDBACK ON THAT IF YOU HAVE A PREFERENCE ONE WAY OR ANOTHER. AS YOU CAN SEE SOME OF THESE ALSO CAME FROM HOWARD HUGHES AS THEY WERE DOING THE LOGO TO GIVE US AN IDEA. I WHICH IS WHAT THEY USED.
>> THAT IS MY PREFERENCE AS WELL.
>> I AGREE. >> UNTHANKFUL OF THE PRESENTATION AND WERE SO FORTUNATE TO LIVE IN A COMMUNITY
THAT IS TURNING 50 THIS YEAR. >> SPEAKING OF SPECTRUM AND NO ONE HAS GONE TO THE FACILITY BEFORE IT IS LIFE-CHANGING.
WHAT THEY CAN DO, LIKE YOU DECIDE.
>> I THINK THE STAFF NEEDS AN PERMISSION TO GO AHEAD AND ENGAGE THEM TO ASSIST IN IT FOR ALREADY MOVING FORWARD I RECOMMEND THAT WE DO THAT TONIGHT SO THE CONSULTING CAN
CONTINUE. >> WE WOULD APPRECIATE THAT.
>> I MAKE A MOTION THAT WE APPROVE FOR STAFF TO ENGAGE THEM AND MOVE FORWARD WITH THEIR ASSISTANCE.
>> SECOND. >> IT'S BEEN MOVED BY DIRECTOR
[02:35:01]

THANK YOU MONIQUE. MY ROLE AS CHAIR OF THE AUTHORITY TO APPOINT INDIVIDUALS.
I HAVE NOT HEARD FROM EVERYONE. BUT I'VE HEARD FROM SEVERAL.

AS MONIQUE SAID THREE BOARD MEMBERS CAN WORK WITH STAFF AND I'M APPOINTING DIRECTOR NELSON, DIRECTOR BAILEY AND MYSELF ARE THAT FOR SUBCOMMITTEES, PUBLIC RELATIONS. I KNOW DIRECTOR FRANKS HAS A LONG HISTORY OF IN PUBLIC RELATIONS.
THE DIRECTOR GIVES. I KNOW THIS IS ALL NEW TONIGHT.
BUT SOMEONE WHO HAS TALKED TO ME ABOUT MONTHLY ACTIVITIES WAS DIRECTOR WATSON. WE WILL BE HERE.
WOULD YOU BE INTERESTED IN DOING THE MERCHANDISE?
>> WHATEVER YOU NEED. >> WE WOULD ALL HAVE A ROLE IN WE WOULD ALSO TALK ABOUT THIS. IT IS HIS OPEN SESSION, NOT AN EXECUTIVE. WE WOULD ALSO ENGAGE COMMUNITY MEMBERS TO BE A PART, IT HAS TAKEN NOT ONLY THE TOWNSHIP BOARD BUT THE WCA, THE TWC A, THE VILLAGE ASSOCIATION, THE RESIDENCE AT LARGE SO WE WANT TO ENSURE THE ENTIRE COMMUNITY HAS
THE OPPORTUNITY. >> AT THE QUESTION ABOUT THE $200,000, IS THAT COMING FROM THE WOODLANDS TOWNSHIP BUDGET?
>> SO VISIT THE WOODLANDS IS NOT PART OF THE 200,000?
>> THAT'S STRICKLER FROM THE TOWNSHIP.
>> AND SOMETHING THAT WE CAN LOOK IN MAY OR AMEND AS WE MOVE FORWARD, THE PREVIOUS BOARD THAT DIRECTOR MILNER AND DIRECTOR SEKULA-GIBBS THAT WE APPROVE $50000 FOR THIS, THOSE OF YOU THAT MAY NOT REALIZE OUR FIRE DEPARTMENT TURNS 50 IN OCTOBER.
THEY ARE VERY PATIENTLY WAITING FOR US TO ANNOUNCE THAT IT IS
THERE 50TH ANNIVERSARY. >> OCTOBER IS FIRE SAFETY MONTH,
AND LINES UP PERFECTLY. >> ANY OTHER COMMENTS? WE WILL WORK WITH STAFF, I KNOW PR IS A BIG ONE AND DIRECTOR BRINKS I ASSUME WILL WORK WITH THE COMMUNITY AND COMMUNICATIONS DIRECTOR AS WELL AS MR. WALDORF. WE ARE GOOD.
>> AND WE CAN HAVE A MOTION TO APPROVE THE CREATION OF THE COMMITTEE AND TO AFFIRM YOUR APPOINTMENTS, THAT WOULD BE
[16. Receive, consider and act upon a proposal for the Bear Branch Park Sprayground (C-2023-0135);]
>> SECOND. >> IT IS BEEN MOVED AND SECONDED READ ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
OPPOSED, MOTION PASSES. WE WILL REACH OUT TO DIRECTOR MILNER AND SEE WAS HIS PLEASURE MIGHT BE.
THE NEXT AGENDA ITEM IS AGENDA ITEM 14.
OUR FINANCIAL REPORT. WE HAVE A LOT OF GOOD NEWS AND IS NOT VERY LONG TO SAY THAT WERE DOING REALLY WELL.

WELCOME JOHN. >> GOOD EVENING BOARD OF DIRECTORS. MY BIG ENTRANCE.
[17. Receive, consider and act upon an Annexation and Assignment Instrument related to Aria Isle;]
EVERYTHING IS AS GOOD AS NORMAL. WE ARE DOING REALLY GOOD.>> JOHN. >> THANK YOU BACKWARD DOING VERY WELL AS EXPECTED IN THE PAST FEW MONTHS, THIS IS WHAT WE HAVE ACHIEVED. IF WE DRILL DOWN ON THAT, YOU WILL NOTICE FOR TAX COLLECTIONS WERE $2.1 MILLION OVER BUDGET, 1.9 ABOUT BEING SALES TAX COLLECTED IN EXCESS OF WHAT WE
[02:40:04]
BUDGETED IN 200,000 FOR EVENTS AND EMISSIONS TAX THAT WE COLLECTED IN OVER BUDGET. IN ADDITION WE HAVE ABOUT $160,000 IN HOTEL TAX TRANSFERS TO FUND CVD WHICH IS OVER BUDGET. AND WE COLLECTED $1.6 MILLION IN PROPERTY TAX IN ADVANCE OF WHEN WE HAD THAT BUDGETED PRODIGIOUS MEANS RECOLLECTING A LITTLE FASTER THAN WHAT WE EXPECTED.IN ADDITION WE HAVE $1.4 MILLION IN OTHER REVENUE WHICH IS PRETTY MUCH TIED TO THE HIGHER INTEREST RATES WERE LEARNING ON OUR INVESTMENTS IN THE PROGRAM REVENUE.
IF YOU LOOK AT OUR EXPENSE SIDE IT'S A GOOD PICTURE AS WELL PAID WE SPENT $22.7 MILLION IN EXPENSES ON THE GENERA FUND IN OUR BUDGET WAS 24.3 WE HAVE% $1.6 MILLION IN FAVORABLE
