HE GAVE US SOME INFORMATION ABOUT HIMSELF AND GAVE US A BRIEF UPDATE ON THE TOWNSHIP ACTIVITIES. OUR SCHOLARSHIP APPLICATION HAS BEEN POSTED AND WE ENCOURAGE HIGH SCHOOL SENIORS TO APPLY FOR ONE OF OUR SCHOLARSHIPS. THE DEADLINE IS FRIDAY, MARCH 17 AT MIDNIGHT. THANKS TO DIRECTOR SEKULA-GIBBS AND TO DR. NUNES, THEY SENT ME MESSAGES ABOUT THE MEETING FROM TXDOT ON STATE HIGHWAY 242 FROM 1488 TO I 45 PROJECT.

THE MEETING IS THURSDAY, MARCH 9, FROM 5 TO 7:30 AT THE WOODLANDS COLLEGE PARK HIGH SCHOOL MATERIAL WITH A VIRTUAL OPTION AVAILABLE BEGINNING TUESDAY, MARCH 7 THROUGH FRDAY, MARCH 24. AFTER RECEIVING A LOT OF FEEDBACK FROM THE PUBLIC AND COMMUNITY STAKEHOLDERS, TXDOT DID ANNOUNCE THAT THEY WOULD MODIFY THEIR PROPOSAL TO MAKE IMPROVEMENTS WITHIN THE EXISTING ROADWAY AND AT RELEVANTINTERSECTIONS.

TXDOT HAS ANNOUNCED THAT THEY WILL HOLD, AS MARIANNE SAID, A PUBLIC MEETING ON THE MODIFIED PROJECT .

THERE WILL BE VIRTUAL MEETINGS WITH A PUBLIC MEETING IN PERSON WILL BE MARCH 9, 2023 WILL STOP AND THEY WILL GIVE AN UPDATE AT THAT TIME. IT WILL BE HELD AT COLLEGE PARK HIGH SCHOOL. BUT THIS AGENDA ITEM THIS EVENING WILL GIVE AN UPDATE ON TXDOT'S PLANNING EFFORTS AND INFORMATION REGARDING THE UPCOMING PUBLIC MEETING.

LAST SPRING AS MENTIONED, TXDOT PROPOSED WIDENING PROJECT THAT WOULD ADD ONE ADDITIONAL TRAVELING EASTBOUND AND WESTBOUND ON THE CORRIDOR. THIS IS A PUBLIC MEETING NOTICE FOR THE UPCOMING MEETING. AT THE LIMITS REMAIN THE SAME.

IF YOU LOOK AT THE MAP, YOU HAVE THE UPPER NORTHWESTERN CORRIDOR SEGMENT STARTING AT 1488 AND IT RUNS EASTBOUND TWO TERMINUS AT 545. THAT'S THE LENGTH OF THE PROJECT CORRIDOR. AGAIN, AT THE TIME TXDOT PROPOSED A WIDENING OF THE ROADWAY.

ONE ADDITIONAL TRAVEL LANE IN EACH DIRECTION.

THEY WERE GONNA PROVIDE RAISED MEDIANS IN THE CENTER.

ALSO AT THE TIME, CALLED FOR THE POTENTIAL WITH COMMUNITY INVOLVEMENT AND VOTE OF SOUND WALLS AS WELL AS THE NEED FOR THREE DETENTION FACILITIES ALONG THE CORRIDOR FOR WATER DETENTION. TXDOT HAD A PUBLIC MEETING IN JUNE OF LAST SUMMER, RECEIVED SIGNIFICANT PUBLIC FEEDBACK AT THAT MEETING, AS WELL AS THROUGHOUT THE REMAINDER OF THE PUBLIC COMMENT PERIOD. TXDOT ALSO WAS GRACIOUS TO COME TO THE TOWNSHIP BOARD AND WERE PRESENT ON TWO DIFFERENT OCCASIONS, HIGHLIGHTING THIS PROJECT AND ANSWERING QUESTIONS AFTER THE PUBLIC MEETING REGARDING THE SCHEMATICS AND SOME OF THE DETAILS THAT WERE PROVIDED.

SO OUR BOARD AND RESIDENTS DURING PUBLIC COMMENT WERE ABLE TO GET FEEDBACK. IN RESPONSE TO THE FEEDBACK, THERE WERE SOME STATE OFFICIALS AND OTHERS WHO WEIGHED IN AS WELL. AS RECEIVING THE PUBLIC FEEDBACK, WITHIN A FEW DAYS OR WEEK OR SO, TXDOT ANNOUNCED THEY WOULD MODIFIED THE DESIGN OF THE PROJECT BASED ON THAT FEEDBACK. INSTEAD OF HAVING AN ADDED CAPACITY PROJECT, WE WILL NOW HAVE A NON-ADDED CAPACITY PROJECT. IT MEANS THEY WON'T ADD THE ADDITIONAL EASTBOUND-WESTBOUND TRAVELING.

THEY WILL USE EXISTING RIGHT-OF-WAY.

THEY WILL BE MAKING LEFT AND RIGHT HAND TURN IMPROVEMENTS AT 13 INTERSECTIONS ALONG THE CORRIDOR, WHICH PUBLIC AND

OTHERS RECOGNIZE WERE NEEDED BASED ON FUTURE MOBILITY NEEDS.

IN ADDITION, TXDOT ANNOUNCED THEY STILL NEED SOME DETENTION FACILITY. SO WHEREAS THE ORIGINAL PROJECT HIGHLIGHTED THE NEED FOR ABOUT 21 ACRES OF DETETION FACILITY, THAT NUMBER HAS BEEN REDUCED TO ABOUT HALF AT THIS POINT.

TO ABOUT 10, A LITTLE UNDER 11 ACRES.

BECAUSE THERE WAS NO LONGER ADDITIONAL LANES BEING PUT IN ALONG THE CORRIDOR, THERE WILL NOT BE A NEED FOR ANY NOISE BARRIERS OR SOUND WALLS AS PART OF THE ENHANCEMENTS THAT THEY INTEND TO MAKE. IN REGARDS TO THAT, TXDOT HAS BEEN MENTIONED A COUPLE TIMES NOW, IS GOING TO BE HOLDING THE NEXT ROUND OF PUBLIC MEETINGS AND ALLOWING PUBLIC COMMENT ON THE NEW MODIFIED DESIGN. SO THE VIRTUAL PUBLIC MEETING, ONE OF THE THINGS THEY HAVE ADOPTED IN THE LAST COUPLE OF YEARS, IS THE ABILITY TO VIEW THESE MATERIALS FROM YOUR HOME OR WHEREVER IS CONVENIENT FOR YOU.

I WILL TELL YOU THIS UPDATE IS GOING TO CONSIST OF NOTHING THAT YOU DON'T ALREADY KNOW. THAT'S RD BEEN DISCLOSED.

THERE IS NOTHING NEW. JUST AS A REMINDER, THE LAW ENFORCEMENT AGREEMENT THAT WE HAVE WITH MONTGOMERY COUNTY FOR SUPPLEMENTAL SERVICES COVERS, IDENTIFIES THE 92 PERSONNEL THAT ARE DEDICATED FOR PATROL SERVICES WITHIN OUR COMMUNITY.

AND THE TOWNSHIP FUNDS. WE ALSO FUND THE VEHICLES RELATED TO THAT. WE FUND AN OVERTIME PROGRAM AND WE FUND FUEL. THOSE ARE ALL COVERED WITHIN THE CONTRACT. THERE'S ONLY TWO WAYS TO AMEND THE CONTRACT. ONE IS EITHER PARTY CAN GIVE 180 DAYS NOTICE BEFORE THE RENEWAL PERIOD WHICH IS ON JANUARY 1. WE ARE FOLLOWING THE CALENDAR YEAR.

THE CURRENT CONTRACT WE ARE UNDER STARTED ON JANUARY 1 OF 2021 AND RUNS THROUGH 2025 -- DECEMBER 31, 2025.

SO IF NEITHER PARTY DOES NOTHING, THE TOWNSHIP DOESN'T WANT CHANGES OR THE COUNTY DOESN'T REQUEST CHANGES, THIS WILL CONTINUE EACH YEAR UNTIL 2025.

SO MY QUESTION IS, DURING THESE MONTHLY MEETINGS THAT YOU ENJOY AND THAT SEEMED TO BE VERY PRODUCTIVE FROM A SERVICE STANDPOINT, HOW ARE THEY ADDRESSING THE FACT THAT THIS SEEMS TO HAVE BEEN THE BOTH FUNDED. IT'S FUNDED BY THE TAXPAYERS OF THE WOODLANDS AND ITS FUNDED BY THE TAXPAYERS OF THE COUNTY.

SEKULA-GIBBS, BECAUSE YOU BROUGHT THIS UP TODAY. FOR POLITICAL POINTS OR TRYING TO FIND A SOLUTION TO A PROBLEM THAT DOESN'T EXIST.

THAT THEY WERE FORCED TO FUND THAT MONEY IN THEIR BUDGET.

WE MET OUR CONTRACTUAL OBLIGATIONS, AS WE WERE REQUIRED, AND WE PAID FOR THOSE SERVICES.

I HAVE NEVER SPOKEN TO A SINGLE PERSON IN THIS COMMUNITY WHO TAKES ISSUE WITH THE LAW ENFORCEMENT THAT WE HAVE.

NOR WOULD THEY WANT TO JEOPARDIZE IT WHEN WE HAVE THE ABILITY TO FUND IT AND HAVE MUCH BETTER LAW ENFORCEMENT AND PUBLIC SAFETY THAT MOST EVERYONE.

WE JUST WENT THROUGH FINANCIALS.

WE ARE EXTREMELY BLESSED. THERE'S NO GREATER PLACE TO SPEND OUR MONEY THAN TO PROTECT OUR RESIDENTS.

SO I DON'T UNDERSTAND WHY WE ARE TRYING TO MAKE AN ISSUE OF SOMETHING THAT DOES NOT EXIST. IF YOU BELIEVED THAT THE COUNTY DID SOMETHING WRONG, GO THE COUNTY, BUT NOT ON BEHALF OF THE TOWNSHIP. BECAUSE I BELIEVE THIS BOARD FEELS OUR CONTRACT IS DOING WELL.

I'VE SPOKEN WITH COMMISSIONER NOVAK ABOUT THIS.

I SPOKEN TO THE OTHER LAW ENFORCEMENT FOLKS.

THE FUNDING? >> I LET HIM SPEAK FOR HIMSELF, BUT I CAN TELL YOU WHAT HE SAID IS EFFECTIVELY WHAT I REITERATED TONIGHT. THEIR HAND WAS FORCED BY PRIOR BOARD MEMBERS TO FEEL LIKE THEY HAD TO HAVE FUNDING AVAILABLE IN THE EVENT THE TOWNSHIP REFUSED TO FUND THAT CONTRACT.

THE TOWNSHIP WOULD HAVE BEEN IN VIOLATION OF THEIR CONTRACTUAL OBLIGATIONS, WHICH IS A WHOLE ANOTHER ISSUE.

HOWEVER, THEY HAD TO MAKE PROVISIONS IN THAT INSTANCE.

THEY WERE LED TO BELIEVE AT THE TIME OF THEIR BUDGETING PROCESS THAT THAT COULD HAPPEN. SO THEY HAD TO DO IT.

THEY DIDN'T WANT TO DO IT, AND ULTIMATELY THEY DIDN'T HAVE TO USE THOSE FUNDS. AND THOSE FUNDS ARE STILL PUBLICLY AVAILABLE FOR THE TAXPAYERS.

I THINK IT'S RELATIVELY SIMPLE. AND AS FAR AS I'M CONCERNED, AND PERHAPS THIS IS A CONTRACTOR LAWYER DUMB ACADEMIC CONTRACT LAWYER IN ME, UNLESS THERE HAS BEEN A NOTICE AND WE ARE ACTING ON THE NOTICED AMENDMENT, WHICH NOBODY HA EVER DELIVERED, THEN THERE IS NO ISSUE.
