THIS EVENING, TO GIVE OUR INVOCATION IS MR. JERRY YORK FROM THE BAHAI OF MONTGOMERY COUNTY SOUTH.

JERRY AND HIS LOVELY WIFE PEGGY HAVE LIVED IN THE WOODLANDS SINCE 2002. HE IS A RETIRED UNITED AIRLINES PILOT, HAVING SERVED WITH THE AIRLINE FOR 28 YEARS.

HE AND HIS WIFE ARE MEMBERS OF F THE BAHAI FAITH, AND MR. YORK SERVES AS THE SECRETARY ON THE LOCAL SPIRITUAL ASSEMBLY OF THE BAHAI OF MONTGOMERY COUNTY SOUTH.

THE LOCAL SPIRITUAL ASSEMBLY IS COME POSED OF NINE MEMBERS WHO ARE ELECTED ANNUALLY. THEY ADMINISTER THE AFFAIRS OF THE BAHAI COMMUNITY. THE BAHAI FAITH IS ESTABLISHED IN MORE THAN 100,000 LOCALITIES AND VIRTUALLY EVERY COUNTRY AND TERRITORY AROUND THE WORLD. MR. YORK.

THESE HEARTS ARE RADIANT WITH THY LOVE.

I KEEP DROPPING THIS WATER. THE PROS MAY BE... I THOUGHT ABOUT IT. I WAS, LIKE, WELL, WE LIVED IN THIS NEIGHBORHOOD FOR 13 YEARS. MY KIDS GREW UP.

THEY WERE BORN HERE AND YOU KNOW, WE NEVER HAD ANY ISSUE.

IT IS A SMALL RESIDENTIAL COMMUNITY.

IT IS SMALL. IT IS SURROUNDED BY HOMES.

INDIVIDUAL... WE ARE NOT... THERE HAS NEVER BEEN AN ISSUE. FROM TODDLERS TO GROWN-UPS.

IF SOMEBODY NEEDS TO GO TO THE REST ROOM, EVERYBODY WAS WITHIN FIVE MINUTES. THE NEGATIVE CONSEQUENCES THAT THESE BATHROOMS MAY BRING. THEY WOULD HAVE TO CUT MORE TREES TO BUILD IT. B, IT IS GOING TO BE INTRODUCING

POTENTIAL FOR DRUG DEALERS TO HIDE.

ESSENTIALLY. AND IS THIS A CONCERN? MAYBE. MAYBE NOT.

THE NEIGHBORHOOD WILL BE DRI DRIVERS, AMAZON PEOPLE USING THE BATHROOM. I MENTIONED A HIDDEN PLACE.

AS YOU ARE AWARE, THERE IS DATING WEBSITES.

INCLUDING THAT THEY MEET TO H HAVE... TO PARK AND USE BATHROOMS. TO DO THEIR FUN ACTIVITIES.

RIGHT? WE DON'T WANT THAT IN OUR NEIGHBORHOOD AS WELL. SO ULTIMATELY, THOSE ARE SOME OF THE CONCERNS. QUITE HONESTLY, MY KIDS WOULD NEVER... EVEN IF THEY HAD THE CHOICE, GO TO A PUBLIC BATHROOM VERSUS, YOU KNOW, GOING HOME. THEY WOULD GO HOME.

SO WITH ALL OF THAT, I WAS JUST THINKING THAT THERE IS A BETTER WAY TO APPROPRIATE... IT IS ABOUT $250,000.

HONESTLY, WE DON'T NEED IT. I ENJOY... THOSE BATHROOMS MAY BRING PEOPLE FROM OUTSIDE OF THE COMMUNITY.

WE ENJOY SAFETY. WHEN MY SON GOES TO PLAY IN THE PARK. I HAVE NO CONCERNS.

MOSTLY WE KNOW OUR KIDS GREW UP WITH NEIGHBORS.

WE KNOW THIS IS THE TYPE OF COMMUNITY WHERE EVERYBODY KNOWS.

I HOPE I'M NOT EXCEEDING. SO BASICALLY, WHEN I LOOKED AT THE PROS AND CONS, A, WE DON'T NEED IT.

LET'S SAVE THIS MONEY. THE KIDS' PLAYGROUND HAS BEEN BROKEN OVER A YEAR. THE KIDS DON'T HAVE THE SWINGS.

LET'S SPEND MONEY ON THAT, YOU KNOW? THAT IS MORE USEFUL AND PRACTICAL, QUITE HONESTLY.

THAN TO HAVE THIS... LET'S SAVE THE TREES.

LET'S NOT CUT ANY MORE TREES. AND ALREADY... YOU KNOW, A SMALL PARK. TO BUILD THESE BATHROOMING.

I HAVE BEEN DOING WOODLANDS WATCH FOR 27 YEARS IN THE NEIGHBORHOOD. ALTHOUGH I'M NOT DOING THIS AS A WOODLANDS WATCH COORDINATOR, PEOPLE COME TO ME.

SO AS SOON AS WE GOT THE LETTER, I GOT A LOT OF PEOPLE COMING TO ME, AND GIVING THEIR TWO CENTS ON THIS.

THERE IS MAYBE THREE PEOPLE THAT I KNOW OF WHO WERE FOR THE REST ROOMS. ONE IS A RUNNER.

ONE IS SOMEONE WHO IS NEW IN THE NEIGHBORHOOD.

WHO WAS THE THIRD ONE? ANYWAY, IT WAS THREE PEOPLE.

I HAD A MEETING WITH DR. SHELLEY LAST WEEK IN THE PARK WHEN SHE SAID SHE WOULD LIKE TO SEE OUR PARK.

I DIDN'T EVEN TELL MORE THAN TWO PEOPLE, AND 26 SHOWED UP.

YOU CAN TELL THAT IT IS SOMETHING THAT IS CONCERNING PEOPLE. ALL 26 WERE AGAINST HAVING THE REST ROOMS. THE STUDY THAT WAS DONE ABOUT THE REST ROOMS... WE ALREAD TALKED ABOUT IT.

IT WASN'T A SCIENTIFIC STUDY. WE NEED MORE DETAILS TO GET A PROPER STUDY. I HAVE A WHOLE LIST OF POINTS THAT PEOPLE HAVE ASKED ME TO MENTION.

BORIS MENTIONED THE SAFETY WITH DRUGS.

THE YEAR THAT THE HIGH SCHOOL OPENED, THERE WAS A DRUG PRO PROBLEM. WE HAVE BEEN THROUGH THAT ALREADY. IT WAS A LOT OF US NEIGHBORS WHO ACTUALLY HELPED TO GET RID OF THAT.

IT IS ALREADY HARD FOR NEIGHBORS TO GET ON TO THE COURTS.

THE COURTS ARE NOW... THEY ARE BEING RESERVED WITH MONEY.

AND SOME PEOPLE ARE RESERVING FOR TWO HOURS.

OUR KIDS CAN'T EVEN GET ON TO THE COURTS AT NIGHT.

AND I KNOW WHAT PEOPLE ARE LOOKING FOR BECAUSE I PLAY PICKLEBALL AN TENNIS. THEY ARE LOOKING FOR REST ROOMS IN A PARK WHEN THEY RESERVE. THAT WILL JUST INCREASE WITH THAT. MY KIDS GREW UP, FOUR KIDS UTAH UP WITH THAT PARK. THEY WERE ABLE TO GO DOWN TO THE PARK AND PLAY ON THE COURTS. KIDS CANNOT GET ON ANYMORE.

THE PARKS THAT HAVE REST ROOMS, THEY ARE ON MORE MAJOR STREETS.

I'M THINKING OF PARKS LIKE SHADOW BEND.

MEADOW LAKE. THOSE ARE THE PARKS THAT ARE ON MAIN STREET. WE ARE IN THE MIDDLE OF THE NEIGHBORHOOD. AND YOU HAVE TO GO RIGHT IN FRONT OF HOUSE THAT IS HAVE KIDS.

AND THE PEOPLE WHO LIVE ON CAPSTONE CIRCLE, THEY ALREADY HAVE TO CROSS THE STREET TO GET TO THE PATH TO GET TO THE PARK.

THEY HAVE A HARD TIME GETTING OUT WITH THEIR CARS.

AND THE KIDS HAVE TO CROSS STREETS.

SO THIS WOULD JUST BRING IN A LOT MORE TRAFFIC.

SOMETIMES THERE IS LOUD MUSIC. THERE ARE HOUSES THAT EVEN ATTACHED TO THE PARK AND ARE ACROSS THE STREET.

AGAIN, IT BRINGS IN MORE IF WE HAVE REST ROOMS. PARKING IS OFTEN AN ISSUE. EVEN THOUGH WE DON'T HAVE PICKLEBALL COURTS, PEOPLE ARE COMING IN AND PLAYING PICKLEBALL. SINCE I PLAY TOO, WE HAVE 18 CARS IN A PARK WHEN WE ARE PLAYING PICKLEBALL.

AGAIN, EVERYBODY IS JUST PARKING ON THE STREET.

WHEN YOU HAVE THAT. TRAFFIC WILL INCREASE.

THE PARKS THAT HAVE THE REST ROOMS, WE KEEP HEARING... I DON'T KNOW HOW MUCH IS TRUTH TO IT.

WE KEEP HEARING THAT THEY DO HAVE A HIGHER NUMBER OF CAR THEFTS AND BURGLARIES. THAT IS A CONCERN.

SOME PEOPLE WERE CONCERNED ABOUT POSSIBLE SEX ACTIVITY.

AGAIN, WE ARE RIGHT BY THE HIGH SCHOOL THERE.

SOME CONCERNS WERE THE FINANCES. THERE IS THE HIGH COST OF BUILDING THE REST ROOMS. AND AGAIN, AS BORIS SAID, TOO, IT COULD BE USED ELSEWHERE. LIKE HE SAID, TOO, OUR COMPLAINED, IT HAS NOT BEEN A FUNCTIONAL PLAYGROUND FOR A WHILE. I KNOW IN 2024, THERE IS A PLAN, BUT THAT IS STILL OVER A YEAR AWAY.

OUR KIDS DON'T HAVE THE PROPER PARK PLAYGROUND.

I HAVE GRANDCHILDREN NOW, TOO WHO GO TO THE PARK.

AND IT IS IT IS NOT AN ISSUE, TO NOT HAVE A REST ROOM.

I HAVE TAKEN DIAPERS WITH ME IN CASE.

BUT IT HASN'T BEEN AN ISSUE. AGAIN, 27 YEARS, AND NEVER AN ISSUE. I THINK THAT IS ALL THE MAIN POINTS. PEOPLE ARE CONCERNED ABOUT SENDING THEIR KIDS TO THE PARK IF THERE IS A REST ROOM.

I HAVE TO GO ACROSS THE STREET IN ORDER TO GET TO CAPSTONE.

27 YEARS IN CAPSTONE, WE NEVER HAD A PARK BEFORE.

I HAVE A 25-YEAR-OLD DAUGHTER THAT GREW UP AT THAT PARK.

THE ISSUES THAT I HAVE IS I AM THE POLICE.

I HAVE CAMERAS, ZOOM CAMERAS ON MY HOME.

THE ENTRANCE IS RIGHT INTO THE PARK.

AND I HAVE A PERFECT VIEW OF EVERYTHING.

I MEAN, I JUST CALLED TWO DAYS AGO BECAUSE I TALKED TO ONE OF THE ASSOCIATES HERE BECAUSE ONE OF THE MAJOR LIGHTS INSIDE THE PARK WAS OUT. AND THEY SAID THAT THEY WERE GOING TO DO A WORK ORDER. YOU GUYS ARE REALLY GOOD AND EFFICIENT ON THAT. I HOPE THAT YOU GUYS UNDERSTAND THAT WE NEED TO LISTEN TO THE CITIZENS, AND THIS WILL DRASTICALLY AFFECT OUR NEIGHBORHOOD ALONG WITH MORE CRIME, MORE PEOPLE SPEEDING DOWN OUR STREET.

IT IS 20 MILES AN HOUR ON OUR STREET.

AND IN THE MORNINGS, AT 7:15, IF YOU GO DOWN OUR STREET, YOU SEE ALL THE TRAFFIC CUTTING THROUGH. TO GO TO THE HIGH SCHOOL.

IT IS THE SAME WAY GOING BACK. IT IS GOING TO BE MORE TRAFFIC IN OUR NEIGHBORHOOD. AND I JUST THINK THAT YOUR MONEY CAN BE SPENT OTHER ISSUES. I HAVE CALLED NUMEROUS TIMES OVER 25 YEARS, I HAVE THE DIRECT PHONE NUMBER TO THE PARK DISTRICT AND THE DIRECT NUMBER TO THE EMERGENCY 24-HOUR... YOU KNOW, FOR THE POLICE BECAUSE I HAVE CAUGHT PEOPLE HAVING SEX UP THERE AT THE PARK. I HAVE CAUGHT PEOPLE DOING DRUG DEALS. ONE TIME THERE WAS AN UNDERCOVER COP UP THERE. I ACTUALLY CALLED THE POLICE ON THE UNDERSTOOD COVER COP. THEY KNOW WHO I AM.

AND THAT IS THE MAIN REASON WHY SERGEANT FINLEY THAT USED TO BE THE MAJOR POLICE OFFICER HERE, HE WOULD SAY, "ANN, YOU HAVE TO PUT CAMERAS. THEY KNOW WHO YOU ARE." AND IT IS ACTUALLY... IT WORKS OUT.

BECAUSE I JUST FEEL MORE SAFER. I THINK THAT WE CAN SPEND OUR MONEY WISELY ON OTHER ISSUES, TAKING CARE OF WHAT WE ALREADY

WITH SAFETY, RELIABILITY, AND RESILIENCE OF OUR ELECTRIC AND NATURAL GAS SYSTEMS. WE CURRENTLY SERVE 2.8 MILLION CUSTOMERS HERE IN THE GREATER HOUSTON AREA.

AND SOUTHWEST INDIANA. AS YOU KNOW, MOST OF THE SERVICE HERE IN HOUSTON IS ELECTRIC. SO WE HAVE SOLAR GENERATION IN INDIANA, UP TO 700 TO 1,000 MEG WATTS.

300 OF THAT IS WIND. I DON'T KNOW IF THERE ARE CURRENT PLANS TO BRING GENERATION HERE TO TEXAS.

AND THE REAL REASON WHY I'M HERE IS CUSTOMER OUTAGES.

IT WAS VERY FRUSTRATING. EVERYBODY WANTS RELIABLE POWER.

I'M GOING TO GIVE YOU THE UPDATE ON SOME THINGS WE HAVE BEEN DOING. CREEKSIDE COMMUNITY IS PRIMARILY SERVED BY TWO OVERHEAD CIRCUITS. THAT TIES INTO SIX OTHER CIRCUITS. THE KIRKENDALE SUBSTATION SERVES THE MAR JOY OF THE CREEKSIDE PARK.

THE SUBSTATION CAN TIE TO 41, 42, 45 AND 46.

THAT ALLOWS US TO SWITCH CIRCUITS AROUND IN A POWMER OUTAGE. WE CAN BACK THE CUSTOMERS.

WE HAVE SOME DATES FOR OUTAGES. I ONLY GAVE A FEW HERE THAT IS GREATER THAN A MINUTE. I START FROM THE OLDEST TO THE RECENT. NOVEMBER 1, WE HAD A 12-MINUTE OUTAGE DUE TO TREE CLEARANCE. AS WELL AS A FALLEN TREE ON A LINE. NOVEMBER 11, TWO OUTAGES DUE TO STRONG WINDS. NOVEMBER 14, LIGHTNING STRIKE.

NOVEMBER 15, WE HAD TO REFUSE A TERMINAL POLE DUE TO AN UNKNOWN EVENT. THEY WEREN'T ABLE TO IDENTIFY THAT. ON JANUARY 9, WE HAD A SWITCHING CABINET BURNED UP. WE JUST GOT FEEDBACK ON THAT THIS MORNING. I WASN'T ABLE TO BRING BACK WHAT CAUSED THAT BURNUP. I COULD PROVIDE THAT.

SO DUE TO ONGOING OUTAGES, WE HAVE A TEAM DOING INSPECTION OF ALL OF THE SUBSTATIONS. WE HAVE 7 WORK ORDERS TO COMPLETE TREE-TRIMMING THAT CAUSED THE MAJORITY OF THE PROBLEMS. THREE OF THEM... THREE MORE WORK ORDERS TO BE ISSUED TO ADDRESS POTENTIAL PROBLEMS. SO IT WASN'T A PROBLEM THAT CAUSED THE OUTAGE.

IT COULD BE A POTENTIAL IN THE FUTURE.

AND OUT OF THOSE WOULD BE COMPLETED BY THE FIRST QUARTER, IFST WE STARTED TO TREE-TRIM THE WHOLE ENTIRE CIRCUIT THAT CONSISTS OF 13.23 MILES. 7 WORK ORDERS HAVE BEEN IDENTIFIED. ALL OF THOSE WILL BE COMPLETED BY THE FIRST QUARTER OF THIS YEAR.

AND SOME OF THESE WORK ORDERS, WHEN WE COMPLETE IT, IT WILL REQUIRE ADDITIONAL OUTAGE. THAT IS JUST A SAFETY PRECAUTION. SO OUR CREWS CAN COMPLETE THEM SAFELY. ALL RESIDENTS WILL BE GIVEN TWO WEEKS NOTICE OF THOSE OUTAGES. AND IN ADDITION TO THOSE, WE HAVE A MEETING SET UP WITH THE WOODLANDS TOWNSHIP FOR TREE-TRIMMING, FOR TREES IN THE BACK OF THE POND SUBDIVISION, I BELIEVE. THAT IS SCHEDULED FOR TWO WEEKS FROM NOW. AND Q-AND-A.
