ABOUT BUT, I WOULD LIKE TO SAY A FEW THINGS ABOUT THE POLITICAL ATMOSPHERE. MANY BOARDS IN THE PAST STUDIED AND SPENT TIME FOR STUDYING CORPORATION. SO, A LITTLE BACKGROUND ABOUT MYSELF WHICH LEADS ME TO THIS SPEECH TODAY. WELL, I HAVEN'T WORKED AT THE MUD BOARD AND I LOOKED AT THESE NUMBERS EVERY MONTH FOR 12 YEARS. I GAVE YOU THE NUMBERS IN A TABLE THAT HANDED OUT THAT I CONFIRMED FROM CHRIS MEEKS. AND BASICALLY, IT LOOKS LIKES THEY TRANSPOSED THE NUMBERS, BUT, OF COURSE, THE TRANSPOSITION DOESN'T SUIT THE NARRATIVE. IN FACT, THEY WOULD BE TICKLED TO DEATH THAT EVERYBODY WOULD PROBABLY WATER A LOT MORE BECAUSE THE REVENUE WOULD GO UP.

WE STARTED BY UNDERSTANDING THE DEMOGRAPHICS AND DIFFERENT INFORMATION RELATED TO THAT, THE HIGHLIGHTS, IT'S EXPECTING 11% POPULATION GROWTH WITHIN THE NEXT FEW YEARS, 34 OF THOSE BEING 55 YEARS AND OLDER. AND WE STUDIED RECREATIONAL TRENDS NATIONWIDE, AND UNDERSTANDING THE TRENDS NATIONWIDE, AQUATIC, WALKING, SOCCER, IT TENNIS AMONG OTHERS, AND ALSO OUTDOOR RECREATION, TRAIL RUNNING, FISHING, HIKING AND BIKING. BUT, WE ALSO HEARD FROM THE COMMUNITY. WE ENGAGED IN EIGHT VILLAGE ASSOCIATION MEETINGS. AND WE HAD AN ONLINE SURVEY FOR WHICH WE RECEIVED MORE THAN 2,000 RESPONSES. NOW, IN THOSE SURVEYS WE HAD A LOT OF COMMENTS, GREAT COMMENTS AND SUGGESTIONS, AND, IT TALKED ABOUT THE IMPORTANCE OF THE PARK SYSTEM FOR THE COMMUNITY. AND WE JUST HEARD A LITTLE BIT ABOUT THAT WITH THE PONDS TODAY. NOW, THE OTHER THING WE ASSESSED, OBVIOUSLY, IS THE PARK SYSTEM ITSELF. SO, UNDERSTANDING THE 150 PARKS IN THE SYSTEM, RECREATION CENTERS, BOAT HOUSES, SWIMMING POOLS, SPRAY GROUND AND PATHWAYS. WE DID THAT THROUGH MAPPING AND ALSO THROUGH 38 VISITS FOR 38 PARKS IN THE SYSTEM. WE WANTED TO CAPTURE A REPRESENTATION OF EACH TYPE OF PARK IN THE VILLAGE AND THAT WAS OUR GOAL AND SO WE VISITED 38 PARKS. WE ALSO REVIEWED THE AMENITY INVENTORY, PROVIDED BY THE PARKS AND RECREATION DEPARTMENT, UNDERSTANDING IT IN ORDER TO UNDERSTAND DIFFERENT GAPS AND OPPORTUNITIES WITHIN THE EXISTING INVENTORY. WE STARTED FIELD UTILIZATION, FOR WHICH, ARTIFICIAL TURF, MULTI-PURPOSE FIELDS ARE USED 91% LAST YEAR. THERE WERE ALSO 28 TOURNAMENTS LAST YEAR. WE DID CONDUCT A LEVEL OF SERVICE TO UNDERSTAND EXISTING NEEDS, HOW IS THE PARK SYSTEM ADDRESSING EXISTING NEEDS, BUT, ALSO PROJECTING 15 YEARS FROM NOW, WHAT ARE THOSE NEEDS, NEEDED. AND WE COUPLED THE LEVEL OF SERVICE ANALYSIS WITH PUBLIC FEEDBACK AND OUR OBSERVATIONS TO COME UP WITH A LIST OF AMENITIES AND FACILITIES THAT COULD ADD IN ORDER TO MEET THOSE NEEDS IN THE LONG-TERM, IN 15 YEARS. SO ONE PARK, AT LEAST TWO BASKETBALL COURTS, TWO DOG PARKS, ONE EDUCATION CENTER, A MULTI-PURPOSE FIELDS, PICKLE BALL COURTS IS A FAMOUS ONE. RESERVABLE PAVILIONS, TENNIS COURTS AT LEAST NINE, AND COMMUNITY GARDENS, AT LEAST TWO. WITH THAT, WE TOOK THOSE

THE SECOND GOAL IS COMMUNITY RESPONSIVE. SO, ENHANCE DIVERSITY AND EXPERIENCE OF THE PARK SYSTEM BY DRAWING ON COMMUNITY INPUT, DEMOGRAPHICS AND NATIONAL TRENDS. AND THE THIRD GOAL FEA FEA FEATURED PARKS AND RECREATION.

WITH THOSE THREE GOALS IN MIND. BASED ON OUR OBSERVATION AND STUDY, WE CAME UP WITH, AND THIS IS JUST A SUMMARY, OF DIFFERENT RECOMMENDATIONS FOR EXISTING PARKS WHICH YOU SEE ON THE MAP.

AND THESE ARE THE GOALS TO THE LEFT. BUT, ALSO LARGER SCALE RECOMMENDATIONS FOR THREE PARKS, TWO EXISTING AND ONE NEW PARK. THE TWO EXISTING PARKS ARE ALDON RIDGE PARK WHERE WE'RE ASKING FOR MORE SOCIAL INTERACTION. ALDEN BRIDGE SPORTS PARK WHICH IS THE ONLY PARK THAT YOU HAVE ADDITIONAL SPACE FOR INCREASE OF AMENITIES, WE'RE RECOMMENDING ADDITIONAL PARKING AND FIELD IMPROVEMENTS AND NEW FIELD SAYS. WE IDENTIFIED THE ABILITY TO BREAK IT OUT AND STARTED TO LOOK AT PARKS AND TURF, AND THAT WAS GOING WELL. AND WE STARTED TO SEE SYNERGIES WHERE WE COULD DO PATHWAYS IN HOUSE AND WE TOOK THAT INHOUSE IN 2021. THE BOARD WAS PRESENTED WITH A RENEWAL FOR 1 YEAR WITH YELLOWSTONE FOR A PRICE INCREASE OF 16%. THAT WAS NEGOTIATED DOWN TO 4%, BUT WE TOOK A LOT OF SERVICES IN-HOUSE FROM THAT STANDPOINT AND THE BOARD DIRECTED US TO REBID THE PROJECT. WE REVIEWED OUR STANDARDS, THE COMMUNITY USE OF THE FACILITY AND WE THE STARTED TO DIVE INTO THE SYNERGY BETWEEN ALL OF THE FACILITIES. AND FINALLY, WE HAD TO PAY ATTENTION TO THE MARKET CONDITIONS AND THE LABOR MARKET THERE. WE TOOK TOWN CENTER PARKS AND THAT'S KIND OF A CENTER UNIT NOW, UNDER TOWN CENTER. AND FINALLY, WE HAVE TO BID PARK AND RIDES OUT SEPARATELY AS THEY'RE UNDER FEDERAL TRANSPORTATION RULES. TO GO THROUGH THE NORMAL PROCESS, THIS IS A 36-MONTH CONTRACT WITH TWO 3-YEAR RENEWALS. AND WE WERE VERY, VERY, PLEASED WITH THE BIDS RECEIVED. YOU COULD SEE ANYWHERE FROM 3-7 BIDS RECEIVED FOR THIS PROJECT. SIGNIFICANT VETTING PROCESS. JOHN AND MITCH MET WITH THE THREE LOWEST BIDDERS, AND HAD MULTIPLE FOLLOWUP EMAILS AND CALLS ABOUT HOW THEY APPROACH THIS. QUESTIONS ABOUT HOW MANY PEOPLE WAS THEIR OPERATIONAL PLAN.
