WHAT WE GOT WITH THE SEVEN WAS COMPLETE DISREGARD FOR THE WOODLANDS PROPERTY OWNERS RIGHTS TO PROTECT THEIR LAND FROM SUBS AND FLOODING. AND AS WE DRAW DOWN THE WATER TABLE WITH PUMPING, WE WILL HAVE TO RETOOL OUR WELLS AT A COST OF $60 MILLION TO DRILL DEEPER AND EMPLOY MORE POWER. IT ASSURES OUR RESIDENTS OF THE ELECTED MEMBERS FROM THEIR VILLAGE THAT HANDLE THEIR REQUESTS MONTHLY. EARLIER THIS MONTH WE WERE FINALLY ABLE TO MEET. GUESS WHAT? STAFF HAD ALREADY DUE TO REPORT TIME OF LISTING THE MINUTES, THE AGENDA, THEY HAD ALREADY HANDLED THE ITEMS WE WERE SUPPOSED TO. SO OUR FIRST FUNCTIONAL MEETING WILL BE FIVE MONTHS LATE. I BELIEVE THE TOWNSHIP BOARD CHAIR AND VICE CHAIRMAN SHOULD BE HELD ACCOUNTABLE. THEY KNEW OR SHOULD HAVE FUNDED FOR THE COVENANTS AND THEY PREMATURELY TRIED TO ALL RDR MEMBERS INSTEAD OF THE ASSOCIATION COVENANTS. I HAVE A NEW SUBJECT. THAT IS COMPLETE. I HAVE TRIED TO BE ON THE LAST TWO MEETING TECHNICAL DIFFICULTIES OR WHATEVER NEVER PARTICIPATE. IT COULD BE DONE PRIOR TO STREETING OF THE NEXT BOARD. THE STUDY WILL LOOK AT ALL THE SYSTEM AND THE PROCESS OF THE PLANT TO OUTLINE POTENTIAL MODIFICATIONS TO BE MADE TO IMPROVE EMISSIONS FROM THE FACILITY. THAT DRAFT REPORT SHOULD BE COMPLETED IN MID-SEPTEMBER. BEGIN UNDER GOING REVIEW WITH A FINAL REPORT EXPECTED NEAR THE MIDDLE OR END OF OCTOBER. THE REPORT WILL BE PRESENTED TO THE WOODLANDS M.U.D. BECAUSE OF THAT, BECAUSE OF THE ISSUE WITH THE FAULT, GROUND MOVEMENT AND SUBSIDENCE IN THE WOODLANDS MANY OF THE AREAS OF PIPELINE THAT WE INSTALLED THROUGH THE WOODLANDS ARE HARDENED AT THE LOCATION SEVERAL OF THE FAULTS. AT THE LOCATION ON RESEARCH FOREST NEAR WOODLANDS HIGH SCHOOL. WE INSTALLED 19 BENCH MARKS TO ACTIVELY M MOVEMENT AT THE LOCATION. OVER THE PAST FIVE YEARS WE DETECTED SOME MOVE IN THE THE BENCH MARKS THAT RANGE FROM 0 TO 0.5 INCH. WE WILL CONTINUE. AT THIS TIME THERE IS NOT A RISK TO THE PIPELINE. THEY ARE TREMENDOUSLY EXPENSIVE AND COMPLICATED PROJECTS. LOCAL ENTITIES HAVE TO BEGIN MAKING INVESTMENTS IN THE PROJECTS YEARS IN ADVANCE OF THE NEED. THAT IS WHAT THE RIVER AUTHORITIES WERE CREATED TO DO. THE ONE TASK FORCE CLEAR MANDATED TASK FORCE THAT THE RIVER AUTHORITY HAS ACROSS THE STATE OF TEXAS IS LONG-TERM WATER SU PLANNING. THIS GRAPHIC COMES OUT OF THE CURRENT RAW WATER SUPPLY MASTER PLAN. WE LOOK 50 TO 100 YEARS IN THE FUTURE AND PROJECT THE WATER DEMANDS AND WE MAKE SURE WE LINE UP THE WATER SUPPLIES AVAILABLE WHEN THE DEMAND CALLS FOR IT. THAT IS WHAT THIS GRAPHIC DEMONSTRATES. RIGHT NOW THE SOURCE OF REVENUE THAT IS PAYING TO RESERVE THE FUTURE SUPPLY IS THE G.R.P. PARTNERSHIP. 80 MONTGOMERY COUNTY UTILITIES THAT HAVE TOGETHER TO PROVIDE FUTURE WATER SUPPLY AND PROVIDE SURFACE WATER. IF YOU GO TO THE NEXT SLIDE, PLEASE. THOSE FUTURE WATER SUPPLIES WE ARE NOT YET USING -- SO AT THIS TIME WE ARE USING GROUNDWATER AND THE ONE-THIRD OF THE WATER SUPPLY THAT IS OWNED BY THE SJRA. THE CITY OF HOUSTON IS NOT JUST GOING TO SIT ON THE WATER AND HOLD IT FOR SOME DAY WHEN MONTGOMERY COUNTY IS READY FOR IT. YOU HAVE TO PAY A RESERVATION FEE. THAT RESERVATION FEE IS $2 MILLION PER YEAR. LAKE LIVINGSTON WATER, THE 50,000-ACRE FEET IN THE LIGHT BLUE. QUARTER MILLION A YEAR RESERVATION FEE REQUIRED TO KEEP THAT WATER SECURED FOR SOME DAY WHEN IT IS NEEDED FOR MONTGOMERY COUNTY. HERE IS THE PROBLEM. IF YOU GO TO THE NEXT SLIDE. RIGHT NOW, THERE ARE SMALL GROUP OF THE UTILITIES THAT ARE CURRENTLY, THEY ARE BEING ALLOWED TO UNDERMINE THAT G.R.P. PARTNERSHIP. THERE IS A DISPUTE. CONTRACT DISPUTE. THEY HAVE EXPRESSED SUPPORT FOR WHAT IT TAKES TO KEEP IT GOING. AND WE ARE COMMITTED TO ENFORCING THE CONTRACTS AND KEEPING THE PARTNERSHIP TOGETHER. ON A YEAR TO DATE BASIS, TOTAL REVENUES W MILLION. YEAR TO DATE ACTUAL MILLIONS FOR $80.2 MILLION. THAT RESULTS IN UNFAVORABLE REVENUE VARIANCE OF $2.5 MILLION. THE PRIMARY COMPONENT OF THAT ARE A $1.7 DECREASE IN OUR SALES TAX REVENUES. WE WILL GO INTO A LITTLE BIT MORE DETAIL ABOUT THAT IN A SECOND. WE HAVE A $2.3 MILLION DECREASE IN PROGRAM REVENUES WHICH ARE BASICALLY OUR [01:30:05] AQUATICS. AND OUR RECREATION PROGRAM REVENUES. BUT IF YOU LOOK DOWN IN THE EXPENSES, TWO-THIRD DOWN THE PAGE, YOU WILL SEE THAT WE HAVE A $3 MILLION FAVORABLE VARIANCE IN EXPENSES. SO, THAT IS OFFSETTING THAT UNFAVORABLE VARIANCE WE HAVE IN THE PROGRAM REVENUES. HELPING TO OFFSET THE TOTAL UNFAVORABLE VARIANCE AND THE REVENUE IS THE $2.2 MILLION CONTRACT THAT THE BOARD NEGOTIATED IN AND THE FUNDS RECEIVED FROM THE ANA DARCO ABATEMENT AGREEMENT AND THE $600 CONTRACT REVENUE FOR THE COMPREHENSIVE COMMUNITY SERVICE AGREEMENT. IN TERMS OF THE EXPENDITURES. IF YOU GO TO THE NEXT PAGE, PLEASE. IN TERMS OF THE EXPENDITURES ON A YEAR-TO-DATE BASIS, THE BUDGET $57.4 MILLION. OUR ACTUAL EXPENDITURES WERE $50.5 MILLION. FIRE DEPARTMENT, $1.6 MILLION. LAW ENFORCEMENT AND GENERAL THE GOVERNMENT $750,000 APIECE. THEN IF YOU GO TO THE NEXT PAGE, PLEASE. I WANT TO TAKE A MINUTE AND JUST TALK ABOUT THE SALES TAX REVENUE. SO THIS IS THE SALES TAX REPORT FROM AUGUST. THIS RELATES -- THERE IS A TWO-MONTH LAG. THAT WILL RELATE BACK TO THE JUNE ACTIVITY. ON A YEAR-TO-DATE BASIS WE COLLECTED $32.5 MILLION. SO THAT REPRESENTS A $2 MILLION OR 6% DECLINE FROM THE PREVIOUS YEAR. WE ARE ABOUT $2.3 MILLION OR 6.8% DECLI BUDGET. PART OF THAT DECLINE FROM THE BUDGET WAS ANTICIPATED. YOU WILL RECALL LAST YEAR IN OUR BUDGET BECAUSE ANADARKO WAS ONE OF THE LARGEST TAXPAYERS. THEY WERE ACQUIRED BY OCCIDENTAL. WE NO LONGER RECEIVE SALES TAX REVENUE FROM THAT. IF YOU TAKE THOSE OUT OF THE NUMBERS RATHER THAN BEING 6.8% OFF FOR THE YEAR WE WOULD BE 4.5% OFF FOR THE YEAR. SO THAT IS HAVING A BIG FACTOR. BUT AGAIN, THAT WAS PLAN AND WE KNEW AND ACCOMMODATED THAT. I WANT TO MENTION RETAIL. WRETCH DOWN 3.1% FOR THE YEAR. THAT IS NOT BAD AT ALL WHEN YOU COMPAR ENTITIES. ACCOMMODATION OF FOOD SERVICE 18% OFF THE YEAR. THERE ARE INCREASES IN THE INFORMATIO PROFESSIONAL SERVICES BUSINESS SECTOR AND THE WHOLESALE TRADE HELPING OFFSET SOME OF THE LOSSES THAT WE ARE SEEING IN RETAIL AND THE FOOD SERVICES.
