I APOLOGIZE FOR THAT.

>> NO WORRIES.

>> CHAIRMAN BUNCH: ALL RIGHT.

I DO DECLARE IN ACCORDANCE WITH THE STATE LAW THAT THE NOTICES POSTED 72 HOURS IN ADVANCE, POST OG CURRED INSIDE THE BOUNDARIES OF THE WOODLANDS TOWN IN THIS

WE NEED TO AMEND THE AGENDA TO TAKE ITEM 8 BEFORE AGENDA ITEM 7.

ANY OTHER REQUESTS? WE DO HAVE A MOTION TO ADOPT THE AMENDED AGENDA?

>> SO MOVED.

>> SECOND?

>> SECOND.

>> CHAIRMAN BUNCH: IF APPROVE SAY AYE.

WE HAVE AN AGENDA.

[4. Public comment;* ]

WE WILL MOVE TO PUBLIC COMMENT.

IT'S ALSO HELD TO CONFERENCE CALL-IN.

THE NUMBER TO DIAL IN FOR PUBLIC COMMENT WERE INCLUDED WITH THE POSTING OF THE MEETING.

WE WILL TAKE THE CALLERS IN THE ORDER RECEIVED.

WE DO HAVE QUITE A FEW IN THE QUEUE.

WE ASK EACH INDIVIDUAL TO LIMIT COMMENTS TO THREE MINUTES.

WE ALSO KNOW THAT THERE MAY BE REPETITIVE MATTER.

IF THAT IS TRUE, IF YOU CAN BE LESS THAN THREE MINUTES THAT WOULD BE AWESOME AS WELL.

WE'LL START WITH OUR FIRST CALLER IN THE QUEUE.

>> WE CURRENTLY HAVE 25 CALLERS.

>> I AM CALLING IN TO SAY I SUPPORT DR SEKULA-GIBBS.

SINCE IT HAS BEEN DETERMINED SHE CANNOT RE-SIGN HER POSITION ON THE BOARD OF THE WOODLANDS TOWNSHIP, FOR WHICH I THANKFUL SHE IS WILLING TO CONTINUE HER SERVICE BECAUSE SHE REPRESENTS ME AND O WHO VOTED FOR HER.

SHE LEGIT MAY HOLDS THE SEAT.

AS A MEMBER OF THE BOARD IT IS GOOD SHE EX MAINTAINS THE POSITION THAT MAY AT THIS TIME BE UNPOPULAR AND EVEN CONTEMPT.

IT IS AN HONEST RESPONSE WHICH SHOULD BE RESPECTED IN A DEMOCRATIC SOCIETY.

IF WE CANNOT ACCEPT THIS, THEN WE ARE NO L OR JUST BUT BOUND BY THE SHACKMS OF HATRED AND -- SHACKLES OF HATRED A TYRANNY THAT DOES NOT ALLOWED OTHER OPINIONS TO VOICED.

WE ALL HAVE A RIGHT TO BE REPRESENTED ON THE BOARD.

THOSE QUOTED IN "THE VILLAGER" MAKING NEG REMARKS WOULD SERVE POPULIST BETTER TO DIFFERENCES IN TRUE DIVERSITY.

AS A RESIDENT OF THE WOODLANDS FOR 30 YEA KNOWING GEORGE MITCHELL, I CAN ATTEST THAT HIS VISION DID NOT INCLUDE S ACTS CONTRARY TO NATURE OR CIVILITY.

THANK YOU.

>> CHAIRMAN BUNCH: OKAY.

[00:10:01]

CECILA.

WE'LL TAKE OUR NEXT CALLER.

CALLER, CAN YOU SAY YOUR NAME?

>> ME? IS IT ME?

>> CHAIRMAN BUNCH: YES, MA'AM.

>> OH, MY NAME IS RYAN.

>> CHAIRMAN BUNCH: OKAY, MS. RYAN.

>> I'M CALLING TO SUPPORT DR. SHELLEY SEKULA-GIBBS.

AND I JUST WANT TO SAY THE WOODLANDS TOWNSHIP BOARD IS VIOLATING HER FIRST AMENDMENT RIGHTS.

AND I THINK THOSE ON THE BOARD WHO RAN AND ELECTED ARE BETRAYING THE PEOPLE WHO VOTED BECAUSE THEY'RE CHANGING THEIR VIEWS AND THEIR BELIEFS.

THANK YOU.

>> CHAIRMAN BUNCH: THANK YOU, MS. RYAN.

OUR NEXT CALLER?

>> CALLER 7486.

>> HELLO?

>> CHAIRMAN BUNCH: YES.

CAN YOU STATE YOUR NAME?

>> CAN YOU HEAR ME? IS THIS ME?

>> CHAIRMAN BUNCH: IT'S YOU.

>> OKAY.

COOL.

THIS IS STEPHEN GALLIA.

I JUST WANT TO SAY THAT I SUPPORT DR SEKULA-GIBBS ALSO.

ONE OF THE THINGS THAT, YOU KNOW, ON THE DOWN BALLOT RACES, NORMALLY VOTING SUPPORTED THE TEA PARTY AND THE TEA PARTY MOVEMENT.

SO I DIDN'T USUALLY HAVE TIME TO LOOK AT AND SEE YOUR RECORDS AND WHAT YOU DO, RIGHT? I SHOULD.

THAT IS BAD ON MY PART.

BUT NOW I HAVE ANOTHER SOURCE TO LOOK AT TIME THERE IS AN ELECTION COMING UP.

HOW YOU SUPPORT DR. SEKULA-GIBBS.

THANK YOU.

THAT IS ALL I WANT TO SAY.

THAT'S IT.

>> CHAIRMAN BUNCH: ALL RIGHT.

WE'LL GO TO OUR NEXT CALLER.

>> MY NAME IS MICHAEL GOODWIN.

I SUPPORT DR. SHELLEY SEKULA-GIBBS.

IN PARTICULAR, I THINK THE WORD "SEX" SHOULD BE USED IN THE PROCLAMATION AGAINST RACISM INSTEAD OF VAGUE OTHER IDENTIFIERS THAT WANT TO BE PUT IN THERE.

I ALSO THINK THAT THE BOARD WORSHIP SHOULD BE -- WORD "WORSHIP" SHOULD BE INCLUDED AND NOT REMOVED FROM THE GEORGE MITCHELL DESCRIPTION OF THE WOODLANDS AND IT SHOULD READ "LIVE, WORSHIP, LEARN AND PLAY." THANK YOU.

>> CHAIRMAN BUNCH: POINT OF CORRECTION.

THE WORD "WORSHIP" WAS NOT REMOVED.

>> OH, THANK YOU FOR THAT.

>> CHAIRMAN BUNCH: YEAH.

THERE YOU GO.

ALL RIGHT.

WE'LL TAKE OUR NEXT CALLER.

>> AM I THE NEXT CALLER?

>> YOU ARE THE NEXT CALLER.

>> THIS IS ADRIAN HEATH.

30-YEAR RESIDENT OF THE WOODLANDS.

I OBJECT TO THE TOWNSHIP TAKING IT ON THEMSELVES TO OMIT VARIOUS PROCLAMATIONS IN THE NAME OF THE COMMUNITY I HAVE LIVED IN FOR 30 YEARS.

IT'S NOT WHY WE FORMED A SPECIAL DISTRICT AND IT'S NOT WHY WE ELECT BOARD MEMBERS.

REGARDING THE DIVERSITY PROCLAMATION, SEKULA-GIBBS HAS NOT MADE ANY STATEMENT

[00:15:15]

REGARDING ANY PERSON'S LIFESTYLE CHOICE.

SHE RIGHTLY QUESTIONED THE SUPREME COURT OPINION THAT THE CIVIL RIGHTS ACT APPLIES TO SELF-IMPOSED IDENTITY AND LIFESTYLE FORCE RATHER THAN UNFACTABLE AND UNCHANGEABLE STATUS; SUCH AS, BIOLOGY SEX.

EVEN LGBTQ SHOULD BE WARY OF LIFETIME CHANGE THAT SOME ARE LOOKING TO NORMALIZE.

CIVIL RIGHTS LAW PROVIDES AD QUITE PROTECTION WE NEED TO PUNISH PEOPLE WHO HARM THE LIFE, LIBERTY AND PROPERTY.

SEKULA-GIBBS NEVER SPOKE DISPARAGINGLY OF ANY GROUP IN QUESTION.

NOR HAS SHE ADVOCATED FOR UNJUST LIMITATION ON THE LGBT PEOPLE IN THE TOWNSHIP THAT SHE SERVES.

SHE HAS SUGGESTED THAT THEY SHOULD HAVE LESS SERVICES, OBTAIN LESS SERVICES OR LAW ENFORCEMENT PROTECTION OR ACCESS TO COURTS, ACCESS TO THE POOL, OR THE PARK OR THE STREETS OR BUILDINGS OR EVENTS IN ANY WAY.

NONE OF THE CHARGES AGAINST SEKULA-GIBBS ARE TRUE.

THAT SHE HAD PRIMITIVE VIEWS OR HATES PEOPLE OR FAILS TO SERVE AT ALL IS JUST A COMPLETE MISREPRESENTATION.

SOME EVEN CITED THEIR OWN CHRISTIAN BELIEF FALSELY ACCUSING SEKULA-GIBBS OF THE VIOLATION OF UNDER THE NINTH COMMANDMENT THO SHALL NOT BE FALSE WITNESS TO MY NEIGHBOR.

SHE SHOULDN'T THINK OF RESIGNING FOR WHAT SHE SAID.

SHE DESERVES PRAISE AND APPROVAL FOR STANDING ON TRUTH BASED ON THE CHRISTIAN TEACHING.

PEOPLE SAID SHE SHOULD LOOK TO HER HEART.

WE DON'T LOOK TO OUR HEART TO KNOW THE TRUTH.

WE LOOK TO THE WORD OF GOD.

AND I AGREE WITH GEORGE WASHINGTON'S ADMONITION.

OF ALL THE DISPOSITIONS AND THE HABITS WHICH LEAD TO POLITICAL PROSPERITY, RELIGION AND MORALITY ARE INDISPENSABLE SUPPORTS.

>> CHAIRMAN BUNCH: ALL RIGHT.

WE'LL TAKE THE NEXT CALLER.

>> HI.

THIS IS KATHY CALLING IN SUPPORT OF DR. SEKULA-GIBBS.

I WANT REPEAT EVERYTHING ELSE THAT HAS B BECAUSE I AGREE WITH WHAT EVERYONE SAID ABOUT IT SO FAR.

ONE THING I WANT TO SAY IS I DON'T AGRE PROCLAMATIONS THAT ARE ADDED WITHOUT ANY DISCUSSION FOR BOARD VOTES.

I WANTED TO ADD THAT.

THANK YOU.

>> CHAIRMAN BUNCH: ALL RIGHT.

WE'LL TAKE THE NEXT CALLER.

>> HI.

THIS IS LILA.

I JUST WANT TO SAY I DO SUPPORT DR SEKULA-GIBBS IN WHAT SHE HAD DONE IN VOICING OUT HER CONCERNS.

AND WHAT THE BOARD MEMBERS HAVE DONE IN CHANGING THE WORD "SEX" TO "SEXUAL ORIENTATION." AND FOR THEM TO EVEN THINK OF TAKING O THE WORD "WORSHIP" FROM THE

PROCLAMATION -- >> CHAIRMAN BUNCH: AS A POINT OF CORRECTION, THE WORD "SEX" WAS NOT CHANGED.

NOR WAS "WORSHIP" REMOVED FROM THE PROCLAMATION.

>> I UNDERSTAND.

I KNOW THAT "WORSHIP" IS NOT REMOVED.

THE WORD "SEX" WAS REMOVED.

>> CHAIRMAN BUNCH: THE WORD "SEX" WAS NOT CHANGED.

IT WAS NOT REMOVED.

>> I HAVE IT ONLINE.

IT SAYS, "SEXUAL ORIENTATION AND IDENTITY" NOW.

>> CHAIRMAN BUNCH: THAT IS THE ORIGINAL PROCLAMATION.

THERE WERE NO CHANGES MADE TO IT.

>> SO WHAT IS IT THAT THEY HAVE ONLINE "SEXUAL ORIENTATION AND IDENTITY" THAT MR. BUNCH'S SIGNATURE ON IT.

>> CHAIRMAN BUNCH: YEAH.

I CAN PROVIDE CLARITY.

THAT IS THE ORIGINAL UNCHANGED, DOCUMENT.

THERE WERE NO CHANGES MADE TO THE PROCLAMATION.

>> OKAY.

SO IT'S STILL "SEX" ON THERE AND NOT "SEXUAL IDENTITY ACCOUNTS OR "SEXUAL ORIENTATION OR IDENTITY." THAT WHAT YOU ARE SAYING?

>> CHAIRMAN BUNCH: THE ONE YOU ARE VIEWING IS THE ORIGINAL, UNALTERED AND CURRENT VERSION.

IT'S THE THIRD ITERATION OF A SIMILAR PRO ISSUED THREE TIMES BEFORE.

AND IT HAS NOT BEEN CHANGED.

THE WORD "SEX" WAS NEVER ON THERE AND THE WORD "WORSHIP" WAS NEVER ON THERE.

THEY HAVE NOT BEEN MOVED, ALTERED OR CHANGED.

>> SO ARE YOU SAYING THAT THE WORD "SEX" THERE BEFORE?

>> CHAIRMAN BUNCH: THAT IS CORRECT.

>> IS THAT WHAT YOU JUST SAID?

>> CHAIRMAN BUNCH: YES.

>> SO NOW THE WORD "SEXUAL ORIENTATION AND IDENTITY" IS NOT THERE EITHER? IS THAT WHAT YOU ARE SAYING?

>> CHAIRMAN BUNCH: NO.

I'M SAYING THOSE WORDS ARE THERE.

THEY HAVE BEEN THERE -- >> SO THEY JUST PUT THAT THERE?

>> CHAIRMAN BUNCH: NO.

IT'S BEEN THERE ON ALL PREVIOUS PROCLAMATIONS OF SIMILAR NATURE.

>> SO THE PREVIOUS PROCLAMATION HAS ALREADY THE WORDS "SEXUAL ORIENTATION AND IDENTITY" ON IT?

>> CHAIRMAN BUNCH: THAT IS CORRECT.

GOING BACK TO 2017.

>> SINCE 2017 ONLY?

>> CHAIRMAN BUNCH: THAT IS THE ORIGINAL PROCLAMATION DATE.

>> OKAY.

WELL, THAT BEING SAID, I STILL SUPPORT HE RAISING THAT UP BECAUSE NOW YOU ARE OPENING UP A CAN OF WORMS BY DOING TH OF KEEPING IT THERE.

PEOPLE HAVE ACCUSED HER OF BEING NONINCLUSIVE ENOUGH FOR RAISING THAT UP.

IF YOU REALLY THINK ABOUT IT, ALL THE PEOPLE WHO ARE TRYING TO SAY THAT OKAY, SHE

[00:20:11]

IS NONINCLUSIVE ENOUGH.

WHETHER THEY ARE BELONGING TO THE LGBT GROUP, THEY ALL HAVE THE SAME COMMON DENOMINATOR AS A MAN AND A WOMAN.

THAT IS THEY HAVE A PENIS OR A VAGINA.

SO WHETHER THEY BELONG TO THAT GROUP THAT THEY TRY TO BELONG TO, THEY STILL HAVE THE SAME THING THAT WE HAVE.

WHETHER MALE OR FEMALE.

SO THAT IS MORE INCLUSIVE THAN WHAT THEY ARE TRYING TO DO WHICH IS TO JUST PUT THEIR AGENDA IN WHAT THIS PROCLAMATION IS ALL ABOUT.

AND SECONDLY, BY PEOPLE REQUESTING HER TO BE REMOVED FROM HER OFFICE, THIS IS AMERICA.

THIS IS NOT CHINA WHERE YOU CANNOT HAVE FREE SPEECH AT ALL.

I MEAN IS THAT WHERE WE ARE HEADING NOW BY DOING THIS? SHE IS A LEGITIMATELY ELECTED OFFICIAL.

THERE IS NO REASON WHY SHE SHOULD STEP DOWN AND SAY SHE IS SORRY FOR WHAT SHE BROUGHT UP.

I TOTALLY SUPPORT WHAT SHE HAS DONE.

I AM SO DISAPPOINTED WITH THE PRESIDENT OF THE BOARD FOR NOT EVEN STANDING UP FOR HER.

AS WELL AS THE OTHER BOARD MEMBERS WHO JUST COWING DOWN TO WHAT OTHER PEOPLE ARE TRYING TO SAY.

THAT IS ALL I HAVE TO SAY.

>> CHAIRMAN BUNCH: ALL RIGHT.

WE'LL GO TO OUR NEXT CALLER.

>> I AM UNMUTED?

>> CHAIRMAN BUNCH: YES.

WE CAN HEAR YOU.

>> IS THAT ME? ARE YOU TALKING TO ME?

>> CHAIRMAN BUNCH: YES.

YOU ARE THE LAST CALLER.

>> I'M HILLARY.

I LIVE IN THE WOODLANDS.

SO THIS CAME TO MY ATTENTION.

I'M JUST GOING TO VOICE MY SUPPORT FOR DR. SHELLEY SEKULA-GIBBS.

I THINK SHE, TO ME SHE APPEARS TO BE A VE COMPASSIONATE AND HARDWORKING BOARD MEMBER.

I'M PROUD TO HAVE HER REPRESENT US.

THAT IS WHAT I HAD TO SAY.

>> CHAIRMAN BUNCH: THANK YOU, HILLARY.

>> THANK YOU.

>> CHAIRMAN BUNCH: YEP.

WE'LL TAKE OUR NEXT CALLER.

>> HELLO.

GOOD EVENING.

I HOPE YOU CAN HEAR ME.

THIS IS ANNA.

>> CHAIRMAN BUNCH: I CAN.

>> I'M CALLING -- YES.

CAN YOU HEAR ME?

>> CHAIRMAN BUNCH: YES, ANNA.

>> OKAY.

GOOD EVENING.

I'M A RESIDENT OF WINDSOR HILLS FROM THE VILLAGE OF COLLEGE PARK.

THE REASON I'M CALLING IS TO MEND DR. CHRIS NUNES AND HIS STAFF BECAUSE OF THE OUTSTANDING WORK OF EVERYTHING THAT COVID BROUGHT UPON HIS PARKS AND REC DEPARTMENT.

DR. NUNES HAS BEEN OPEN AND TRANSPARENT IN REPORTING TO THE RESIDENTS ABOUT THE LACK OF LIFEGUARDS AVAILABLE, THE PROBLEMS WITH THE TRAINING, THE COVID EXPOSURE, THE DISINFECTING, THE REOPENINGS OF THE POOLS, THE QUARANTINING AND EVEN HOW IT HAS.

AD THE BOATHOUSES AND -- HOW IT HAS AFF BOATHOUSES AND THE POOL THAT ARE OPEN.

SO I WANT TO GIVE A BIG THANKS TO DR. NUN DEPARTMENT FOR CONSTANTLY SHUFFLING AROUND EVERYTHING TO KEEP AS MANY AMENITIES THEY CAN OPEN WHILE FOLLOWING ALL THE GUIDELINES THAT ARE KNOWN TO TRY TO KEEP ALL THE RESIDENTS SAFE.

BEFORE I FORGET, HAPPY BIRTHDAY, GORDY.

A LITTLE EARLY.

THANK YOU FOR YOUR TIME.

>> CHAIRMAN BUNCH: THANKS, ANNA.

WE'LL TAKE OUR NEXT CALLER.

>> HELLO.

MY NAME IS RANDY SCHULES.

GOOD EVENING, MR. CHAIRMAN AND BOARD MEMBERS.

I LIVE AT 60 EAST SANDHAM RANCH CIRCL BRIDGE.

I'M CHAIRMAN OF THE ALDEN BRIDGE DESI COMMITTEE.

WE ARE ELECTED BY THE VOTERS OF THE WOODLANDS LIKE THE TOWNSHIP BOARD.

OUR RDRC LAST MET MARCH 5.

IN MOST OF THE INTERVENING FOUR MONTHS, YOUR BOARD AS WELL AS THE DEVELOPMENT STANDARDS COMMITTEE HAS BEEN MEETING ONLINE BUT WE HAVE NOT.

WE HAVE NOT HAD A SINGLE MEETING SINCE MARCH 5.

FOUR STRAIGHT MONTHS.

I DO NOT EVEN SEE ANY AGENDA ITEMS ON TONIGHT'S AGENDA THAT HAS ANYTHING TO DO WITH THE RESUMING THE RDRC MEETINGS.

THE RDRCS ARE PART OF THE COVENANTS WE ALL AGREED UPON WHEN WE BOUGHT OUR HOUSES.

I CONTEND THAT THE DELAY OR ELSE POSSIB CESSATIONS ARE OF THE MEETING IN EFFECT REVEAL OF PART OF THE COVENANTS.

I HAVE BEEN THROUGH THIS OTHER MEMBERS OF BRIDGE RDRC AND THEY ARE

[00:25:06]

UNANIMOUS IN THEIR SUPPORT WE BEGIN HAVING ONLINE MEETINGS RIGHT AWAY.

MY REQUEST TO YOU IS TO URGE YOU TO TAKE THE NEEDED STEPS TO ENSURE THAT THE VIRTUAL MEETINGS BEGIN BY THE TIME FOR THE NEXT SCHEDULED MEETING WHICH IS AUGUST 6.

IT'S BEEN FOUR STRAIGHT MONTHS.

I DON'T THINK IT'S TOO MUCH TO ASK.

I ALSO REQUEST THAT EVERY MEMBER OF EVERY RDRC BE KEPT INFORMED OF ANY PROGRESS OR DELAYS ON THIS SUBJECT.

THANK YOU FOR YOUR TIME.

>> CHAIRMAN BUNCH: THANK YOU, RANDY.

I'M UNAWARE OF ANYTHING THE BOARD IS DOING TO PREVENT THE MEETING OF THE RDRCS VIRTUALLY SO WE'LL TAKE THAT UP.

AND GET BACK TO YOU.

THANK YOU.

>> THANK YOU.

>> CHAIRMAN BUNCH: OUR NEXT CALLER?

>> HELLO?

>> CHAIRMAN BUNCH: YES, SIR.

>> MY NAME IS JOHN.

I HAVE BEEN A RESIDENT OF THE WOODLANDS FOR 30 YEARS.

I LIVE OVER IN THE TURNSTONE SUN DIVISION OFF OF QUIET OAKS CIRCLE.

I WOULD LIKE TO OFFER SUPPORT FOR DR. SHELLEY.

SHE IS DOING WHAT SHE WAS ELECTED TO DO TO REPRESENT THE CONSTITUENTS.

I TOTALLY AGREE WITH HER POSITION.

I THANK HER AND I THANK ALL THE OTHER VOTERS THAT HAVE CALLED IN, IN SUPPORT OF HER.

I BELIEVE WE HAVE TO HAVE A SYSTEM OF FREE SPEECH AND WE CAN'T CRITICIZE SOMEBODY BECAUSE A VIEW IS UNPOPULAR.

I WOULD LIKE TO THANK THE BOARD FOR THE OPPORTUNITY TO SAY THESE WORDS AND TO THANK THE BOARD FOR THEIR GENEROUS WORK IN ALL THE THINGS THEY HAVE DONE TO MAKE THE WOODLANDS A BETTER PLACE.

THANK YOU AND GOOD NIGHT.

>> CHAIRMAN BUNCH: THANK YOU.

WE'LL TAKE OUR NEXT CALLER.

>> HI.

GOOD EVENING.

THIS IS EMILY.

I'M A RESIDENT OF GROGAN'S MILL.

THANK YOU FOR THE TIME.

DR. SEKULA-GIBBS, YOU USED A NONBINDING STATEMENT OF DIVERSITY AND INCLUSION AS AN OPPORTUNITY TO PASS JUDGMENT ON A SUB PEOPLE IN OUR COMMUNITY.

WHEN OUR RESIDENTS CONFRONTED YOU ABOUT NEGATIVE COMMENTS, YOU CLAIM THAT YOU ARE BEING VICIOUSLY ATTACKED.

A GREAT EXAMPLE OF AN ACRONYM CALLED DARVO.

STRATEGY USED BY ABUSERS TO DENY WHAT THEY HAVE DONE.

THEN ATTACK THE VICTIM FOR ATTEMPTING TO MAKE THEM ACCOUNTABLE FOR THEIR OFFENSE.

WE VERSING THE VICTIM AND THE OFFENDER I RELATIONSHIP.

YOU ARE NOT A VICTIM HERE.

I HESITATE TO CALL IN TO GIVE YOU MORE A BECAUSE I BELIEVE THAT IS WHAT YOU SPEAK.

THE VICTIMS ARE THOSE WHO WERE ENDANGERED EXCLUSIONARY LANGUAGE AND THE HATEFUL VIDEO NOW GLADLY SHARED.

THE VIDEO WAS PRODUCED BY THE LEADERS FR PARTY ORGANIZATIONS FROM WHICH MANY OTHER BOARD MEMBERS HAVE NOT ONLY ACCEPTED ENDORSEMENTS BUT PROUDLY BELONGED TO AND EVEN SERVE AS HOSTS FOR THEIR MEETINGS.

VOTERS, PLEASE PAY ATTENTION TO THIS RELATIONSHIP.

IN NOVEMBER THESE ORGANIZATIONS AND THE VOTER GUIDES SHOULD BE REJECTED.

THE BOARD MEMBERS SHOULD NOT ACCEPT ENDORSEMENTS.

THEY SHOULD SPEAK OUT AGAINST THE GROUP HATEFUL GROUPS OF THE PEOPLE IN THE COMMUNITY.

THE FIRST AMENDMENT, THANK YOU.

YOU DO HAVE FIRST AMENDMENT RIGHTS BUT YOU DON'T GET TO NOT SUFFER THE CONSEQUENCES OF UTILIZING YOUR FIRST AMENDMENT.

THAT IS WHAT WE, THE MEMBERS OF THE COMMUNITY ARE DOING.

THANK YOU FOR YOUR TIME.

>> CHAIRMAN BUNCH: ALL RIGHT.

WE WILL TAKE THE NEXT CALLER.

CAN WE GET YOUR NAME?

>> AM I ON?

>> CHAIRMAN BUNCH: YES, YOU ARE ON.

>> OKAY.

I LIVE IN GROGAN'S MILL.

I WANT TO SAY THAT I SUPPORT DR. SHELLY AND HER RIGHTS FOR THE FIRST AMENDMENT.

I ALSO SUPPORT THE IDEAS THAT SHE HAS FOR KEEPING OUR MORAL VALUES INTACT.

I AGREE WITH THE CALLERS EXCEPT FOR THE LAST ONE.

AND I HOPE THAT ALL OF YOU WILL CONSIDER VOTING TO KEEP HER IN.

SHE SHOULD NOT RESIGN.

THANK YOU.

[00:30:03]

>> CHAIRMAN BUNCH: CAN I GET YOUR NAME, MA'AM?

>> DIANE BERGERON.

>> CHAIRMAN BUNCH: OKAY.

I'M LOOKING UP AND DOWN.

I KEEP THE LEDGER.

IF ANYBODY IS WONDERING WHAT I'M DOING.

AS A POINT OF ORDER, WE ARE NOT VOTING ON REMOVING ANY DIRECTOR.

THAT IS NOT AN AUTHORIZATION THAT THIS BOARD HAS.

ALL RIGHT.

WE WILL TAKE OUR NEXT CALLER.

>> MY NAME IS WILLIAM BRENSA.

I LIVE IN ALDEN BRIDGE.

I'M CALLING TO SUPPORT DR. SHELLEY SEKULA-GIBBS.

THE TOWNSHIP MUST NOT ALLOW MOB RULE TO OVERTURN WILL OF THE TOWNSHIP VOTERS.

FOR THE SECOND TIME THE INDIVIDUALS HAVE USED THE CITIZENS' COMMENTS PORTION OF A MEETING TO SLANDER AN ELECTED OFFICIAL WHILE THEY BY LAW ARE NOT ALLOWED TO DEFEND THEMSELVES.

I CHALLENGE THEM TO COME ON MY PODCAST TH MONTGOMERY COUNTY POLITICS.

ON MCPSLIVE.TV AND MAKE THEIR CASE IN AN DEBATE.

I FIND IT IRONIC THAT AN ORGANIZATION THAT PROMOTES ITSELF AS A CHAMPION OF DIVERSITY AND IN OPPOSITION TO BULLYING NOT ONLY OPPOSES RELIGIOUS DIVERSITY BUT DOES SO BY USING BULLYING AS THEIR MAIN TACTIC.

WE ARE ABOUT TO ENTER A TOWNSHIP ELECTION CYCLE.

I PLAN TO ASK FOR EACH CANDIDATE'S STANCE ON THIS ISSUE ESPECIALLY AS IT AFFECTS TITLE IX SPORTS, PUBLIC RESTROOM GENDER REASSIGNMENT FOR INDIVIDUALS UNDER THE AGE OF 21.

THEN THE VOTERS IN THE VOTING BOOTH, AWA BULLYING MOB CAN MAKE THEIR OPINIONS KNOWN.

>> CHAIRMAN BUNCH: BILL, I'M ASSUMING T RECORDING.

IF NOT, WE'LL GO TO THE NEXT CALLER.

>> CALLER 3370.

>> HELLO? HELLO?

>> CHAIRMAN BUNCH: YES, MA'AM.

CAN I GET YOUR NAME?

>> THIS IS MARY JANE BREWSTER.

EVERYBODY SAID EVERYTHING I WANT TO SAY EXCEPT FOR THE ONE LADY.

I JUST WANT TO GIVE MY SUPPORT FOR DR. SH SEKULA-GIBBS.

I BELIEVE SHE DOES DESERVE FREE SPEECH AND YOU NEED TO HONOR THAT.

THANK YOU.

>> CHAIRMAN BUNCH: ALL RIGHT.

WE'LL TAKE THE NEXT CALLER.

>> HI.

THIS IS MELISSA SMITH CALLING IN TO LEND TO DR. SHELLEY AS WELL.

I JUST WANTED TO CALL IN, IN REGARD TO WHAT WAS SAID.

I THINK WHAT ALSO NEEDS TO BE STATED WHI KIND OF SIDELINED IS THE FACT OF TAKING OUT THE WORD "WORSHIP" FOR THE TOWN.

I THINK WORSHIP IS SUCH A HUGE EMBODIMENT WOODLANDS AREA, THAT AS WELL NEEDS TO BE ADDRESSED.

THAT SHOULD STAY IN.

I GIVE MY FULL SUPPORT TO HER.

>> CHAIRMAN BUNCH: MA'AM, CAN I GET YOUR NAME?

>> MELISSA SMITH.

>> CHAIRMAN BUNCH: OKAY.

MELISSA, FOR CORRECTION, THE WORD "WORSHIP" WAS NOT REMOVED.

>> ALL RIGHT.

THANK YOU.

>> CHAIRMAN BUNCH: OKAY.

NEXT CALLER?

>> HI.

MY NAME IS LINDSEY VOLVEN.

I FULLY SUPPORT AND WILL DEFEND DR. SEKULA-GIBBS' RIGHT TO HER OWN OPINION, HER RIGHT TO FEEL WHATEVER WAY SHE FEELS ABOUT TRANSGENDER PEOPLE.

THAT IS HER GOD GIVEN RIGHT.

I ALSO SUPPORT HER RIGHT TO SAY WHATEVER SHE WANTS.

WHAT I DO NOT SUPPORT IS THE VIOLATION OF THE OATH OF OFFICE THAT SHE TOOK IN WHICH SHE SWORE TO UPHOLD THE CONSTITUTION.

THE CONSTITUTION AND NOW THE RECENT SUPREME COURT RULING BY THE TRUMP-APPOINTED JUSTICES IS INDEED THE LAW OF THE LAND.

AND DR. SEKULA-GIBBS HAS SWORN TO UPHOLD IT.

SO, WHERE WE COME TO A PROBLEM HERE IS WHE SUPPORT THE RULE OF LAW WE HAVE TO RESPECT THE LAWS.

AND DR. SEKULA-GIBBS' COMPLAINT DIVERSITY PROCLAMATION

[00:35:03]

EFFECTIVELY IS CANCEL PEOPLE.

IT'S THE ULTIMATE CANCEL.

SHE IS TRYING TO DENY THAT TRANSGENDER PEOPLE EXIST.

THE ULTIMATE CANCEL.

CANCEL TO HER THAT SHE AND HER SUPPORTERS DESPISE.

HER FAITH DOESN'T MAKE PEOPLE WHO HAVE CONSTITUTIONAL RIGHTS MAGICALLY DISAPPEAR.

SHE CAN DISAGREE WITH THEIR LIFE CHOICES BUT SHE CANNOT DENY THEIR HUMANITY.

TO TRY TO DENY THEM FROM DEFINITION IS BIGOTED.

SHE IS ALLOWED A RIGHT TO THE OPINION.

I DEFEND HER RIGHT TO THE OPINION BUT SHE CANNOT BOLD UPHOLD HER OATH OF OFFICE AND TRY TO EXERCISE THAT BY ALTERING A NONBINDING PROCLAMATION.

WHAT PARTICULARLY CONCERNS ME IS THAT IT HAPPENED IN A VACUUM.

IT'S PART OF THE AGENDA THAT I THINK SHE IS PAID TO PUSH.

SHE SPENT OVER $40,000 TO SERVE IN A CAPACITY.

YET, SHE IS TRYING TO WITH HER POLITICAL CHRISTIAN COLINS TO HAVE AN INFLUENCE CAMPAIGN TO RALLY FOR DISCRIMI ACCUSE FOLKS OF BEING MARXIST IF THEY WITH HER.

I DON'T THINK THAT IS A GOOD LEADERSHIP BEHAVIOR.

THAT SAID SHE HAS A FULL RIGHT TO THE OPINION.

THANK YOU.

>> CHAIRMAN BUNCH: OKAY.

WE'LL TAKE OUR NEXT CALLER.

HELLO, CALLER.

CAN WE GET YOUR NAME? ALL RIGHT.

CALLER IS NONRESPONSIVE.

TAKE THE NEXT ONE IN THE QUEUE.

>> HELLO.

MY NAME IS RONNIE.

CAN YOU HEAR ME ALL RIGHT?

>> CHAIRMAN BUNCH: YES, SIR.

>> MY WIFE MATILDA AND I HAVE LIVED IN THE WOODLANDS FOR 41 YEARS.

AND I HAVE GOT THIS PROCLAMATION IN MY HAND RIGHT NOW.

IT BRINGS TO MIND MY FIRST VISIT TO THE WOODLANDS IN SEARCH OF A HOME, A NEW HOME FOR MY FAMILY.

WE WENT TO THE VISITORS CENTER WHICH THEN MODEST BUILDING GROGAN'S MILL.

I OBSERVED THE MULTI-SLIDE PRESENTATION THAT LASTED FOR YEARS.

MANY OF YOU MAY REMEMBER IT.

BUT IT REFLECTED GEORGE MITCHELL'S VISION FOR A REAL HOMETOWN.

I WAS TAKEN BY IT.

I WAS VERY TAKEN BY IT BECAUSE IT WAS THE PLACE COMING OUT OF THE SERVICE FOR TEN YEARS, IT WAS THE KIND OF PLACE I WANTED FOR MY FAMILY.

WHERE WE COULD LIVE AND I COULD RAISE MY FAMILY, EDUCATE MY FAMILY, CARE FOR MY FAMILY.

WORK AND WORSHIP.

AND OF ALL THINGS WORSHIP WAS VERY IMPORTANT.

MAYBE IT WAS UTOPIAN AND IT WAS A SALES PITCH, BUT I EMBRACED IT.

I WAS A BIT CYNICAL HE COULD PULL IT OFF.

THANKS TO BE TO GOD HE DID.

THIS HAS BEEN A WONDERFUL PLACE.

WE HAVE RAISED TWO CHILDREN AND SIX GRAND CHILDREN.

MY WIFE AND I FULLY SUPPORT DR. SHELLE OBJECTION SHE RAISED AT THE TOWNSHIP BOARD ON JUNE 18.

AS A TOWNSHIP OF CHRISTIAN VALUES LIKE DR. SHELLEY WE RESPECT ALL PEOPLE WITHOUT EXCEPTION.

THEY DESERVE TO BE TREATED WITH DIGNITY.

AND RESPECT.

BUT OBJECTIONS RAISED BY DR. SHELLE OBJECTIONS ARE VALID AND THEY HAVE THE POTENTIAL OF CONSEQUENCES WHICH I SUPPORT.

I HAVE BEEN ACTIVE IN THE COMMUNITY FOR OVER 40 YEARS.

AND I JUST WANT TO SAY RESPECTFULLY ANY EFFORT TO REMOVE DR. SHELLEY FROM HER POSITION OR PRESSURE HER TO BE REMOVED FROM HER POSITION WILL BE MET WITH AN OUTCRY OF MAJORITY OF THIS COMMUNITY.

THANK YOU.

[00:40:03]

>> CHAIRMAN BUNCH: THANK YOU.

WE'LL TAKE OUR NEXT CALLER.

>> YES.

GOOD AFTERNOON.

THIS IS MARK.

I'M A RESIDENT OF THE WOODLANDS.

I'M NOT HERE TO SUPPORT OR NOT SUPPORT DR. SEKULA-GIBBS.

I JUST WANTED TO REFLECT BACK ON THE PRO ITSELF BECAUSE I REALLY BELIEVE THIS IS SORT OF AN OWN-GOAL WHERE THE WAY I WAS HANDLED.

I HAVE HONESTLY NOT EVEN BEEN ABLE TO FIND A COPY OF THIS PROCLAMATION.

IT SEEMS TO BE A GHOST PROCLAMATION.

I DID FIND THE TRANSCRIPT.

SO I HAVE BEEN LOOKING AT THAT.

IT'S AN ASPIRATIONAL PROCLAMATION.

SO IT HAS NO ACTION INVOLVED.

BUT IT IS 273 WORDS.

APPARENTLY THE LANGUAGE WASN'T UNIVERSALLY BY THE BOARD.

WHICH IS A SURPRISE, TO BE HONEST WITH YOU.

I THOUGHT WHEN WE DO PROCLAMATIONS, EVERYONE AGREES TO IT.

TO A LARGE PART IT REPEATS THE LAW.

SO IT'S SORT OF A PROCLAMATION SAYING HEY EVERYBODY, WE AGREE TO FOLLOW THE LAW.

SO I DON'T KNOW EXACTLY WHAT THAT ACCOMPLISHES.

THEN IT SPARKS THE HOUR OF HATE AND THEN AN HOUR OF SUPPORT REGARDING, YOU KNOW, THE CONVERSATION WITH DR. SEKULA-GIBBS.

SO, I'M NOT, AGAIN, NOT SURE WE ARE REALLY ACCOMPLISHING MUCH HERE.

SINCE IT IS NOT SPECIFIED, THE WAY PEOPLE ARE ACTING IS IF THEIR GROUP OR SUBGROUP OR PARTICULAR INTEREST IS NOT SPECIFIE WOODLANDS IS SOMEHOW AGREEING TO DISCRIMINATE AGAINST THEM.

AND I REALLY BELIEVE THAT IS GOING DOWN THE LONG ROAD OF FAILURE.

OTHERWISE THEN YOU HAVE TO LIST EVERYBODY'S GROUP, SUBGROUP, PARTIAL GROUP, IN THE WAY THEY WANT IT WORDED AND THE WAY IT IS SUPPOSED TO BE.

AND WHAT? ARE WE GOING TO NOW SAY THAT AGE, WE ARE NOT GOING TO DISCRIMINATE AGAINST AGE? WE ARE NOT GOING TO DISCRIMINAT POLITICAL BELIEFS? WE ARE NOT GOING TO DISCRIMINATE AGAINST SEX? WE ARE NOT GOING TO DISCRIMINATE AGAINST GUN OWNERSHIP? WE CAN JUST GO AHEAD AND LIST EVERYTHING EVERYBODY CAN SEND IN EVERYTHING THEY WANT WILL ADD IT TO THE LIST AND WE'LL END UP WITH MORE THAN 273 WORDS.

WE ARE REALLY NOT GETTING ANYWHERE.

SO, MY SUGGESTION IS MAYBE IN THE FUTURE, THIS ONE IS A DONE DEAL.

BUT MAYBE IN THE FUTURE DON'T JUST RECYC PREVIOUS THREE PROCLAMATIONS BUT PERSONALIZE IT TO THE TOWNSHIP.

FEWER WORDS.

MORE FOCUSED ON WHAT THE TOWNSHIP IS ALL ABOUT.

DON'T REPEAT THE LAW.

JUST GET THE WORDS THAT REALLY MEAN SOMETHING TO US.

GET EVERYONE'S AGREEMENT.

IF YOU WANT TO MAKE IT EVEN STRONGER IN ACTIONS.

DECLARE IT THE MONTH OF DIVERSITY.

OR PUT SOME FLAGS UP.

OR HOLD SOME MEETINGS OR SOMETHING ELSE.

BUT JUST AN ASPIRATIONAL PROCLAMATION, IT'S A LITTLE BIT LACKING.

I WILL END WITH ONE THING THAT I RAN ACROSS.

IT'S PART OF THE WOODLANDS VISION 2034.

WHICH I NEVER SAW BEFORE.

BUT MAYBE IT IS -- IT'S IN, THE WORDS ARE IN HERE BUT THEY ARE KIND OF LOST.

IT BASICALLY SPECIFY THE WOODLANDS IS A PLACE THAT WELCOMES EVERYONE FROM EVERYWHERE TO GROW AND THRIVE.

MAYBE THAT IS THE STARTING POINT FOR A PROCLAMATION.

AND MAYBE THAT IS THE DIVERSITY PROCLAMATION IN THE FUTURE.

AND WE DON'T NEED 273 WORDS THAT WE THEN START ARGUING ABOUT TO MAKE IT ANY BETTER THAN THAT.

THANK YOU.

>> CHAIRMAN BUNCH: THANK YOU, MARK.

WE'LL TAKE OUR NEXT CALLER.

>> YOU ARE UNMUTED.

GO ON.

>> CHAIRMAN BUNCH: YES, CAN I GET YOUR NAME?

[00:45:05]

HELLO? WE HAD A CALLER ON.

WE COULD HEAR YOU.

WE NEED YOUR NAME.

ALL RIGHT.

WE DON'T GET ANY COMMUNICATION, WE'LL GO TO THE NEXT CALLER.

>> HELLO.

MY NAME IS KAREN.

I AM A RESIDENT OF THE WOODLANDS.

MY COMMENT IS INTENDED FOR DR. SHELLEY SEKULA-GIBBS.

I SAW AN ARTICLE IN THE NEWSPAPER ABOUT THE DEMANDS FOR YOUR RESIGNATION.

BUT I VOTED FOR YOU AND I SUPPORT YOU.

WHAT YOU SAID DID NOT DENY ANYONE'S EXISTENCE.

AS MANY OF THE OTHER CALLERS SAID YOUR STATEMENT IS AN IMPORTANT PERSPECTIVE OF THE WOODLANDS RESIDENTS THAT ARE CONCERNED ABOUT THE LANGUAGE THAT THEIR TOWNSHIP USES.

PLEASE DON'T RESIGN.

THANK YOU.

>> CHAIRMAN BUNCH: ALL RIGHT.

WE'LL TAKE OUR NEXT CALLER.

>> HELLO.

CAN YOU HEAR ME?

>> CHAIRMAN BUNCH: I CAN.

CAN I GET YOUR NAME?

>> HI.

YES.

MY NAME IS ANASTIASIA PATTERSON.

I'M A RESIDENT OF THE WOODLANDS AND I WANT TO CALL IN, IN SUPPORT OF DR. SHELLEY SEKULA-GIBBS.

I HEARD WHAT HAPPENED AT THE JUNE 18 MEETING.

AND I JUST WANTED TO SPEAK TO THAT AND S FAMILY AND I 100% AGREE WITH THE POINTS THAT SHE RAISED IN REGARD TO CHANGES THAT WERE MADE TO THE WOODLANDS TOWNSHIP PROCLAMATION.

AND I JUST WANTED TO SAY THAT IT IS HER AMENDMENT RIGHT TO EXPRESS HER OPINIONS AND PRACTICE HER FAITH JUST LIKE IT FOR ALL RESIDENTS OF THE WOODLANDS.

AND EVERYONE IN AMERICA.

I JUST WANTED TO SAY DR. SHELLEY, PLEASE DO NOT RESIGN OR APOLOGIZE.

I RESPECT THOSE INDIVIDUALS WHO DO DISAGREE WITH HER AND WHO HAVE EVERY RIGHT TO EXPRESS THEMSELVES AND THEIR OPINIONS.

EVERYONE SHOULD BE TREATED WITH DIGNITY.

BUT IT'S NOT RIGHT THAT THEY HAVE BEEN CALLING FOR YOUR RESIGNATION SIMPLY BECAUSE THEY DO NOT SHARE YOUR VIEWS.

IN FACT YOU WERE ELECTED BECAUSE YOU REPRESENT A SIGNIFICANT PROPORTION OF THE WOODLANDS POPULATION.

YOU REPRESENT AND HAVE BEEN FIGHTING FOR OUR VIEWS AND WE WANT YOU TO KNOW WE SUPPORT YOU AND WE STAND BEHIND YOU.

AND ANOTHER COMMENT I WANTED TO MAKE.

I WANTED TO ADDRESS THE BOARD AS A WHOLE.

AND ACTUALLY ASK WHY WAS THE DECISION MADE TO REMOVE THE WORD "WORSHIP" FROM THE WOODLANDS DESCRIPTION.

I'M NOT SURE IF IT WAS REMOVED OR NOT.

BUT I PERSONALLY DO NOT BELIEVE IT SHOULD BE BECAUSE ISN'T THAT SOMETHING WE DO HERE? I MEAN SO MANY OF US GO TO CHURCH.

WE GO TO THE MOSQUE.

WE GO TO THE SYNAGOGUE.

WE ARE NOT FORCING IT ON ANYONE.

BUT FOR MANY OF US IT'S A CRUCIAL PAR WOODLANDS CULTURE AND IT IS PART OF OUR WAY OF LIFE.

SO WHY ARE WE TRYING TO HIDE WHO WE ARE?

>> CHAIRMAN BUNCH: AN THE WORD "PRAY REMOVED FROM THE PROCLAMATION.

>> OKAY.

>> CHAIRMAN BUNCH: THERE WAS NO REMOVAL OF THE WORD "PRAYER." OUR BOARD STARTS WITH AN INNOVATION AT EVERY MEETING AND WE O LIVE, WORK, PLAY, AND PRAY IN OUR COMMUNICATIONS.

IT WAS NOT PART OF THIS PROCLAMATION, THOUGH.

IT WAS NOT EITHER REMOVED OR -- >> I SAID, "WORSHIP." CHAIRMAN BUNCH: OR "WORSHIP." REMOVED OR INCLUDED EITHER.

>> OKAY.

THAT IS GOOD.

I'M GLAD TO HEAR IT WAS NOT REMOVED.

>> CHAIRMAN BUNCH: IT WAS NOT REMOVED.

IT WAS NOT TAKEN OUT.

IT WAS NEVER THERE.

>> OKAY.

IT WAS NEVER THERE.

>> CHAIRMAN BUNCH: CORRECT.

>> I'M SORRY.

DID I SAY THE PROCLAMATION? I MEANT IN THE WOODLANDS DESCRIPTION.

>> HELLO?

>> CHAIRMAN BUNCH: YES.

I'M NOT SURE WHAT YOU ARE TALKING ABOUT.

>> I'M LOOKING AT THE DESCRIPTION, THE ORIGINAL DESCRIPTION OF THE WOODLANDS UNDER GEORGE MITCHELL'S VISION.

IT SAYS THE WORD "WORSHIP" THERE.

>> CHAIRMAN BUNCH: I'M NOT ALLOWED TO HAVE DIALOGUE BUT THAT IS NOT A DOCUMENT THAT THIS BOARD HAS ADDRESSED OR TAKEN ANY ACTION ON.

>> OKAY.

WELL, I WOULD JUST LIKE TO EXPRESS MY VIEWS THAT THE WOODLANDS IS A PLACE WHERE MANY OF US WORSHIP.

THAT IS SOMETHING THAT WE SHOULD ALL KEEP IN MIND.

[00:50:03]

I JUST WANTED TO SAY AS A FINAL REMA DR. SHELLEY, WE DO SUPPORT YOU AND PLEASE DO NOT RESIGN BECAUSE YOU DO REPRESENT WHAT A SIGNIFICANT PORTION OF US IN THE WOODLANDS DO BELIEVE.

SO THANK YOU.

>> CHAIRMAN BUNCH: OKAY.

WE'LL TAKE OUR NEXT CALLER.

>> HELLO?

>> CHAIRMAN BUNCH: YES.

CAN I GET YOUR NAME?

>> MY NAME IS YUKASHEFLSKI.

I LIVE IN ALDEN BRIDGE AND I HAVE LIVED HERE FOR THE PAST 20 YEARS.

I LISTEN TO THE PUBLIC COMMENTS OF JUNE 24.

AND I HAVE TO CONFESS I WAS STUNNED.

STUNNED BECAUSE WHAT I HEARD BEING SAID DR. SHELLEY SEKULA-GIBBS SHOULD RESIGN.

RESIGN.

RESIGN.

THAT IS WHAT I CALL ELIMINATION CULTURE OR TOTAL OPPOSITION.

WE DON'T LISTEN TO HER VIEWS.

WE SIMPLY REACT TO THEM EMOTIONALLY.

NOW LET ME PUT ALL OF THIS IN A CONTEXT FOR YOU.

I WAS BORN IN A COUNTRY WHICH WAS INVADED COMMUNISTS IN POLAND.

I WAS DEPORTED TO THE SOVIET UNION TO SIBERIA.

I LIVED UNDER A SYSTEM WHICH DID NOT ALLOW PUBLIC OPINION AND PEOPLE TO SPEAK AND VOICE THEIR VIEWS.

I CAME TO THE UNITED STATES IN 1950.

SERVED IN THE U.S.

ARMY DURING THE KOREAN WAR.

AND THEN FINISHED MY EDUCATION HERE.

AS I LISTEN TO THE CALLS TO RESIGN, IT OCCURRED TO ME THAT THIS TYPE OF APPROACH IS NOT PART OF OUR WESTERN CULTURE.

IT'S ALIEN TO OUR WESTERN CULTURE.

WE BUILT OUR SYSTEM, OUR NATION ON THE PRINCIPLES OF COMMUNITY.

A DEGREE OF UNITY.

AND TO PRESERVE THIS WE ESTABLISH THE RULES OF CONDUCT.

THE RULES ARE DESCRIBED IN THE CONSTITUTION.

ALL OUR DIFFERENCES ARE RESOLVED THROUGH COURTS FOR THE FINAL ANALYSIS THROUGH VOTE.

AS JEFFERSON PUT IT, WE HAVE BEEN ENDOWED WITH CERTAIN INALIENABLE RIGHTS.

AND THESE RIGHTS WERE GIVEN TO US BY THE CREATOR.

NOT ANY ONE PERSON, A HUMAN BEING BUT BY THE CREATOR.

NOW, OUT OF ALIEN SOURCES CAME WHAT WE CA WHICH DID NOT SEE THE COUNTRY, A COMMUNITY AS A UNITY.

IT SAW -- >> CHAIRMAN SIR?

>> HELLO?

>> CHAIRMAN BUNCH: YES.

SORRY.

YOU STOPPED TALKING AND I WANTED TO MAKE SURE YOU ARE STILL THERE.

>> I'M HERE.

SO THIS MARXIST APPROACH PITS A NATION A ITSELF.

WORKERS AGAINST CAPITALIST.

NOW THIS SYSTEM WAS BROUGHT OVER TO SEE THAT WE HAVE A SYSTEM OF OPPRESSION.

MAN OPPRESSION WOMEN.

WHITE -- MEN OPPRESS WOMEN.

WHITES OPPRESS BLACKS.

STRAIGHTS OPPRESS GAY.

YOUNG OPPRESS OLD.

IN SOME CASES YOU CAN SAY THEIR CHILDREN OPPRESS THEIR PARENTS.

THIS IS A PROCESSION WHERE A NATION IS TORN TO PIECES OF WARRING FACTIONS.

I WOULD ADVISE AND BEG YOU NOT TO GO IN THAT DIRECTION.

IT IS LEADING US TO CHAOS.

I KNOW THE SYSTEM WHERE THIS TOOK PLACE.

NOW ADDRESSING THE ISSUE OF DR. SEKULA-GIBBS.

I KNOW DR. SEKULA-GIBBS PERSONALLY.

I MET HER THROUGH MY FRIEND WHOSE LIFE SHE SAVED.

[00:55:04]

WE WERE ON A GOLF COURSE AND SHE WALKED OUT TO HIM OUT OF NOWHERE AND SAID SIR, YOU HAVE A MOLE ON YOUR NECK.

IF YOU DON'T TREAT IT IMMEDIATELY, IT MAY KILL YOU.

STUNNED HE ASKED HER TO DO IT.

WITHIN TWO DAYS OF THE OPERATION HIS LIFE WAS SAVED LUCKILY.

SHE IS A WOMAN OF PRINCIPLE, SHE DOES N BELIEFS.

SHE STATED FORTH RIGHTLY.

I HAVE NEVER HEARD ANYONE THAT SHE IMPOSES HER BELIEFS ON SOMEBODY ELSE.

WE NEED LEADERS WITH PRINCIPLES.

WE NEED LEADERS WHO RECOGNIZE THE SOURCE RIGHTS AS THE CREATOR, GOD.

I URGE YOU AS A COUNCIL TO SUPPORT HER.

AND NEVER HUMBLE YOURSELVES AS SOME OF OUR LEADERS HAVE DONE, KNEEL BEFORE ANGRY CROWDS.

WHEN THEY KNEEL, THEY HUMILIATE THEMSELVES.

THEY HUMILIATE US WHO ELECTED THEM.

BE COURAGEOUS.

LEAD WISELY.

THANK YOU FOR PERMITTING ME TO SPEAK TO YOU.

GOD BLESS YOU.

GOOD NIGHT.

>> CHAIRMAN BUNCH: OKAY.

WE WILL NOW TAKE OUR NEXT CALLER.

>> HELLO?

>> CHAIRMAN BUNCH: YES.

CAN I GET YOUR NAME?

>> ANY NAME IS SARA.

I AM DISAPPOINTED THAT THE WOODLANDS WAS REPRESENTED BY CLOSED MINDED HOMOPHOBIC BOARD MENS.

WE ARE BETTER THAN THAT.

WE ARE LIVING IN THE YEAR 2020.

SO THE OUTDATED RELIGIOUS OPINION OF SEKULA-GIBBS IS -- AMENDMENT ALLOWS HER EXPRESS HER OPINION.

HOWEVER, OUR MEMBERS OF THE COMMITTEE HAVE A RIGHT TO STAND UP TO HER ATTACK ON DIVERSITY.

SO THE WORDS IN THE PROCLAMATION SHOULD NOT BE CHANGED.

AND THE SIMPLIFIED SUGGESTION ABOUT THE WOODLANDS IS A PLACE FOR ALL, THAT REALLY MAKES MY WHOLE POINT.

THANK YOU.

>> CHAIRMAN BUNCH: OKAY.

WE'LL TAKE OUR NEXT CALLER.

DO WE HAVE MORE IN THE QUEUE?

>> CALLER 4639.

>> HELLO?

>> CHAIRMAN BUNCH: YES.

CAN I GET YOUR NAME?

>> YES.

MY NAME IS MICHELLE MCKEG.

>> CHAIRMAN BUNCH: OKAY.

THANK YOU, MICHELLE.

>> HI THERE.

YES, I JUST WANTED TO CALL AND LET YOU KNOW THAT PLEASE DON'T LET THE CANCEL CULTURE START TUMBLING HERE.

DR. SHELLEY SAID WHAT SHE THOUGHT.

THAT IS GREAT.

WE ALL HAVE THE RIGHT TO SAY WHAT WE THI BELIEVE AND HAVE THAT DEBATE AND DISCUSSION.

BUT YOU LET IT START WITH HER, THE REST O TUMBLE NEXT.

THAT IS JUST, WE CAN'T LET THAT HAPPEN.

WE HAVE TO PRESERVE OUR RIGHT TO FREE SPEECH.

AND OPEN DIALOGUE AND GREAT DISCUSSION WHILE HAVING DIGNITY AND DIVERSITY AND RESPECT FOR EVERYBODY.

THANK YOU VERY MUCH.

THAT IS ALL I WANTED TO SAY.

>> CHAIRMAN BUNCH: THANK YOU, MICHELLE.

WE'LL TAKE OUR NEXT CALLER.

OKAY.

THAT CALLER HUNG UP.

WE'LL TAKE OUR NEXT CALLER.

>> HELLO.

MY NAME IS VIA.

I'M SPEAKING OUT AGAINST SHELLEY SEKULA-GIBBS.

Y'ALL SPEAK OUT AND Y'ALL SAY YOU ARE AGAINST TYRANNY AND OPPRESSION YET SEEK TO NOT SERVE ALL MEMBERS OF OUR COMMUNITY.

THE LGBTQ PEOPLE ARE STILL MEMBERS.

EVERY SINGLE PUBLICLY ELECTED OFFICIAL S SERVE THEM.

[01:00:05]

EVERYONE.

EVERYONE.

TO DENY THEM, TO DENY THEM THEIR RIGHT TREATMENT, THAT IS UN-AMERICAN.

IT'S UNDEMOCRATTIC.

AND I DO NOT THINK THAT IT FALLS UNDER FIRST AMENDMENT -- OR THE FIRST AMENDMENT RIGHTS.

NO.

THIS IS AN ELECTED OFFICIAL WHO SEEKS TO NOT RECOGNIZE HER OWN CONSTITUENTS.

OKAY, IF YOU ARE REALLY AGAINST OPPRESSION YOU WILL RECOGNIZE THE LGBTQ COMMUNITY.

I THINK THAT IT IS DISGUSTING THAT Y'ALL SITTING THERE AND SAYING THAT YOU ARE SUPPORTING HER IN THE NAME OF LIBERTY SHE SEEKS TO DENY OUR, THE MEMBERS OF OUR THAT VERY THING.

I YIELD MY TIME.

THANK YOU.

>> CHAIRMAN BUNCH: OKAY.

WE'LL TAKE OUR NEXT CALLER.

>> YES.

MY GOSH.

I'M SORRY.

I'M VERY DISTURBED BY THE LAST CALLER.

SHELLEY SEKULA-GIBBS IS NOT SAYING SHE IS NOT GOING TO SUPPORT OR TAKE CARE OF THOSE PEOPLE.

SHE IS NOT SAYING THAT SHE IS NOT GOING TO TREAT THEM, YOU KNOW, THE SAME AND WITH LOVE AND ALL OF THAT.

THAT IS HER RELIGION.

THAT IS WHAT SHE WILL DO, OBVIOUSLY.

THAT IS RIDICULOUS.

I'M TANGENA DAILY AND I HAVE BEEN A MEM WOODLANDS COMMUNITY 33 YEARS AND I WAS RAISED HERE SINCE I WAS 7.

AFTER COLLEGE I CHOSE TO RETURN TO THE COMMUNITY TO RAISE MY FAMILY.

I WAS MADE AWARE OF THE MISTREATMENT OF DR. SHELLEY SEKULA-GIBBS.

IT MADE MY STOMACH TURN.

I AM APPALLED BY WHAT I AM READING IN "THE VILLAGER" AND HOW SHE HAS BEEN TREATED BY THE FELLOW WOODLANDS RESIDENTS.

SHE SHOULD BE ABLE TO HAVE HER OWN OPINIONS.

THAT IS WHAT IT IS TO BE ON A BOARD.

WHEN YOU WORK PROFESSIONALLY TOGETHER THERE SHOULD BE CONFLICT, THERE SHOULD BE DIFFERING OPINIONS.

THAT IS HOW YOU GET TO CHANGE.

THAT IS HOW YOU GET TO MAKE, YOU KNOW, OUR COMMUNITY GROW BY HAVING THOSE DIFFERENT OPINIONS AND TALKING ABOUT THEM WITH DIGNITY AND RESPECT FOR ONE ANOTHER.

SHE SHOULD NOT BE BULLIED.

AND SILENCED FOR HER VIEW POINT.

IF THAT IS HOW OUR TOWNSHIP IS RUN, I AM V DISAPPOINTED IN THAT.

SHE IS NOT EXCLUSIONARY IN HER COMMENTS.

SHE SIMPLY DID NOT AGREE.

I COMPLETELY SUPPORT DR. SHELLEY GIBBS.

I'M GLAD SHE IS ON THE BOARD FOR A VOICE FOR ME AND MANY OTHERS IN THE WOODLANDS COMMUNITY.

I BELIEVE SHE IS DOING THE WILL OF GOD AND SHE HAD THE GUTS TO STAND UP FOR WHAT SHE IS IN THE BIBLE AND WHAT SHE BELIEVES AND NOW SHE IS BEING PERSECUTED LIKE EARLY CHRISTIANS AND LIKE JESUS WAS WHEN HE S WHAT WAS RIGHT.

HE DIDN'T DO IT IN A MEAN OR EXCLUSIONARY WAY.

HE WAS VERY LOVING.

BUT HE IS NOT GOING TO CONFIRM TO SAY THAT ARE RIGHT WHEN THEY ARE NOT -- CONFORM TO SAY THINGS ARE RIGHT WHEN THEY ARE HE IS NOT GOING TO SUPPORT THOSE THINGS.

SO BASICALLY WITH HER OBJECTING TO THE WORDING AND WANTING TO JUST LEAVE THE WORD AS "SEX" SHE IS STILL INCLUDING THEM.

SHE IS JUST NOT CONDONING THEIR DECISIONS BY ADDING MORE WORDS.

SO IT'S NOT EXCLUSIONARY.

IT'S LESS.

I AM JUST VERY UPSET ABOUT ALL OF THIS.

AND DISAPPOINTED.

I FULLY SUPPORT DR. SHELLEY GIBBS AND I HOPE THAT IN THE FUTURE THE BOARD WILL BE ABLE TO HAVE THESE DISCUSSIONS.

AND HAVE DIFFERING OPINIONS AND GET TO SOLUTIONS WITHOUT INVOLVING, YOU KNOW, THIS KIND OF BULLYING AND FAKE INFORMATION IN THE "THE VILLAGER" AND JUST BASICALLY DIVIDING OUR COMMUNITY.

IT'S JUST NOT NECESSARY.

I ALSO AGREE WITH THAT ONE GENTLEMAN THAT SAID THOSE FIRST FEW WORDS THAT SAYS WE WELCOME EVERYONE SHOULD BE ENOUGH.

WE DON'T NEED TO LIST EVERY SINGLE PERSON THAT WE, YOU KNOW, SUPPORT OR ARE GOING TO TREAT FAIRLY.

THAT IS NOT NECESSARY.

>> CHAIRMAN BUNCH: ALL RIGHT.

AS ANOTHER POINT OF CLARIFICATION THE WORD "SEX" WAS NOT CHANGED.

THERE WAS NOTHING CHANGED FROM THE ORIGIN PROCLAMATION.

IT'S ALSO -- IT'S ALSO A POINT TO CLARIFY COMMENTS THAT YOU ARE MENTIONING FROM WERE PUBLIC COMMENT.

OTHER RESIDENTS.

[01:05:01]

OUR BOARD IS PROHIBITED FROM RESPONDING COMMENT.

SO, AS WE HAVE PEOPLE MAKING PUBLIC COMMENT TONIGHT, WHERE YOU SEE NONE OF THE OTHER BOARD MEMBERS SPEAKING, IT IS BECAUSE ARE NOT ALLOWED TO SPEAK DURING PUBLIC COMMENT.

AND IF THERE IS NOT AN AGENDA ITEM LATER MEETING THAT IS GERMANE TO THE SUBJECT OF WHAT HAPPENS DURING PUBLIC COMMENT, WILL NOT HAVE ANY DISCUSSION REGARDING THE COMMENTS MADE DURING PUBLIC COMMENT.

SO I JUST WANTED TO ADD THAT CLARIFICATION.

>> HOW DID IT ESCALATE TO WE WANT HER TO RESIGN AND NOW IT IS ALL OVER THE NEWSPAPERS? IF IT'S JUST SOME PEOPLE IN THE WOODLANDS MAKING SOME COMMENTS.

>> CHAIRMAN BUNCH: IT IS WHAT IT IS.

THIS IS NOT BEEN A BOARD AGENDA ITEM.

THERE IS NO AGENDA ITEM FOR OUR BOARD TO TAKE ACTION WITH DR. SHELLEY.

THERE WAS NO DIALOGUE WITH DR. SHELLEY BY ANY BOARD MEMBERS DURING THAT MEETING.

THERE WAS NEVER AN AMENDMENT OR AN ADJUS ORIGINAL PROCLAMATION.

IN OUR PROCLAMATION, ACTUALLY, RELIGION I ACKNOWLEDGED.

ALL RELIGIONS, ALL FAITHS.

NOTHING WAS EVER CHANGED.

>> I UNDERSTAND THINGS WERE NOT CHANGED BUT IT SOUNDS LIKE SHE WAS BRINGING UP A POINT ABOUT A CHANGE THAT SHE WANTED TO SEE B THE WORD "SEX" INSTEAD OF ALL THE OTHER DESCRIPTORS.

SO THAT IS JUST THE POINT I WAS MAKING.

THAT I AGREE WITH USING THE WORD "SEX" DESCRIPTORS OF EVERYTHING.

I'M HEARING THAT CHILDREN ARE GOING TO S DOGGIE COSTUMES AND THEY IDENTIFY AS A DOG.

ARE WE GOING TO LIST THAT NEXT? FURRYS? WE'RE GOING TO LIST FURRIES IN THERE? WE RESPECT FURRIES? IT'S JUST RIDICULOUS.

>> CHAIRMAN BUNCH: OKAY.

WE'LL TAKE OUR NEXT CALLER.

>> YES.

GOOD EVENING.

I WANT TO -- I'M SORRY.

MY NAME IS EMILY NARI.

I HOPEFULLY WANTED TO MAKE THIS SHORT NONCONFRONTATIONAL AS POSSIBLE.

THERE HAVE BEEN A LOT OF CALLS COMING IN CHANGING THE DIVERSITY PROCLAMATION.

I ACTUALLY HAVE THAT UP ON MY SCREEN RIGHT NOW.

THE DATE OF THIS PROCLAMATION IS DATED 22 DAY OF MARCH IN THE YEAR 2017.

I WON'T READ THE WHOLE THING.

BUT ONE OF THE PROCLAMATIONS UNDER HERE, THE SECOND TO THE LAST PARAGRAPH I'M ON.

IF YOU ARE CURIOUS AS TO HOW TO GET TO PROCLAMATION, ONE GENTLEMAN CALLER WASN'T SURE WHERE TO FIND THIS.

IF YOU GO TO GOOGLE AND TYPE "THE WOODLANDS TOWNSHIP DIVERSITY PROCLAMATION." THE FIRST THING THAT POPS UP A PDF OF THE PROCLAMATION DATED 22ND DAY OF MARCH IN THE YEAR 2017.

THE SECOND TO LAST PROCLAMATION SAYS, "WHEREAS, THE WOODLANDS COMMUNITY SHALL ALWAYS ENDEAVOR TO REMAIN A SAFE PLA RESIDENTS REGARDLESS OF RACE, NATIONALITY, RELIGIOUS BELIEFS, SEXUAL ORIENTATION, IDENTITY AND SOCIOECONOMIC STATUS TO LIVE, WORK AND PLAY AND LEARN IN HARMONY WITH NEIGHBORS, PLAYERS, TEACHERS CITIZENS." I THINK THERE IS CONFUSION THAT SOME REASON -- I DON'T AFFINITY THAT THE INDIVIDUALS WANT THE WORD "WORSHIP" IN THERE.

BUT RELIGIOUS BELIEFS IS STATED VERY CLEARLY.

I'M LOOKING AT THIS RIGHT NOW IN THIS DI PROCLAMATION.

IT'S BEEN IN EXISTENCE SINCE 2017.

SO I'M A LITTLE UNCLEAR AS TO WHY PEOPLE ARE ASKING WHY THIS WORSHIP WAS TAKEN OUT.

THERE WAS ANOTHER COMMENT ABOUT PERHAPS "WORSHIP" TAKEN OUT OF THE ORIGINAL VISION OF THE WOODLANDS.

I'M ON THE WOODLANDS TOWNSHIP WEBSITE NOW.

AND THERE IS A TAB ON HERE THAT SAYS, WOODLANDS" AND IT SAYS THE

[01:10:01]

WOODLANDS, TEXAS, LOCATED ABOUT 30 MILES NORTH OF DOWNTOWN HOUSTON, THE WOODLANDS OFFICIALLY BEGAN IN 1974.

THE WOODLANDS IS A MASTER PLAN COMMUNITY APPROXIMATELY 118,000 RESIDENTS.

APPROXIMATELY 2,100 BUSINESSES.

THE WOODLANDS IS WELL KNOWN FOR ITS EXTENSIVE PARKS AND RECREATION, GOLF, CORPORATE HEADQUARTERS, SCHOOLS, PLACES OF WORSHIP, SHOPPING, DINING HOSPITALITY, HEALTHCARE AND MUCH MORE.

THERE ARE SOME OTHER THINGS THAT COME DOWN WITH THERE.

SO I'M JUST A LITTLE CONFUSED TO WHY ON ARE COMING IN ABOUT WHY IS WORSHIP REMOVED AND RELIGIOUS BELIEF REMOVED WHEN IT'S CLEARLY AND EXPLICITLY DOCUMENTED IN THE TOWNSHIP LITERATURE AND THE WEBSITE RIGHT NOW THAT IS AVAILABLE FOR PUBLIC USE.

CHAIRMAN BUNCH REPEATEDLY SAID OVER AND OVER AND HE IS NOT ALLOWED TO PUBLICLY COMMENT BUT HE IS DOING IT ANYWAY THAT THIS WAS SOMETHING THAT WAS REMOVED.

THIS IS ON THERE.

I'M JUST RESPECTFULLY ASKING THOSE WHO ARE ON THE CALL, YOU KNOW, ASKING ABOUT THIS, PLEASE GO ON YOUR WEBSITE RIGHT NOW AND JUST TAKE A LOOK AT THE DOCUMENTS TO SEE WHERE THESE ARE.

AND IF THAT IS A CONCERN THAT YOU HAVE, Y PLEASE NOTE THAT THOSE THINGS ARE AVAILABLE FOR YOU TO LOOK AT.

THANK YOU ALL FOR CONTINUING TO SERVE US.

WE APPRECIATE YOU.

>> CHAIRMAN BUNCH: THANK YOU.

WE'LL TAKE OUR NEXT CALLER.

>> OKAY.

SOMEONE HUNG UP.

WE WILL GO ON TO THE NEXT ONE.

>> CALLER 3370.

>> CHAIRMAN BUNCH: WE CAN HEAR SOME BACKGROUND NOISE.

SO IF YOU ARE ON THE LINE, PLEASE STATE YOUR NAME.

OKAY.

MAYBE THEY GAVE UP.

OR ARE NOT PAYING ATTENTION.

SO WE'LL GO TO THE NEXT CALLER.

>> HI.

>> CHAIRMAN BUNCH: CAN I GET YOUR NAME?

>> YES.

MY NAME IS ALEX.

I'M A RESIDENT OF GROGAN'S MILL.

I'M CALLING BECAUSE THE PICTURE THAT I SAW PAINTED IN THE RECENT "CHRONICLE" AND = VILLAGER" ARTICLES DO NOT REPRESENT THE WOODLANDS.

I CANNOT FATHOM THEM.

I HAVE ASKED OTHER PEOPLE AND I HAVEN'T F RESIDENT WHO AGREES WITH THE PICTURE THAT "CHRONICLE" PICTURE.

DR. SEKULA-GIBBS JUDGED NO ONE, DENIE MEMBERSHIP IN THE COMMUNITY AS ONE CALLER ALLEGED, DENIED NO ONE'S EX AND DENIED NO ONE'S HUMANITY AND MADE NOT ONE UNTOWARD OR PHOBIC COMMENT.

THE CALLERS WERE RESPECTFULLY MISTAKEN AINVITE THEM TO -- I INVITE THEM TO OPEN THEIR LEARN THE TRUTH.

I THINK DIRECTOR GIVENS IS A FAITHFUL, LOVING CHRISTIAN AND SHE SERVED THE COMMUNITY WELL.

SHE RAISED P.P.E.

FOR THE FIRST RESPONDERS WHEN COVID HIT.

IN FACT, A PERSONAL STORY, A FRIEND OF MINE LIVES IN A LOW-ING IN DISABILITY HOUSING LOW-INCOME DISABILITY HOUSING COMPLEX.

WHEN COVID HIT THE RESIDENTS WERE BEING TAKEN ADVANTAGE OF BY THE LANDLORD.

DR. SHELLEY INTERVENED AND HELPED THEM.

GAVE THEM A VOICE.

SHE STUCK UP FOR THE MOSTS VULNERABLE MEMBERS OF OUR COMMUNITY AND THE MOSTS VULNERABLE TIME.

I CAN'T FATHOM THE OPPOSITIONAL CALLERS WHO SUGGEST THAT IS THE CASE.

I HAVEN'T MET A SINGLE RESIDENT OF THE WOODLANDS WHO DISAPPROVES OF HER JOB.

SHE REPRESENTS OUR COMMUNITY WELL I THINK.

I WANT HER TO STAY RIGHT WHERE SHE IS AND HER JOB.

KEEP HELP US GROW AND ADAPT AND KEEP THE WOODLANDS WONDERFUL.

I AGREE WITH MY FELLOW CALLER MARK.

THE WOODLANDS IS A PLACE THAT WELCOMES EVERYONE, FROM EVERYWHERE TO GROW AND THRIVE.

I DON'T THINK WE NEED A LAUNDRY LI IDENTITIES IN A 200-WORD PROCLAMATION.

I'M SURE WE COULD COME UP WITH WELL OVER IDENTITIES THAT WE ALL WANT PROTECTED.

WE WELCOME EVERYONE FROM EVERYWHERE TO GROW AND LIVE.

THAT IS ENOUGH.

THANK YOU FOR YOUR TIME.

>> CHAIRMAN BUNCH: THANK YOU.

WE'LL GO TO OUR NEXT CALLER.

>> HELLO.

>> CHAIRMAN BUNCH: YES.

CAN I GET YOUR NAME?

>> YES.

GOOD EVENING, EVERYONE.

MY NAME IS REGINA LESLAR.

THANK YOU FOR TAKING THE TIME TO ACCEPT MY CALL.

I'M CALLING BECAUSE I WAS REALLY UPSET TO HEAR ABOUT AND TO READ ABOUT THE BULLYING TACTICS THAT HAVE BEEN EMPLOYED DR. SHELLEY.

[01:15:02]

DR. SHELLEY, FIRST AND FOREMOST, DO NOT RESIGN.

NOR APOLOGIZE.

YOU ARE A LEGITIMATE OFFICE BEARER AND YOU WERE VOTED IN BY THOSE WHO BELIEVE YOU REPRESENT OUR VIEWS AND OUR BELIEFS.

AND ANY ACTION TO TRY AND REMOVE YOU IS ILLEGITIMATE, TO REMOVE YOU FROM OFFICE IS ILLEGITIMATE.

THE SECOND THING I WOULD LIKE TO SAY IS COUNTERCULTURE HAS GOT TO STOP.

WE HAVE THE FREEDOM OF SPEECH AND THE RI PRACTICE RELIGION PROTECTED BY THE FIRST AMENDMENT.

THOSE CALLERS ASKING FOR DR. SHELLEY'S RESIGNATION ARE TRAMPLING ON HER FIRST AMERICAN RIGHTS AND IT'S VERY UN-AMERICAN.

I KNOW THAT THERE IS A LOT OF -- I HAVE HEARD A LOT OF COMMENTS ABOUT THE WORD "WORSHIP" DROPPED FROM THE PROCLAMATION.

I KNOW THAT I DON'T WANT TO MAKE ANY MORE COMMENTS ON THAT.

BUT I'M CURIOUS WHY THE WORD "WORSHIP" IS NOT IN THE PROCLAMATION.

>> CHAIRMAN BUNCH: THE POINT OF CORRECTION.

THE WORD "WORSHIP" WAS NEVER REMOVED FR PROCLAMATION.

THERE IS LANGUAGE IN HERE ACCEPTING ALL RELIGIOUS FAITHS.

>> THAT IS FINE.

OKAY.

I'LL MOVE TO THE NEXT WORD.

THAT IS "SEX." THE WORD THA I THINK IS ON THE PROCLAMATION IS "SEXUAL ORIENTATION AND GENDER IDENTITY." SEX SHOUL BASED ON BIOLOGY AND SCIENTIFIC FACT AND NOT CURRENTLY POLITICALLY CORRECT ORTHODOXY.

I KNOW A CALLER MENTIONED SOMETHING ABOUT THE SUPREME COURT OF THE UNITED STATES SCOTUS HAVING MADE CERTAIN RULINGS.

SCOTUS IS NOT THERE TO LEGISLATE.

THEY ARE NOT THERE TO MAKE LAWS.

THAT IS THE ROLE OF CONGRESS.

THE OTHER THING IS THAT SEX SHOULD BE BASED ON BIOLOGY.

THIS INTERPRETATION OF SEX HAS GRAVE CONS EVERYDAY LIFE FOR WOMEN AND GIRLS.

AND WOMEN IN SPORTS.

WOMEN'S ATHLETIC AND ACADEMIC SCHOLARSHIPS.

RESTROOM LOCKER ROOM PRIVACY.

SO THIS RULING GOES AGAINST MY RELIGIOUS BELIEF AND IT IS NOT BASED ON SCIENTIFIC FACT.

I THANK YOU FOR TAKING THE TIME TO HEAR AND AGAIN I REPEAT, DR. SHELLEY DO NOT RESIGN.

NOR DO YOU NEED TO APOLOGIZE.

WE ARE ALL BEHIND YOU 100%.

THANK YOU VERY MUCH FOR TAKING MY CALL.

>> CHAIRMAN BUNCH: THANK YOU.

WE'LL GO TO OUR NEXT CALLER.

>> HI.

GOOD EVENING, EVERYONE.

MY NAME IS CAROL PONTIGO, I'M A RESIDENT WOODLANDS.

I LOVE IN COCHRANS CROSSING BUT I GREW UP IN GROGAN'S MILL.

THIS IS MY FIRST BOARD MEETING TO ATTEND.

IT'S BEEN QUITE FASCINATING TO SAY THE LEAST.

I ACTUALLY JOINED TODAY'S CALL BECAUSE I' NEXT DOOR, THE APP.

AND JUST SAW A WHOLE BUNCH OF PEOPLE REPORTING PEOPLE'S COMMENTS AFTER SOMEBODY POSTED SOMETHING ABOUT THE PREVIOUS MEETINGS.

IT WAS EYE-OPENING TO READ IT ON THAT.

BUT THEN TO HEAR THIS CALL AND PEOPLE REFERENCING THE PREVIOUS CALLS HAS ALSO BEEN PRETTY INTERESTING.

I'LL JUST SAY THIS HAS ACTUALLY BEEN A REALLY GREAT EXPERIENCE FOR ME.

I APPRECIATE YOU GUYS OPENING THIS UP TO CONSTITUENTS AND EVERYTHING BECAUSE I HAVE THIS BEFORE OR LISTENED IN BEFORE.

AND THIS IS REALLY MADE ME WANT TO BE MORE ACTIVE IN THE COMMUNITY TO KIND OF BE ABLE TO HEAR SOME OF THE INFORMATION BECAUSE SEEING HOW PEOPLE HAVE BEEN TREATING EACH OTHER ON BOTH SIDES IS ACTUALLY LITTLE BIT CONCERNING.

BUT THE SAME PEOPLE WHO ARE CALLING FOR SOMEONE TO BE COMPASSION NAT, WHETHER WHICH SIDE OF THE AISLE THEY ARE ON, ARE SO QU THROW JUDGMENT ON THE OTHER PEOPLE.

IT'S DEFINITELY BEEN A VERY GOOD EXPER APPRECIATE THE CALLER FOR PUTTING THE INFORMATION OUT THERE ON WHERE THE PROCLAMATION WAS.

I WASN'T ABLE TO FIND IT ON THE WEBSITE.

IS THIS JUST, DO YOU JUST HAVE TO KNOW TO GO AND CLICK ON THE LITTLE CALENDAR AND BE ABLE TO JOIN IN TO KNOW WHAT IS GOING ON FOR FUTURE?

>> CHAIRMAN BUNCH: ALL OF OUR MEETINGS ARE POSTED IN ADVANCE.

THEY ARE ALSO LIVE RECORDED AND INDEXED UNDER BOARD MEETING AND VIDEOS.

SO WE DO HAVE OUR MEETINGS ON A REGULAR SCHEDULE.

THIRD THURSDAY OF THE MONTH.

FOURTH WEDNESDAY OF THE MONTH.

[01:20:01]

>> THANK YOU VERY MUCH.

THIS IS REALLY GREAT OPPORTUNITY TO LISTEN IN AND TO HEAR THE FELLOW RESIDENTS.

SO, THANK YOU.

>> CHAIRMAN BUNCH: NO PROBLEM.

ALL RIGHT.

WE'LL GO TO OUR NEXT CALLER.

>> THAT WAS OUR FINAL CALLER.

>> CHAIRMAN BUNCH: OKAY.

WE WILL THEN CLOSE PUBLIC COMMENT.

AND MOVE ON TO AGENDA ITEM 5, RECEIVE TH PRESIDENT/GENERAL MANAGER'S

[5. President / General Manager's Report;]

KAREN IS GOING TO BRING UP A SUMMARY SHEET.

I'M GOING TO TALK ABOUT THIS EVENING, I WILL FOCUS MY PART OF THE AGENDA ITEM ON THE ACTUAL EXPENSES THAT THE TOWNSHIP HAS INCURRED.

WHAT YOU SEE HERE IS WHAT WE HAVE INCURRED THROUGH JUNE 30.

THESE ARE EXPENSES WE HAVE BEEN ABLE TO IDENTIFY THAT, WERE INCURRED DIRECTLY RELATED TO OUR COVID-19 RESPONSE.

SO YOU CAN SEE HERE FOR THE FIRE DEPARTMENT, WE HAVE INCURRED TOTAL OF $363,000.

THE MAJORITY OF THAT HAS BEEN IN OVERTIM PERSONNEL TO COVER THE SHIFTS WHEN WE HAVE HAD FIREFIGHTERS IN QUARANTINE.

THEN THE TOWNSHIP HAS INCURRED ABOUT $95,0 COSTS FOR A TOTAL OF ABOUT $458,000.

TO DATE, WE HAVE IDENTIFIED TWO SPECIFIC GRANTS THAT ARE AVAILABLE TO TOWNSHIP TO SEEK REIMBURSEMENT FOR THE EXPENSES THAT HAV INCURRED.

WE HAVE ALREADY SUBMITTED A GRANT REQUEST THROUGH A FIREFIGHTERS ASSISTANCE GRANT.

THAT GRANT DOES NOT RECOVER PERSONNEL COSTS.

IT ONLY COVERS EQUIPMENT, MATERIALS AND SUPPLIES.

WE SUBMITTED IT A MONTH AGO AND WE HAVE NOT HEARD BACK.

WE HAVE NOT GOTTEN ANY RESPONSE FROM THAT.

BUT I WILL TELL YOU, WHILE WE REMAIN HOP KNOW THAT THE GRANT IS BEING USED PRIMARILY TO SUPPORT FIRE DEPARTMENTS WHO HAVE A REAL LACK OF STAFFING IN A REAL LACK LIKE CANNOT RESPOND WITHOUT ALL.

SO THERE IS A LONG LIST AND IT'S NOT A HUGE GRANT.

[01:25:03]

WE DON'T KNOW HOW SUCCESSFUL WE WILL BE CONTINUE TO MONITOR THAT.

THE OTHER GRANT THAT WE ARE PURSUING IS THE FEMA GRANT.

IT IS REIMBURSABLE OF COST, ALL THE COST YOU SEE LISTED HERE EXCEPT THERE IS $18,000 THAT IS CURRENTLY UNDER REVIEW BY FEMA.

WE HAVE NOT BEEN ABLE TO SUBMIT THE GRANT.

THE PROCESS THEY HAVE IN PLACE IS WE HAVE ALL OF THE OPENING PAPERWORK.

THE FILES THAT WE NEEDED TO.

WE HAVE GONE THROUGH THE TRAINING AND WE HAVE A SPECIFIC CONTACT PERSON WITH FEMA THAT IS HELPING US THROUGH THE PROCESS.

SO, AGAIN, IT WILL BE OUR PLAN IF OTHER FUNDING IS NOT AVAILABLE TO SUBMIT THIS GRANT WHEN THEY OPEN THE PORTAL FOR US TO BE DO SO.

SO YOU CAN SEE DOWN THERE AT THE BOTTOM, HIGHLIGHTED IN GREEN, THE 75% THAT WE WOULD EXPECT TO GET BACK BASED ON COSTS WE HAVE ALREADY INCURRED TOTALS ABOUT $344,000.

I'LL BE GLAD TO ANSWER ANY QUESTIONS REGARDING THIS.

>> CHAIRMAN BUNCH: ANY QUESTIONS?

>> I HAVE ONE, CHAIRMAN BUNCH.

THESE ARE, MONIQUE, ALL THE EXPENSES SINCE MID-MARCH THAT HAVE BEEN INCURRED BY THE TOWNSHIP?

>> YES, MA'AM, THAT IS CORRECT.

THAT IS FROM THE BEGINNING, THE BEGINN PANDEMIC THROUGH JUNE 30 IS WHAT THIS REPRESENTS.

>> CHAIRMAN BUNCH: ACTUALLY, IT REPRESENTS -- JUST A CLARIFICATION, IF YOU DON'T MIND, DR. SNYDER.

>> SECRETARY SNYDER: NO.

>> CHAIRMAN BUNCH: IT REPRESENTS EXPENSES THAT WERE RELATIVE TO REIMBURSABLE.

>> THAT IS A GOOD POINT, CHAIRMAN BUNCH.

THERE HAVE BEEN OTHER EXPENSES INCURRED W NOT ELIGIBLE FOR REIMBURSEMENT UNDER THE TWO GRANTS WE HAVE SPECIFIC IDENTIFIED.

THAT IS CORRECT.

>> SECRETARY SNYDER: AND HOW MUCH DOES THAT, IS THAT OF THE EXPENSES THAT ARE NOT ELIGIBLE FOR THE FEMA REIMBURSEMENT?

>> SO FAR WE HAVE IDENTIFIED JUST UNDER $50,000 IN THOSE COSTS.

IT'S ABOUT $46,000.

>> SECRETARY SNYDER: OKAY.

SO MY QUESTION, I ASKED FOR THIS TO BE AN AGENDA ITEM.

SHARE WITH ME ABOUT THE CARES FUNDING AND TOWNSHIP IS DOING WITH REGARD TO REQUESTING THAT.

I KNOW CHAIRMAN BUNCH HAS SAID THAT IF WE WERE A CITY, $500,000, WE WOULD AUTOMATICALLY RECEIVED FUNDING.

BUT SINCE WE ARE NOT, EVEN AS A SPECIAL DISTRICT, WE DID NOT RECEIVE FUNDING BUT COULD REQUEST FROM HARRIS AND MONTGOME COUNTY.

>> I'M ACTUALLY -- I'M GOING -- >> CHAIRMAN BUNCH: WE HAVE THAT ON AGENDA ITEM 7.

SORRY.

WE HAVE THAT ON AGENDA ITEM 7.

SORRY.

>> SECRETARY SNYDER: OKAY.

NO, THAT IS -- WE'LL ADDRESS IT THEN.

UNLESS WE WOULD LIKE TO ADDRESS IT NOW.

THAT IS WHY I ASKED FOR THIS TO BE ON THE AGENDA.

>> YES, MA'AM.

TODD STEPHENS IS ACTUALLY GOING TO A SPECIFIC QUESTION OF YOURS.

HE IS THE ONE THAT HAS DONE A LOT OF RESEARCH AND BEEN IN CONTACT WITH VARIOUS PEOPLE.

SO HE IS GOING TO BE MAKING A PRESENTATION TONIGHT TO ADDRESS YOUR SPECIFIC QUESTION.

>> SECRETARY SNYDER: THANK YOU.

>> YOU'RE WELCOME.

>> CHAIRMAN BUNCH: YEAH.

THE SIMPLE ANSWER ON THE C.A.R.E.S.

ACT FUNDING HAD WE CITY, IT WOULD HAVE BEEN $21 MILLION THAT WOULD HAVE BEEN CORRECTLY DISTRIBUTED TO THE TOWNSHIP.

>> SECRETARY SNYDER: BUT CHAIRMAN BUNCH, I DON'T MEAN TO BE DISRESPECTFUL BUT IT WAS MY UNDERSTANDING YOU HAD TO BE A CITY OF 500,000 OR MORE.

WHEN I SPOKE EARLIER -- >> CHAIRMAN BUNCH: YEAH.

>> SECRETARY SNYDER: TO SEVERAL PE CHAIRMAN BUNCH: THE STATE ALLOCATION THAT WENT WITH THE FUNDING THAT WENT TO THE VARIOUS COUNTIES PROVIDED ALLOCATIONS FOR MUNICIPALITIES OF SMALLER POPULATIONS.

IN THAT CALCULATION, I BELIEVE, MONIQUE SAID IT WAS $21 MILLION.

IT WAS $55 PER RESIDENT OR SOMETHING IN THAT DOLLAR AMOUNT FOR THE CITY BELOW HALF A MILLION.

>> DR. SNYDER, JUST FOR CLARIFICATION IT'S ALREADY BEEN PUBLISHED THAT CONROE GOT $16.5 MILLION.

[01:30:01]

THEY ARE NOT OVER HALF A MILLION POPULATION.

>> SHENANDOAH GOT MONEY.

AND ALL OF THEM GOT MONEY FOR THE GUIDELINE OF THE $55 PER RESIDENT.

IS THAT NOT CORRECT?

>> CHAIRMAN BUNCH: NO.

THEY DIDN'T GET THE FUNDING.

THE FUNDING WENT TO THE COUNTY.

THE COUNTY WAS GIVEN A LEDGER FROM THE S THE HOUSE SAYING HERE IS WHAT THE ALLOCATION SHOULD BE FOR THE SMALL CI WITHIN OUR COUNTY.

>> SECRETARY SNYDER: BUT THEY HAVE NOT NECESSARILY GIVEN IT TO SHANNADOAH, CONROE OR MAGNOLIA, CORRECT?

>> CHAIRMAN BUNCH: THAT IS CORRECT.

BUT I THINK WHEN WE GET TO AGENDA ITEM 7 WE'LL BE ABLE TO CLEAN UP ALL OF THIS.

>> SECRETARY SNYDER: OKAY.

>> CHAIRMAN BUNCH: IS THERE ANY ACTION ON THIS? MONIQUE WE HAVE NOT HEARD BACK ON THE REIMBURSEMENT?

>> NO ACTION REQUIRED.

THIS IS JUST A REPORT TO UPDATE THE BOARD ON WHERE WE ARE WE ARE IMBURSABLE EXPENSES.

>> CHAIRMAN BUNCH: THANK YOU.

>> YOU'RE WELCOME.

>> CHAIRMAN BUNCH: ALL RIGHT.

NO ACTION TO TAKE ON AGENDA ITEM 8.

NOW TO ITEM 7 THAT HAS MULTIPLE PRESENTATIONS WITHIN IT.

START OFF, I HAVE MY UPDATE WHICH I'LL QUICKLY.

SO THIS IS AN UPDATE OF THE A.G.

PROJECTIONS FOR TEXAS UP TO THE CURRENT DAY AND SHOWING THE TREND GOING BACK TO MARCH.

THIS IS AN ESTIMATE OF THE DAILY INFECTIONS.

GO TO THE NEXT SLIDE.

THIS IS A PROJECTION OF THE DAILY DEATHS.

IT ALSO HAS PROJECTION SHOWING THE MITIGA FACTORS AND HOW IT CHANGES THE PROJECTIONS.

THE GREEN DOTTED LINE REPRESENTS THE IMPACT OF THE MASK ORDER.

AND THE RED LINE HAS TO DO WITH SOCIAL DISTANCING EASING, OR EASING OF THE MASK ORDER.

GO TO NEXT SLIDE.

THE TOTAL PROJECTED DEATHS FOR TEXAS THROUGH NOVEMBER.

OF COURSE THE LINES ARE DIFFERENT DEPENDING ON THE MASKS/NO MASKS AND THE OTHER SOCIAL DISTANCING.

NEXT SLIDE.

THE REAL ONE THAT WE ALL ARE CONCERNED ABOUT IS HOSPITAL RESOURCES.

THIS IS STATEWIDE.

HOSPITAL RESOURCES ARE NECESSARY GENERAL BEDS, BASED ON THE CURRENT DATA.

AND THE GREEN LINE IS THE I.C.U.

BEDS.

WE DO NOT SHOW THAT WE BREACH THE I.C.U.

NEEDS IN THIS MODEL.

ALL BEDS IS THE PURPLE LINE AT THE TOP.

AND IT SHOWS WE DO NOT BREACH THE ALL BE TEXAS BASED ON THE CURRENT TRENDS.

NEXT SLIDE.

MORE RELEVANT TO US, MORE LOCAL TO US IS THE SET RAC DATA.

WE WILL BREAK DOWN REAL QUICK.

NEXT SLIDE.

GO TO THE NEXT SLIDE.

SO THIS IS -- I GOT TO GET MY BEARINGS.

THIS IS THE MONTGOMERY COUNTY GENERAL BED USE.

24% OF THE BEDS ARE OCCUPIED BY COVID PATIENTS.

THAT IS GREEN LINE ACROSS THE BOTTOM.

BUT IF YOU LOOK AT THE BLUE LINE, THAT IS ALL GENERAL BEDS IN USE.

THE ORANGE LINE IS ALL AVAILABILITY BEDS.

SO WE ARE NOT NEARING THE CAPACITY ON OUR GENERAL BEDS IN MONTGOMERY COUNTY.

IF YOU GO UP TO THE RED LINE, THAT REPRE SURGE CAPACITY FOR THE GENERAL BEDS HOSPITAL SYSTEMS. SO WE ARE STILL IN GOOD SHAPE LOCALLY ON GENERAL BED USE.

NEXT SLIDE.

IT IS THE GENERAL BEDS FOR HARRIS COUNTY.

YOU CAN SEE WE DO HAVE AN UPTICK IN THE COVID PATIENTS IN THE GENERAL BEDS.

26% OF THE PATIENTS.

WE ALSO HAVE 7,200 BEDS IN USE.

OUT OF 14,000 AVAILABLE.

SURGE CAPACITY UP TO 17,000.

SO GENERAL BEDS IN HARRIS COUNTY ARE NOT APPROACHING CAPACITY ISSUE.

NEXT SLIDE.

I.C.U.

BEDS FOR MONTGOMERY YOU CAN SEE THERE WAS A PEAK BACK FIRST WEEK OF JULY.

IT CAME DOWN OVER THE LAST SEVERAL DAYS.

[01:35:03]

YOU CAN SEE THE BLUE LINE, 166 I.C.U.

PATIENTS OUT OF 174 CAPACITY.

AND A SURGE CAPACITY OF 209.

I'LL GO TO THE NEXT SLIDE.

HARRIS COUNTY, MORE PEOPLE IN I.C.U.

BEDS.

CLOSER TO THE ORANGE LINE.

BUT NOT BREACHING IT.

THEN HAS A SURGE CAPACITY ABOVE THE ORANGE LINE OF 1939 BEDS.

SO AS WE APPROACH NORMAL OCCUPANCY.

IT'S IMPORTANT TO REITERATE WE GOT A LETTE HOSPITAL C.E.O.S AT THE MEDICAL CENTER.

AND IN THAT LETTER, THEY CLARIFIED THAT THEY BUILT THE MEDICAL CENTER TO OPERATE ON A DAILY BASIS AT AROUND 99% OCCUPANCY.

AND SO WHEN YOU REFLECT ON THE OCCUPANCY BEDS BEING SUBSTANTIALLY BELOW THAT AND THE I.C.U.

BEDS STARTING IT, THAT IS WITHIN THEIR NORMAL OPERATING COMFORT ZONE.

AND WHEN YOU GET TO THE RED LINE THAT IS DEALING WITH THE SURGE CAPACITY, EXTENUATING CIRCUMSTANCES WHERE WE BREACH THEIR NO OPERATING CAPACITY.

THAT IS WHAT THEY ARE REPRESENTING AS THE RED LINE ACROSS THE TOP.

ALL RIGHT? NEXT SLIDE.

VENTILATION.

PLENTY OF VENTILATOR AVAILABLE IN MONTGOM COUNTY.

LIGHT BLUE LINE IS THE ONE USED AND THE DARK BLUE LINE ARE THE ONES AVAILABLE.

NEXT SLIDE.

HARRIS COUNTY, SIMILAR.

LIGHT BLUE LINE USED AND DARK BLUE LINE IS AVAILABLE.

WE HAVE AVAILABILITY IN PEDIATRIC VENTILATORS.

OKAY.

NEXT SLIDE.

JUST CENSUS DATA SHOWING THE NUMBER OF COVID PATIENTS THAT WERE SUSPECTED OR CONFIRMED OVER THE LAST MONTH.

YES, YOU SEE THERE ARE ADDITIONAL PEOPLE UTILIZING THE HOSPITALS AND THE I.C.U.

BEDS AND GENERAL BEDS.

BUT IF YOU PUT IT IN THE CONTEXT OF CAPACITY WE'RE STILL IN DECENT SHAPE.

WE OBVIOUSLY DON'T WANT TO SEE IT CONTINUE TO JUMP BUT THAT IS WHERE WE ARE RIGHT NOW.

NEXT SLIDE.

THEN IT'S HARRIS COUNTY.

SAME DATA POINT.

CONFIRM VERSUS SUSPECTED COVID PATIENTS.

ALL RIGHT.

NEXT SLIDE.

THIS IS TODAY'S UPDATE FROM MONTGOMERY COUNTY.

TODAY'S UPDATE WAS AN INCREASE OF 177 NEW CASES.

IT SHOWS THAT ACTIVE CASES ARE DECREASED BY 13.

ONE ADDITIONAL DEATH FROM YESTERDAY.

INCREASE IN THE HOSPITALIZATIONS.

ALL RIGHT.

NEXT SLIDE.

SO TOTAL PATIENTS WITH COVID IN LOCAL HOSPITALS FROM MONTGOMERY COUNTY AND IT SHOWS THERE WAS AN INCREASE IN ONE OVER THE LAST DAY.

HOW MANY ARE I.C.I.

VERSUS GENERAL ISOLATION IS GRAPHIC FROM THE DEPARTMENT THAT IS IN LINE WITH THE PREVIOUS SET-RAC DATA.

NEXT SLIDE.

LIGHT BLUE LINE IS THE ACTIVE CASES.

AND THE LIME COLORED LINE IS THE NUMBER OF RECOVERED.

AND THE THIN RED LINE IS THE NUMBER OF DEATHS.

SO, IF YOU ARE TRYING TO LOOK AT TRENDS, YOU WANT TO SEE THAT LIGHT BLUE LINE START TO DECLINE.

WHICH YOU SEE THAT FOR THIS WEEK.

YOU WANT TO OBVIOUSLY NOT SEE TOO MUCH OF AN EXPANSION ON THAT RED LINE.

ALL RIGHT.

NEXT SLIDE.

THIS IS FROM JOHNS HOPKINS.

THEY PUT OUT THIS DEMOGRAPHIC AND DATA BY COUNTY DAILY.

IT LAGS ONE DAY.

SO, THIS IS TODAY'S REPORT FOR JOHNS HOPK ACTUALLY REFLECTIVE OF YESTERDAY'S COUNTY UPDATE.

YOU CAN SEE YESTERDAY WE HAD AN INCREASE OF 853 CASES IN MONTGOMERY COUNTY.

THERE WAS A DISCLAIMER PUT OUT WHEN THAT SENT OUT THAT THEY ARE CHANGING THE WAY DOING THEIR REPORTING.

THEY ARE NOT HAVING INITIAL CONTACT WITH THE PATIENTS AND DOING CONTRACT TRACING BEFORE RELEASING THE NEW NUMBERS.

THEY HAD A BACKLOG.

I GUESS YESTERDAY THEY DECIDED TO PURGE THEM.

IF YOU LOOK AT THIS SLIDE, IT DOES HAVE DATA POINTS.

YOU HAVE IN THE TOP RIGHT CORNER, CONFIRMED CASES, DEATHS AND THEN TEXAS STATE

[01:40:04]

WIDE STATISTICS.

SO YOU SEE THAT STATEWIDE, 290,000ISH CONFIRMED AS OF YESTERDAY.

FATALITY RATE OF 1.2%.

IF YOU LOOK AT MONTGOMERY COUNTY IN THE BOTTOM RIGHT QUADRANT IT SHOWS OUR CURRENT FATALITY RATE AT 1.04%.

SO A LITTLE BETTER THAN THE STATEWIDE AVERAGE.

THE NEXT SLIDE HAS SIMILAR DATA FOR HARRIS COUNTY.

YOU CAN SEE ON THE BOTTOM RIGHT CORNER THE HARRIS COUNTY FATALITY RATE .

97%.

SO OUR LOCAL MEDICAL INFRASTRUCTURE AND THE HEALTHCARE PROVIDERS HAVE BEEN DOING AN EXCELLENT JOB IN DEALING REQUIRING ADDITIONAL MEDICAL CARE.

WHAT I HAVE HEARD MORE RECENTLY IS THE SURGE IN NEW CASES IS DEMOGRAPHICALLY ATTRIBUTED TO A YOUNGER AGE GROUP.

THE YOUNGER AGE GROUP IS HAVING LESS SEVERE IMPACT AND REQUIRING LESS TIME IN THE HOSPITAL.

IF THEY REQUIRE ANY MEDICAL CARE AND ATTENTION.

SO WE ARE SEEING QUICKER RECOVERY TIMES BEING THAT THE NUMBER OF NEW CASES IS SKEWING TO A YOUNGER AGE GROUP.

STILL THE MAJORITY OF THE DEATHS ARE IN THE 60, 70, 80-YEAR DEMOGRAPHIC.

THE SUBSTANTIAL NUMBER WITH COMORBIDITY, WHICH MEANS THEY HAVE OTHER HEALTH CONDITIONS THAT COULD HAVE CONTRIBUTED TO THEIR DYING.

I DID CHECK BECAUSE THERE HAVE BEEN A LOT ABOUT DOUBLE COUNTING POSITIVE CASES.

IF YOU WATCH THE NEWS, YOU HAVE SEEN THAT.

I WENT TO THE HEALTH DISTRICT TODAY AND ASKED THEM TO CLARIFY TO MAKE SURE WE DON'T DOUBLE COUNTING IN MONTGOMERY COUNTY.

THEY ARE LOOKING AT NAME AND DATE OF BIRTH TO MERGE DUPLICATE POSITIVE CASES.

SO YOU DO HAVE CIRCUMSTANCES IN TEXAS AND IN OTHER STATES AN INDIVIDUAL MAY GET TESTED POSITIVE MORE THAN ONCE.

AND IN OTHER COUNTIES, OTHER STATES, PEOPLE ARE BEING DOUBLE COUNTED.

BUT ACCORDING TO MONTGOMERY COUNTY HEALTH DEPARTMENT, THEY ARE MERGING THOSE, NOT DOUBLE COUNTING THEM.

ANOTHER POINT OF CLARIFICATION THAT IS NO THE DATA IS ONLY THE SWAB TESTED FOLKS ARE COUNTED.

SO WHAT THAT MEANS IS IF YOU ARE GETTING AN ANTIBODY, OR ANTIGEN COVID TEST THOSE ARE THE ONES THAT ARE BLOOD DRAWN.

THOSE REPORTS ARE NOT COMING IN.

SO, WE DON'T KNOW HOW MANY OF THOSE HAVE BEEN PROVIDED AND HOW MANY OF THOSE HAVE COME BACK POSITIVE OR NEGATIVE.

SO THE ANTIGEN AND THE ANTIBODY TESTS ARE NOT IN THE DATA TEST THAT ARE BEING PUBLICLY REPORTED.

I'M NOT SURE THAT THE PUBLIC IS GENERALLY REPORTED OF THAT.

I DON'T KNOW IF IT'S BECAUSE THEY ARE LESS CREDIBLE TESTS OR WHY THAT IS THE CASE.

I WANT TO PROVIDE THAT.

THERE ARE A NUMBER OF TESTING CLINICS IN DOING THOSE TESTS.

SO THAT WOULD, IF YOU INCLUDED THOSE NUMB MAY, YOU KNOW, INCLUDE A LOT MORE NEGATIVE TEST RESULTS OR POTENTIALLY MORE POSITIVE TEST RESULTS.

I DON'T HAVE ANY WAY TO CLARIFY THAT.

OTHER THAN TO JUST TELL YOU IT'S NOT IN THE DATA.

I KNOW THAT EVERYBODY IS EAGERLY AWAITING WHAT IS HAPPENING IN OUR STATE.

WE HAVE NOT HEARD OF ANY IMPENDING CLOSING FROM THE GOVERNOR'S OFFICE.

I KNOW TODD STAYS IN CLOSE CONTACT WI OFFICIALS.

WE DID HAVE SINCE OUR LAST MEETING A STATEWIDE MASK ORDER PUT OUT.

OUR COMMUNICATION HAS BEEN VERY CONSISTENT FROM THE TOWNSHIP PROMOTING THE USE OF MASKS, EVEN BEFORE THERE WERE REQUIREMENTS IN PLACE.

WE ARE GOING TO CONTINUE TO MESSAGE THAT DAILY THROUGH ALL OF YOUR MEDIA CHANNELS.

SO THANK YOU, NICK, AND TEAM FOR KEEPING THAT MESSAGE THROUGHOUT THE PANDEMIC PERIOD.

I DON'T THINK THERE ARE ANY OTHER SLIDES.

THAT WAS IT.

I KNOW DR. SHELLEY WAS GOING TO HAVE AD THERAPEUTIC INFORMATION TO SHARE.

AND THEN DR. SNYDER HAS GOT A REPORT AS WELL.

[01:45:04]

THEN WE WILL HEAR FROM DR. NUNES AND FROM TODD STEVENS ON THE FUNDING C.A.R.E.S.

ACT MONEY.

SO DR. SEKULA-GIBBS? DR. SHELLEY, YOU ARE MUTED.

>> DIRECTOR SEKULA-GIBBS: THANK YOU CHAIRMAN.

IT'S A PLEASURE TO BE WITH EVERYONE TONIGHT.

AND I WANT TO EXTEND OUR CONDOLENCES TO ANYONE IN THE COMMUNITY WHO HAS SUFFERED WITH THIS TERRIBLE DISEASE OR WHO HAS FAMILY MEMBERS WHO HAVE SUFFERED WITH IT.

IT IS INDEED A HORRIBLE SITUATION WHEN IT AFFECTS YOUR FAMILY OR YOURSELF.

SO NEXT SLIDE, PLEASE.

THERE HAS BEEN INTERESTING NEWS THAT HAS BEEN COMING OUT IN THE LAST SEVERAL DAYS IN THE DEVELOPMENT THAT OCCURRED FOR VACCINES.

VERY RECENTLY, EVEN DR. ANTHONY FAUCI FROM THE N.I.A.I.D.

SAID THERE IS A IF THINGS GO VERY WELL WE COULD SEE A VACCINE AS EARLY AS DECEMBER OF 2020 OR JANUARY 2021.

NEXT SLIDE.

SO THE REASON THAT THIS MAY BE HAPPEN SOMETHING QUICKLY IS AN "OPERATION WARP SPEED" WHICH IS A FEDERALLY INITIATED PROGRAM THE WHITE HOUSE THAT IS PUSHING OUT BILLIONS OF DOLLARS IN A PUBLIC/P PARTNERSHIP TO DEVELOP NOT ONLY VACCINES BUT AND OTHER PROTOCOLS THAT WILL IMPROVE SURVIVAL AND REDUCE THE BURDEN OF THIS TERRIBLE DISEASE ON OUR SOCIETY.

SO "OPERATION WARP SPEED" IS A LITTLE BIT LIKE MOON SHOT.

IT'S SOMETHING NEVER DONE BEFORE TO DEVELOP DRUGS AND VACCINES WITHIN A VERY SHORT PERIOD OF TIME.

NOT ONLY IS MONEY BEING PUT TO THAT END B REGULATORY HURDLES ARE BEING REDUCED TO ALLOW COMPANIES TO BRING FORTH THEIR ID AND PUT THEM IN TO DEVELOPMENT VERY QUICKLY.

SO, I'LL JUST MENTION A COUPLE OF THE COM HAVE MADE NEWS RECENTLY ABOUT THEIR PROGRESS IN THE ARENA OF VACCINES.

SO FIRST OF ALL, OXFORD UNIVERSITY OUT OF UNITED KINGDOM.

THEY ARE PUSHING FORWARD WITH AN ADNO VI THAT CARRIES THE COVID PARTICLES.

THAT IS LOOKING VERY PROMISING.

AND THEY ARE INTRODUCING OR THEY HAVE ALREADY STARTED WITH CLINICAL TRIALS IN BRAZIL AND SOUTH AFRICA AND THE UNITED KINGDOM.

THEY WILL INTRODUCING THE TRIALS IN THE UNITED STATES VERY SOON.

THEY ARE PARTNERING WITH ASTRAZENEC PRODUCTION OF LITERALLY BILLIONS, 2 BILLION DOSES OF THIS VACCINE HOPEFULLY TO BE AVAILABLE WITHIN THE EARLY 2021 TIME FRAME.

MODERNA IS AN AMERICAN COMPANY THAT IS LO CAMBRIDGE, MASSACHUSETTS.

THEY HAVE GONE THROUGH VERY SUCCESSFUL STAGE ONE OR PHASE ONE TRIALS.

RECENTLY THEY PUBLISHED THEIR DATA IN TH ENGLAND JOURNAL OF MEDICINE AND THEY HAVE SHOWN THAT THEY HAVE SAFETY AN EFFICACY IN A SMALL GROUP, 45 PATIENTS UNDER THE 55, OVER 18.

THEY HAVE DATA COMING FORWARD IN THE OVE POPULATION AS WELL.

THEY HAVE SHOWN SOME SIDE EFFECTS WHICH ARE THE USUAL KIND OF SIDE EFFECTS YOU SEE WHENEVER A PERSON RECEIVERS A VACCINATION.

LIKE TENDERNESS AT THE VACCINATION SITE, FEVER, HEADACHES, ACHINESS, THAT SORT OF THING.

THEY HAVE DETERMINED THAT THEIR MEDIUM DOSE LOOKED LIKE THE SWEET SPOT FOR THEIR VACCINE.

SO THEY ARE, THEY ARE MOVING FORWARD WITH THAT.

NEXT SLIDE.

SO THE IMPORTANT THING FOR RESIDENTS WOODLANDS AND YOUR FAMILIES WHO MAY LIVE NEARBY ARE THAT THIS IS AVAILABLE NOW, A LOCAL TRIAL OF THE MODERNA VACCINE IS AVAILABLE WITHIN THE NEXT TWO WEEKS.

YOU CAN GO TO THIS WEBSITE AND FIND MORE I AND POSSIBLY EVEN SIGN UP.

TH HOUSTONFOUGHTCOVID.COM.

HOUSTONFIGHTSCOVID.COM.

IF YOU ARE ACCEPTED, THEY WILL PAY FOR SO EXPENSES AND YOU WILL BE MAKING A GREAT CONTRIBUTION TO THE DETERMIN SOLUTION AND DEVELOPING A

[01:50:05]

GREAT VACCINE.

HOPEFULLY FOR THE COMMUNITY.

THERE ARE LOTS OF VACCINES IN THE PIPELINE.

THIS IS JUST ONE THAT IS COMING UP TO THE FRONT OF THE LINE.

THEY ARE LOOKING FOR 30,000 CANDIDATES TO RECEIVE THIS TRIAL VACCINE.

THERE WILL BE 87 SITES THAT ARE TESTING IT AROUND THE COUNTRY.

WE HAVE ONE OF THOSE SITES.

ACTUALLY, THERE WILL BE TWO CLINICS THAT ARE GIVING THE TRIALS IN THE HOUSTON AREA.

BUT HOUSTON IS ONE OF 87.

ALTHOUGH THERE ARE HUNDREDS OF COMPANIES T PUSHING TO BE THE FIRST TO DEVELOP THIS VACCINE.

SO I THINK THERE IS GOOD NEWS THERE, CHAIRMAN.

I WANTED TO SHARE THAT WITH THE RESIDENTS.

THANK YOU VERY MUCH.

>> CHAIRMAN BUNCH: THANK YOU, DR. SHELLEY.

ANY QUESTIONS? IF NOT, THEN WE WILL GO TO DR. SNYDER'S PRESENTATION.

>> SECRETARY SNYDER: THANK YOU, CHAIRMAN BUNCH.

IT IS ALSO MY PLEASURE TO BE WORKING WITH THE NON-PROFITS IN OUR AREA THAT DO SO MUCH FOR THE RESIDENTS OF OUR COMMUNITY.

MY FIRST SLIDE IF WE COULD GO FORWARD, P INTERFAITH OF THE WOODLANDS.

OUR HOMETOWN NON-PROFIT.

THERE ARE MANY, MANY THINGS THAT THIS NON-PROFIT IS DOING FOR MANY.

AS I HAVE SHARED IN MY LAST REPORT.

THEY HAVE SEEN THE GREATEST DEMAND THAT THEY HAVE EVER HAD.

BUT WANTED INDIVIDUALS WHO NEED ASSISTANCE TO KNOW THAT THERE IS FINANCIAL ASSISTANCE MORTGAGE, UTILITIES, AND ALSO SCHOOL SUPPLIES.

THEY ENCOURAGE INDIVIDUALS NEEDING THIS ASSISTANCE TO CALL THE MAIN NUMBER.

367-1230.

MONDAY THROUGH THURSDAY.

9:00 TO 4:00.

FRIDAYS, 9:00 TO 1:00.

THE DRIVE-THRU FOOD DISTRIBUTION CONTINUES ON TUESDAY AND THURSDAY.

BOTH WITH PERISHABLE AND NONPERISHABLE ITEMS FOR FAMILIES.

THERE IS NOT A LIMIT.

IF A FAMILY NEEDS TO COME ONE WEEK AND THEN NEEDS TO COME BACK, FAITH WELL -- COME BACK, WELCOMES ALL.

ONE THING THEY WANTED TO BE SURE THAT THE INDIVIDUALS KNEW IS RESIDENTS WHO ARE IMPACTED BY THE COVID, THEY NEED TO APPLY FO C.A.R.E.S.

ACT FUNDING.

IF THERE IS CHALLENGES, INTERFAITH WILL HELP YOU WITH THAT APPLICATION.

NEXT SLIDE, PLEASE.

TWO OTHERS IN ADDITION TO INTERFAITH WHO HAVE REALLY DONE SO MUCH WITH FOOD ASSISTANCE.

MEALS ON WHEELS, WHICH REALLY FOCUSES ON POPULATION.

THEY HAD AN ADDITIONAL 750 SENIORS REGISTERED BY THE END OF THE MONTH.

THEY ARE AT CAPACITY.

AND THEY HAVE A WAITING LIST.

BUT THEY ARE ALSO ONE OF THEIR MAIN SERVI ALWAYS BEEN TRANSPORTATION.

AND SINCE MID-MARCH THEY CAN ONLY OPERATE ALMOST AT 50% BECAUSE ONLY ONE SENIOR PER RIDE.

BEFORE IF TWO SENIORS OR FOUR SENIORS WE THE SAME HOSPITAL, OR DOCTOR, THEY WOULD PICK UP AND TRANSPORT ALL TWO FOUR TO THAT DESTINATION.

NOW THEY ONLY ALLOW ONE INDIVIDUAL PER RIDE.

THEY ALSO, THEIR CONGREGATE DINING HAS CHANGED.

IT'S DRIVE-THRU.

THEY WERE VERY FORTUNATE TO RECEIVE FUNDING FROM HGAC FOR ADDITIONAL SERVICES THAT THEY CAN ADD TO THEIR NON-PROFIT.

MONTGOMERY COUNTY FOOD BANK, SINCE THE MID-MARCH TO THE AT THE END OF THE MONTH TOTAL MEALS DISTRIBUTED TO DIFFERENT FOOD PAN OVER 4 MILLION.

THIS IS 62% MORE THAN WHEN COMPARED TO 2019.

BE IT SCHOOL PROGRAMS, SENIOR BOXES, MOB AND VOLUNTEERS.

THEY WERE VERY FORTUNATE TO HAVE THE NATIONAL GUARD WITH THEM DURING THE SUMMER TO

[01:55:04]

HELP THEM DISTRIBUTE THE OVER 4 MILLION MEALS AS WELL AS ALL OF THE VOLUNTEERS.

THEY HAVE SEEN 130%-PLUS INCREASE IN THE SAME TIME FRAME FROM 2019.

NEXT SLIDE, PLEASE.

MOSAICS OF MERCY.

THE BOARD HAS DISCUSSED THE CHALLENGES THAT INDIVIDUALS ARE FACING.

BE IT FINANCIAL, BE IT STRESS DUE TO EVE THAT HAS HAPPENED IN THE LAST FOUR MONTHS.

MOSAICS OF MERCY REALLY WORKS TO ADDRESS ARE NEEDING MENTAL HELP AND TO ACT AS A CENTRAL HUB TO HELP PEOPLE FIND RESOURCES THAT THEY NEED.

THEIR CALLS ARE ALSO UP.

THEY ASK US AS A COMMUNITY TO ONE, ASSIS MARKETING BY SHARING THE WEBSITE.

SOCIAL MEDIA POSTS.

AND ALSO THEIR PODCASTS.

THEY HAVE BEEN TREMENDOUS SUPPORT DURING THIS TIME OF NEED.

ANOTHER FOR GRANTO FINANCIAL AS WELL AS DISTRIBUTION IS THE COMMUNITY ASSISTANCE CENTER THAT ARE HERE TO RENT, FOOD AND CLOTHING ASSISTANCE FOR THOSE NEEDING HELP DURING THIS PANDEMIC.

THEY HAVE SEEN CLOSE TO AN 80% INCREASE I AND FOOD ASSISTANCE IS REMARKABLE THAT ABLE TO DO WHAT THEY HAVE DONE WITH THE OVER 700% INCREASE IN COMPARISON TO 2019.

NEXT SLIDE, PLEASE.

NEXT SLIDE, PLEASE.

I'M SORRY, GORDY.

OH, THANK YOU.

I THINK WHAT IS ALWAYS A GIFT THAT IS SO IMPORTANT TO REMEMBER IS THAT OUR COMMUNITY TOGETHER.

YOU WILL SEE IF YOU WILL GO BACK, PLEASE.

KAREN, TO THE -- THANK YOU, GORDY.

THIS IS JUST A PARTIAL LIST.

IT'S REALLY SO MUCH MORE OF INDIVIDUALS COMPANIES, BE IT RELIGIOUS ENTITIES, CIVIC GROUPS, NON-PROFITS.

EVERYONE THROUGHOUT MONTGOMERY COUNTY HAS BONDED TOGETHER.

AND WORKED.

THEY HAVE NOT ONLY DONE IT AS AN ENTITY BY ITSELF BUT ALSO THE PAST WEEK INTERFAITH AND THE COMMUNITY ASSISTANCE CENTER A SEVERAL CHURCHES WORK TOGETHER TO DISTRIBUTE, I BELIEVE, OVER 600 FAMILIES.

AND TO GIVE FOOD AND ALSO OFFER ASSISTANCE IN OTHER WAYS.

SO, I'M GRATEFUL.

I KNOW THAT WE AS A BOARD REALLY PRIDE OURSELVES IN THE WORK THAT THESE DIFFERENT NON-PROFITS ARE DOING.

AND ARE THANKFUL.

IF THERE IS ANY QUESTIONS.

IF NOT THAT CONCLUDES MY REPORT, CHAIRMAN BUNCH.

>> CHAIRMAN BUNCH: THANK YOU, DR. SNYDER.

ANY QUESTIONS? WE ARE GRATEFUL FOR THE NON-PROFITS IN THE AREA THAT ARE ALWAYS COMING TO THE AID OF THE NEEDY IN EVERY CRISIS THAT WE HAVE BEEN THROUGH.

WE WILL NOW GO TO CHRIS NUNES, DIRECTOR O RECREATION.

>> THANK YOU, DIRECTOR, CHAIRMAN B DIRECTORS.

WE HAVE A PRESENTATION.

>> THIS IS OUR FACILITY AND REOPENING PLAN UPDATE.

JULY 16.

IT'S LARGELY DUE TO COMMENTS ABOUT HOW IDENTIFIED BE CLOSED AS WELL AS AN UPDATE ON SOME SPECIAL EVENTS.

NEXT SLIDE.

WE HAVE PRESENTED A NUMBER OF TIMES TO THE BOARD.

APRIL, MAY, AND JUNE.

WE HAD TO CLOSE A POOL ON JEWEL 2.

HARPER'S LANDING POOL, DUE TO THE LACK O GUARDS.

[02:00:02]

WE'LL EXPLAIN HOW THAT DECISION WAS ARRIVED AT A LITTLE LATER.

WE ALSO WANTED TO BRING BACK TO YOU SPECIAL EVENTS AND COSTS FOR THE FALL.

IF YOU REMEMBER IN JUNE, WE IDENTIFIED A NUMBER OF SPECIAL EVENTS THAT WE RECEIVED THE APPROVAL AND BUDGET AND WE IDENTIFI THAT WE'D BE COMING BACK.

OF COURSE WE CONTINUE TO MONITOR ALL THE EXECUTIVE ORDERS THAT ARE BEING PUT OUT AS WELL AS CONTINUE TO MONITOR INDUSTRY PRACTICES ON HOW TO PROVIDE SAFE ACTIVITIES, FACILITIES NOT ONLY FOR OUR RESIDENTS BUT ALSO OUR STAFF AS WELL.

NEXT SLIDE.

THIS IS SOMETHING THAT YOU ARE FAMILIAR WITH.

THE KIND OF OPENING STATUS.

ALL OF OUR PARKS ARE OPEN.

THE LARGER PARKS, THE TRAILS, EVERYTHING OPENED UP.

PEOPLE ARE USING THE FACILITIES.

I SHOULD MENTION THERE ARE A NUMBER OF SIGNS THROUGHOUT THE PARK SYSTEM ABOUT MAINTAINING DISTANCING.

ALSO THAT VARIOUS FACILITIES AND AMENITIES ARE USE AT YOUR OWN RISK.

I.E., WE TALKED ABOUT IT WITH PLAYGROUNDS AS WELL AS DOG PARKS.

NEXT SLIDE.

THESE ARE THE AMENITIES.

ALL OF THEM ARE OPEN BUT A FEW ARE UNDER OPERATION PER GUIDELINES FROM GOVERNOR ABBOTT.

OPEN SWIM IS STILL MODIFIED 50% CAPACITY AS WELL AS THE RECREATION CENTERS.

ONLY THING WE ARE NOT ACCEPTING RIGHT NOW ARE THE POOL RENTAL, POOL DAYCARE AND ROB FLEMING WILL STILL REMAIN CLOSED.

THAT IS A CAPACITY LOAD MANAGEMENT ISSUE.

NEXT SLIDE.

WHEN WE STARTED THIS PROCESS, WE IDENTIFI THE CHALLENGE OF THIS SUMMER WAS GOING TO BE THE AVAILABILITY OF GUARDS.

DUE TO TRAINING RESTRICTIONS THAT WERE IN PLACE DUE TO SOCIAL DISTANCING.

SO WE STARTED OFF WITH THE SEASON WITH 124 GUARDS.

TO DATE WE HAVE LOST NINE THROUGH ATTRITION AND WE HAVE NINE IN SOME STATE OF QUARANTINE.

THESE TWO NUMBERS CHANGE ON A DAILY BASIS.

EARLIER THIS WEEK THE QUARANTINE WAS NUMBER WAS AS HIGH AS 16.

SO, TODAY, AS OF JULY 16, WE HAVE 106 AVAILABLE FOR WORK.

WHAT THAT NECESSITATED THAT NUMBER GOT DOWN TO A PLACE WHERE WE COULD NOT MAINTAIN HARPERS LANDING BEING OPEN.

IF YOU REMEMBER, THE ORIGINAL PRESENTATI LATE IN MAY, EARLY IN JUNE WAS THAT WE APPROVAL TO OPEN SIX POOLS.

THEN WE WERE ABLE TO KIND OF IDENTIFY SOME ADDITIONAL GUARDS AND OPEN HARPERS LANDING.

SO IT WAS WHAT WE CALLED AT THAT POINT A PRIORITY TWO POOL.

VERSUS THE ORIGINAL SIX.

THERE HAVE HAVE BEEN RESIDENTS THAT HAVE SOME CONCERNS ABOUT HOW THE PRIORITIZATION ARRIVED AT.

WE'LL GO A LITTLE BIT MORE IN DEPTH ABOUT THAT IN THE NEXT SLIDE.

SO OVERALL HERE ARE THE SIX ATTENDANCE -- ATTENDANCE FIGURE FOR SEVEN POOLS UP.

POOL USE IS UP BY 3700 PEOPLE ACROSS SEV THAT HAVE BEEN OPEN.

THEN ALSO SOME OTHER METRICS THAT WE ARE LOOKING AT IS THE AVERAGE CAPACITY.

THAT IS THE AVERAGE HOURLY USE PER HOUR, SO FOR EXAMPLE IN HARPERS LANDING ON AVERAGE THROUGH THIS SEASON THERE HAVE BEEN 19. AT THE POOL EVERY HOUR ON THE HOUR.

THAT TRANSLATES IN TO A CAPACITY UTILIZATION OF 11% OF THE OVERALL POOL'S CAPACITY IS BEING USED.

SO THERE IS A LOT OF NUMBERS THERE.

EVEN MORE NUMBERS WERE THE TOTAL NUMBER OF GUARDS.

SOME OF THE POOLS RANGE FROM 15 GUARDS ALL THE WAY TO 22 YARDS.

NEXT SLIDE, PLEASE.

SO, WHAT WE WANTED TO DO WAS TRY TO BE FAIR AND EQUITABLE AND IDENTIFY PRIORITIZATION IN A RATIONAL, LOGICAL MODEL OF HOW POOLS WILL BE CLOSED.

WE IDENTIFIED HARPERS LANDING WOULD BE CLOSED.

IF YOU LOOK AT THE CLOSURE PRIORITY OF GUARDS, YOU SEE THAT ALDEN BRIDGE IS THE SIXTH PRIORITY TO CLOSE BECAUSE IT REQUIRES LEAST AMOUNT OF GUARDS.

AND WENTWOODS IS THE HIGHEST PRIORITY TO CLOSE BECAUSE IT HAS THE MOSTS GUARDS.

IF YOU LOOK AT THE OVERALL USE, CONVERSELY WENDTWOODS HAVE THE MOSTS USE NUMBERS.

FOREST GATE HAS THE LOWEST AMOUNT OF USE.

WE START TO USE THE NUMBER AND THE BAROME CLOSURE CAPACITY AND THE CAPACITY UTILIZATION AND YOU SEE THAT THE RECO WILL BE THAT FORESTGATE WILL BE IF WE GET TO A POINT WE NEED TO CLOSE ANO THAT WILL BE THE NEXT POOL CLOSED.

THEN CREEKWOOD, ALDEN BRIDGE AND SO ON.

BUT THERE IS AQUIFER YACHT WITH ALDEN BRIDGE I'LL EXPLAIN IN THE NEXT SLIDE.

THE CLOSURE PRIORITIZATION WOULD BE FOREST GATE, BEAR BRANCH, BRENTWOOD, ALDEN

[02:05:03]

BRIDGE.

ALDEN BRIDGE IS PUT TO THE END BECAUSE IT SEASON POOL AND IT'S THE POSTSEASON WEEKDAY POOL SO IT WOULD WANT TO BE TH POOL.

AS WE SAID BEFORE WE HAVE 106 GUARDS TODAY.

SO WE ARE TEETERING ON THE ABILITY TO MAINTAIN FOREST GATE OPEN RIGHT NOW.

BECAUSE IT REQUIRES THE POOLS BELOW THAT REQUIRE 104 GUARDS.

SO, WHEN WE GET TO THE MAGIC NUMBER OF 87 WE MAY HAVE TO CLOSE CREEKWOOD AND GO ON, SO ON.

I WANTED TO ALSO IN THE NEXT SLIDE PROVIDE A VISUAL GRAPHIC.

NEXT SLIDE.

THANK YOU.

THAT YOU LOOK IN THE UPPER RIGHT-HAND CORNER, THAT IS THE FIRST PRIORITY.

THAT IS HARPERS LANDING.

THEN THE SECOND PRIORITY WOULD BE FORESTGATE.

THEN YOU WOULD THEN POTENTIALLY CLOSE CREEKWOOD.

THEN YOU WOULD GO TO BEAR BRANCH.

THE FOURTH PRIORITY.

THE FIFTH PRIORITY WOULD BE SAWMILL.

SIXTH IS WENDTWOODS.

SEVENTH PRIORITY.

WE HOPE WE DON'T HAVE TO GET THERE.

BUT IT IS A PLAN THAT IS BEING PROVIDED TO SOME SORT OF RATIONAL, LOGICAL APPROACH NUMBERS, NUMBER OF GUARDS, AND CAPACITY UTILIZATION.

NEXT SLIDE.

THIS WAS THE POSTSEASON POOL PLAN.

I WANT TO REMIND YOU THAT THERE IS POST SEASON HOURS.

AUGUST 11 WILL BE THE LAST SEASON REGULAR DAY FOR THE POOLS IN MONTGOMERY COUNTY.

THEN BECAUSE WENDTWOODS IS IN TOMBALL I.S.D.

WE ARE TRYING TO EXTEND THAT DAY UNTIL AUGUST 14.

WE PROVIDE POSTSEASON WEEKENDS AND WEEKDAYS.

NEXT SLIDE.

THE SPECIAL EVENTS, THE BOARD REVIEWED A SPECIAL EVENTS ON JUNE 18.

THOSE WERE A LOT OF THE CONCERTS IN THE PARK.

ACTUALLY WE HAVE A ROCK THE ROW CONCERT GOING ON RIGHT NOW.

THERE IS A LITTLE DIFFERENTIATION BETWEEN MONTGOMERY COUNTY AS WELL AT HARRIS COUNTY.

MONTGOMERY COUNTY, THE JUDGE ISSUED A P STATING THAT SAYS THEY ARE FREE AND PERMITTED TO HAVE OUTDOOR GATHERINGS IN EXCESS OF 10 PEOPLE.

HARRIS COUNTY ON THE OPPOSITE SIDE SAID GATHERINGS ARE LIMITED TO TEN PEOPLE.

WE ARE TRYING TO WORK WITHIN THE GUIDELINES.

WHEN IDENTIFIED A NUMBER OF APPROACHES THROUGH THE DEVELOPMENT OF THE SPECIAL EVENTS DIVISION.

AND WORKING VERY HARD ON HOW TO RECONCE REVISUALIZE AND REINVENT DIFFERENT PROGRAMS MUCH LIKE WE DID WITH THE 4TH OF JULY FIREWORKS THAT WERE HELD IN PARTNERSHIP WITH LONE STAR COLLEGE.

WHERE WE LEVERAGED THE VARIOUS LOTS AT LO COLLEGE PARK HIGH SCHOOL, WOODLANDS CHURCH AND THE 242 BIG BOX RETAILER NUMBER OF PEOPLE WHO ENJOYED THE FIREWORKS DISPLAY.

SO ONE APPROACH THAT WE ARE USING FOR THE SPECIAL EVENTS IN THE FALL AND IN TO THE EARLY WINTER PARK PERIOD IS DRIVE-INS.

LOOKING AT REVERSE PARADES WHERE THERE WILL BE A LINE OF CARS WITH BOOTHS SET ASIDE.

FAR APART FROM EACH OTHER TO MAINTAIN SOCIAL DISTANCING A SPECTS.

WE -- ASPECTS.

WE LOOK AT INCREASE TIME TO DILUTE THE NUMBER OF PEOPLE AT AN EVENT AT ONE TIME.

REMOVE BOOTHS AND OTHER ELEMENTS THAT MAY DRAW EVEN MORE PEOPLE TO AN EVENT.

ONE OF THE KEY FACTORS IN THIS, STAFF WILL CONSIDER TO REVIEW THE EVENTS AT 45, 30, 20, 10-DAY MARK TO SEE IF THERE NEEDS TO BE MORE CHANGES TO THE EVENT AS ORIGINALLY PLANNED DUE TO THE ADDITIONAL EXECUTIV ORDERS OR ADDITIONAL BEST PRACTICES THAT MAY COME THE PIKE.

NEXT SLIDE.

THESE WERE THE BOARD-APPROVED EVENTS ON JUNE 18.

MOST OF THEM ARE CONCERTS IN THE PARK TYPE OF EVENTS.

WE ALSO HAVE OUR ANNUAL VETERANS D CEREMONIES.

WE HAVE OUR 3R BAZAAR.

THERE ARE TWO EVENTS IN HARRIS COUNTY.

PART OF THE RECOMMENDATION WE'LL MAKE A RECOMMENDATION TO IDENTIFY A NEW LOCATION FOR THOSE.

PLEASE NOTE THAT THE ESTIMATED ATTENDS DA THE NUMBER OF THE -- ATTENDANCE IS THE PEOPLE THERE BUT IT DOESN'T TAKE IN TO ACCOUNT THE SOCIAL DISTANCING, HOW WE ARE COMPARTMENTALIZING ATTENDEES OR METHODS TO REDUCE CONTACT OTHER AND SPACE.

NEXT SLIDE.

THE BOARD REVIEW FOR THIS EVENING IS ASSOCIATED WITH THE FOUR EVENTS.

LABOR DAY.

RIGHT NOW MET WITH THE FIREWORKS VENDOR.

TRADITIONALLY IT'S AT WATERWAY SQUARE WIT FIREWORKS DISPLAY.

WE ARE WORKING ON DIFFERENT LOCATIONS AKIN TO WHAT YOU SAW AT THE DRIVE-IN SHOW ON

[02:10:02]

THE 4TH.

NOT AS LARGE OF A SHOW.

TRUST ME.

WITH ARE LOOKING AT DOING THE HAUNTING.

RECREATION CENTER PROGRAM.

BUT THAT PROGRAM ALSO -- EXCUSE ME.

IT'S VERY INTERESTING.

YOU WILL FIND A PROFESSIONAL ORGANIZATION FOR EVERYTHING.

THERE IS A PROFESSIONAL HAUNTED HOUSE ASSOCIATION.

WE ARE WORKING WITH INFORMATION FROM THEM ON HOW TO DO SOCIAL DISTANCING IN A HAUNTED HOUSE.

TRICK-OR-TREAT TRAIL.

WE HAVE IDEAS ON HOW TO MANAGE SOCIAL DIS HAND OUT CANDY TO 5,000 FOLKS.

AND LIGHTING OF THE DOVES.

THAT IS THE LAST REAL EVENT FOR THE YEAR.

BUT HOW WE ARE GOING TO DO THAT AND WHAT FORM IT MIGHT TAKE.

WE KNOW IT WON'T TAKE THE GRAND FORM WHERE WE MIGHT HAVE 25,000 TO 30,000 PEOPLE OR MAYBE EVEN MORE AT TOWN GREEN PARK.

THERE ARE THREE OR FOUR DIFFERENT COMBINATIONS WE ARE LOOKING AT NOW.

THERE ARE DOLLARS THAT ARE BUDGETED.

ORIGINAL BUDGET INCLUDED THE 2020 BUDGET FOR TOWN EVENTS AND PROPOSED REVISED BUDGET.

WE ANTICIPATE COMING BACK AGAIN TO THE BOARD IN AUGUST AND SEPTEMBER.

AS WE FINALIZE PLANS, IF WE CAN FINALIZE PLANS FOR THE 10 FOR TEXAS RACE.

AS WELL AS ICE RINK OPERATIONS.

WHILE WE ARE ALL SWELTERING IN THE HEAT, WE ARE STARTING TO TALK ABOUT ICE RINK.

NEXT SLIDE.

SO OVERALL RECOMMENDATIONS ARE TO DIRECT THE PRESIDENT AND THE GENERAL MANAGER TO PROCEED WITH THE POOL CLOSURE PRIORITIZATION PLAN, TO APPROVE THE FALL EVENTS IN THE BUDGET PRESENTED AS MOVE ARSON IN PARKS LANDSCAPE SOLUTION TO NORTHTOWN GREEN OR SUITABLE FACILITIES THAT MAY INCLUDE USING THE PARK AND RIDE AND LEARNING THOSE ON THE WEEKENDS AND PERMIT TO STAFF TO CANCEL EVENTS AS NEEDED, ESPECIALLY IF THE ORDERS MAY CHANGE.

AS I SAID IN THE PREVIOUS SLIDE WE WILL BE RUNNING TO YOU WITH TWO MORE EVENTS ON HOW WE MIGHT REENVISION THE EVENTS, RECONCEPTUALIZE VENTS.

MEMORIAL HERMANN 10 FOR TEXAS AND THE ICE RINK.

>> CHAIRMAN BUNCH: ALL RIGHT.

THANK YOU, DR. NUNES.

WILLIAM, CAN YOU GO BACK ONE SLIDE? ON THIS LABOR DAY, IF I HEARD YOU CORRECTLY, IT WILL BE A DRIVE-IN FIREWORKS TYPE THING? SIMILAR TO THE 4TH OF JULY?

>> NOT AS LARGE BY ANY MEANS.

THAT WAS OUR BIGGEST SHOW OF THE YEAR.

BUT WE HAD A MEETING WITH THE FIREWORKS VENDOR AT 4:15 TODAY.

WE ARE LOOKING AT THE SITES THAT MAXIMIZE PARKING AND MAXIMIZE THE REDUCED SPACE TO ACTUALLY GET OUT OF THE CARS AND HANG OUT IN A PARK OR GREEN SPACE.

>> CHAIRMAN BUNCH: ALL RIGHT.

SO THAT 7,000 ATTENDANCE IS 7,000 PEOPLE IN THEIR CARS OR LAWN OR DIFFERENT AREAS TO VIEW AN AERIAL SHOW.

THERE IS NO OTHER GATHERING?

>> CHAIRMAN BUNCH, YOU ARE EXACTLY CORRECT.

SO THE NUMBERS -- THAT IS WHY THERE IS A LITTLE CAVEAT HERE, THE ASTERISK.

>> CHAIRMAN BUNCH: RIGHT.

>> THAT IS TOTAL AGGREGATE NUMBER.

BUT THAT MEANS THEY WILL BE COMPARTMENTALIZED TO THEIR CAR OR A GROUP OF FIVE HANDING OUT CANDY TO ONE CAR IN A LINE.

LIKE THEY ARE DOING THE DRIVE-THROUGH TESTING.

A LOT OF DIFFERENT DRIVE-THRU AND DRIVE-U EVENTS.

>> CHAIRMAN BUNCH: I JUST WANTED TO CLARIFY.

>> YES, SIR.

>> CHAIRMAN BUNCH: I DON'T WANT ANYBODY TO GET ANY MISCONCEPTIONS.

I THINK THAT WORKED WELL.

OBVIOUSLY WITH THE 4TH.

I'M NOT 100% CERTAIN ABOUT THE HAUNTING O TRICK-OR-TREAT TRAIL.

IT'S SOMETHING DIFFERENT IF WE ARE GOING TO BE HANDING OUT CANDY.

THAT MEANS WE ARE PHYSICALLY TOUCHING CANDY TO HAND OUT.

>> CHAIRMAN BUNCH, WE HAVE AN IDEA AROUND THAT.

>> CHAIRMAN BUNCH: OKAY.

>> WE HAVE THROUGH A LOAN PROGRAM WITH A LOCAL GROUP ABOUT 50 LACROSSE SIX-FOOT POLES TO HAND OUT CANDY.

>> CHAIRMAN BUNCH: NOBODY HAS TO SORT THE CANDY AT SOME -- SOMEBODY HAS TO SORT THE CANDY AT SOME POINT.

I'M JUST WONDERING ABOUT HOW MANY -- WELL, I GUESS I'M LESS ENTHUSIASTIC ABOUT THE HAUNTING AND THE TRICK-OR-TREAT TRAIL AT THIS STAGE.

IT MIGHT BE MORE COMFORTABLE REVISITING IT IN AUGUST WHEN YOU BRING BACK YOUR ITEMS SO WE CAN SEE IF WE HAVE GOT OUR TREND LI CONTROL.

>> THAT MAKES COMPLETE SENSE.

>> CHAIRMAN BUNCH: OKAY.

THAT WOULD ACTUALLY BE KIND OF MY RECOMME EVERYTHING BUT THE LABOR DAY.

LABOR DAY SEEMS TO BE THE MORE IMMINENT DECISION-MAKING.

AND GIVEN THAT IT DOESN'T BRING PEOPLE TOGETHER.

I'M GOOD WITH THAT ONE.

I DON'T KNOW IF ANY OF THE DIRECTORS HAVE COMMENTS? IS THERE ANY OF THE DIRECTORS THAT HAVE THE ITEMS THAT ARE LISTED HERE?

>> GORDY, I THINK IN SOME RESPECTS THAT THE STUFF WE ARE TALKING ABOUT FOR

[02:15:07]

OCTOBER AND NOVEMBER, I THINK IT'S A LITTLE PREMATURE TO MAKE A DECISION ONE WAY OR THE OTHER.

CERTAINLY, LABOR DAY IS GOING TO BE ON US THAN YOU CAN IMAGINE.

THAT IS THE, THAT IS THE PROGRAM WE OUGHT TO BE FOCUSING ON NOW.

>> CHAIRMAN BUNCH: OKAY.

ALL RIGHT.

ANY OTHER DIRECTORS HAVE ANY FEEDBACK? DR. NUNES, IS THERE ANY CHALLENGES IF WE DEFER THE OTHER THREE ITEMS TO CLOSER TO THEIR DATES?

>> NO.

I AGREE, CHAIRMAN BUNCH.

THE NUMBERS THAT YOU ARE SEEING FROM HEALTH DEPARTMENT, YOU KNOW, WE MAY GET BETTER NUMBERS BY NEXT MONTH.

I CAN ALSO PROVIDE YOU A LITTLE BIT MORE IN DEPTH OF A PLAN AND A CONCEPT BECAUSE WE HAVE THE CONCEPTS IN OUR HEADS RIGHT NOW.

BUT WE CAN GET THOSE ON PAPER AND THEN YO REALLY SEE WHAT WE WERE THINKING AND THE MECHANISMS IF YOU WERE TO SO APPROVE THE EVENTS.

>> CHAIRMAN BUNCH: ALL RIGHT.

WILLIAM, CAN YOU GO TO NEXT PAGE? THEN I WOULD LIKE TO MAKE A MOTION TO PRESIDENT AND GENERAL MANAGER WITH THE CLOSING PRIORITIZATION PLAN YOU INCLUSIVE OF THE POST SEASON FOR THE FALL LABOR DAY EVENT AT REDUCED BUDGET TO $14,700.

MOVING ARTS IN THE PARKS AND THE LANDSCAPE SOLUTION TO NORTHSHORE PARK OR TOWN GREEN PARK OR OTHER SUITABLE FACILITY AND PERMIT STAFF TO CANCEL EVENTS AS NEEDED.

>> SECOND.

>> CHAIRMAN BUNCH: ALL RIGHT.

AND IF WE CAN GET TO THE FULL SCREEN SO ALL THE DIRECTORS.

ALL IN FAVOR, SAY AYE.

RAISE YOUR HAND.

>> AYE.

>> CHAIRMAN BUNCH: ALL RIGHT.

ANY OPPOSED? ALL RIGHT.

JUST OUT OF AN ABUNDANCE OF CAUTION, DR. NUNES.

I THINK WE CAN GET MORE OF A PLAN AND GET A LITTLE MORE CURRENT DATA.

I THINK IT IS WISER TO WAIT.

>> I AGREE.

>> CHAIRMAN BUNCH: ALL RIGHT.

WE'LL GO ON TO TODD STEPHENS.

TODD, LIKE JERRY MAGUIRE SAID.

"SHOW ME THE MONEY." >> THANK YOU.

WHAT I HAVE HERE IS A SIMPLIFICA C.A.R.E.S.

ACT ACT FUNDING WILL ANSWER QUESTIONS THAT YOU DISCUSSED EARLIER THIS EVENING.

AS YOU KNOW, CONGRESS PASSED LEGISLATION IN MARCH CALLED "C.A.R.E.S.

ACT" THAT WAS TO STATE AND LOCAL GOVERNMENT TO ASSIST IN THE RESPONSE AND THE RECOVERY FROM PANDEMIC.

WHAT YOU SEE AT THE TOP OF THE SLIDE IS THAT THE STATE OF TEXAS WAS ALLOCATED BY THE U.S.

TREASURY $11.24 BILLION TOTAL FOR COVID RESPONSE.

OF THAT, THE STATE, THERE IS TWO TRANCHES.

THE U.S.

TREASURY ALLOCATED BILLION TO POPULATIONS WITHIN THE STATE, JURISDICTIONS WITHIN THE STATE THAT HAVE POPULATIONS GREATER THAN 500,000.

CITIES AND COUNTIES GREATER THAN 500,000 RECEIVED THEIR ALLOCATION DIRECTLY FROM U.S.

TREASURY.

THE REMAINDER OF THE FUNDS WERE SENT TO THE STATE AND THE STATE IS ALLOCATING THAT NEARLY $2 BILLION TO JURISDICTIONS SMALLER THAN 500,000 THAT DID NOT RECEIVE A DIRECT PAYMENT OR ARE NOT IN A COUNTY THAT RECEIVED A DIRECT PAYMENT.

SO WHAT YOU NOTICE IF YOU FOLLOW THE LINE FROM $3.2 BILLION DOWN, THE TWO COUNTIES WE ARE CONCERNED WITH, HARRIS COUNTY A MONTGOMERY COUNTY DID RECEIVE DIRECT ALLOCATIONS BASED ON THE POPULATION.

HARRIS COUNTY RECEIVED A TOTAL OF NEARLY MILLION.

MONTGOMERY COUNTY RECEIVED JUST UNDER $105 MILLION.

IF YOU NOTICE TO THE LEFT THERE IS A RED BOX THAT ACTUALLY SHOWS THE FULL LIST OF THE CITIES AND THE COUNTIES WITHIN T THAT THE U.S.

TREASURY PROVIDED DIRECT PAYMENTS TO.

SO THE QUESTION FOR THE TOWNSHIP O JURISDICTION OF LESS THAN 500,000 THAT IS IN THIS COUNTY THAT IS GREATER THAN 500,000 IS WHERE WE WOULD SEEK FUNDING INCURRED EXPENSES, ELIGIBLE EXPENSES AS WE RESPOND TO THE PANDEMIC AS WELL.

SO, EARLIER THIS WEEK, WE WERE NOTIFIED B COUNTY THAT THEIR COURT HAS APPROVED, WHAT THEY CALL A SMALL CITY ASSISTAN PROGRAM.

IN THAT PROGRAM, PRELIMINARY INFORMATION IS THAT THE TOWNSHIP WOULD BE ELIGIBLE FOR UPWARDS OF $715,000 IN REIMBURSEMENT FOR ELIGIBLE EXPENSES.

MONTGOMERY COUNTY HAS NOT STARTED A SIMILAR PROGRAM.

SO, PART OF THE CONSIDERATION FOR THE BO THIS EVENING IS TWO-FOLD.

[02:20:05]

ONE IS LETTER TO MONTGOMERY COUNTY REQUESTING THAT THE COUNTY CONSIDER FUNDING THE TOWNSHIP AT A RATE OF $55 PER CAPITA.

FOR RELATED COVID EXPENSES.

THAT RATE IS SIMILAR TO WHAT WAS GIVEN TO THE STATE OF TEXAS BY THE FEDERAL GOVERNMENT FOR ITS POPULATION.

AND IS THE SAME RATE THAT THE STATE IS U PROVIDE TO SMALL JURISDICTIONS LESS THAN 500,000 IN OTHER COUNTIES.

THEN THE SECOND LETTER IS A LETTER TO CONGRESSMAN BRADY ASKING FOR SOME ADDITIONAL CLARIFICATION ON THE C.A.R.E.S.

ACT FUNDING.

ONE OF THE CONCERNS HAS BEEN THAT THE U.S.

TREASURY GUIDANCE INDICATES THAT A JURISDICT STATE OR A COUNTY IS NOT MANDATED TO PASS THEIR FUNDS THROUGH TO A SMALLER JURISDICTION.

SO ONE THING WE ARE ASKING FOR IS CLARIFICATION ON THE TOWNSHIP'S ELIGIBILITY TO RECEIVE THAT FUNDING.

AND THEN ALSO ASKING CONGRESS TO CONSIDE APPROPRIATIONS IN A FIFTH RELIEF PACKAGE THAT IS BEING DISCUSSED IN CONGRESS CURRENTLY TO PROVIDE MORE DIRECT FUNDING TO LOCAL GOVERNMENTS AND TO ASSURE THAT THE TOWNSHIP AND SIMILAR JURISDICTIONS WOULD BE ELIGIBLE FOR THE FUNDING GOING FORWARD.

SO, AGAIN, WHAT WE HOPE FOR TONIGHT IS I THINK THE BOARD MEMBERS EACH HAVE A COPY OF EACH OF THE TWO LETTERS.

WE WOULD ASK FOR YOUR CONSIDERATION OF THE LETTERS TO REQUEST FUNDING FOR THE RESPONSIVE JURISDICTIONS.

>> CHAIRMAN BUNCH: OKAY.

DO WE HAVE ANY MORE SLIDES WITH YOUR PRESENTATION, TODD?

>> NO, SIR.

>> CHAIRMAN BUNCH: WE HAD A PREVIOUS PRESENTATION THE PRIOR BOARD MEETING THE BREAKDOWN FROM THE SPEAKER OF THE HOUSE THAT WENT TO THE COUNTIES OF THE POPULATIONS GREATER THAN 500,000 THAT SHOWED W RECOMMENDED ALLOCATION WOULD BE FROM HARRIS COUNTY AND MONTGOMERY COUNTY TO WOODLANDS.

ACTUALLY, IT SAID ZERO.

BUT USING THE SAME MATH IF WE ARE AN ELIGIBLE RECIPIENT THE NUMBERS WERE $21 MILLION CALCULATION CAME FROM.

>> THAT IS CORRECT.

THIS STATE -- I'M SORRY, I DON'T HAVE IT IN FRONT OF ME BUT THE STATE DID PROVIDE OR PRODUCE A DOCUMENT THAT DID EXACTLY THAT.

IT INDICATED WHAT PER CAPITA FUNDING EACH JURISDICTION WITHIN THE STATE WOULD BE ELIGIBLE FOR.

IN THAT PARTICULAR ALLOCATION IT INDICAT THE TOWNSHIP WAS A CENSUS DESIGNATED PLACE AND WAS NOT ELIGIBLE FOR FUNDING.

>> CHAIRMAN BUNCH: OKAY.

>> F CLARIFICATION, MAY I ASK, CHAIRMAN BUNCH.

TODD, IT'S MY UNDERSTANDING REACHING OUT TO JUDGE KEOH EARLIER IN MAY OR JUNE BE IT A MUNICIPALITY, CITY OR SPECIAL PURPOSE WERE ALL ELIGIBLE TO RECEIVE FUNDS.

IS THAT NOT ACCURATE?

>> TREASURY GUIDANCE DOES INDICATE THAT A CITY, TOWN, TOWNSHIP, PARISH AND OTHER DESIGNATIONS ARE ELIGIBLE FOR FUNDING.

SO, FROM TREASURY GUIDANCE WE BELIEVE TH WOULD BE ELIGIBLE TO RECEIVER AN ALLOCATION OF C.R.F.

FUNDS.

THE QUESTION BECOMES WHICH JURISDICTION IS RESPONSIBLE FOR PROVIDING THAT PAYMENT? MONTGOMERY COUNTY COMMISSIONERS COURT HAS SAID IN THEIR PROCEEDINGS THAT THEIR INTERPRETATION OF THE TREASURY GUIDANCE IT SHOULD COME FROM THE STATE.

THE STATE'S INTERPRETATION OF THE GUIDANCE INDICATES THAT FOR THOSE COUNTIES THAT RECEIVE A DIRECT ALLOCATION FROM TREASURY, THEY ARE RESPONSIBLE FOR PAYING FOR THEIR SMALLER JURISDICTIONS.

THE REASON BEING THE CALCULATION THAT WAS MADE FOR THE STATE ALLOCATION REMOVED THE POPULATIONS FROM THOSE JURISDIC CALCULATING THE STATE'S SHARE BECAUSE THEY GETTING A DIRECT ALLOCATION.

SO, WHAT OUR LETTER TO CONGRESSMAN BRADY SEEKS TO DO IS GET CLARIFICATION ON THAT ISSUE, WHO IS RESPONSIBLE FOR PROVIDIN PAYMENT SHOULD THE TOWNSHIP BE PROVIDED ONE AND CONFIRMING OUR ELIGIBILITY TO RECEIVE IT?

>> SECRETARY SNYDER: YES.

AND TODAY, TO THOSE OTHER CITIES OR MONTGOMERY COUNTY HAVE NOT RECEIVED FUNDING FROM THE COUNTY?

>> THAT IS CORRECT.

I'M NOT AWARE OF ANY PAYMENT TO THE LOCAL JURISDICTION FOR THE C.R.F.

FUND.

MONTGOMERY COUNTY OPTED RIGHT NOW TO PROV RELATED FUNDS IN A POTENTIALLY STIMULUS PROGRAM THAT WOULD GO DIRECTLY THE RESIDENTIAL HOMESTEAD HOLDERS WITHIN THE COUNTY.

>> SECRETARY SNYDER: BUT IS THAT NOT W TREASURY APPROVAL? THEY HAVE NOT FOLLOWED THROUGH WITH THAT.

BECAUSE THE TREASURY -- IT HAS NOT BEEN APPROVED?

>> MY UNDERSTANDING IS THAT IS CORRECT.

MY UNDERSTANDING IS THEY WERE SEEKING PR FROM TREASURY TO GET APPROVAL TO MOVE FORWARD WITH THE FUNDING.

[02:25:03]

>> CHAIRMAN BUNCH: WHAT IS INTERESTING, WHAT BRINGS THIS UP IS HARRIS COUNTY WITHOUT US HAVING TO ASK IS VOLUNTEERING TO PROVI PER CAPITA FUNDING THAT WAS OUTLINED BY THE STATE FOR AREAS OF OUR SIZE.

SO, IT'S A DIFFERENT DIALOGUE.

I DID MEET WITH JUDGE KEOH, AND JASON MILLSAPS IN THEIR OFFICE LAST MONTH.

AND YOU KNOW, THE POSITION THEY HAD IS THAT THE FUNDS WERE WITHIN THE COUNTY'S CONTROL.

AND THAT WASN'T OBLIGATION TO FUND DOWNWARD BUT THEY WOULD REVIEW REQUESTS IF WE WANTED TO SUBMIT ANYTHING TO THEM.

BUT THEY ARE NOT INTERPRETING THAT THE LO JURISDICTION PORTION WAS PART OF THEIR $105 MILLION.

AND WHAT TODD IS ARTICULATING IS THAT THE LOCAL JURISDICTION FUNDING IS IN INCLUDED IN MILLION BECAUSE OUR NUMBERS WERE EXTRAPOLATED OUT OF WHAT THE STATE OF TEXAS RECEIVED AND THAT THE STATE IS ONLY DISTRIBUTING TO THOSE JURISDICTIONS THAT WERE NOT PART OF MILLION POPULATION DIRECT RECIPIENTS.

HARRIS COUNTY APPEARS TO HAVE INTERPRETED IT THE WAY WE DO.

$55 PER CAPITA FROM THE MONEY THAT WENT LARGER ENTITIES SHOULD BE ELIGIBLE BACK DOWN TO JURISDICTIONS LIKE OURSELVES.

OR SMALLER MUNICIPALITIES.

AND SO, I DO THINK IT IS PRUDENT TO GET CONGRESSMAN BRADY TO WEIGH IN SINCE IT IS AN APPROPRIATION FROM THE FEDERAL GOVERNMENT.

I KNOW WHEN WE TALKED ABOUT THE EXPENSES IN AGENDA ITEM 8, YOU KNOW, THEY ARE NOT EXPENSES WE HAVE ARE CURRENTLY ELIGIBLE.

BUT WHAT YOU CAN USE THESE FUNDS FOR WHEN I MET WITH THE COUNTY JUDGE, I ARTICULATED THAT FOR OUR COMMUNITY I'D LIKE FOR TOWNSHIP TO HAVE ITS OWN ABBOTT RAPID TEST LABS CAN USE IN OUR FIRE DEPARTMENT WITH OUR FOLKS TO MAKE SURE WE CAN BE TESTING OUR FIRST RESPONDERS MORE FREQUENTLY, HAVE THE ABILITY TO HAVE THE P.P.E.

SUPPLIES ON HAND FOR OUR FIRST RESPONDERS, OUR STAFF OUR COMMUNITY.

AND, YOU KNOW, TESTING KITS AND THE NUMBER OF DIFFERENT THINGS.

BUNKER GEAR FOR OUR FIRST RESPONDERS.

IF YOU LOOK AT THE NUMBER OF THE FIREFIGHTERS WE HAVE IN QUARANTINE.

YOU KNOW, EVERY TIME THEY GO OUT ON A CALL AND IT COMES BACK AS A SUSPECTED OR CONFIRMED COVID INTERACTION.

THAT IS BUNKER GEAR THAT HAS TO BE DECONTAMINATED AND UTILIZED.

IT DOESN'T CHANGE THE FACT IF THERE IS A HOUSE ON FIRE IN THE NEXT HOUR THEY HAVE TO RESPOND.

THERE ARE A LOT OF THINGS THAT WE HAVEN'T SPENT FUNDS ON BECAUSE WE DON'T HAVE THEM WE COULD START BEING MORE PROACTIVE LOCALLY AND PUT US IN A BETTER POSITION TO RESPOND FOR OUR RESIDENTS IF WE HAVE CLARIFIED AND AN ABILITY FOR US TO PUT TOGETHER OUR OWN LOCAL RESPONSE STRATEGY.

WHEN YOU GET DOWN TO IT, WE COULD HAVE OUR OWN TESTING SITES THAT AREN'T DEPENDENT ON OTHER ENTITIES PARTICIPATIONS.

IT'S A SIGNIFICANT SUM OF FUNDS THAT WE ARE CURRENTLY HAVING THIS DIALOGUE WITH.

>> IF I MAY, THAT IS WHY I HAD ASKED MONIQUE TO SHARE ABOUT OUR EXPENSES.

BECAUSE I, TOO, HAVE HAD AS I'M SURE WE ALL HAVE HAD RESIDENTS WHO HAVE ASKED WHY DON'T WE HAVE A TESTING SITE? WHY DOESN'T THE TOWNSHIP PROVIDE THAT? OR SOME OF THE P.P.E.

EQUIPMENT? SO I'M VERY MUCH IN SUPPORT OF SENDING IT TO MONTGOMERY COUNTY AS WELL AS TO CONGRESSMAN BRADY.

>> CHAIRMAN BUNCH: OKAY.

>> DIRECTOR SEKULA-GIBBS: CHAIRMAN?

>> VICE-CHAIR MCMULLAN: YES.

>> DIRECTOR SEKULA-GIBBS: I HAVE A QUESTION FOR TODD, FOR MR. STEPHENS.

SINCE THE $21 MILLION IS VERY DIFFERENT MILLION THAT THE TOWNSHIP WOULD GET IF COUNTY GAVE US A PER CAPITA $55, OR BETWEEN $5.5 AND $2348, DO YOU HAVE WHAT WOULD HAPPEN -- WHAT IS THE GAP BETWEEN THE $21 MILLION AND $6 MILLION? AND WAS IT THE ANTICIPATION OF TREASURY TH COUNTIES WOULD BE CONDUITS AND DISTRIBUTE MONEY TO THE COMMUNITY OR THEY HAVE TO JUSTIFY EXPENSES THE WAY SOME GRANTS DO? THEY HAVE TO JUSTIFY EXPENSES AND THEN T WOULD BE RETURNED TO THE

[02:30:01]

FEDERAL GOVERNMENT IF WE COULDN'T JUSTIFY EXPENSES? $105 MILLION IS A LOT OF MONEY.

WHAT WE ARE TALKING ABOUT IS IF WE ARE GOING BY THE POPULATION WE WOULD GET 20% OF THAT FOR MONTGOMERY COUNTY.

BECAUSE WE HAVE ABOUT 20% OF THE POPULATION.

THERE WOULD BE YOUR $20 MILLION.

IF YOU ARE JUST GOING BY PER CAPITA BASED ON THE $55 PER CAPITA, THAT IS A DIFFERENT NUMBER.

SO I AM TRYING TO UNDERSTAND WHAT TREASURY HAD IN MIND FOR THAT MONEY TO GO TOWARD.

WHAT WAS THE ANTICIPATION THAT THE MONEY WOULD BE USED FOR? FOR MR. STEPHENS OR FOR YOU, CHAIRMAN.

EITHER ONE.

>> CHAIRMAN BUNCH: I THINK THE INTERPRETATION IF YOU PULL UP THE MAPPING THAT TODD PROVIDED WAS THE INTENT WAS THE LARGER COUNTIES, THE LARGER AREAS WOULD GET ALL THE FUNDS AND DISTRIBUTE DOWNWARD TO THE SM ENTITIES WITHIN THEIR JURISDICTION.

THEN THE AREAS THAT DIDN'T HAVE SCALE WOULD GO TO THE STATE AND THE STATE WOULD REALLOCATE DOWNWARD TO THE SMALLER JURISDICTIONS THAT DIDN'T FALL UNDER THE 500,000 POPULATION.

SO I THINK THE INTENT WAS THAT THE MONEY WOULD TRICKLE DOWN TO ALL ENTITIES THAT ARE ELIGIBLE UNDER THE C.A.R.E.S.

ACT.

CALCULATION THE NUMBER YOU THREW OUT OF $6 MILLION.

I'M NOT SURE WHERE IT CAME FROM.

MONIQUE DID CALCULATIONS BASED ON THE $55 PER CAPITA.

THAT IS WHERE THE $21 MILLION CAME FROM.

WE HAVE 45,000 HOUSEHOLDS.

YOU TIMES THAT BY $55.

YOU WILL END UP WITH A BIG NUMBER.

>> DIRECTOR SEKULA-GIBBS: WELL, I DID THE MATH.

IF YOU ARE SAYING WE HAVE 100,000 PEOPLE THAT IS $5.5 MILLION.

IF WE HAVE MORE, IF YOU WANT TO SAY OVER 100,000 IN MONTGOMERY COUNTY, IT'S CLOSER TO 6 MILLION.

BUT IT'S NOT $20 MILLION.

SO I THINK THAT IF YOU JUST GO BY THE WHO MILLION YOU TAKE 20% OF THAT, THAT WILL GET US THE $21 MILLION THERE.

>> CHAIRMAN BUNCH: SO WHATEVER MATH SHE WAS USING WOULD HAVE BEEN USED FROM WHATEVER THE STATE HOUSE PUT OUT WHEN THE FUNDS WERE REMITTED TO MONTGOMERY COUNTY.

>> DIRECTOR SEKULA-GIBBS: I GUESS THE QUESTION WAS WHAT WAS THE INTENT OF TREASURY IN PROVIDING THIS MONEY? IT SURELY WASN'T JUST REIMBURSING EXPENSES.

IT WAS TO MAKE WHOLE THE COMMUNITY FOR THE LOSSES THAT THEY ARE FEELING.

I THINK.

THE LOSSES -- >> CHAIRMAN BUNCH: NO.

SO THE INTENT, THE INTENT IS COVID-RELATED EXPENSES THAT WERE NOT PREBUDGETTED.

SO IT'S NEW EXPENDITURES RELATED TO COVID.

NOT INCOME LOSS FROM THE LOSS OF REVENUE OR ANYTHING LIKE THAT.

OR PROGRAM MONEY LOST BECAUSE WE COULDN' BOARD OR HOTEL TAX REDUCTION.

THERE IS NOTHING IN THERE TO REPLENISH REVENUES LOST.

>> DIRECTOR SEKULA-GIBBS: IF THAT IS THE CASE, HOW IN THE WORLD DOES THE COUNTY THINK IT CAN DISTRANSCRIPT CHECKS TO INDIVIDUALS KIND OF -- DISTRIBUTE CHECKS TO THE INDIVIDUALS KIND OF IN THE SAME VAIN THAT THE I.R.S.

DID?

>> CHAIRMAN BUNCH: THERE IS A COMPONENT OF THE LOCAL ASSISTANCE THAT YOU COULD USE THE FUNDS FOR, FOR BUSINESSES THAT HAD SHUTTERED.

THERE IS A BUSINESS ASSISTANCE PROGRAM.

I DON'T THINK AT THE END OF THE DAY THAT THE PROGRAM THEY SUBMITTED ULTIMATELY GETS APPROVED BECAUSE IT'S -- I DON'T KN MANAGE THAT.

YOU HAVE TO CLAIM TO HAVE AN ISSUE TO RECEIVER FUNDS.

DO YOU HAVE A SHORT LIST OF ITEMS THAT ARE APPROVED, TODD?

>> NO, I DON'T HAVE A DIRECT LIST.

I THINK YOU SUMMARIZED IT QUITE WELL.

IT'S FOR THOSE UNEXPECTED, UNFORESEEN EXPENDSTURES THAT ARE RELATED TO COVID RESPONSE.

IT'S FOR ITEMS THAT WERE NOT IN THE EXISTING BUDGET.

FOR UNBUDGETED, UNEXPECTED EXPENSES THAT ARE MADE ELIGIBLE FOR THE REIMBURSEMENT.

TO CLARIFY ONE OF THE THINGS ALSO THAT I THINK YOU ASKED EARLY, DR. SEKULA-GIBBS, WAS THAT PART OF THE REASON WHY TREASURY CHOSE THE PATH OF PROVIDING LARGER COUNTIES DIRECT ALLOCATION WAS THERE WAS A SENSE TO BE ABLE TO TRY TO DISTRIBUTE THE FUNDS AS QUICKLY AS POSSIBLE TO STAVE OFF SOME INITIAL COSTS AND THE ECONOMIC HARM THAT WAS OCCURRING.

BUT AGAIN, NOT BECAUSE OF THE BUDGET SHO BECAUSE OF THE ADDITIONAL RESOURCES COMMUNITIES WERE HAVING TO SPEND TO TO THE PANDEMIC.

SO IT WAS A TOOL THAT CONGRESS DOESN'T OFTEN USE.

IN MY EXPERIENCE I DON'T RECALL THE PREVIOUSLY.

[02:35:01]

BUT SOMETHING THAT I THINK THEY WERE, OR I KNOW FROM THE DISCUSSION THAT THEY WANTED TO TRY TO GET THE DOLLARS OUT THE DOOR AS QUICKLY AS POSSIBLE.

>> DIRECTOR SEKULA-GIBBS: SO MR. STEPHENS, WILL THE COUNTY THEN HAVE TO JUSTIFY WHAT THEY KEEP OUT OF THAT $105 MILLION?

>> SO, THANK YOU FOR THAT QUESTION AGAIN, I WANT TO CLARIFY.

YOU ASKED THAT QUESTION A MINUTE AGO, WHICH IS THE C.A.R.E.S.

ACT SET UP, THE C.R.F.

FUND SET UP TO ADDRESS CURRENTLY COSTS BETWEEN MARCH AND DECEMBER OF THIS YEAR.

SO AT THE END OF THIS YEAR, FUNDS THAT ARE REMAINING THAT HAVE NOT BEEN USED FOR ELIGIBLE EXPENSES WILL BE RETURNED TO THE FEDERAL GOVERNMENT.

SO, THEY DO HAVE TO JUSTIFY HOW THEY ARE SPENDING THE MONEY.

THE COUNTY IS DOING A GOOD JOB.

THAT PRESENTATION COMES TO COMMISSIONERS COURT, EACH COMMISSIONER'S COURT ABOUT WHAT THEY ARE SPENDING WITH O.E.M.

ASKING FOR ADDITIONAL DOLLARS AS THEY ARE WARRANTED OR NEEDED.

LOCAL JURISDICTIONS WOULD BE RESPONSIBLE FOR THEIR OWN ACCOUNTING.

I DO NOT BELIEVE COUNTY WILL BE HELD RESPONSIBLE FOR SMALLER JURISDICTIONS IF THEY GIVE THEM THE MONEY.

IT'S UP TO THE JURISDICTION THAT RECEIVES THE FINAL DOLLARS.

>> CHAIRMAN BUNCH: PART OF WHAT I ASKED FOR AT THE COUNTY LEVEL IS HAVING THE ABBOTT LABS IN HAND IN THE OWN FACILITIES HAS NOT JUST A COVID BENEFIT BUT LONG-TERM BECAUSE THOSE LITTLE BOXES THAT YOU ALL ABOUT.

THEY TEST MORE THAN COVID.

YOU HAVE NEW STRAINS OR EVEN THE REGULAR FLU.

THE LAB TESTS KITS HAVE MORE APPLICABILITY THAN JUST COVID.

WE DON'T HAVE ANY OF THE TYPES OF RESOURC POSSESSION.

WE HAVE THE ABILITY RIGHT NOW IF WE GET FUNDING TO BUY THEM.

THEY ARE $60,000 APIECE FOR THE ABBOTT LAB BOX.

THAT HAS THE ABILITY TO DO THE FASTER RETURN TESTS ON SITE.

AND THAT WOULD BE A HUGE -- RIGHT NOW WE HAVE PEOPLE IN QUARANTINE FOR PRECAUTION BECAUSE IT TAKES 7-10 DAYS TO GET TEST RESULTS BACK.

THAT IS A FIRST RESPONDER THAT COULD BE WORKING IF WE WERE ABLE TO TEST AND SHOW THAT THE INDIVIDUAL IS NOT ACTIVE WITH THE VIRUS.

THE MONEY DOESN'T HAVE TO BE THINGS WE HAVE SPENT.

IT COULD BE ASPIRATIONAL TO WHAT CAN WE DO TO REPOSITION OUR COMMUNITY AS THE SECOND WAVE IS IMMINENT TO BE IN A MORE DIRECT RESPONSIVE POSITION THAN WE ARE TODAY.

>> I THINK THAT IS A GOOD IDEA, CHAIRMAN.

THAT IS AN ANTIGEN TEST.

IT IS RAPID AND ACCURATE.

IT WOULD BE USEFUL FOR BOTH OUR EMPLOYEES FOR SURE AND THE FIRST RESPONDERS AS YOU SAY TO KEEP THEM ON THE JOB.

HAVE WE PROVIDED THAT AS A REQUEST? DID WE ASK FOR THAT FROM THE COUNTY?

>> CHAIRMAN BUNCH: I MENTIONED IT TO THE COUNTY, THAT THAT IS IN MY LIST OF THINGS SHOULD WE GET TO A POINT OF AGREEMENT HOW FUNDING WOULD BE ALLOCATED.

BUT TODD MENTIONED THERE IS NO LEVEL AT THE COUNTY LEVEL TO ADOPT PROCESS FOR OTHER JURISDICTIONS.

BUT HARRIS COUNTY DID TAKE ACTION AND APPROVE FUNDS TO OTHER JURISDICTIONS.

WE GOT A LETTER FROM HARRIS COUNTY TO ELIGIBLE FOR THIS $700,000 OUT OF THE C.A.R.E.S.

ACT FUND THAT WENT COUNTY.

IS THAT ACCURATE, TODD?

>> THAT IS CENT.

THAT IS BASED ON THE TOWNSHIP POPULATION HARRIS COUNTY SITE.

>> CHAIRMAN BUNCH: SO OUR DESIRE NOW IS TO SAY WE WOULD LIKE THE SAME TREATMENT THAT HARRIS COUNTY PROACTIVELY GIVING U COME FROM MONTGOMERY COUNTY.

THAT IS THE GIST OF THE LETTERS WE ARE LOOKING FOR APPROVAL TO SEND.

>> CHAIRMAN BUNCH, IF I MAY.

YOU MADE A COMMENT ABOUT FIREFIGHTERS AND IT WOULD BE NICE TO BE ABLE TO HAVE TESTING SITE RIGHT NOW.

IS IT NOT POSSIBLE THAT WE AS A TOWNSHIP COULD UTILIZE SOME OF THE RESERVES TO HAVE OUR OWN TESTING SITE IN ORDER TO BETTER S ENFORCEMENT, FIREFIGHTERS AND OUR RESIDENTS? COULD WE NOT GO AHEAD AND ALLOCATE SOME OF THE FUNDS FOR TESTING SITE?

>> CHAIRMAN BUNCH: I MEAN IN ABSENCE OF $21 MILLION OR $6 MILLION OR HOWEVER MONEY YOU WANT TO DO THE MATH WITH THE FUNDS ARE ALLOCATED FROM THE FEDERAL GOVERNMENT FOR THOSE PURPOSES.

>> SECRETARY SNYDER: YES.

>> CHAIRMAN BUNCH: IT'S OUR DUTY TO SEEK THOSE FUNDS FOR OUR LOCAL RESIDENTS.

I WOULDN'T USE OUR EXISTING RESERVES WHEN THE CASH IS ALREADY IN HAND IN CONROE.

[02:40:07]

OR DOWN IN HARRIS COUNTY.

HARRIS COUNTY HAS GIVEN US A ROADMAP.

THEY ARE AGREEING TO PROVIDE FUNDING.

AS WE START WORKING THROUGH THE PROCES FUNDING OUT OF MONTGOMERY COUNTY -- OR EVEN WITH JUST THE HARRIS COUNTY F CAN START PROCESS OF LOOKING HOW TO SECURE THE LABS AND THE TESTING AND THE OTHER THINGS.

THE POINT ABOUT LAW ENFORCEMENT, LAW ENFORCEMENT CURRENTLY ARE ALL COUNTY EMPLOYEES.

THE COUNTY ITSELF SHOULD HAVE BEEN THINK SAME ASSETS THAT COULD BE LOCALIZED.

>> SECRETARY SNYDER: SO IF THE FIREFIGHTERS AND IF WE HAVE THE FUNDS FROM HARRIS COUNTY, WHY WOULD WE NOT UTILIZE SOME OF THE FUNDING WE HAVE NOW AND STILL SEEK COUNTY FUNDING IN ORDER TO HELP OUR FIREFIGHTERS?

>> CHAIRMAN BUNCH: WELL, WE HAVE THE HARRIS COUNTY FUNDS.

WE HAVE THE HARRIS COUNTY FUNDING.

>> SECRETARY SNYDER: RIGHT.

>> CHAIRMAN BUNCH: THIS IS A DAY OLD.

IT CAME IN YESTERDAY OR THE DAY BEFORE.

SO THIS ISN'T A LONG KNOWN ALLOCATION THAT WAS GOING TO BE PROVIDED.

WE THOUGHT WE WOULD HAVE TO GO AFTER AND ASK FROM BOTH COUNTIES FOR THE ALLOCATION.

SO, ACTUALLY IMPRESSED THAT HARRIS COU VOLUNTEERING IT TO US.

SO, THAT DOES PUTS IN A POSITION TO HAVE A FUTURE AGENDA ITEM TO TALK ABOUT HOW CAN WE UTILIZE THOSE FUNDS THAT HARRIS COUNTY IS PROVIDING OUT OF THEIR ALLOCATION.
