NELSON LAST TIME IF THIS PROPOSED TAX RATE AND THIS PIECE OF LITERATURE, YOU SAID WHETHER WE INCORPORATED OR NOT, OUR TAX RATE WILL BE 22.31 CENTS.

MY QUESTION IS, WHY CAN'T WE TAKE THAT 6.22 CENTS THAT THEY FOUND THREE WEEKS AGO AND EITHER REFUND IT BACK NEXT YEAR OR REDUCE OUR TAX RATE, AT LEAST THAT AMOUNT GOING FORWARD? BECAUSE YOU ALL ARE ASSUMING THAT CORPORATIONS WILL PASS.

THE TEAMS CAME IN FOR A 48-HOUR PE PERIOD. SPECTATORS CAME TO WATCH THE GAME, FAMILY MEMBERS NATURALLY COME AND WATCH.

THE TEAMS CAME IN FROM THE DA DALLAS, THE HOUSTON MARKET AND FURTHER AFIELD FROM LOUISIANA AND THE SURROUNDING STATES. WE HAD ABOUT 25 TO 30 HOTELS INV INVOLVED.

WE HAVE MEMORIAL HERMAN IN CHARGE OF MEDICAL CARE.

WE RECEIVED A LAW ENFORCEMENT REPORT FROM SPECIALIST MEDINA AND I WOULD LIKE TO THANK DR. SEKULA GIBBS FOR JOINING US AND GIVING AN UPDATE ON TOWNSHIP ACTIVITIES.

WE HAD A GREAT TIME AT OUR POOL PARTY AT THE POOL ON SATURDAY, AUGUST 7. WE HAD 132 PEOPLE JOIN US BETWEEN 10:00 AND 2:00 ON THE FREE POOL DAY.

THE MAGICIAN WAS FUN. WE ENJOYED LUNCH FROM CHIK-FIL-A. IT WAS NICE TO SEE DR. NELSON AND HIS WIFE WHO JOINED US FOR THE PARTY.

WE ARE PLANNING A FALL FESTIVAL ON SATURDAY, NOVEMBER 6 FROM 10:00 A.M. UNTIL 2:00 P.M. THERE WILL BE BOUNCE HOUSES, A CLIMBING WALL, A DJ AND OTHER FUN GAMES AND ACTIVITIES.

THE MAGICIAN AND THE BALLOON TWISTER WILL JOIN US AGAIN ALONG WITH A FACE PAINTER. OUR NEXT MEETING WILL BE ON SEPTEMBER 14. THE BOARD HAS DECIDED TO USE ONLY ZOOM FOR OUR NEXT TWO MEETINGS WITH THE RISE IN COVID CASES AND THE DELTA VARIANT. ALL OF THE VILLAGE ASSOCIATIONS WERE REPRESENTED AND ONE OF THE MAIN TOPICS THAT WE TALKED ABOUT WAS INSURANCE.

MANY OF THE ASSOCIATIONS PLAY DIFFERENT AMOUNTS FOR THEIR

INSURANCE SO WE ARE LOOKING AT THE POLICIES WE HAVE TO CHECK THE COVERAGE AND ALSO SEE IF IT WOULD BE POSSIBLE AND MAYBE CHEAPER FOR US AS A WHOLE TO GET A GROUP POLICY TO COVER ALL OF US. SEVERAL MEMBERS OF THE VILLAGES MENTIONED THE AMOUNT OF PET WASTE ON THE TRAILS AND WANTED TO INQUIRE ABOUT GETTING MORE WEIGH STATIONS AND POSSIBLY GARBAGE CANS. A FEW VILLAGES MENTIONED THEY MIGHT INCLUDE PET WEIGH STATION IN THEIR LETTERS TO THE TOWNSHIP. ENVIRONMENTAL SERVICES POSTED AN ARTICLE IN A RECENT ISSUE OF THE WOODLANDS MAGAZINE ABOUT THE AMOUNT OF PET WASTE IN OUR WATER WE WOULD ASK TO ADD ADDITIONAL GARBAGE CANS TO HELP REDUCE THE AMOUNT OF PET WASTE ON THE TRAILS. THE MEMBERS OF THE VILLAGE ASSOCIATION ARE WILLING TO HELP IDENTIFY LOCATIONS FOR THE STATIONS AND/OR ADDITIONAL GARBAGE CANS.

THE VILLAGE ASSOCIATION OFFICERS ARE PLANNING TO MEET EVERY MONTH TO SHARE EXPERIENCES AND RESOLVE ISSUES THAT EACH VILLAGE ASSOCIATION FACES. THAT'S THE END OF MY REPORT.

IT IS A RENT THAT IS REQUIRED TO BE PAID BY PUBLIC COMPANIES SUCH AS YOUR ELECTRIC, GAS AND CABLE COMPANIES AND OTHER HIGH SPEED INTERNET PROVIDERS. THEY ARE TO PAY A FEE, RENT TO BE IN THE PUBLIC RIGHT OF WAY. THAT'S WHAT THE FRANCHISE FEES ARE. THEY ARE REQUIRED BY TEXAS LAW.

SOME OF THOSE REVENUES ARE ALSO TRANSFERRED TO COVER AND PAY FOR PERSONNEL IN THE PUBLIC WORKS DEPARTMENT. WE HAVE SEEN IT RECENTLY, THERE HAS BEEN DAMAGE DONE IN THE PUBLIC RIGHTS OF WAY.

FRANCHISE FEES CAN PAY FOR STAFF TO HELP MONITOR AND OVERSEE CONTRACTORS IN A REGISTRATION PROCESS TO HELP PROTECT AND PRESERVE THE RIGHTS OF WAY. AGAIN, I SHARED MORE DETAIL IN SOME OF OUR BUDGET MEETINGS. IN ALMOST ALL OF OUR CATEGORIES, OUR DIFFERENT INDUSTRY CODES, WE ARE TRENDING UPWARD IN THOSE SINCE THE BEGINNING OF THE YEAR. IN TERMS OF OUR HOTEL TAXES, WE HAVE COLLECTED $3 MILLION ON A YEAR TO DATE BASIS.

WE TALKED ABOUT THIS IN THE BUDGET JUST EARLIER WHERE THE HOTEL INDUSTRY HAS BEEN SLOWER TO BOUNCE BACK THAN SALES TAX.

THAT IS NOT A SURPRISE TO US AT THIS POINT.

THE FUNDS FOR THIS MANAGED BY THE WOODLANDS HAVE BEEN MANAGED WELL. EVEN THOUGH WE ARE BELOW BUDGET, WE HAVE SUFFICIENT FUNDS TO PAY ALL DEBT SERVICE ON OUR REVENUE BONDS AND TO FUND THE OPERATING EXPENSES OF VISIT THE WOODLANDS.

THIS IS WHAT ARE REFERRED TO A LITTLE WHILE AGO IN 2020 WHICH WAS PREPANDEMIC BECAUSE WE COLLECTED THOSE IN JANUARY 2020, WE WERE JUST UNDER 100%. THIS YEAR, WE ARE AT JUST A LITTLE BIT OVER 100%. THE REASON WE ARE OVER 100 IS BECUSE WE HAVE FEES AND INTEREST AND PENALTIES.
