I JUST RECENTLY, WHEN I RECEIVED MY VILLAGER THE OTHER DAY, I SEE AN ARTICLE WHERE THE HEADLINES STATES OFFICIALS SEEKING TO DELAY KEY VOTE.

I WAS REALLY SHOCKED TO SEE THAT.

TOTALLY SHOCKED THAT THE CHAMBER OF COMMERCE WOULD THINK THAT THEY DID NOT HAVE ENOUGH INFORMATION CONCERNING THIS.

BECAUSE GOVERNANCE HAS BEEN STUDIED SINCE 2002 GOING FORWARD. DID THE CHAMBER EVER INVITE ANYONE ON THIS BOARD TO DO A PRESENTATION? I KNOW I WAS PRESENT WHEN MANY OF THE VILLAGE ASSOCIATION PRESIDENTS SPOKE. MR. BUNCH WENT TO THEIR MEETING. AND I KNOW YOU WENT TO OUR WINDSOR HILLS ASSOCIATION MEETING.

SO THERE HAS ALWAYS BEEN TRANSPARENCY.

THERE HAS ALWAYS BEEN INFORMATION.ND YOU HAVE ALWAYS BEEN ABLE TO ASK FOR CLARITY.

I ALSO ATTENDED THE COMMUNITY FORUM AT THE MARRIOTT WATERWAY.

THIS WAS A SMALL ONE ? I HAVE THROWN A LOT OF THEM AWAY ? THIS WONDERFUL AND COLORFUL STEP-BY-STEP INCORPORATION GUIDE WAS HANDED OUT. AND I KNOW MR. BUNCH HAD ONE ON DISPLAY FOR EVERYBODY TO SEE AND TAKE ONE HOME TO STUDY.

AND THAT WAS A TIME WHEN IF WE HAD ANY QUESTIONS WE COULD PRESENT TO THE BOARD AND CLARIFY.

BUT THEN HERE COMES COVID AND EVERYTHING GETS SHUT DOWN.

OR TEMPORARILY SUSPENDED. SO WHAT ARE THE ISSUES NOW? WELL, THEY HAVE NEVER GONE AWAY.

WE HAVE NO CONTROL OVER OUR TRAFFIC OR ROADS OR RIGHT OF WAYS. AND BECAUSE WE ARE NOT A GOVERNMENT ENTITY, WE ARE EXEMPT OF RECEIVING ANY TREASURY FUNDS FOR ANY ECONOMIC RELIEF DUE TO COVID.

AND I HAVE TO THANK MR. NOVAK FOR SAYING SOMETHING VERY INTERESTING TO THE COMMUNITY, AND HE WAS SPEAKING SPECIFICALLY ABOUT THE WAY THE MONEY WAS GIVING OUT.

THE CARES MONEY. AND HE SAID JAMES NOWAK SAID IN A PHONE INTERVIEW NOTING THAT HE FEELS LIKE THE COUNTY SHOULD BE THE BODY PROVIDING COVID-19 RELATED SERVICES.

THE WOODLANDS IS BASICALLY A HOMEOWNERS ASSOCIATION.

THAT FELT LIKE A SLAP IN THE FACE.E HAVE A LOT OF NEEDS.

E DEFINITELY NEED COVID RELIEF.

WE HAVE APPLIED TO RECEIVE THAT MONEY, AND YET THE TOWNSHIP HAS BEEN OVERLOOKED BECAUSE WE ARE NOT A GOVERNMENT ENTITY.

SO THANK YOU, MR. NOWAK, FOR REMIND US THAT WE ARE A HOMEOWNERS ASSOCIATION THAT DEALS WITH MILLIONS OF DOLLARS.

LET'S TALK ABOUT THE REVENUE. YOUR TAX DOLLARS THAT YOU CANNOT ECEIVE. THE CARES ACT.

IF PEOPLE DON'T KNOW THAT STANDS FOR THE CORONAVIRUS AID RELIEF AND ECONOMIC SECURITY ACT.

AND MONTGOMERY COUNTY RECEIVED, IF I'M NOT MISTAKEN ? PLEASE FEEL FREE TO CORRECT ME ? $34.46 MILLION.

WE PRESENTED PLENTY OF FINANCIAL ? MONTGOMERY COUNTY GAVE THE TOWNSHIP $274,000. BUT THEY CHOSE TO GIVE CONROE SCHOOL DISTRICT AND AN ADDITIONAL $22 MILLION.

ACCORDING TO THE TREASURY FORMULARY, OF THE $55 PER RESIDENT, THE TOWNSHIP IS STILL OWED $5.8 MILLION.

SO I CAN ONLY SAY THANK YOU TO HARRIS COUNTY FOR FOLLOWING THROUGH. LET'S TALK ABOUT ARPA.

AMERICAN RESCUE PLAN ACT FUNDING FOR COVID RELIEF.

AGAIN, THERE IS ANOTHER FORMULA THAT THE TREASURY ESTABLISHED.

ACCORDING TO THIS FORMULA, THE TOWNSHIP SHOULD RECEIVE $30 MILLION. I KNOW WE ARE TRYING TO RECEIVE SOME OF THAT, BUT AT THIS POINT WE HAVE NOT RECEIVED ANY OF THAT. AND WE HAVE NOT EVEN BEEN RECOGNIZED. SO WE REALLY NEED TO BE A RECOGNIZED GOVERNMENT ENTITY. WE NEED TO BECOME A CITY.

SO WHO WAS SITTING PRETTY RIGHT NOW? SHENANDOAH IS. THE LAST CENSUS STATED THEY HAD A POPULATION OF 3055 RESIDENTS. WHAT DID THEY RECEIVE THE CARES ACT? $7.6 MILLION IN FEDERAL AID.

SO AS OF JANUARY 2021 OF THE HUNDRED AND 20 THOUSAND DOLLARS. BUT WE ARE ALWAYS GETTING DENIED. AND THIS IS OUR TAX MONEY THAT IS BEING DIVERTED ELSEWHERE. SO I TRUST THAT OUR TOWNSHIP ? AND I TRUST THE BOARD THAT IS LOOKED AT GOVERNANCE FOR MANY YEARS ? THE JUNE BOARD MEETINGS HAD A WONDERFUL PRESENTATION BY KAREN DEMPSEY IF ANYBODY WANTS TO LOOK IT UP.

IT TALKS ABOUT THE HISTORY OF THE TOWNSHIP.

AND HOW MANY DIFFERENT TIMES OUR BOARDS HAVE SPENT MILLIONS LOOKING INTO GOVERNANCE. WE KNOW IT'S NOT THE WAY TO GO.

IF THE TOWNSHIP IS SUCH A GREAT THING, WHY ARE THERE ANY AT ALL? SO I TRUST THAT OUR TOWNSHIP WILL CONTINUE TO KEEP THE RESIDENTS INFORMED.

I KNOW THEY WILL. AND I TRUST THAT THE WOODLANDS TOWNSHIP RESIDENTS GET TO DECIDE ON THEIR OWN THEIR VOTE.

IN THE CHAMBER OF COMMERCE DOES NOT REPRESENT ME.

IT DOES NOT REPRESENT MY VIEWS AS A RESIDENT.

AND I AM SURE THERE ARE QUITE A FEW OTHERS THAT COULDN'T TAKE THE TIME TO SPEAK TONIGHT. THE TOWNSHIP HAS BEEN STUDYING GOVERNANCE SO MANY YEARS. I DON'T KNOW WHEN THE BEST TIME TO PUT IT FOR VOTERS. I KNOW THE LONGER YOU WAIT, THE MORE COSTLY THESE STUDIES BECOME.

IN THE SERVICES CITED IN THE STUDY BECOME.

BUT SPREADING OF MISINFORMATION HAS TO STOP.

AND WHAT I WANTED T ADDRESS WHAT I CAN SEE AS A GROWING PROBLEM WITH RESPECT TO OUR TENNIS FACILITIES. SO MY OBJECTIVE FOR THE NEXT THREE MINUTES IS TO OBTAIN A FUTURE AGENDA ITEM FOR A MEETING DOWN THE ROAD. JUST FOR THE BOARD TO TAKE NECESSARY STEPS FOR ME TO COLLABORATE WITH PARKS AND REC ON THE SOLUTION THAT I'VE COME UP WITH FOR THIS PROBLEM.

SO THE PROBLEM IS WHILE WE DO HAVE OUTSTANDING FACILITIES ? WE HAVE 78 COURTS HERE. THEY HAVE BEEN WELL TAKEN CARE OF.'VE LIVED AROUND THE COUNTRY AND NONE OF THEM HAS AS MANY OR NICE COURTS LIKE WE DO. BUT WE ARE LARGELY IN THE DARK ON THEIR STATUS AND AVAILABILITY.S A TENNIS COMMUNITY. AND THAT WOULD NOT BE A PROBLEM, EXCEPT THERE IS A REALLY ACTIVE COMMUNITY HERE.

HIGH DEMAND FOR USE OF THOSE TENNIS COURTS.

2020, THE PHYSICAL ACTIVITIES COUNCIL PUT OUT A REPORT ? A 22 PERCENT INCREASE IN TENNIS PARTICIPATION. MILLION NEW PLAYERS. PICKLE BALL IS ANOTHER THING THAT CONTRIBUTES TO DEMAND ON OUR TENNIS COURTS.

SO THESE ARE NATIONAL TRENDS, BUT THEY DEFINITELY ARE MANIFESTING HERE LOCALLY. MY EXPERIENCE IS DEFINITELY COMMON. AND WHEN I'M DOING RECREATIONAL TENNIS ? I PLAY IN A LEAGUE AS WELL.

BUT DOING AND ADD HOG MATCH, I DO IT ON A WEEKLY BASIS.

MY FAMILY AND ANOTHER FAMILY. WE GO IN AND WANT TO HAVE A SOCIAL MATCH. RARELY THE FIRST COURT WE VISIT IS UNAVAILABLE. SO WE FIND A COURT THAT IS AVAILABLE. AND RECENTLY, WE GET BOOTED BY SOMEBODY WHO HAS THE RIGHTFUL CLAIM ON THE COURT WITH THE RESERVATION. SO OF COURSE, I COULD MAKE RESERVATIONS. AND I HAVE AND I DO SOMETIMES.

BUT ON THE WEEKEND, WHEN YOU CAN'T REACH THE OFFICE, YOU WANT TO GET OUT AND PLAY WHENEVER YOU CAN.

BUT YOU CAN'T KNOW WHEN A RESERVATION IS COMING.O IT'S REALLY HARD TO PLAN AND GET THAT RIGHT.SO I THINK THE CORE PROBLEM IS WE HAVE A SQUEEZE ON A LIMITED SUPPLY OF TENNIS COURTS AND NO WAY TO MANAGE OR PROVIDE AWARENESS TO THE COMMUNITY ON USING THEM. I THINK WE NEED A LITTLE MORE

WHEREAS, THE WOODLANDS AREA CHAMBER OF COMMERCE REPRESENTS OVER 12,000 BUSINESSES AND IS THE LARGEST BUSINESS ASSOCIATION IN THE HOUSTON REGION.

FOR THE FUTURE GROWTH, SUSTAINABILITY AND PRESERVATION OF THE ESTABLISHED WAY OF LIFE ARE VERY IMPORTANT TO THE RESIDENTS AND BUSINESSES IN WOODLANDS TOWNSHIP.

WHEREAS WOODLANDS TOWNSHIP IS UNINCORPORATED, AND ITS BOUNDARIES ARE WITHIN MONTGOMERY AND HARRIS COUNTY.

AN EXTRATERRITORIAL JURISDICTION OF THE CITY OF CONROE AND. [INDISCERNIBLE].

WHERE IS LEGISLATION PASSED IN 2007, PROVIDED THE WOODLANDS TOWNSHIP THE AUTHORITY TO ENTER INTO REGIONAL PARTICIPATION AGREEMENTS WITH BOTH THE CITY OF CONROE AND THE CITY OF HOUSTON. WHEREAS THE REGIONAL PARTICIPATION AGREEMENTS PROTECTED THE WOODLANDS TOWNSHIP FROM ANNEXATION BY THE CITY OF CONROE AND THE CITY OF HOUSTON THROUGH NOVEMBER 16, 2057.

AND IT PROVIDES THE OPPORTUNITY TO INCORPORATE AS A CITY DURING AN ELECTION. WHERE'S THE IMPACT OF GOVERNANCE CHANGES THE WOODLANDS TOWNSHIP AS A RESULT OF INCORPORATION REQUIRES TIMELY RESEARCH AND THOROUGH EDUCATION OF RESIDENTS IN THE BUSINESS COMMUNITY.

WHEREAS THE COVID-19 PANDEMIC DELAYED THE COMMUNITY EDUCATION PROCESS FOR OVER A YEAR.NLY RESTARTING IN MAY OR JUNE 2021.

WHEREAS THE COMMUNITY STILL HAS QUESTIONS ABOUT CHANGES IN TAXATION, LAW ENFORCEMENT, TRANSPORTATION, WATER, AND THE MUNICIPAL UTILITY DISTRICTS. AND REQUIRES FURTHER EDUCATION AND OUTREACH. IT IS RESOLVED THAT THE WOODLANDS CHAMBER OF COMMERCE SUPPORTS DELAYING THE WOODLANDS TOWNSHIP INCORPORATION ELECTION BEYOND NOVEMBER, 2021.

WE RECOMMEND THE TOWNSHIP CREATE A COMPREHENSIVE BICYCLIST SAFETY PROGRAM. AND PARTNER WITH SCHOOLS, COUNTY POLICE, AND BIKE THE WOODLANDS COALITION.E HAVE STARTED A SEARCH FOR GRANT FUNDING AND ADDITIONAL PARTNERSHIP IN SUCH A PROGRAM DEVELOPMENT.

THIS CAN ALL BE FINE-TUNED THROUGH PUBLIC INPUT.

WE SUGGEST A COMBINATION OF DATA DRIVEN FEEDBACK METHODS.

WITH AN 8 TO 12 MONTH PILOT PROGRAM ALLOWING E BIKES ON THE PATHWAYS. THIS WOULD BE SIMILAR TO OTHER COMMUNITIES, SUCH AS AUSTIN, WHERE THEY HAD AN EIGHT MONTH PILOT AND BOULDER HAD A 12 12 MONTH.

WE CAN GET SURVEYS. RESIDENTS CAN BE GIVEN THE OPPORTUNITY TO EXPERIENCE E BIKES THEMSELVES.

WE COULD TRY THEM OUT AT DEMONSTRATION DAYS.

LIKE NATIONAL NIGHT OUT OR BIKE THE WOODLANDS DAY.

INCLUDING TO RESEARCH THE IMPORTANT ISSUES WE FACE TODAY AND EDUCATE THE RESIDENTS ON THOSE ISSUES. INCORPORATION OF THE WOODLANDS IS CERTAINLY ONE OF THE MOST IMPORTANT ISSUES WE WILL EVER FACE. TONIGHT, WE COME TO YOU FOR TWO MAIN PURPOSES. FIRST, WE STAND BEHIND THE RESOLUTION PUT FORTH BY THE WOODLANDS CHAMBER OF COMMERCE.

WE RECOGNIZE THE VALUE THAT THE BUSINESSES AND OWNERS AND MANAGERS BRING TO OUR COMMUNITY.

AND WE TRUST IN THEIR JUDGMENT IN PUTTING FORTH THEIR RESOLUTION. SECOND, TO BRING TO YOU OUR OWN STATEMENT ON POSTPONING ANY INCORPORATION VOTE IN THE NOVEMBER ELECTION. ON JULY 14, THE STEERING COMMITTEE OF TOWNSHIP FUTURE ADOPTED A STATEMENT URGING THE TOWNSHIP BOARD TO POSTPONE PLACING THIS INCORPORATION ISSUE ON THE BALLOT. FOR AMONG OTHER REASONS THESE FEW FACTS. THERE IS NO VALID JUSTIFICATION TO RADICALLY CHANGING OUR GOVERNMENT STRUCTURE AT THIS TIME. THERE WOULD BE INSUFFICIENT TIME TO ADEQUATELY INFORM THE PUBLIC OF THE PROS AND CONS OF CORPORATION WHEN ALL RELATIVE FACTS HAVE NOT BEEN GATHERED BETWEEN THE TIMES HE RECEIVED THE FINAL REPORT AND MAKE THE CALL TO PUT IT ON INCORPORATION TO THE TIME IT GETS TO A VOTE.

AND WE BELIEVE INCORPORATION WILL CAUSE PROPERTY TAXES AND FEES TO INCREASE. AND THE RESIDENTS WILL NOT HAVE HAD ENOUGH TIME TO WAIT A TAX INCREASE AGAINST ANY BENEFITS THAT MIGHT RESULT INCORPORATION.

FINALLY, THE TOWNSHIP'S FINANCIAL POSITION HAS NOT YET STABILIZED FROM THE PANDEMIC ECONOMY.

IN ADDITION, TOWNSHIP FUTURE SUPPORTS HOLDING A SPECIAL ELECTION ON INCORPORATION IF AND WHEN APPROPRIATE.

WITH SUCH AN IMPORTANT ISSUE AS THIS, THE MERE IDEA OF INCORPORATING THE WOODLANDS AND RADICALLY CHANGING OUR FORMER GOVERNANCE DESERVES THE RESIDENTS UNDIVIDED ATTENTION.

IF THIS ISSUE WERE TO BE CO-MINGLED WITH OTHER VARIOUS TOPICS DURING AN ELECTION, THE RESIDENTS WILL NOT HAVE HAD A FAIR OPPORTUNITY TO ASSESS THE GRAVITY OF THE ISSUE.

I'M ON THE TRAILS SEVERAL TIMES A WEEK. I OFTEN SEE YOUNGSTERS LEARNING TO RIDE BIKES, FAMILIES WALKING WITH CHILDREN AND STROLLERS.

PEOPLE WALKING DOGS AND RUNNING AND WALKING FOR EXERCISE.

THERE ARE ALL AGES ON THE TRAIL AND EVERYONE DESERVES TO FEEL SAFE. THE TRAILS ARE EIGHT FEET WIDE.

IN COMPARISON, THE TRAILS ON THE SPRING CREEK TRAIL WAY ARE 12 FEET WIDE. THE EXTRA FOUR FEET GIVES EVERYONE ON THE TRAIL MORE TIME TO REACT TO OTHERS AS A PASS OR COME TOWARDS YOU. THE TRAILS IN THE WOODLANDS ARE ALSO WOODED AND WANDER THROUGH WITH TURNS AND LIMITED SIGHT DISTANCE. IT ALSO CONNECTS THE COMMUNITY WITH INTERSECTIONS WITH HOUSING ADDITIONS ALONG THE TRAIL.

NOT ALL CARS STOP BEFORE THE CROSSWALK NOR DO THEY CHECK THE TRAIL WHEN TURNING RIGHT. IF THOSE ON THE RAIL DO NOT STOP AND LOOK, THERE IS INSUFFICIENT TIME IN LINE OF SIGHT TO PREVENT ACCIDENTS. IN THE TOWNSHIP COMMENTS, THE INSURANCE COMPANY AND RISK MANAGEMENT CONSULTANT HAVE RECOMMENDED THAT NO MOTORIZED VEHICLE PROHIBIT TATIAN CONTINUE ? IN THE AMOUNT OF $100,000.

THERE'S ALSO COSTS OF $300,000 TO REMOVE STENCILS ON THE TRAIL. THERE ARE FAST-TRACK PROJECTS IN THE MASTER-PLANNED THAT COULD BE ACCOMPLISHED WITH THESE FUNDS. THE TALK OF SPEED LIMIT ON THE TRAIL ? I DO NOT BELIEVE ARE PRACTICAL OR ENFORCEABLE.

I HAVE BEEN RUN OFF THE TRAIL MYSELF.

STAFF IS STILL WORKING ON THE BASE BUDGET.

SO THE ONLY THING LEFT TO FINISH IS WHAT IS THE IMPACT ON COST TO OUR RESIDENTS? EVERY OTHER PIECE OF INFORMATION THAT ANYBODY WOULD LIKE TO LOOK AT HAS BEEN PUBLICLY AVAILABLE. IT IS STILL PUBLICLY AVAILABLE.

AND FROM WHAT I HEAR YOU SAYING, OUR FINANCIAL ANALYSIS TIES INTO OUR TOWNSHIP BUDGET. FOR THOSE OF YOU WHO DON'T FOLLOW THE TOWNSHIP BUDGET PROCESS, MY PREDECESSORS ? THEY ALSO HAD TO APPROVE IMPOSING A SALES TAX ON THEMSELVES. WE DIDN'T PAY THE TWO CENT SALES TAX. THERE WAS ADDITIONAL SALES TAX ADDED ? ONE PENNY. WE HAD ONE THAT WAS COVERING THE FIRE SERVICE I BELIEVE. THEN WE ADDED ANOTHER SALES TAX THAT DIDN'T EXIST. AND THE BOUNDARIES WERE EXPOUNDED TO COVER THE NOW BOUNDARIES OF THE WOODLANDS.

THE RPA'S ARE CONTRACTS WITH THE CITY OF HOUSTON AND THE CITY OF CONROE. THE ESTABLISHED THE PROCESS TO GO FROM A TOWNSHIP TO A CITY. THE FIRST DATE WE COULD HAVE POSSIBLY BECAME A CITY WAS IN 2014.

SO THERE IS A LOT OF PEOPLE SAYING THERE ISN'T A LOT OF INFORMATION OUT THERE. IT'S GOING TO QUIT.

FROM 2007 TO 2021, THAT IS A HEALTHY AMOUNT OF TIME.

THERE WAS A STUDY PRIOR TO THE TRANSITION TO A TOWNSHIP.

THIS IS ACTUALLY THE THIRD STUDY DONE ON INCORPORATION IN THE COMMUNITY. SO I HAVE OFFERED MYSELF TO ANYBODY WHO WANTS ME TO COME SPEAK.

I AM HAPPY TO COME. I NEVER TURNED DOWN AN INVITATION. WHETHER IT'S A WINDSOR HILL HOA OR EVEN THE CHAMBER. WE HAVE THE MATERIALS TO BRING WITH US. WE HAVE THE STAFF TO BRING WITH US. THE PROFESSIONAL STAFF THAT HAS BEEN RUNNING THE COMMUNITY AND HAVE BEEN HERE FOR DECADES.

IT WAS A CONSULTANT ? SUBCONSULTANT DRIVEN AND PEER DRIVEN ? TWO DIFFERENT CONSULTING GROUPS WORKING IN TANDEM TO MAKE SURE THEY GOT IT RIGHT.

IN THE BOARDS ALONG THE WAY HAD TO APPROVE THE FEEDBACK.

AND OUR LAST DECISION THAT WE HAVE FOR THE FINANCIAL ANALYSIS TIES TO OUR 2022 BUDGET. SO WE ARE IN A SHORT WINDOW OF TIME. WE WILL HAVE THAT BUDGET DONE.

I FOUND IT INTERESTING THAT MANY OF THEM REPRESENTED A BUSINESSES OPINION WHEN THEY DON'T RESIDE HERE.

I SERVE ON THE BOARD OF SEVERAL PEOPLE AND OUR SENIOR EXECUTIVES. AND I CALLED ONE AND ASKED HIM IF HE WAS AWARE THAT ONE OF THE COMPANIES REPRESENTATIVES ON

THE BOARD HAD TAKEN A POLITICAL POSITION.

THEY WERE NOT. THEY WERE CONCERNED ABOUT IT.

ECAUSE THE CEO OF THE COMPANY ALSO SERVES ON THAT BOARD AND THEY WERE NOT AWARE OF IT. I FIND IT INTERESTING AT THIS POINT THERE ARE SO MANY PEOPLE THAT BELIEVE THERE IS A LACK OF INFORMATION AND LACK OF UNDERSTANDING.

I WON'T WHAT THE CHAIRMAN SPOKE TO ABOUT HOW MUCH INFORMATION IS OUT THERE. AT LEAST UNTIL 2018.

BUT I KNOW THERE HAVE BEEN QUITE A FEW COMMENTS IN LOCAL NEWSPAPERS THAT THERE IS A LACK OF INFORMATION.

AND PEOPLE DON'T UNDERSTAND WHAT IS GOING ON.

SO I WOULD ENCOURAGE YOU TO BECOME MORE INVOLVED PASS THIS NIGHT. SO YOU CONTINUETO STAY INFORMED AND KNOW WHAT IS GOING ON AND THE INFORMATION AVAILABLE.

IT HAS NOT BEEN DISCUSSED. WE ARE STILL WORKING ON INFORMATION NEEDED TO MAKE THAT DECISION.

BUT I APPRECIATE THE AMOUNT OF SUPPORT THAT IS HERE.

A LOT OF THESE MODS HAVE PAID OFF THEIR DEBTS AND THE RATES ARE LOW. BUT THERE ARE TWO THINGS COMING DOWN THE PIKE IN THE NEXT 5 TO 10 YEARS.

ONE IS $100 MILLION WORTH OF IMPROVEMENTS THAT THEY NEED TO PUT INTO THE WATER SYSTEM ? WHICH WILL GO INTO YOUR WATER RIGHTS. AND THEN, THE TRUSTEE BOARD IS ALSO STUDYING A WASTEWATER CONSOLIDATION PLAN.

THE ESTIMATES FROM THAT START 500 MILLION AND GO NORTH.

SO THERE WILL BE A CONSIDERABLE AMOUNT OF DEBT THAT ENDS UP IN THE SYSTEM. EVERYBODY NEEDS TO REALIZE THAT THE WOODLANDS HAS BEEN AROUND FOR 47 YEARS.

AND THERE IS INFRASTRUCTURE THAT NEEDS TO BE FIXED.

AN OLD INFRASTRUCTURE THAT NEEDS TO BE REPLACED.

I THINK ONE THING THAT HITS HOME ? ONE OF THE MOST IMPORTANT THINGS ABOUT GIVING OUR CITIZENS THE CHANCE TO MAKE UP THEIR MIND HOW THEY WANT TO BE GOVERNED IS THAT FOR THE FIRST TIME, WE TALK ABOUT DIVIDING US? THAT COULD BE GRANTED FROM THE LOCAL RECIPIENT ENTITY.

UNLIKE CARES ACT. CARES ACT HAS NOTHING TO DO WITH US BEING INCORPORATED. BEING A CITY WOULDN'T CHANGE THAT. THE TOPICS THAT WILL COVER TONIGHT IS THE DSC MEETING DATA. THIS IS THE DATA THAT IS COMPILED AND WORKED ON BY BOTH STAFF AND COMMITTEE MEMBERS.

IT IS THE MONTHS IN THE SECOND QUARTER ? APRIL, MAY, AND JUNE 2021. WE WILL TALK ABOUT KEY ISSUES THAT HAVE TAKEN PLACE OR HAVE COME UP SINCE OUR LAST REPORT.

AND WE WILL TALK ABOUT FUTURE ITEMS.OW TO THE DATUM.

IN THE SECOND QUARTER, WE HAD A TOTAL OF 238 APPLICATION AND PROCEDURAL ISSUES THAT THE MEMBERS OF STAFF AND THE DSC HANDLED. THE COMMERCIAL ITEMS HAVE BEEN PRETTY STEADY. THE RESIDENTIAL ITEMS, WE STARTED OFF PRETTY GOOD IN APRIL.

WE SAW A LITTLE DROP IN MAY. AND IT PRETTY MUCH EVENED OUT IN THE MONTH OF JUNE. WHEN WE TAKE A LOOK AT WHERE WOULD WE BE AT THE END OF SIX MONTHS? SO WE HAVE THE FIRST QUARTER AND SECOND QUARTER, WE CAME UP WITH 450 COMMERCIAL AND RESIDENTIAL AND ADMINISTRATIVE ITEMS BY THE COMMITTEE AND STAFF.F WE PROJECT THAT OUT AND FORECAST THAT TO THE END OF THE YEAR, THERE WILL BE ABOUT 900 APPLICATIONS FOR THE YEAR. SO HOW DOES THAT RELATE TO WHERE WE WERE IN 2020? WE ARE ABOUT 78 PERCENT OF THE VOLUME THAT WE HANDLED IN 2020. THINK IN 2020, WE HAD MORE APPLICATIONS BECAUSE PEOPLE WERE ? AS WE ALL KNOW ? PRETTY WELL AT HOME. WORKING AT HOME FOR THEIR COMPANY OR THEY HAD ADDITIONAL PROJECTS TO ENJOY THEIR HOME.

WE HOPE IN 2022, WE WILL START TO RECOVER.

STAFF IS TRYING TO PUT MORE APPLICATIONS ON SUMMARY SO WE CAN SPEED UP THE PROCESS. WE'VE LOOKED TO ADMINISTRATIVE METHODS TO SPEED UP THE PROCESS.

SO WE CUT DOWN THE PROCESS BY INPUT FROM STAFF AND INPUT FROM THE COMMITTEE. WHEN WE LOOKED AT KEY ISSUES, THE JOINT MEETING WITH OUR DRC'S HAS BEEN A KEY ISSUE TO GET BACK ON TRACK. AND WE HAVE THAT BACK ON TRACK AND 2021 COMING OUT OF THE PANDEMIC.

WE HAD THOSE MEETINGS RESCHEDULED ? ONE PER QUARTER.

THE MEMBERS OF THE RD RC HAVE REALLY EXPRESSED THANKS TO BOTH THE STAFF AND THE DSC FOR GETTING THEM BACK ON.

THERE ARE MEETINGS THAT THE RD RC'S HAVE HAD THE OPPORTUNITY TO PRESENT ITEMS THAT THEY WANT TO DISCUSS.

WE EXCHANGE BEST PRACTICES. IDEAS ON HOW TO HANDLE APPLICATIONS. AND WE CONTINUE TO ENCOURAGE THE RD RC'S TO PROVIDE GUIDANCE WHEN AN APPLICATION HAS TO COME UP FOR A VARIANCE. WE TAKE THEIR COMMENTS INTO ACCOUNT. AND IT IS ALL PART OF OUR PACKAGE. SO WE REALLY VALUE THE RD RC'S.

OUR LAST MEETING, WHICH WAS 30 JUNE, WE ANNOUNCED THAT WE WILL START TO LOOK AT STANDARDS REVIEW.

SO THE RD RC'S PROVIDED AREAS THAT THEY WANT US TO LOOK AT.

WE HOPE BY OCTOBER OR NOVEMBER OF THIS YEAR, WE WILL HAVE ALL THE REVIEWS COMPLETE. WE DON'T THINK IT WILL BE A BIG TASK. WHEN YOU LOOK BACK AT 2019, WE DID A LOT OF REVIEW AND KEY CHANGES.

LIKE SHORT-TERM RENTALS. TO GET THAT IN PLACE TO MEET BOTH THE LAW AND ALSO THE RESIDENTS COULD ENJOY THEIR PROPERTY. LOOK AT WHAT IS TRENDING.

IT NOTICED THAT THERE ARE TWO DIFFERENT SYSTEMS. ONE BEING THE ROADS AND ONE BEING THE PATHWAY.

AND IDENTIFY THAT THE ROADS ARE FOR MOTORIZED USE.

THE PATHWAYS ARE FOR NONMOTORIZED USE.

AND THERE WAS CLARIFICATION ON THAT WHEN IT TALKED ABOUT THE HIGHER RATES OF SPEED FOR BICYCLISTS SHOULD BE ON THE ROADS. ANOTHER LARGE ISSUE THAT IS BEFORE US ? THE TEXAS MUNICIPAL INDICATD THEY RECOMMEND NO CHANGES TO BE MADE IN OTHER WORDS NOT ALLOW MOTORIZED VEHICLES ON IT. SO IT'S NOT ONE-SIZE-FITS-ALL.

AND RIGHT NOW WE HAVE A ONE-SIZE-FITS-ALL RULE.

IT SAYS IF IT IS MOTORIZED IT IS NOT ALLOWED.

THEORETICALLY IT IS EASIER TO ENFORCE.

WHEN WE LOOK AT THE BIKES, THERE ARE CLASS ONES AND TWOS AND THREES. THEY ARE PETAL ASSISTED.OME HAVE THROTTLES. SOME GO UP TO 28 MILES PER HOUR. YOU CAN ALSO LOOK AT OTHER THINGS THAT COULD BE CONSIDERED ELECTRIC OR MOTORIZED.

AND SO IN GENERAL, THE BIKES WOULD BE ALLOWED IF THE PATHWAY WAS SOLELY DEDICATED TO A PATH AS MENTIONED.

BUT WE HAVE THAT POTENTIAL TO ALLOW THEM IF WE SO CHOOSE.

SO THE MUD DEBT ? THE COUNTY DEBT ? ALL THE OTHER ENTITIES THAT HAVE NOTHING TO DO WITH THE TOWNSHIP ? THEIR DEBT LOAD COUNTS AGAINST OUR RATING. AND AS A CITY, THEY DON'T CONSIDER NON-ENTITY DEBT. WE WOULD ACTUALLY GET A RATING BASED ON OUR OWN RETAINED DEBT AS A MUNICIPALITY.

WE TRADED THOSE BONDS THAT WERE AT 3.1 PERCENT FOR AN INTEREST RATE FOR 1.22 PERCENT. AND THAT WILL SAVE THE TAXPAYERS JUST UNDER 900,000 OVER THE REMAINING LIFE OF THESE BONDS. AND YOUR PLAN OF FINANCE THAT

WAS PRESENTED TO THE BOARD ON MAY 19 IS SHOWN IN THE FIRST COLUMN. AND WE ACTUALLY IMPROVED WHAT WE WERE ABLE TO GET FINANCED AN ACTUAL SALE OF JULY 20.

SO ALL AROUND, GREAT NEWS AND GREAT SAVINGS FOR THE COMMUNITY AND TAXPAYERS.E WILL CONTINUE UNTIL WE CLOSE ON
